SectionAiscomprisedoftheSF33,Solicitation,OfferandAward,used
asthecoversheetfortheRFP.Abilateralcontractmaybeawarded
withoutdiscussionssimplybytheadditionalsignatureofthe
ContractingOfficer.IfdiscussionsareheldandBestandFinalOffers
requested,theresultingbilateralcontractmustbepreparedusingthe
SF26,Award/ContractforSectionA.Thecontractorshouldalwaysbe
requestedtosigntheSF26priortoexecutionbytheContracting
Officer.ThemostimportantinformationintheSF33forsolicitation
purposesisthetimebywhichoffersmustbesubmittedandthe
requirementforsignaturebyanauthorizedrepresentativeofthe
contractor
SectionBcontainsalistingofallsupplies,dataandservicestobe
acquired.Contractlineitemsshouldbeestablishedforitemstobe
deliveredtotheGovernmentandservicestobeperformedfortheline
items.
Includeabriefdescriptionoftheproductsorservices,e.g.,item
number,nationalstocknumber/partnumber,ifapplicable,and
quantities.Alternatively,SectionBofasolicitationmaydirectofferors
toentertheirpricinginformationinaspreadsheetprovidedforthat
purpose.
SectionCcontainsadetaileddescriptionoftheproductstobe
deliveredortheworktobeperformedunderthecontract.Includeany
detailsneededbeyondtheinformationprovidedinSectionBfor
competingofferorstodevelopaccuratepricingproposals.
SectionDprovidespackaging,packing,preservation,andmarking
requirements,ifany.
SectionEincludesinspection,acceptance,qualityassurance,and
reliabilityrequirements.
SectionFspecifiesthetime,place,andmethodofdeliveryor
performance.SolicitationsspecifyingshipmentFreeonBoard(F.o.b.)
originmuststatethatofferswillbeevaluatedonthebasisofthe
proposedpriceplusproposedtransportationcostsfrompointoforigin
tothedesignateddestination.
SectionGincludesanyrequiredcontractadministrationinformation,
suchaswhetherindividualtaskorderswillbeissuedagainstthe
contract,specialinvoicinginstructions,orpaymentinstructionsif
paymentistomadetoanaddressotherthanthatshownontheSF33.
SectionHcontainsanyspecialcontractrequirements,e.g.,security
requirements,thatarenotinothersections,includingclausesthatare
speciallywrittenforthespecificsolicitationorcontract.Thissection
willalertofferorstospeciallywrittenclausesthatmustbegivenclose
attention.

contract,includingtheclausesrequiredbylaworbytheGuideandany
additionalclausesexpectedtoapplytoanyresultingcontract,ifthese
