Managing will be observed as the target performance of important decisions according to
which an organization is directed, and important factors of management will be considered.
Through research of different leadership styles Likert four categories were discused autocratic,

classification and essential political leadership were examined, according to certain criteria.
According to the criteria of content and methods of mobilization, we can distinguish transactional
and transformational leadership.
In political science, the most of leadership classification are based on Weber 's
classification of the traditional, charismatic and rational guidance.
Consideration of internal party organization has become a hot topic in political science
research. Although the political parties can be classified according to various criteria, it will
indicate to the von Baume's classification of parties, and special attention will be focused to the
study of the relationship between the leaders of the presidency, the principal, executive and
municipal party committee and, of course, membership.
Political leadership in public administration, which includes Public Administration, Local
Government and Public Service is a special segment of our research. Efforts will be made to
point out the issues of harmonization of the legal framework of the Republic of Serbia in the
process of joining the European Union, as well as issues of leadership and public administration
organizations.
It also studied the political leadership in other organizations such as trade unions, NGOs,
and others.
As the role of leadership, there is the role of trade unions in a democratic society, which
means performing a number of functions in the sphere of work, starting from initiatives to
directly safeguard. Nonetheless, the trade union as an organization is involved in initiating,
articulating and implementing the policies of the society. Social policy and social security are the
essential content of the work and goals of the union. The union successfully or less successfully

realized its role and functions, depending on the characteristics of a society, of organization and
action capacity of trade unions, properties and membership numbers, etc.
Whatever the leadership model, modern leadership has become a very important segment
of social, and especially political and economic spheres, which would have been unimaginable
without the leadership organization of the political system.
UVOD
Novi stil politikog liderstva u Srbiji dobija na znaaju tek nakon uvoenja viepartijskog
sistema, pri emu se njime ispoljava posebna vrednost u nainu delovanja politiara, dok su
procesi demokratizacije sebi dali za pravo na kritinosti. Sam stil politikog koncepta liderstva
nije predstavljao samo kategoriju, ve se preko istraivakih stilova ispoljavaio i naunometodoloki znaaj razvoja ovakvog koncepta.1

Ovo i zato to, kako se konstatuje: Demokratija konfrontacije ili sueljavanja jeste reim
u kome se kroz stranaku utakmicu odrava javna rasprava oko planova i projekata. Taj politiki
sistem upao je u krizu. Pobrkani reperi u politikoj debati dovode do demokratije, imputacije ili
pripisivanja, pri emu se vie ne sudi o programu i projektu, nego o linostima.
Personalizacijom se odreuju politike opcije, koje se u potpunosti poistoveuju sa
odreenim politikim linostima kao i njihovim linim karakteristikama, pri emu se razmatra o
politikoj kulturi uz naglaavanje da je to nerazdvojiva osobina same politike javnosti u Srbiji.
Cilj i ogled personalizacije jeste u objanjenju koje lei u sloenosti politikih tokova i socijanih i
psiholokih mehanizama i politikih tokova, ija je funkcija pre svega ukidanje legitimiteta
reimu i ,,ocrnjenje'' drugih politikih protivnika, razlikovanje u miljenju i u politikim
ideologijama i programa, kao i nadoknada poverenja u institucije sistema koje mogu imati
razliite verijetete.
,,Lider moe biti javnosti prepoznatljiv po svom osobenom, linom, ,,peatu'' nainu i
stilu na koji obavlja neku politiku funkciju, odnosno sprovodi politiku svoje stranke
(gvozdena Margaret Taer, energini ini, dosledni Kotunica), odnosno lider moe u
svom politikom nastupu preuzeti stereotipne programske karakteristike svoje stranke, ili, pak,
predstava o lideru moe biti ista personifikacija njegove politike, onda kada pojavom, stilom
ivota, ili retorikom, dosledno izraava politiku ideju koju u datom trenutku zastupa (kao na
primeru metamorfoze Vuka Drakovia od nacionaliste u evropejca) (Vasovi 2006: 4546).2
Ovim navodom se ne vri ocenjivanje politikih opcija, ideologija i programa u Srbiji, ve
pre svega line osobine lidera, kao i kriterijum privlanosti i kredibilitet koji dosta dobija na
znaaju, a samim tim i izborna opredeljenja koja se mogu podvesti pod afektivnim umesto
racionalnim kriterijumima za opredeljivanje biraa.
U Srbiji ipak nije toliko neistraena materija o liderstvu, ve je samo potrebno naglasiti da
je taj koncept primenljiv kako za same lidere, tako i za same strukture liderstva ije je politiko
delovanje od velikog i kljunog znaaja za politike procese kako na dravnom, tako i na
lokalnom nivou.
