The Staff Side (JCM) has calculated minimum wage as on 1st Jan 2014 as per the Dr. Aykroyd formula as
Rs 26,000/- taking into following prices.

The 7th CPC has hinted that the date of effect of the 7th CPC shall be from 1st Jan 2016. In this context the
minimum wage and fitment formula, should be as follows.
The increase in prices between 1st Jan 2014 to 1st July 2015 is 18% as the DA as on 1st Jan 2014 was 100%
and likely DA as on 1st July 2015 is 118%, In actual terms the retail prices have increased by over 25%. Even
considering the 18% hike in prices from 1st Jan 2014 to 1st July 2015 and adding 7 % likely hike in prices for
the period 1st July 2015 to Jan 2016 it works out to 25% hike in minimum wage.
Minimum wage calculated by the Staff Side (JCM) using Dr. Aykroyd formula as on 1st Jan 2014 was Rs
26,000/Adding 25% hike in prices between 1st Jan 2014 to 1st Jan 2016, the minimum wage should be Rs
32,000/- and accordingly the fitment formula should work out to 4.5 times.
If we calculate the minimum wage as on 1/1/2016 using the Dr. Aykroyd formula taking into account the
current retail prices in Bangalore. It works out Rs 27,000/- and fitment formula as 3.85.

There are many rumors on the fitment formula and minimum wage, actually the 7th CPC has made only a draft
and they will calculate the actual fitment formula and minimum wage only next month taking into the account
the prices as on 1st July 2015 and adding weight age for the period 1st July 2015 to Jan 2016 and work out
the fitment formula and minimum wage.
If any fitment formula less than 3.85 and minimum wage of Rs 27,000/- it will be denial of right wages for CG
employees.
During the 6th CPC the Staff Side (JCM) has calculated minimum wage as on 1st Jan 2006 as per the
Dr. Aykroyd formula as Rs 10,000/-, where as the 6th CPC had provide the minimum wage as Rs 7000/- and
the 6th CPC had fixed fitment formula of 1.86.Most of the pay commissions have accpeted 70% of the staff

side demand. We sincerely hope this 7th Central Pay Commission will also calculate the right wages and
fitment formula for the Central Government Employees.

If you look at the 6th Pay Commission Pay Fixation formula, we can find a difference in that the Basic Pay is
divided in to two as to Pay Band and Grade Pay. Based on this, the Pay Band is arrived by summing up the 5th
Pay Commission Basic Pay, Dearness Pay and Dearness Allowance (1.86 Multiple Factor). 40% of the
Maximum of pre revised Pay Scale of the 5th Pay Commission is added to the Grade Pay that is paid as
usual and the Grade Pay is determined.

7th CPC Pay Fixation Formula Project


If you look at the timetable above, a fact becomes clear. The Basic Pay in every new pay commission is
derived by combining the Basic Pay from the previous pay commission and additional benefits like DA,
Interim Relief I and II, and DP. Along with this a percentage is taken from the old Basic Pay and added to the
above sum and given as new Basic Pay.

In the 6th Pay Commission alone, the total sum (that is got by adding) is given as Pay Band and a percentage
from the usually paid additional amount is given as Grade Pay. Based on the above Pay Commissions, (3rd

For the kind attention of the viewers, the 7th Pay Commission Pay Calculator has been created on the basis of
the already created 7th Pay Commission projected pay scale. Moreover, in this calculator, Pay Band and Grade
Pay are not shown separately. This is because in each Pay Commission the new Basic Pay is arrived by adding
a certain percentage from the previous Basic Pay along with Dearness Allowance and interim Relief.
In the 6th Pay Commission alone the previous Basic Pay and DA has been changed to Pay Band and some
percentage of the additional pay is given as Grade Pay. We have explained all this very clearly in the timetable
given below.
The percentage of pay added to each Pay Commission has come from within itself. Based on this, in the
calculator given below, we have calculated the pay in three ways and provided options for 50%, 60% and 70%.
In each Pay Commission, some Pay Scales are annexed. In such Pay Scales, there is possibility to get more
benefits. Due to this reason, we have considered 60 to 70% as the rise and roughly explained the overall
benefits. We have not specified the Grade Pay and Pay Band separately.

Commission are foremost things that draw the attention of


Central Government Employeesand Pensioners nowadays.
As the commissions regular time frame for submission of
report is getting completed in less than 11 months, employees
and pensioners hope for either implementation of Revised 7th
Pay Commission Pay and Pension in time or grant of DA merged
pay with interim relief from 1st January 2016.
Both of these exercises would require a percentage of Dearness
Allowance to be merged with pay. So Quantum of DA as on 1st
January 2016 gains much significance here.
As of now, Central Government and Railway employees and
Defence personnel are in receipt of DA of 107% from July 2014.
With all the indices from Jan 2014 to Dec 2014 have been
officially released, DA with effect from January 2015 is
confirmed to be 113%.

Though increase in DA of 6% from January 2015 appear normal


at par with increase in DA previously, additional DA this time
was possible only due to higher Consumer Price Indices from
Jan 2014 to July 2014.
The index from August 2014 to December 2014 is totally flat
and remained at 253 for 5 months thanks to economical factors
such as lesser oil prices, good monsoon etc.
As, period from July 2014 to Dec 2014 form the 1st half of the
chain of CPI needed to calculate DA from July 2015, this no
inflation scenario would definitely impact quantum of DA from
July 2015. For example, if CPI (IW) is flat at 253 for two more
months

(Jan

2015

and

Feb

2015)

and

one

or two point increase in the next 4 months (Mar, Apr, May and
Jun 2015) would result in DA increase of only 5% from July 2015

As far as DA from January 2016 is concerned, the cost of living


indices from January 2015 to December 2015 will be the
deciding factors. On account of various economical factors such
as reduced interest rates etc., CPI (IW) may either be heading
south or remain flat during this period, but it is too early to
predict those factors now. Any way, it is sure that Consumer
Price Index from January 2015 to December 2015 may not
experience any steep upward movement. In that case, we can
safely assume one point increase in CPI (IW) in alternative
months

Both of these received wide-spread response among central
government employees as well as Railway Employees and gave
a good online platform for discussion on expected 7th CPC
pay structure.
Now,

we

have

attempted

to

estimate

7th

Pay Commission Pension for Central Government Pensioners


and

Railway

Pensioners

on

the

basis

of

6th

CPC Pension Fixation. Pensioners may please note that this is


only an approximate estimation of pension based on the factors
taken into account by Government while implementing 6th
Pay Commission. So, if 7th Pay Commission adopts different set
of principles for determining 7th Pay Commission pension then

this estimation may not be correct. Also, due to non-availability


of fitment table for 7th Pay Commission Pay revision as of now,
50% of minimum of 7th CPC pay band equivalent to pay
scale in which pensioner retired which will be assured by every
pay commission could not be calculated.
