hours in Olympics host country

The 2016 Summer Olympics kick o this weekend in Brazil
against the backdrop of rampant anti-LGBT violence in the country.
Grupo Gay da Bahia, an advocacy group in northeastern Brazil,
notes that 326 LGBT Brazilians were reported killed in 2014.
The organization said in a June 29 press release that 19 LGBT
people in the state of Bahia were killed in situations with
obvious homophobic overtones in the rst six months of this
year. Grupo Gay da Bahia has previously said that an LGBT person

As Donald Trump continues to make provocative
and controversial comments with fewer than
100 days before the general election, Log Cabin
Republicans continues to mull whether to endorse
himfor president.
Gregory Angelo, president of Log Cabin, said
Monday hes unable to predict whether Trump will
receive an endorsement from the organization.

Any inclinations I have right now would be pure


conjecture at this point, Angelo said. I clearly have
members around the country sharing their thoughts
and opinions with me as Ive traveled around on
behalf of Log Cabin Republicans, especially over the
course of the last three months, but thats all just
anecdotal at this point.
The board of directors, Angelo said, will make the
endorsement determination no earlier than during
an upcoming meeting in late September in D.C. The
exact date for the meeting isnt yet decided, and as
is customary for Log Cabin board meetings, the
discussionwont be open to the public, Angelo said.

Congratulations to Kim Hoover on her


appointment by Mayor Bowser to the
Mayors Advisory Commission on LGBT
Aairs. Hoover is an attorney and real estate
investor/developer. Her operating companies
include Kim Hoover R.E.D., City Inuence and
DC Urban Properties. A graduate of Duke
University School of Law, she is a member of
the D.C. and Texas bar. Additionally, she has
taught nancial services law at the American
Universitys Washington College of Law.
Hoover is active in a number of political
and charitable organizations and serves on
the board of Urban Pace and since 2014
has been chair of the Victory Fund board of

Her Victory Fund bio reports, Kim and
her partner, Lynn Hackney, have been
together since the 20th century and have two
daughters. On Sept. 4, 2013, Kim and Lynn
were married in New York City.
Another new appointee to the Commission
is Kylar Broadus. Broadus has enjoyed a
prolic career as an activist, writer, lawyer,
professor, lobbyist and public speaker. As an
attorney, Broadus practiced with a focus on
LGBT law, particularly, transgender rights.
Broadus has been active with the National
LGBTQ Task Force and from its website, In
2012, Broadus was awarded the Susan J.
Hyde Activism Award for Longevity in the

Conference on LGBT Equality: Creating
Change. That same year, he made history
as the rst transgender American to testify
before the U.S. Senate on behalf of the
Employment Non-Discrimination Act.
A prolic writer, Broadus has authored law
review articles, op-eds and other educational
materials related to transgender law and
policy, including a piece in the rst-ever
comprehensive work on transgender civil
rights by Currah, Juag and Minter in 2006 on
The Evolution of Employment Discrimination
Protections for Transgender People, which
is used throughout the country in gender and
womens studies classes.

Gay man wins rst round in


common-law marriage dispute
Relatives say deceased
partner lived in
Rehoboth Beach

The D.C. Court of Appeals ruled on
July 7 that a D.C. gay man who believes
hes entitled to a share of the estate
of his deceased partner can petition
the Districts courts for a declaration of
common-law marriage between him and
the partner, even though the partner was
a resident of Rehoboth Beach, Del., at the
time of his death.
The appeals court ruling overturned an
earlier ruling by the D.C. Superior Court,
which granted a motion to dismiss James
Spellmans petition for a common-law
marriage declaration between him and
Michael Kelly, his partner of 17 years, on
grounds that the Superior Court didnt
have personal jurisdiction over Kellys
estate and relatives in Delaware.
The ruling remands the case back to
the D.C. Superior Court, which must now
make a determination on the merits of
whether a common-law marriage existed
between Spellman and Kelly.
Spellmans attorney, Ugo Colella, has
said his clients relationship with Kelly
meets the legal criteria for a common
law marriage the two lived together and
acted as married spouses.
Kellys relatives, led by his brotherin-law, Joseph Boland, led a petition in
Delaware to probate Kellys estate shortly
after Kelly died in February 2013 at the
age of 68. A Delaware court appointed
Boland as personal representative or
executor of the estate in accordance with
Kellys 1990 will, which named Boland
as personal representative. The will was
led in Sussex County, Del.
The Wall Street Journal reported in
an August 2013 story that Delaware
probate court records showed Kellys
assets totaled $819,000 and included a
Rehoboth Beach house assessed at the
time with a value of $574,000. The will
divided Kellys assets among his four
siblings, the Wall Street Journal reported

the court records as showing.


At stake in Spellmans common-law
marriage petition is whether he would be
entitled to some if not all of Kellys assets
as Kellys legal spouse. D.C.-area attorney
Michele Zavos, who specializes in LGBT
family law, said spousal probate laws
dier from state to state but if a person
who dies has a will that predates his or
her ceremonial or common-law marriage,
the surviving spouse is entitled to a
spousal statutory share of the estate.
When Spellman, now 58, led a spousal
claim before the Delaware probate court in
2013, Boland rejected Mr. Spellmans claim on
the ground that there was no documentation
of a marriage between Mr. Spellman and
Mr. Kelly that would be recognized under
Delaware law, according to the D.C. Court of
Appeals account of the case.
Spellman, through his attorney, then
led his petition with the D.C. Superior
Courts Domestic Relations Division
seeking a declaration of common-law
marriage between him and Kelly. The
petition notes that Spellman and Kelly
met Oct. 31, 1994.
On Oct. 31, 1995, one year after their
initial meeting, Mr. Kelly and Mr. Spellman
made an agreement that, from that day
forward, they would live together and
consider themselves to be each others
spouse, the petition says.
Mr. Kelly and Mr. Spellman lived
together as spouses from Oct. 31, 1995
until Mr. Kellys passing on Feb. 16, 2013,
according to the petition.
The appeals court ruling says Kelly also
owned a home in Delaware, where he and
Spellman often stayed on weekends and
during the summer. Kelly, who worked in D.C.,
began spending more time at his Delaware
home in Rehoboth Beach after he retired in
2006, although he continued to travel to D.C.
to spend time there with Spellman.
In his motion to dismiss Spellmans
common-law marriage petition, Boland
argued that Kellys true residence was
in Delaware and that the D.C. courts
could not legally declare a common-law
marriage between the two men because
Delaware law doesnt recognize commonlaw marriages.

Gays Against Gunsprotest targets covert gun lobby

obscure foundation
is another NRA

About 30 members and supporters of
the newly formed D.C. chapter of Gays
Against Guns assembled on Connecticut
Avenue outside the Marriott Wardman
Park Hotel in Northwest Washington
on Tuesday to protest a conference
organized by the National Shooting
Sports Foundation or NSSF.
Organizers of the protest said their aim
was to out the little known foundation,
which they say portrays itself as an
advocate for hunters and outdoor sports
enthusiasts but in reality is the national
trade association for gun manufacturers,
gun dealers and gun show operators.
They have just as much inuence on
Capitol Hill as the NRA, but few voters
even know who they are, the harm they
do to the public, or which members of
Congress they control, said D.C. Gays
Against Guns co-founder Michael Adolph.
Their mission is to promote public policy
that supports the production and sale of
weapons in America, including military
grade assault weapons designed for the
mass slaughter of people, a statement
released by D.C. Gays Against Guns says.
Carrying signs saying NSSF + NRA =
Death and chanting How many more
have to die? and No gun reform,
no peace, the protesters positioned
themselves on the sidewalk on
Connecticut Avenue next to the Woodley
Park Metro station and just outside the
hotels campus-like grounds.
Most prominent was a banner the
protesters carried that appeared to be 30
to 40 feet long that stated in bold letters,

Organizers said the backdrop for the
protest was the NSSFs annual Firearms
Import/Export Conference, which was held
at the Marriott Wardman Park Aug. 2-3.
Gays Against Guns D.C. also called
on Marriott, a longstanding friend of the
LGBTQ community and corporate leader
for equality, to explain where it stands on
sensible gun policy, Gays Against Guns
D.C. said in its statement.
Its troubling to see your friends
provide comfy beds and tasty cocktails
to heads of an industry that revolves
around violence, making and recklessly
promoting and distributing the assault
weapons used for the murder of your
brothers and sisters, said Adolph.
We dont doubt that Marriott cares
about the LGBTQ community, Adolph
said in the groups statement. But lives
are at risk here, and we simply ask them to
show us theyll stand with us in demanding
sensible gun safety policy in America.
In a statement released Tuesday
night, Marriott said it serves as a
hospitality company providing public
accommodations.
If a group or individual seeks to book
space or an event at one of our hotels,

and if to our knowledge that group or


individual is pursuing their agenda in a
legal manner that does not threaten the
comfort or security of our guests and
associates, it is our general practice to
accept that business, the statement says.
In no way do we support or endorse any
group or individual by virtue of accepting
their business, the statement says.
A spokesperson for the NSSF couldnt
immediately be reached for comment.
On its website, the NSSF acknowledges
that it serves as the trade association for
the rearms industry. But it also states
its mission is to promote, protect and
preserve hunting and the shooting sports.
It says its membership consists of more
than 13,000 manufacturers, distributors,
rearms retailers, shooting ranges,
sportsmens organizations and publishers.
Several participants in the protest
carried signs saying We are Orlando,
a reminder that at least a dozen Gays
Against Guns chapters have formed
throughout the country in response to
the June 12 shooting rampage at the
Pulse nightclub in Orlando that claimed
the lives of 49 mostly LGBT patrons of
the club.
As dozens of pedestrians walked past

them, the protesters at one point sang


the civil rights hymn We Shall Overcome
as Silver Spring resident and protest
participant Alfonso Fernandez Jr. read the
names of each of the 49 people killed in
the Orlando shooting.
I think its going great for our rst
action, said Gays Against Guns D.C.s
other co-founder, Phil Attey, in assessing
the protest. While its been great
watching the reaction of the people on the
street, its actually been more interesting
watching the people coming out from the
NSSF conference, he said.
Theyre hearing us chanting NSSF
come out, come out, and theyre kind
of going why are a bunch of gay people
telling us to come out? said Attey.
But we are, he said. They need to
come out of the closet as far as who
they are as an organization. For too
long theyve own under the radar as a
group of duck and deer hunters that are
concerned about the environment and
safety, Attey said.
The American public has no clue that
they wield as much power on Capitol Hill
as the NRA and theyre equally responsible
for the fact that we cant get sensible gun
control passed in Congress, he said.

Trans women assaulted, robbed in Silver Spring


Two suspects charged in
hate-based incident

Montgomery County police on Monday
arrested two male suspects for allegedly
committing a hate-based assault and
robbery against two transgender women
outside a 7-Eleven store at 11445 Amherst
Ave. in Silver Spring, Md., according to a
police statement.
The statement says the two women,

ages 36 and 44, are Hispanic and were


approached by two Hispanic men who
began a verbal confrontation in Spanish
using disparaging sexual orientation
based epithets.
When the 36-year-old victim began
recording the incident on her cell
phone, one of the suspects threw a cup
of noodles he was holding on the two
victims, the statement says.
Both suspects grabbed for the cell
phone and began punching and kicking
the victims, it says. The 36-year-old
victim was pushed into the stores frontglass window, causing a large portion of

it to crack.
The statement says the suspects
obtained the cell phone from the victim
and ran from the scene. It says police
located and apprehended the suspects
on the 11200 block of Georgia Avenue
after police interviewed the victims and
obtained a description of the suspects.
The police statement identies the
suspects as Carlos Hernandez-Sanez,
18, and Edras Vasquez, 20, both of an
unknown address.
It says police charged HernandezSanez with robbery, second-degree
assault, malicious destruction of property

valued over $1,000, and a hate crime for


harassment of a person based on race/
religion/sexual orientation. He is being
held on a $65,000 bond.
According to the statement, police
charged Vasquez with robbery, two counts
of second-degree assault, malicious
destruction of property valued over
$1,000, and two counts of harassment of
a person based on race/religion/sexual
orientation. Vasquez is being held on a
$125,000 bond, police said.
Police said both victims received
medical attention at a nearby police
station for minor injuries.

Biden officiates same-sex wedding

After citing a recent mass shooting at


a gay nightclub in Orlando as the reason
why he wants to continue in public
service, Sen. Marco Rubio (R-Fla.) is set to
appear at an event just miles away from
the Pulse nightclub thats being hosted by
anti-LGBT leaders.
Rubio is scheduled to keynote the
event, called Rediscovering God in
America, which is hosted by the Florida
Renewal Project and set to take place
between Aug. 11-12 at the Hyatt Regency
Orlando. Itll take place on the two-month
anniversary of the Orlando shooting.
According to Right Wing Watch,
Liberty Counsel Action, the political arm
of a conservative legal group known
for defending Rowan County Clerk Kim
Davis after she refused to issue marriage
licenses to same-sex couples, announced
Rubios planned appearance in an email
last month.
Right Wing Watch has detailed the antiLGBT history of other individuals set to
appear at the event. Among them is Mat
Staver, co-founder of Liberty Counsel,
who has a long history of pushing litigation
championing anti-LGBT causes, including
defense of Davis and lawsuits against
state bans on widely discredited ex-gay
conversion therapy. Last month after the
Orlando shooting, Staver lamented some
churches turned memorial gatherings
into a homosexual love fest.
David Lane, whose organization, the
American Renewal Projec, is hosting
the event, has said gay rights will lead
to the utter destruction of the United
States and car bombs in Los Angeles,
Washington, D.C. and Des Moines, Iowa.
Another scheduled attendee is David
Barton, a Republican Party activist, who
has said God is preventing a cure for HIV/
AIDS because it is a divine penalty for
gay people.
Rubio is set to keynote the event in
the aftermath of the Orlando shooting at
Pulse nightclub, which left 49 people dead
and 53 wounded. Although he initially
planned to retire from the U.S. Senate
after his presidential campaign ended in
March, Rubio said the tragedy at the gay
nightclub changed his mind.
During an interview in June with
conservative commentator Hugh Hewitt,

coordinator for Michelle Obama.
This was the rst wedding Biden had ever performed.

Trans woman found dead in Cleveland


CLEVELAND A transgender woman of color was found dead in a Cleveland
parking lot on July 30.
The Cleveland Plain Dealer reported the owner of the parking lot on the citys West
Side found Skye Mockabee lying face down next to a tow truck. Paramedics and
reghters who responded to the scene pronounced her dead a short time later.
Mockabee is the fourth trans woman killed in Cuyahoga County in which
Cleveland is located since 2013.
Our hearts, minds and condolences are with Skyes family, friends, and
community in this time of tragedy, said Aaron Eckhardt of the Buckeye Region
Anti-Violence Organization (BRAVO) in a press release the National Coalition of
Anti-Violence Programs issued on Aug. 2. All of us at BRAVO are saddened and
outraged as our communities continue to be repeatedly targeted and we remain
steadfast in providing services to the LGBTQI communities of Ohio.
Mockabee is the 16th trans person to have been reported killed in the U.S. in 2016.
Cleveland Mayor Frank Jackson on July 22 signed a bill that expands his citys
nondiscrimination law to block businesses from banning their employees and
customers from using restrooms consistent with their gender identity. The
signing ceremony took place at Cleveland City Hall eight days before Mockabees
body was found.

Philly LGBT historical markers dedicated


PHILADELPHIA The Democratic National Convention provided the backdrop
for LGBT activists to dedicate two historical markers in Philadelphia.
Former Houston Mayor Annise Parker, Philadelphia City Councilman
Kenyatta Johnson, Preservation Alliance Executive Director Paul Steinke, Anna
Crusis Womens Choir and Equality Forum Executive Director Malcolm Lazin
attended the dedication of a marker outside Barbara Gittings Philadelphia
home on July 26. Dustin Lance Black on July 27 delivered the keynote address
during the dedication of a marker outside the Arch Street Meeting House that
commemorates the 300 activists who met in February 1979 to plan the National
March on Washington for Lesbian and Gay Rights.
The march took place less than a year after the assassination of then-San
Francisco City Commissioner Harvey Milk.

Rubio acknowledged just before he


announced his re-election bid that the
shooting was changing his mind on his
decision not to run.
I havent even given it thought in that
perspective, other than to say Ive been
deeply impacted by it and I think when it
visits your home state, when it impacts a
community you know well, it really gives
you pause, to think a little bit about your
service to your country and where you
can be most useful to your country,
Rubio said.

Clinton seeks broad coalition in acceptance speech


Embraces role as

PHILADELPHIA On the nal night


of the Democratic National Convention
last week, Hillary Clinton made history
as the rst woman to accept a major
partys nomination for president, then
forcefully sought a broad coalition to take
on Donald Trump.
We have to heal the divides in our
country, Clinton said. Not just on guns,
but on race, immigration and more. That
starts with listening to each other, hearing
each other, trying, as best we can, to walk
in each others shoes.
The speech marked the rst time a
woman took the stage at a major U.S.
party convention to accept a presidential
nomination, which Clinton recognized
during her remarks as a milestone.
Standing here as my mothers
daughter, and my daughters mother,
Im so happy this day has come, Clinton
said. Happy for grandmothers and little
girls and everyone in between. Happy
for boys and men, too because when
any barrier falls in America, for anyone, it
clears the way for everyone. When there
are no ceilings, the skys the limit.
Calling for a unied America, Clinton
delivered a speech characterized by
outreach to manysegments of society.
In this campaign, Ive met so many
people who motivate me to keep ghting
for change, Clinton said. And, with your
help, I will carry all of your voices and
stories with me to the White House. I will
be a president for Democrats, Republicans,
and independents, for the struggling, the
striving and the successful, for those who
vote for me and those who dont.
For supporters of Sen. Bernie Sanders
(I-Vt.), Clinton said, our economy isnt
working the way it should because
our democracy isnt working the way it
should, and called for overturning the U.S.
Supreme Court decision inCitizens United.
For national security hawks, Clinton laid
out her strategy for defeating the Islamic
State, declaring, Make no mistake we
will prevail. For disaected Americans
allured by Trump, Clinton acknowledged
an awful lot of people feel there is less
and less respect for the work they do, and
less respect for them, period.
So I want to tell you tonight how we
will empower Americans to live better

lives, Clinton said. My primary mission


as president will be to create more
opportunity and more good jobs with
rising wages right here in the United
States, from my rst day in oce to my
last, especially in places that for too long
have been left out and left behind.
At one point during her speech in which
she listed various groups she would
protect, Clinton also briey referencedher
support for the LGBT community.
We will defend all our rights civil
rights, human rights and voting rights,
womens rights and workers rights,
LGBT rights and the rights of people
with disabilities, Clinton said. And we
will stand up against mean and divisive
rhetoric wherever it comes from.
Anthony Woods, a gay Bowie, Md.-area
delegate pledged to Clinton and a former
service member discharged under Dont
Ask, Dont Tell, said the speech was
really, really inspiring.
Im just incredibly excited about an
overly qualied person who can do this
and really excited about the fact that
weve got a woman who can inspire
women around the world in this country
to dream incredible things, Woods said.
In terms of policy, Clinton proposed
building a path to citizenship for

undocumented immigrants, raising the


minimum wage, reaching a consensus to
pass gun safety legislation, expanding the
Aordable Care Act and Social Security
and alleviating student debt.
In America, if you can dream it, you
should be able to build it, Clinton said.
Were going to help you balance family
and work. And you know what, if ghting
for aordable child care and paid family
leave is playing the woman card, then
deal me in.
Clinton also laid into Trump directly for
seeking to build a wall on the U.S.-Mexico
border as well as derogatory comments hes
made targetingLatinos, immigrants, Muslims
and just about every minority group.
It was just too hard to fathom that
someone who wants to lead our nation
could say those things, could be like that,
Clinton said. But heres the sad truth:
There is no other Donald Trump. This is
it. And in the end, it comes down to what
Donald Trump doesnt get, that America
is great because America is good.
Clinton landed a well-received hit on
Trump when she said, Imagine him in the
Oval Oce facing a real crisis. A man you
can bait with a tweet is not a man we can
trust with nuclear weapons.

and spokesperson for the Human Rights


Campaign, hailed Clinton for the speech,
which took place hours after McBrides
own address before the Democratic
National Convention, and similarly
criticized Trump.
I think it was a comprehensive, inclusive
vision for this country, McBride said.
I think it stood in contrast to Donald
Trumps messages of negativity, division
and discrimination. As she said, she oered
plans for moving our country forward while
Donald Trump just talked about all the
problems he sees and oered absolutely
no path forward for our country.
McBride predicted during the general
election in November voters will choose
an optimistic, forward-thinking vision,
not a message of hate and fear.
Those attending Clintons speech within
the Walls Fargo Center carried tall, narrow
signs inscribed with Hillary and several
waived large American ags to express
support for the candidate. On the other
hand, numerous times during the address
protesters in the arena sought to interrupt
her, but they were drowned out by
overwhelming chants of Hil-lar-y! Hil-lar-y!
Kimberly Saylor, a lesbian delegate
from Indiana pledged to Sanders who
turned 40 years old on the day of speech,
said Clinton hit the right notes.
I appreciated the fact that she and
President Obama acknowledged all
the hard work we have done, and I
appreciated the fact that she said that our
issues are now her issues, Saylor said
Despite her support for Sanders in the
primary, Saylor said she plans to vote for
Clinton in the general election and would
never, ever vote for Trump.
Introducing Clinton on stage was her
daughter, Chelsea Clinton who talked
about raising her two children and the
candidate as a mother and grandmother.
My earliest memory is my mom
picking me up after I had fallen down,
giving me a big hug, and reading me
Goodnight Moon, Chelsea Clinton said.
From that moment to this one every
single memory I have of my mom is that
regardless of what was happening in her
life, she was always there for me.
Elizabeth Birch, a lesbian Clinton supporter
who attended the speech and former
head of the Human Rights Campaign, said
Clintons speech was deep and detailed in
contrast to Trumps proposals.
She covered every part of her vision from
local and community action, and what we
have to do door-to-door-to-door up to the
state level, federal and global, Birch said.
And I think the primary point she made is
that she will sweat the details and always
has. Diplomacy is not about sarcasm, or
about empty words, or rash words. She
thinks hard and is enormously intelligent,
and I think she brought that to the speech.

Legal group criticized for taking Walmart donation

to comment on criticism over its donation
to the LGBT Bar Association for the
Lavender Law Conference.
Last year, amid a media frenzy
over religious freedom measures in
Arkansas and Indiana seen to enable
anti-LGBT discrimination, Walmart issued
a statement against the bill in Arkansas,
where the company is headquartered.
Subsequently, Gov. Asa Hutchinson
rejected the measure and called on the
legislature to provide him a proposal that

An LGBT legal group is facing criticism
for accepting a $30,000 donation from
retail giant Walmart to host a convention
this week in D.C. for LGBT attorneys.
The LGBT Bar Association, which hosts the
annual Lavender Law Conference & Career
Fair, lists Walmart on its website as a silver
level donor to the event, which indicates the
company contributed $30,000.
The 28th annual conference was set to
take place between Thursday and Saturday
at the Renaissance Washington Hotel and
more than 1,300 people were expected.
The criticism over the donation is tied
to a pending class-action lawsuit against
Walmart led by Jacqueline Cote, a
lesbian employee of the company who
was denied spousal health insurance
benets for her late wife, Diana Smithson,
who died of ovarian cancer in March.
Until Jan. 1, 2014, when Walmart
ended its ban on health benets for its
employees same-sex spouses, Cote and
Smithson accrued more than $175,000
in unpaid medical bills. The lawsuit led
on behalf of Cote and other Walmart
employees calls on the company to
compensate them for damages they have
suered due to the denied benets.
Jerame Davis, director of the LGBT legal
group Pride at Work, said the notion any
LGBT group would accept money from
Walmart is incredibly disappointing.
This is a company that is not only
known to have a history of questionable
employment practices, but they actively
denied over 1,200 current and former
LGBTQ employees spousal health
benets, Davis said.
Davis accused of Walmart of trying
to paper over its anti-LGBTQ past and
called on the company to make Cote and
other employees aggrieved by its policy
whole instead.
Assailingthe Human Rights Campaign,
Davis said the nations largest LGBT group
has created confusion by giving the
company a horribly inated score on
itsCorporate Equality Index.
But it is indeed surreal that a group of
LGBTQ lawyers would take money from
Walmart while that corporations LGBTQ
discrimination lawsuit is pending through
the courts and nary a plainti has seen a
dime of recompense, Davis said.
Pride at Work is an arm of the labor
group AFL-CIO, which has come to blows
with Walmart over its practices for its 2.2
million employees nationwide. Allegations

statute, which he signed into law.

statement posted to Twitter. It all starts

U.S. Navy to name ship after Harvey Milk

gives Walmart a score of 90 out of 100,
awarding the company points for LGBTinclusive non-discrimination policies,

competency programs, but deducting
points for not aording transition-related
care for transgender employees.
DArcy Kemnitz, executive director of the
LGBT Bar Association, said her group doesnt
comment on pending litigation, nor on the
past, current or future benets policies of
any of its sponsoring organizations.
Walmart is sending dozens of LGBT
and allied attorneys to Lavender Law
as part of their sponsorship, Kemnitz
said. While here, those lawyers will be
attendees and participants in the nations
best LGBT legal education opportunity:
Lavender Law.
Kemnitz said Walmart has specically
requested its sponsorship funds go
directly to support student attendees at
the conference.
The LGBT Bar is always happy to defray
the cost of attendance for students they
are the future of the legal profession,
Kemnitz said.
The New England-based Gay & Lesbian
Advocates & Defenders, which led the
lawsuit on behalf of Cote, declined to
comment on the Walmart donation, citing
ongoing proceedings in the case.

The U.S. Navy has decided to name a ship after the late LGBT civil rights
leader and San Francisco Supervisor Harvey Milk, according to a congressional
notication signed by Secretary of the Navy Ray Mabus.
U.S. Navy Institute News, an independent publication unaliated with the
Navy, broke the news about the Navys plans to name a ship after Milk on
Thursday after it says it obtained a copy of the congressional notication.
The publication reports that Mabus indicated the ship would be a Military
Sealift Command eet oiler called USNS Harvey Milk and would be built by the
General Dynamics Corporation in San Diego.
Harvey Milk is an American hero and an icon for LGBT equality, and its
phenomenal that the U.S. Navy is going to honor his legacy by naming a ship after
him, said Ashley Broadway-Mack, president of the American Military Partnership
Association, the nations largest organization of LGBT military families.
USNI News reports a chapter in Milks life that isnt well known among many in
the LGBT community. It says he became a commissioned ocer in the Navy in 1951.
He served as a diving ocer in San Diego during the Korean War on the
submarine rescue ship Kittiwake until 1955, the publication says. Milk was
honorably discharged from the service as a lieutenant junior grade, it says.
The Secretary of the Navys oce is deferring releasing additional information
until the naming announcement, USNI News reported a Navy ocial as saying
on Thursday.

Trans woman seeks U.S. Senate seat


PHILADELPHIA A Utah Democrat would become the rst transgender
person elected to the U.S. Senate if she were to defeat U.S. Sen. Mike Lee
(R-Utah) in November.
Misty Snow told the Washington Blade during an interview at the Democratic
National Convention that she defeated Jonathan Swinton in Utahs Democratic
primary on June 28 by an 18.8 percent margin. Snow, 31, said she hopes that her
fellow millennials will vote for her in the general election.
Were hoping to really excite millennials this election, she said.
Snow is the rst trans person to win the Senate primary of a major political party.
She said that she thought Bernie Sanders was the best candidate for president.
Snow, who spoke with the Blade hours before Hillary Clinton delivered her speech
on the nal night of the Democratic convention, acknowledged the former
secretary of state could make history as the countrys rst female president.
Thats a great moment in our history . . . to celebrate and to acknowledge,
said Snow.
Snow referenced her working-class roots when she spoke at the rst-ever
meeting of trans delegates to the Democratic National Convention that took
place on July 28 at the Pennsylvania Convention Center.
I try to make the case I am the candidate whos going to sand up for working class
people, she said. I understand what its like to be a working class person myself.

Anti-LGBT violence, impeachment threaten to overshadow Olympics

A report the Human Rights Campaign
issued ahead of the Olympics indicates
that 41 percent of the LGBT Brazilians
who were reported killed in 2014 were
transgender. The majority of these victims
were poor trans Brazilians of African
descent who face rampant discrimination
in employment, housing and health care
because of their gender identity, race and
economic status.
The government of then-President Luiz
Incio Lula da Silva in 2004 launched an
initiative to combat homophobia in Brazil,
which is Latin Americas largest and most
populous country.
The state of Rio de Janeiro in which
the Olympics will take place had a
similar initiative known as Rio Without
Homophobia or Rio Sem Homofobia in
Portuguese in place. Grupo Dignidade
and dozens of other Brazilian advocacy
groups criticized Congressman Ezequiel
Teixeira, who is an Evangelical pastor,
in February for cutting the programs
funding after Gov. Luiz Fernando Pezo
appointed him to oversee it.
The decision forced Rio Without
Homophobia to re 80 percent of its sta.
A program of this magnitude, with so
much social recognition, cannot cease
to exist, they said in a letter to Rio
de Janeiro Gov. Luiz Fernando Pezo,
Rio Without Homophobia Coordinator
Cludio Nascimento Silva and the head of
the states Department of Social Welfare
and Human Rights.
Pezo dismissed Teixeira in February
after he described homosexuality as a
disease and spoke in support of so-called
conversion therapy. The state of Rio de
Janeiro subsequently restored most of
Rio Without Homophobias funding that
allowed it to rehire most of the sta that
Teixeira had red.
Country champions LGBT rights abroad
Brazil in 2003 introduced the rst gay
rights resolution at the U.N.
The country in 2014 co-sponsored a
resolution against anti-LGBT violence
and discrimination that the U.N. Human
Rights Council approved. The U.N.
Human Rights Council in June approved
a second resolution co-sponsored by
Brazil that created the organizations
rst-ever position to combat violence
and discrimination based on sexual
orientation and gender identity around
the world.
Jean de Wyllys became the rst openly
gay person elected to the Brazilian
Congress in 2010. Same-sex couples have
been able to legally marry across the
country since 2013.
President Dilma Rousse, who was
suspended in May after the Brazilian
Senate voted to impeach her, vetoed

a 2011 bill opposed by Evangelical


lawmakers that would have allowed the
distribution of LGBT-specic materials in
the countrys public schools.
Rousse in 2013 opposed a measure that
would have added sexual orientation to the
countrys hate crimes law. Activists say she
took this position in response to pressure
that she faced from powerful Evangelical
members of the Brazilian Congress.
In other spheres we seem very open,
Gabriel Alves de Faria, a gay man from
the state of Esprito Santo who previously
worked at the Washington-based InterAmerican Commission on Human Rights,
told the Washington Blade on Tuesday
during an interview from the French city
of Toulouse where he currently lives with
his boyfriend. The reality inside is not
exactly that.
Lucas Paoli Itaborahy, the Brazil project
manager of Micro Rainbow International,
a European Union-funded organization
that seeks to combat poverty among LGBT
Brazilians, acknowledged to the Blade on
Tuesday during an interview from Rio de
Janeiro that violence is a serious problem
in his country.
He stressed that advocates remain
concerned about Rousses impeachment
and interim President Michel Temers
government ahead of the Olympics.
Brazils economic crisis and concerns
over Zika also threaten to overshadow
the games.
Brazil is facing a very severe economic
crisis and also facing a coup against
democracy, that leads to a deep political
instability, K.K. Verdade, executive director
of the Rio de Janeiro-based ELAS Brazilian
Womens Fund, told the Blade on Tuesday.
The rst rights that are threatened by
a coup against democracy were human

rights, womens rights, LGBT rights.


Alves told the Blade that Rousses
impeachment and corruption among
Brazilian lawmakers is receiving more
attention in France than the Olympics.
When the attention is focused on
something else, vulnerable groups
receive even less attention, he said.
The games will open in Rio de Janeiro
on Friday, nearly two and a half years
after the 2014 Winter Olympics took
place in Sochi, Russia.
Russias LGBT rights record which
includes a 2013 law that bans the promotion
of so-called gay propaganda to minors
overshadowed the games. The International
Olympic Committee subsequently amended
the Olympic Charters nondiscrimination
clause to include sexual orientation and
added an anti-discrimination provision to its
host city contract.
The IOC did not return the Blades
request for comment about anti-LGBT
violence in Brazil.
Brazil facing lots of problems
British diver Tom Daley, who is engaged
to Dustin Lance Black, and more than 40
openly LGBT athletes are expected to
compete in the Olympics. Lea T, a trans
Brazilian model, will also take part in the
games opening ceremony.
Shes going to be representing LGBT or
trans people, which is nice, Alves told the
Blade.
Micro Rainbow International and
the Citizenship Network, a Brazilian
organization with oces across the
country, earlier this year trained more
than 20 companies that are working
directly with Olympics organizers on
how to become more LGBT-inclusive.
Itaborahy told the Blade that 16 people
who took part in a job-training program

are now working at hotels, restaurants


and other businesses during the games.
It was really a joint eort, he said.
The LGBT Sports Committee of Brazil,
TransRevoluco and more than half a
dozen other advocacy groups will operate
Pride House Rio during the games.
Pride House Rio will ocially open
on Friday before the Olympics opening
ceremony. It will feature sporting
matches, cultural activities, workshops on
human rights, performances and other
events that are scheduled to take place
throughout the games.
Pride House Rio is going to celebrate
LGBTI Pride during the Olympic games,
says Pride House Rio on its Facebook page.
Alves is among those who expressed
optimism that Brazilians themselves will
benet from the Olympics.
Hopefully were going to deliver it well
. . . and that people will get to know more
about my country and also break a bit of
the stereotypes that they have, he told
the Blade.
Itaborahy said that a lot of tourists have
already arrived in Rio de Janeiro ahead of
the Olympics.
Its crowded and packed everywhere,
so these things might have positive
impacts on our economy, especially
because we are going through a very
harsh and severe economic crisis and
political crisis, he told the Blade.
Itaborahy,
like
Alves,
remains
concerned that Rousses impeachment
and corruption scandals will overshadow
the games.
Rio is hosting one of the biggest events
in the world, but at the same time we
are facing lots of problems here, said
Itaborahy. We are happy and excited, but
at the same time its a bit delicate to host
such an event while there are so many
social, economic and political issues at
stake right now.
Verdade remains adamant that the IOC
should not have awarded the games to Brazil.
We are facing an economic crisis and
theres a lack of money for basic social
policies as health and education, she told
the Blade.
Members of Amnesty International last
week organized a protest against police
violence in Rio de Janeiro. They placed 40
body bags which represent the number
of people killed by law enforcement in the
city in May in front of the oces of the
local Olympic organizing committee.
Verdade also expressed concern that
Brazilian police and soldiers will subject
human rights advocates to additional
repression during the games.
Because of the Olympics the army is
in the streets, she said. The repression
against human rights activists is getting
stronger each day.
The Brazilian government did not respond
to the Blades request for comment.

Log Cabin continues to mull Trump endorsement

Prior to the board meeting, Angelo said


Log Cabin intends to solicit information
from members on a potential Trump
endorsement in two ways. The rst will
be a survey of the 48 local Log Cabin
chapters throughout the country on
whether an endorsement is appropriate.
Second, the organization plans to seek
comment from dues-paying members on
Trump as part of a quadrennial survey set
for distribution after Labor Day.
Additionally, Angelo said he will
ask members about any concerns
over Trumps choice of Indiana Gov.
Mike Pence as the No. 2 person on
the Republican presidential ticket as
well as organizational policy on issues
like employment non-discrimination
protections and the Second Amendment.
Angelo said his request for a meeting
with Trump or his senior advisers remains
unresolved since November. Angelo said he
or a Log Cabin staer havent had a meeting
with the candidate as of yet, but that would
be a necessary thing for the organization to
throw its support behind him.
The precedent in the past has always been
Log Cabin Republicans gets an audience with
our nominee, Angelo said. That has been the
case, I believe, every presidential election cycle
since Log Cabin national headquarters was
founded in 1992.
In 2012, Log Cabin endorsed thenRepublican presidential nominee Mitt
Romney after former Log Cabin chief
R. Clarke Cooper and gay former Rep.
Jim Kolbe held a secret 15-minute
meeting with the candidate at a Virginia
farmhouse. The focus of the meeting was
the Employment Non-Discrimination Act,
although principals wouldnt say whether
Romney made any commitments to
support the measure during the meeting.
The options for Log Cabin in terms of
the presidential election, Angelo said,
areeither to endorse Trump or withhold
endorsement
for
the
Republican
presidential nominee. That means a
potential endorsement for Libertarian
Party presidential nominee Gary Johnson
is o the table, despite those turned oby
Trump urging support for the candidate.
We wont do that because we cant do
that, Angelo said. Per our bylaws, we can
only endorse or withhold an endorsement
for Republican candidate for oce, so the
only decision this board will be making is
to endorse Donald Trump or to withhold
our endorsement from Donald Trump.
The most famous instance in which Log
Cabin withheld support from the Republican
presidential nominee was in 2004 when
the organization declined to endorse thenPresident George W. Bush for re-election. At
the time, Log Cabin chief Patrick Guerriero

time a Republican presidential nominee
mentioned LGBT people in a positive way
during an acceptance speech.
Angelo said Trumpsacceptance speech
certainly isnt something that hurts the
consideration to endorse him, but wont
be the only factor Log Cabin weighs
whenmaking an endorsement decision.
Im fond of saying that we do not
have a litmus test here at Log Cabin
Republicans, nor do we use necessarily
the same criteria from election cycle
to election cycle in determining those
endorsement considerations, but most
denitely Donald Trumps proactive
engagement with the LGBTQ community
is something that I imagine will be a factor,
if not a strong factor, in the endorsement
consideration that we make, Angelo said.
Despite his acceptance speech,Trump
is running a presidential campaign
largely in opposition to LGBT rights.Even
though he doesnt support a Federal
Marriage Amendment, Trump told
social conservatives to trust him to
opposesame-sex marriage and said hed
strongly consider appointing justices

to the Supreme Court whod reverse the


marriage equalitydecision.
Trump has said hes with the
state on the anti-trans House Bill 2
recently enacted in North Carolina and
given conditional support to the First
Amendment Defense Act, a federal
religious freedom billthat wouldenable
anti-LGBT discrimination. The candidate
has also selected a running mate who
has a long anti-LGBT recordand is reviled
by LGBT peoplefor signing an anti-LGBT
religious freedom bill into law.
Trump is an outsider to the Republican
Party who holds positions contrary
to many conservative beliefs, such as
opposition to trade deals like NAFTA
and the Trans-Pacic Partnership. Many
Republicans, including Romney, Sen.
Ted Cruz (R-Texas) and writers at
theconservative National Review, openly
rejectthe candidate.
Moreover,
Trump
continues
to
make controversial comments on
the campaign trail. In past few days
alone, Trump has lashed out at a
Gold Star family that criticized him at
the Democratic National Convention,
suggested hes unaware Russia had
annexed Crimea and ejected a baby from
a campaign rally.
Angelo said he cant imagine
withholding an endorsement from Trump
on the basis he isnt conservative enough,
but said many Log Cabin members
expressed concern about Trump outside
of LGBT issues.
What I will say is that we dont view
any candidates that we provide with
endorsement considerations for any
single issue, and I will say that there
are members around the country, and
even members on our national board of
directors who have strong reservations
about Donald Trump outside of any
considerations that he might have in
regards to LGBT issues, Angelo said.
One U.S. House Republican who is
known for supporting LGBT rights, Rep.
Richard Hanna (R-N.Y.), announced in
an op-ed in the Syracuse-based PostStandard on Tuesday he plans to vote for
Hillary Clinton.
While I disagree with her on many
issues, I will vote for Mrs. Clinton, Hanna
wrote. I will be hopeful and resolute in
my belief that being a good American who
loves his country is far more important
than parties or winning and losing. I trust
she can lead. All Republicans may not like
the direction, but they can live to win or
lose another day with a real candidate.
Hanna was one of the rst House
Republicans to declare support for
same-sex marriage, a co-sponsor of the
Employment Non-Discrimination Act,
signed legal briefs urging the Supreme
Court to rule for marriage equality and
championed amendments to rid the

defense spending legislation pending


before Congress of anti-LGBT language.
Also denigrating Trump is Paul Singer,
a GOP billionaire hedge-fund manager
and philanthropist who supports LGBT
rights and groups like Log Cabin. Singer
contributed thousands of dollars to the
Human Rights Campaign and co-founded
the pro-LGBT American Unity Fund.
Singer, who in 2012 was a bundler
for Romney, said in June during a panel
discussion at the Aspen Ideas Festival
in Colorado that the election of Trump
would lead to economic catastrophe.
The most impactful of the economic
policies that I recall him coming out for are
these anti-trade policies, Singer said. And
I think if he actually stuck to those policies
and gets elected president, its close
to a guarantee of a global depression,
widespread global depression.
Singer said he wouldnt vote for either
Clinton or Trump in November and halfjokingly said he was considering writing in
himself as president.
Angelo initially wouldnt comment
when asked if Singers comments would
inuence Log Cabin, but acknowledged
many members share the GOP hedgefund managers views.
Paul Singer is not alone in the way he
feels about Donald Trump, Angelo said.
There are members that we have whose
feelings for Mr. Trump align very much
with Paul Singers views. Like I said, were
going to be taking all those into account.
Two individuals who had widely dierent
takes on whether Log Cabin should endorse
Trump are former Log Cabin staers and
former heads of GOProud, the now defunct
group for gay conservatives.
Jimmy LaSalvia, former president of
GOProud who has since leftthe Republican
Party and now supports Hillary Clinton,
said a Log Cabin endorsement of Trump
would demonstrate that they value party
loyalty over whats good for our country.
There is no good and decent American,
gay or straight, who should support
Donald Trump for president, LaSalvia
said. He is unt to serve in that oce. In
our two-party system, where being a team
player is often the priority, too many let
partisanship cloud their judgement. I hope
that Log Cabins board will remove their
partisan glasses and take an objective
look at Donald Trump. If they do that, I just
cant see how they can endorse him.
Chris Barron, former board chair of
GOProud who now heads the group LGBT
for Trump, said he cant imagine any reason
for Log Cabin to withhold its endorsement.
I would assume that they would,
Barron said. Donald Trump is the most
gay-friendly nominee of the Republican
Party ever. Donald Trump, unlike previous
nominees that they have endorsed, has
actually made a concerted and signicant
outreach to the LGBT community.

The newly formed non-prot Pride Foundation of Maryland announced the launch
of an LGBT Safe Spaces Project. This consists of a map that displays which Maryland
businesses agree to honor the LGBTQ community and uphold key standards.
Those standards make certain: 1. all employees will treat every LGBT patron
with dignity and respect, which includes equal levels of customer service; 2. all
employees refrain from using slurs directed at LGBT people; 3. all employees
understand displays of aection by LGBT people are no more or less indecent
than similar displays of aection by non-LGBT people; and 4. employees will
intervene on behalf of LGBT people when these standards are being ignored by
other customers and patrons.
For a business to participate, the owner or general manager simply completes
a Commitment to be an LGBT Safe Space online, providing the location and
other relevant information about the business.
Well then conrm their commitment to these standards and add them to
the map, says Brian Gaither, one of the founders of the Pride Foundation of
Maryland.
Since commencing on July 19, more than 40 locations have been added
including four houses of worship, Gaither tells the Blade. Weve identied
places in Washington, Carroll, Montgomery, Anne Arundel, Harford, and Talbot
Counties as well as Baltimore City. We have cafs, restaurants, bars and salons.
Other businesses, primarily in professional services, have also stepped up.
He urges members of the LGBTQ community to identify supportive local
businesses and ask them to formalize their commitment to be a safe space for
LGBTQ people. Theyll be in good company if they do, says Gaither. Chase
Brexton Health Care, the Hotel Brexton, Parts & Labor, Charmingtons, Single
Carrot Theatre and others are already on the map.
Amanda Rothschild of Charmingtons, a caf on N. Howard Street in Baltimore,
explains, This is a no-brainer to us. Weve had a number of LGBT partners and
employees here, and weve been public supporters of LGBT rights since we
opened.
Foundation board member Matt Thorn says, If theres even one place in some
of Marylands communities where LGBT people feel safe, thats something we
want them to know. Over time, were condent more businesses will join the
program.

WASHINGTON Hillary Clinton this week unveiled a policy she plans to enact if
elected that she says will end the HIV and AIDS epidemic, her campaign announced.
Her blueprint includes enhancing national eorts already underway,
convening working groups to combat the spread of the virus and launching a
campaign to combat stigma and discrimination for those living with HIV.
She is also against what the campaign called outdated and discriminatory
HIV criminalization laws.
The National HIV/AIDS Strategy, rst released by the Obama administration in
2010, is the nations rst-ever comprehensive HIV and AIDS plan with clear and
measurable targets. Over the last year, the Human Rights Campaign has joined
with more than 70 activists and organizations in discussions with the Clinton
campaign over strategies to end the HIV and AIDS epidemic.
Clintons proposals build on plans she released earlier in the campaign. At
the time, she called for expanding access to Pre-Exposure Prophylaxis, or PrEP,
and capping out-of-pocket medical expenses and drug prices. Last week, Daniel
Drin, a black gay man living with HIV, addressed the Democratic National
Convention and discussed the need for increased resources and research on HIV
and AIDS. It was the rst time in 12 years that a person living with HIV addressed
a national party convention.

Officials explore link between gays, meningitis

LOS ANGELES Health ocials say theyre puzzled as to why a rare strain of
meningitis that has ared up again this year is disproportionately aecting gay
men, the Los Angeles Times reports.
It is perplexing, said Dr. Rachel Civen, a medical epidemiologist at L.A.
Countys Departmentof Public Health.
Of the 13 cases of meningitis this yearin L.A. County excluding Long Beach,

A tale of two conventions


Breadth of Democratic
inclusion dwarfs Republicans

Work it harder, make it better, do it


faster, makes us stronger, more than
ever, hour after, our work is never over.
Thats the chorus to the 2001 techno
hit Harder Better Faster from Daft Punk,
but it could also apply to the Democratic
National Convention in comparison to the
Republican confab. (Except for the do it
faster part.)
As a reporter covering both events and
getting quite literally in some cases a
front-row seat to the speakers representing both parties, the overwhelming sense
of bigness and inclusion on the Democratic side compared to the Republicans
was inescapable.
Thats, of course, true in sheer numbers. The Republicans had a smaller
cadre of 2,472 delegates compared to
the 4,765 delegates at the Democratic
convention. (The greater number of delegates combined with a more cramped
setting presented obstacles to coverage
in Philadelphia,but thats another story.)
Its also true for the time allotted

forspeakers on stage. Except for a longer


rst day, the Republican convention took
up only primetime television from around
7-11 p.m., but the Democratic confab took
twice that amount of time, gaveling in at 4
p.m. and concluding around 11 p.m.
Dont forget the magnitude of the
speakers on stage. Both conventions had
their presidential and vice presidential
nominees, but Democrats had former
president Bill Clinton (neither Bush 41
nor Bush 43 showed up in Cleveland),
President Obama, Vice President Joseph
Biden and Sen. Bernie Sanders (I-Vt.), the
second-place nisher in the Democratic
primary, who endorsed the partysnominee unlike Sen. Ted Cruz (R-Texas) on the
GOPside.
But the broader coalition of the Democrats was apparent by virtue of the
Stronger Together message of Hillary
Clintons campaign and speakers from
many dierent walks of life who presented to make change.
Khizir Khan, along with his wife Ghazala
Khan standing beside him, delivered a
now famous speech on behalf of their
son, a slain Muslim U.S. soldier, and accusedDonald Trump of not understanding the Constitution and not having
sacriced anything. Christine Leinonen,
mother of one of the 49 victims at the
mass shooting at a gay nightclub in Orlando, alsospoke movingly.
For national defense hawks, traditionally a Republican issue, Marine Corps
Gen. John Allen, a four-star general who
led coalition forces in Afghanistan, declared Clinton would be exactly the kind

of commander-in-chief America needs.


On the issue of climate change, actress
Sigourney Weaver presented a video of
the importance of the United States leading the way. On the issue of D.C. statehood, Del. Eleanor Holmes Norton (DD.C.) called for the District to have quid
pro quo power in Congressin exchange
for the taxes we pay to support the United States.
That isnt to say the Republican convention was lacking in diversity. Speakers of
various races and religions appeared on
stage, including a pastor who on the third
day of convention delivered a benediction that calledfor an end to discrimination against people because of who they
are or whom they love.
But generally the speakers were focused on Trump himself and not the
breadth of issues facing the country.
Aside from that, Republicans on stageencouraged attendees to shout lock her
up to promote the idea of Clinton as a
liar worthy of incarceration.
Take, for example, the LGBT presence
on stage. Several speakers at the Republican convention gave LGBT-inclusive
remarks, andgay Silicon Valley entrepreneur Peter Thiel declared hes proud to
be gay.But on the Democratic side,the
preponderance of speakers, not just several, referenced LGBT people and the
convention featured a plethora of LGBT
speakers, including transgender activist
Sarah McBride who appeared jointly with
gay lawmaker Rep. Sean Patrick Maloney
(D-N.Y.).
At the same time, Democrats and Republicans shared a degree of disunity.
The Never Trump faction of the Republican Party expressed indignation on the
oor when convention rules were approved prohibiting delegates from voting their conscience, which Cruz stoked
by urging attendees to vote your conscience instead of Trump.
For the Democrats, the Bernie or Bust
crowd disrupted the early part of the convention by booing any mention of Clinton. Although they settled down as the
convention proceeded, they held sit-ins
in protest of the nomination. Pacists in
the Vermont and California delegation
shouted No More War during remarks
including those ofClinton herself.
Judging by the conventions themselves,
the Democrats will be hard to beat in November if they carry a coalition as broad
as what was seen in Philadelphia, which
may account for why Clinton enjoys a
healthy lead between four and nine
points in national polls. That coalition
should be easier to maintain in this election, given Trumps penchant for making
oensive remarks about various underrepresented groups.

GOP must remember politics is about addition


Party of the open door a
dubious notion at best

Politics is about addition, not subtraction, and not division. If the Republican
Party doesnt realize this, we risk alienating an entire generation of new voters.
Voters we desperately need.
Two years ago, a Gallup poll estimated
that roughly one in ve LGBTQ Americans
identies as a Republican. Admittedly, its
an embarrassingly low number for our
party, but its not an insignicant one. Despite decades of incendiary rhetoric and
demonization, one in ve LGBTQ Americans thinks of themselves as a conservative. It oered us a starting point.
But today, were in a dierent era, and
Republicans have more than just a starting point: We have an opportunity, and it
comes at a moment when our party is in
dire need of one.
In the post-Obergefell era, millions of
young LGBT families are forming across the
country, rightfully taking advantage of their
newly recognized constitutional right to
marry. These LGBT families face the same

obstacles and harbor the same worries for


the future that traditional families do: They
want to know that their children are safe in
America. That they will inherit a prosperous
country. That they wont be taxed to death
by an out-of-control federal government.

Freedom to Marry have already been hard
at work taking an optimistic, inclusive conservative message to the LGBT community.
Theyve demonstrated extremely eective
ways to appeal to LGBT families on traditional Republican issues like freedom, na-

next generation of voters.


Just over a month ago, a man who had
committed himself to the cause of ISIS
walked into a gay nightclub and massacred 49 innocent Americans. In the worst
way possible, the LGBT community was
reminded of the evils of bigotry and hatred that still permeate the darkest, most
deranged corners of our society. The
bar for Republicans was so low that our
partys leaders were lauded for merely
acknowledging that the shooter deliberately targeted LGBT Americans.
We are better than that. We must do
better than that.

Our party must explain to LGBT Americans why a strong national defense is in
their and their childrens best interest. We
must engage with them, championing the
security, safety, and dignity guaranteed by
the Second Amendment. When tragedy
strikes, such as in Orlando, we must not
merely oer our condolences; rather, we
must oer our solutions. We must prove
to them that they are welcome on our
team that our partys values are their
families values. That they belong in the
party that loves freedom, security and
prosperity, and that we will ght for their
chance at a future dened by those ideals.
Last week, Chair Reince Priebus declared that, despite the chaos and division
of the 2016 election, the GOP remains the
party of the open door. That may be so
and if it is, victory on the campaign trail
and a century of conservative leadership
are only a ways o. But it remains to be
seen, and to millions of LGBT Americans,
its a dubious proposal at best.
If the GOP is going to survive and thrive
in the 21st century, its time to prove it.

Margarita with a Straw puts queer, crip love story on screen


Rare to see such characters
depicted without stereotypes

KATHI WOLFE, a writer and poet, is a regular


contributor to the Blade.

Once at a dinner party, when the talk


turned to relationship blues, I told of
a bad break up Id gone through in the
1970s.
You get around so well, said a witty,
candid and kind lesbian whod seen me,
legally blind, take the Metro. But Ive
never thought of blind people as queer or
dating. Would I be broad-minded enough
to date someone in a wheelchair?
Her astonishment and discomfort
around queer crips coupling-up mirrors
that of many able-bodied LGBT folks.
I thought of our chat, as I watched the
movie, Margarita with a Straw, now

streaming on Netix, iTunes and on DVD


(closed captioned with audio description for blind people). Margarita is a story of two attractive, smart, young, queer
women with disabilities who fall in love.
(Some of us in the disability community
have proudly reclaimed the word crip.)
So many of our images are formed by
pop culture. In movies, you rarely see
disabled characters hetero or queer
work, go to school or even brush
their teeth, let alone have sex. Crip
bodies arent sexy in Tinsel Town. The
mix of disability and sexuality may be
too much for those raised on the Hollywood and adult lm industry-inspired
standards of beauty, writes gay, deaf
poet and playwright Raymond Luczak in
QDA: A Queer Disability Anthology, a
book he edited.
Margarita, directed by Indian writer
and director Shonali Bose, is the story of
Laila (Kalki Koechlin), a vibrant, 19-yearold student with cerebral palsy who
writes songs for an indie band. She
leaves India, with a scholarship, to attend
New York University in Manhattan. At a
political protest, she meets with Khanum
(Sayani Gupta), a ery, self-assured, blind,

out lesbian student and political activist.


As their friendship morphs into love, Laila discovers that shes bisexual. On this
journey, she deals with coming out not
only to herself but to her family in India
(where being queer is often taboo).
Contrary to the stereotypical cultural
narratives around being queer and crip,
Laila isnt a tragic, pitiable or inspirational character. Though Margarita is often
touching, it doesnt feel like a teachable
moment. Its as refreshing as having a
margarita on a summer night.
In India, a judge, feeling sorry for her
because of her disability, gives Laila an
award for a song shes written. When the
judge says, It must have been so hard for
you, Laila gives the judge the bird.
Though she can type, Laila pretends
she cant take notes so that a handsome
male tutor will be assigned to her. While
discovering her sexuality, Laila isnt always faithful to Khanum. Yet, you cant
help but like her.
Margarita isnt focused on the characters disabilities, Anastasia Bacigalupo,
who is hearing impaired and a lesbian,
told me over the phone, their lives are
multi-faceted.

Laila becomes comfortable in her own


skin and condent that she can choose
who to love, Bacigalupo, executive director of the Westside Center for Independent Living in Los Angeles, said. I wish Id
seen Margarita when I was in college.
Often lms with queer characters depict disability as something to be overcome rather than portraying it as a part
of being human, said Ray Bradford, director of programs, entertainment media
with GLAAD. Margarita, a rare exception, shows Laila and Khanum as whole
persons, Bradford said. Its one of only a
few movies that doesnt stereotype bisexuality, he added. Often bisexual characters are depicted as using their sexuality
to their advantage.
Actress Geri Jewell (The Facts of Life
and Deadwood), who has cerebral palsy, personally related to Lailas quest for
independence and search for love. Margarita is so much more than another disability movie it truly is a brilliant journey, Jewell, a lesbian and author of Im
Walking as Straight as I Can, wrote in a
review.

Orange an embarrassment to statehood effort


New role at chamber raises
conict of interest concerns

Vincent Orange just accepted the


job as president of the D.C. Chamber
of Commerce. It is understandable he
needs work since he lost his reelection
campaign in June. But his intent to do
both jobs, fill out his remaining term on
the Council and begin his job as chamber president at the same time, is the
kind of thing that turns people off to
politics.
Orange chairs the Council Committee
on Business, Consumer and Regulatory
Affairs and if he cant see the conflict
then its a good thing people voted him
out of office. Taking on both positions
at the same time and trying to convince
anyone that its not a conflict is the
height of arrogance, its downright offensive, and an embarrassment to the
District as we try to convince people we
should have statehood.
The Washington Post said in his remaining time in office Orange will earn
$56,188 of taxpayer money. The honorable thing to do would have been for

him to step down the moment he found


out he got his new job. His excuse that
he is protecting his staff is nonsense.
He was voted out of office and political staff know what to expect. I am sure
they have all had their resumes on the
street since he lost his reelection in
June.

allowed to hold other jobs. We need
to pay them a living wage and end the
conflicts of interest that occur when
they have bosses other than the people
who elected them. We also need to end
the ability for members of the Council
to raise money for their constituent

The City Council should call on Vincent Orange to


step down immediately and if he doesnt,
Phil Mendelson should strip him of
his committee chairmanship.
The reactions of Council Chair Phil
Mendelson and Ward 4 Council member Brandon Todd are also outrageous.
They defended Orange, saying his actions are legal. Mendelson said, Theres
a significant difference between what
the public might see as a conflict and
what the law prohibits.
Where is their call for changing the
law to prohibit such behavior in the future? Just because something is technically legal doesnt necessarily make it
right and the Council has the ability to
change this. I expect to see the same
outrage from these two as we have
heard from Mary Cheh, Elissa Silverman, Brianne Nadeau and Charles Allen.
This is the kind of behavior from our
Council members we need to end. If
we are to become a state we need to

service funds, which are simply inappropriate slush funds for them to use

D.C. residents face many challenges
and one of the greatest is that we have
no representation in Congress. We are
often used as a petri dish for congressional experiments like school vouchers, which members of Congress could
never foist on their own constituents. If
we are to control our own destiny one
of the rst things Congress must grant
us while we ght for statehood is full
legislative and budget autonomy.
Mayor Muriel Bowser has reinvigorated the drive for statehood. At the
recent Democratic convention, she
worked hard to let Democrats across
the nation know the more than 630,000
residents of the District are disenfranchised.

Strauss hosted an impressive luncheon with the Creative Coalition (an
advocacy group formed of members
of the American entertainment industry) to generate publicity for statehood. He is working to build on Hillary
Clintons strong support of statehood.
At the luncheon, Bowser spoke as did
statehood supporter Josh Shapiro, a
Montgomery County commissioner,
who is now running for attorney general of Pennsylvania. Del. Eleanor
Holmes Norton was there and has
been lending her voice and national
reputation to this fight since she was
elected our congressional representative in 1990. Strauss shared commercials being shown during the convention in Philadelphia made by stars
from the Creative Coalition speaking
out for statehood. Members of the
coalition attending the luncheon included actors David Schwimmer and
Ashley Judd.
In retrospect, the only sour note of
the day was Vincent Orange speaking
as we now know he is more of an embarrassment to the cause than a help.
It is my hope the City Council leadership and all its members who take
seriously the effort to gain statehood understand avoiding blatant
conflicts of interest is one way to do
that. They should collectively call on
Orange to step down immediately
and if he doesnt, Chairman Mendelson should strip him of his committee chairmanship, which he has the
authority to do.

Out at the Rio Olympics


LGBT ATHLETES MORE PROMINENT THAN EVER AT SUMMER GAMES

The 2016 Summer Olympics in Rio will


be the most out and proud Olympic games
in history with a record-breaking 43 out
LGBT athletes competing this summer.
Gay sports reporter Charley Walters has
followed the Olympic games since he was
a child all the way through his professional
career. After attending the past eight
Olympic games, he notes Rio could be
the most progressive because of its LGBTfriendly environment and the impressive
number of out athletes participating.
This summers games run from Friday,
Aug. 5-Sunday, Aug. 21 and will feature
more than 11,000 athletes from 207
countries competing in more than 300
events in 28 disciplines in Rio de Janeiro,
Brazil. The opening ceremony airs tonight
(Friday, Aug. 5) at 7 p.m. on NBC.
Walters, who has covered the games
for Entertainment Tonight, the Insider and
Logo and this year will do so for Bravo,
E! News and more, remembers covering
the 2008 Beijing Olympics and the 2012

London Olympics in a much dierent way,


where he struggled to squeeze LGBTfocused stories out of the competitions.
Instead, he had to build coverage
around straight, allied athletes and LGBT
spectators, who, according to Walters,
are many. Walters calls Rios numbers a
landmark improvement of statistics, but
says more work needs to be done.
I think the world of sports is that last
proverbial closet, if you will, Walters
says. I think that weve represented our
community well in almost every other
realm. And this is the last place where it
feels like we still need to break through a
little bit. The fact that weve had a major
professional player come out in almost
all of the dierent disciplines in the past
ve years is really exciting. I think were
headed on the right track even though its
a slow-moving train.
The United States appears to be
trailing other countries that have made
more progress having out athletes in the

Olympic arena. There will be 11 openly


gay male athletes competing this year,
but none are from the United States. In
comparison, countries such as Great
Britain and the Netherlands have multiple
out male athletes competing.
Walters speculates one of the main
reasons for the lack of out male athletes
in the U.S. is a fear of being perceived
negatively by judges.
One thing that people forget is that
despite wherever the Olympics are, the
judging still takes place from a variety of
judges. They dont necessarily all have the
same stances on this equality issue that
we do, Walters says.
Fear of losing sponsorships, the main
source of an athletes income, is another
factor. He cites Greg Louganis, who was
denied a Wheaties box in his Olympic
heyday for appearing to be gay, only
receiving the honor years later in 2016.
Another factor Walters says is the medias
interest in telling coming out stories. A

concern is that an individuals athleticism


could be overwhelmed by his or her
sexual orientation.
However, Walters hopes that more U.S.
Olympic athletes will take Rio which
will see a return of the Pride House proLGBT gathering spot (banned at the Sochi
Winter Olympics) as an opportunity
for personal growth and some historymaking moments.
I hope that some of these athletes
in those sports will choose to come out
even if its not during their competition,
Walters says. If they chose to come out
right when they win their medal and have
kind of a big moment there on the podium
or right after in a press conference, I think
that could be wonderful. I do predict that
were going to see at least one of those
moments in these games.

Local comedian/writer/software developer Chelsea Shorte loves to read.
Her all-time favorite book is The Count of Monte Cristo. Her favorite
recent read is The Black Count, Tom Reisss 2012 biography of Gen. ThomasAlexandre Dumas. This weekend, shell be at the OutWrite LGBT Book Fair, the
annual summer D.C. Center event that celebrates LGBT-themed books with
seminars, book signings and more.
Shorte will present a stand-up comedy workshop called A Lil Laughing
Color on Sunday, Aug. 7 at 2 p.m. at the Center (2000 14th St., N.W., suite

Celebrating diversity and supporting diverse authors and subject matter
is important to me because it is what I love to read and what I love to write,
the 28-year-old Richmond, Va., native says. Though I was a strong student
and reader, not having books I could relate to as a young black girl available
to me in my pre-collegiate years left me at a disadvantage compared to my
classmates with respect to my understanding of myself and the way I relate
to the world. Everyone should have that opportunity, but they will only
have it if we support diverse voices.
Shorte works by day as a software developer, which pays the bills, though
shes careful to stipulate that her comedy writing is not a side job.
Its my main project that does not yet pay all of my bills, she says.
Shorte came to Washington seven years ago for work. She lives in Petworth
and enjoys comedy, dancing and learning in her free time.

was the hardest person to tell?
About ve or six years. When I came out
to my parents, I didnt tell my brothers.
They were both in the military at the
time and I had to hear some of the
violent views on gay people with which
they were being indoctrinated. I didnt
feel safe coming out to them.

regional premeire

Theater has a long history lled with
unsavory puppets ranging from Punch
and Judys club-wielding Mr. Punch to
the grouchy, porn-addicted Trekkie in
Avenue Q. But none come close to Hand
to Gods Tyrone. This hand puppets
rough and hammy charm belies a vicious
end who doggedly nudges his handler to
embrace his baser, more sinister side.
A darkly funny exploration of good
and evil penned by Texas native Robert
Askins, Hand to God premiered oBroadway in 2011 and then moved on to
Broadway. Now its making its regional
premiere as part of Studio Theatres new
and purposely eclectic X series.
The trouble begins when recently
widowed Margery (Susan Rome) takes
the helm of the youth puppet ministry at
Mount Logan Lutheran Church of Cypress,
Texas. Puppetry isnt her passion, but
shes trying to keep busy. The group is
sparsely attended: theres Margerys mildmannered son Jason (Liam Forde); Jessica
(Caitlin Collins), a cool girl who purports
an interest in Balinese shadow puppetry;
and Timothy (Ryan McBride), a pued-up
bad boy who feigns no interest in puppets
but needs somewhere to go while his
mother attends 12-step meetings.
Rome is a revelation as messy Margery.
Beneath the preternaturally sunny
veneer, shes dealing with guilt associated
with her husband who literally ate
himself to death, a withdrawn son, and
pesky Pastor Greg whose intentions are
more amorous than pastoral. Shes also
secretly angry and wildly inappropriate.
After a particularly violent and vandalistic
venting of feelings involving Timothy, the
pair indulges in some riotous, athletic sex.
Meanwhile, Jason is developing both a
real air for hand puppetry and a serious
crush on Jessica. He demonstrates his
formidable skills by pairing with his
puppet Tyrone in a charming rendition
of Abbot and Costellos classic comedy
routine Whos on First?
But increasingly, Tyrone blurts out
the feelings that good people dont dare

express. Forever attached to Jasons left


hand, the puppet grows increasingly
vile, encouraging Jason to disrespect his
mother, kick Timothys ass and bed the
girl. Whether Tyrone is a way for a hurting
kid to work out his inner demons, or
whether this foul-mouthed felt doll is in
fact a demon is up for debate. Playwright
Askins lets the audience decide.
As Jason, New York-based out actor Liam
Forde makes his return to Studio. (Last
season he played Luke, a shy wannabe
soccer player in the memorable romantic
comedy Jumpers for Goalposts.) Forde
ably assays the very opposite characters of
Jason and Tyrone, adroitly demonstrating
the dexterity and concentration that this
challenge requires.
In
a
particularly
display
of
concentration, Jason and Jessica engage
in a heartfelt dialogue while their
respective Muppet knock-os indulge
in enthusiastic puppet sex. Its mostly
funny, but at times Tyrones antics are
shrill and a tad tiresome. Luckily though,
under Joanie Schultzs direction, the play
is superbly designed and well acted. In
lesser hands, it could be a disaster.
With astonishing verisimilitude, set
designer has Daniel Conway has created
a harshly lit church basement all-purpose
room in Studios Stage 4, a top oor black
box space replete with happy Christian
posters, play area, snack bar and small
raised stage. Because the production is
an immersive experience, the actors and
audience (seated on stackable chairs
around long tables covered in plastic table
cloths) share much of the same space. Also,
each table features a fully loaded craft caddy
and plain white socks with which audience
members can create puppets of their own
while waiting for the play to begin.
Chicago-based actors Collins and McBride
give strong performances as young, wouldbe puppeteers. And Getmans Pastor Greg,
though a bit creepy around the edges,
ultimately proves a steadfast and mature
shepherd to his dysfunctional ock. Similarly,
along with the madness, playwright Askins
delivers some sensitive observations about
family and community.

the National Mall at 11 a.m. on Saturday,
Aug. 13.
Organized by the group Disarm
Hate, which was created after the Pulse
nightclub massacre, the rally calls for
LGBT equality across the United States
and gun law reform. The protest includes
several sponsors including One Pulse for
America, Newtown Action Alliance, the
Trevor Project and the Matthew Shepard
Foundation. About 8,000 people are

The sixth annual Say I Do! D.C. LGBT Wedding Expo will be held Sunday, Aug.
14 at the Embassy Row Hotel (2015 Massachusetts Ave., N.W.) from 1-5 p.m.
The event oers workshops that discuss the needs and issues that LGBT
couples often face when about to marry. More than 20 LGBT-friendly vendors
will participate in the expo.

There are a lot of new restaurants
opening up in D.C. these days and many
are focused on Italian cuisine.
Its a no-brainer, in some ways, because
Italy oers a wide array of options, from
the northeastern part of the country near
Austria and Hungary, where dishes can
include sauerkraut and spicy sausages, to
the wild boar dishes of Sardinia, to potato
gnocchi tossed in pesto in Liguria. Theres
a lot to work with.
Chef Michael Schlow already had three
other restaurants in D.C. including the
Italian-focused Alta Strada that opened
this past spring
before opening
Casolare (2505 Wisconsin Ave., N.W.)
in July in the Glover Park Hotel. Having
grown up in Italian neighborhoods in
New York and New Jersey, its a cuisine
that he clearly loves, understanding that
there isnt a single dish that can represent
the entire country, so its no surprise that
there is little overlap between Alta Strada
and Casolares menus. While Alta Strada
has embraced its downtown location
near the Convention Center with gusto,
including oering a late night menu for
concert, theater and movie-goers, the vibe
at Casolare is distinctly laid-back, reecting
its Glover Park neighborhood perched
outside of most of D.C.s night life.
We wanted this to be a place where
local families could come for dinner on
a school night, Schlow says, and where
a hotel guest could wander down from
their room and get a really good meal.
The focus at Casolare is on coastal
cuisine, but, as Schlow points out, that
means a lot of dierent kinds of food
when you consider that Italy has more
than 4,700 miles of coastline. Its also not
a seafood restaurant, because Italians
typically view proteins as more of an
accompaniment rather than the star of
the plate, so the menu is truly the kind
where there is something for everyone,
from vegan to carnivore to gluten-free.
Grilled octopus with potatoes, scallions
and lemon has a homestyle brightness,
while Mama Zeccas eggplant is a

glorious version of a traditional eggplant


parmesan, paper-thin layers of tender
eggplant with tomato sauce and the
minimum of cheese, cooked slowly to
allow the avors to fully meld.
Overall, youll nd a lighter menu at
Casolare, emphasizing fresh notes of
citrus, herbs and chiles, while touches
of anchovy, cured olives and capers add
a salty depth to vegetables, seafood
and meat. Orecchiette, the pillowy earshaped pasta from Apulia in southern
Italy, is paired with roasted cauliower,
chiles, grana padano cheese and crisp
bread crumbs, while the marinara pizza is
perfectly simple and completely vegan
just tomato, garlic and aromatic oregano
on a crisp crust, so avorful you wont
even miss the cheese.
I dont like soft, squishy pizza, Schlow
says. I prefer pizza with some snap.
The Italian word casolare translates
to cottage in English, and with rustic
wood accents and burlap-wrapped light
xtures, the restaurant feels decidedly
homey, while the richly pigmented semiabstract paintings lining the walls, by
Schlows wife, artist Adrienne Schlow,
provide contemporary focal points within
the calming interior.
Each painting is specic to its
placement on the wall, Schlow says. I
like the idea of art creating a dialogue
with diners in a dining room.
With an evolving cocktail menu and
the bar is a pretty nice place to sit for a drink
and even a meal, accented by a wall of oorto-ceiling windows overlooking Wisconsin
Avenue look for Italian cocktails on draft
featuring Campari, including Americano,
Spagliato (a prosecco-based version of
the classic Negroni cocktail, which is also
available), Old Pal and Boulevardier, as well
as signature drinks like the Savoy Sour,
made with gin, Aperol, chamomile, lemon
and lavender bitters.
Casolare is currently open for dinner
seven days a week and plans to expand
soon to oer both breakfast and lunch;
the promise of an organic brown rice
bowl topped with poached eggs, avocado,
radish, bacon and tiny tomatoes might
just lure me back to Glover Park for
breakfast sooner than later.

People say youre all wet.
Maybe thats not the nicest thing youve
ever heard, but hey if somethings
true, its true, right? Yep, you love being
in a pool, lake, pond, the ocean, a puddle,
it doesnt matter. And in The Joy of
Swimming by Lisa Congdon, youll
meet like-minded people in swimsuits.
At the tender age of 8, Lisa Congdon
learned to love swimming when her
mother signed her up for swim team
near their California home. It was fun, but
it was work, and her interest in swimming
declined: life got in the way, school
demanded time, injuries happened. It
wasnt until college, after she came out
as a lesbian, that Congdon resumed the
sport in earnest, and it connected her to
the better parts of her life.
Swimmers, as she shows in this book,
come in all shapes, sizes and ages.
Gertrude Ederle, for instance, was just
20 years old when she swam the English
Channel in less than 15 hours, a record
she held for a quarter-century. Johnny
Weissmuller, who later played Tarzan in
the movies, was the rst person to swim
the 100-meter freestyle in less than a
minute. Roxanne Winston thinks more
black swimmers should feel inspired
to join the sport. Kimberly Chambers
almost lost her leg to a freak accident,
but she still swims. Chel Micheline nds
that being in the water frees her from
spina bida.
But swimming isnt just about a cool

dip in the lake: dog paddling can be


embarrassing (unless, of course, youre a
dog), so youll want to know a few basic
strokes, the science behind and the
history of which Congdon explains. Youll
learn a very brief history of swimming
pools here, too, including where the
largest one is located; youll read an itsybitsy bio on the bikini and youll get quick
facts on swimming and the Olympics.

room. See how even Michael Phelps is
slow, compared to a sailsh. Get the real

Seriously, can you ever have a summer

to the negative, then The Joy of Swimming

Using old ads, interviews, and her
own drawings as illustration, Congdon
oers readers a bit of quirk for their deck
chair. This has the feel of a sketch book
or a haphazardly kept scrapbook with
mini-memoirs of the famous and neverfamous, trivia, Olympic facts, statistics
and random thoughts. That messiness is
really appealing and youll come to love
this book after a few laps around its pages.
Dip your toes in if you dare, or just
dive right in. The waters ne, and so is
this book; for mermaid, athlete or mere
fans of the old waterin hole, The Joy of
Swimming will make a big splash.

D.C. real estate mid-year review


City sees slower
growth than in
previous recent years

The Districts real estate market has
shown slow growth this year, and signs
of changes ahead. So far in 2016, average
home prices in the District are up about
1.4 percent from 2015. While certainly
on about an average pace nationally, this
growth pales in comparison to 2015 (average sales price up 3.6 percent), 2014
(average sales price up 5.6 percent), and
2013 (average sales price up 6.7 percent).
Historically, the nationwide real estate
market operates on a theoretical 18-year
cycle. This cycle generally operates in four
phases: recovery, expansion, hyper supply and recession. Phase 1 of recovery
ushers in slow growth from the previous
cycle; thus, slow price growth. Expansion
generally sees a surge in average home
prices and a more confident, stable market. Next phase 3 of hyper supply shows
the market excessive homes for sale,
which leads to a downturn in home prices. Finally, recession marks the low part
of the market, and the cycle repeats itself.
This cycle has repeated approximately
every 18 years nationwide with few exceptions.
We know how we fall into this cycle
based on the past five to six years: nationwide, the real estate bubble burst at the
start of 2009, and home prices nationally

hit historic lows in 2012. While the D.C.


market continued to grow in average
sales price at a rapid rate since 2010, the
rest of the United States was slow to follow. The cycle isnt perfect: some markets
will naturally be stronger than others.
Since about 2009, the D.C. market
has been through both a recovery and a
boom. As the nation experienced the effects of the housing bubble, recovery in
the District was both fast and encouraging for homeowners. As city living has
become increasingly popular, D.C. has
become one of the strongest markets in
the United States by several measures.
However, the data show that this cycle
may be reaching a peak in the District.
Whereas rapid growth was found 2012
through 2015, many indicators of success, including average home sales prices, are slowing down. The days of sales
well above listed price may begin to slow
as the market turns.
Our local real estate market has its own
complexities that interact with this cycle.
One of the greatest interactions with
this cycle is our limited supply of housing within the District. Whereas supply
is typically greater nationwide, D.C. has
always naturally been lacking the supply of homes on the market. This is likely
one reason that the D.C. housing market
recovered so well post-2009; that is, our
market remained a sellers market due to
a lack of inventory.
Moving forward, homeowners who are
hoping to sell their home should remain
cautious in overpricing their home. Just
because a particular style home or con-

do sold for a record high price in recent


years doesnt mean that the same can be
said in todays market. The theme isnt to
live in fear of another recession, but rather to own your home while educated to
natural trends in the market. On the opposite side, buyers should be aware that
the District will likely remain a safer, conservative market and that getting a steal
on a home is still not as likely.
Of course, this cycle of rises and falls in

the real estate market is theoretical. In a


strong market such as the Districts, it is
important to carry on no matter the predictions. As for the rest of 2016, I predict a
continued slow growth compared to our
markets previous booming years.
