Pointing Clinton and Trump to the


issues affecting the black community!

he heated race for the White


House is perhaps the most
dominant topic occupying the
minds of Americans. The socalled political silly season is in
high geartaking us on a roller
coaster ride with wild vitriolic
political promises, cheap talks,
and lies.
However, as the local debate intensifies on social media,
as well as among friends and
family members, the discussion
appears to center around the attributes or peoples personal
preferences of Hillary Clinton
and her GOP rival Donald
Trump. Does Trump have the
temperament to be president or
can Hillary be trusted with the
awesome responsibility?
While the debate on the personal attributes of the candidates
is important for us to have a better understanding of the person
we are supporting to lead this
country, we need to access the
policies or programs of each candidate to determine if each meets
our needs.
In the African American
communities especially, there are
at least five major issues that
continue to plague us for as long
as we can recall. We need to put
our agenda and needs on the

table. The Black community


should demand of our candidates
these issues that are important to
the growth and development of
our people.
As outlined by Peniel E.
Joseph in a 2014 issue of The
Root--the premier news, opinion
and culture site for AfricanAmerican influencers--the Black
community should remain focused on five key areas that are
vital to the promotion of racial
justice and economic equality.
Firstly, reducing violence in
black communities nationwide
must be a priority as the predominately black, brown and poor
communities are becoming murder havens and a national crisis
for Americans.
Public school should help
Black children fulfill the American dream as the achievement
gap between black and white students in America continues to
grow.
Too many Black children attend overcrowded and underfunded public schools that are
racially and economically segregated from mainstream America.
Instead of learning to become critical thinkers and tomorrows leaders, our children are
suspended from school at higher

school.
To be young, Black and
poor in America is to be confined
to some of the nations most dangerous, violence-ridden and vulnerable spaces. What instantly
became a symbol of racial
progress is slowly devolving into
one of national shame.
Mass incarceration of nonviolent drug offenders must stop,
as black people are the main victim. Deteriorating public schools
have become a feeder system
into the nations prison-industrial

complex. The drug wars of the


1980s have turned poor, Black
neighborhoods, including public
schools, into incubators of racial
injustice and oppression.
And finally, renewing the
American dream for African
Americans requires a bold jobs
program, especially in inner
cities.
As Joseph explains, the
problems of violence, education
and mass incarceration are intimately linked to black Americas
jobs crisis. The unemployment
rate for blacks is double that of
whites, but in many poor communities, the disparities are even
more staggering.
Chronic unemployment and
underemployment fractures families and neighborhoods and
chokes off hope. Now is the time
for us to ask the presidential candidates about their plans to provide more job opportunities for
the blacks.
As in the case of the Jewish
and the LGBT communities, the
African American communities
should get a commitment from
both Clinton and Trump on how
they plan to address the racial
justice and economic equality affecting African Americans.

much to contribute to our policies.
It is important for you to
know that whether you like Donald Trump or not, he is the only
candidate who has publicly recognized the importance of Evangelicals in our nation.
Everyone else mocks us calling us fanatics, religious zealots,
radicals, repressive and oppressive.

Doctor Convicted of
Health Care Fraud

New York surgeon who practiced at hospitals in Brooklyn and Long Island, New
York, was convicted Friday (July 29) for submitting millions of dollars in false and fraudulent claims to Medicare.
Syed Imran Ahmed, 51, of Long Island,
was convicted
of one count of health care fraud, three counts
of making false statements related to health
care matters and two counts of money laundering.
According to evidence presented at trial,
Ahmed submitted millions of dollars in false
claims to the Medicare program for incisionand-drainage and wound debridement surgeries that he did not perform.
Trial evidence showed that many of the
claims also falsely stated that the surgeries
were performed in an operating room, even

though Ahmed never performed the surgeries.


The evidence introduced at trial showed
Ahmed submitted over $25 million in false
claims to the Medicare program for surgeries
he never performed and he received over $3
million from Medicare as payment for the
false claims.
The FBI and the U.S. Department of
Health and Human Services-Office of Inspector General (HHS-OIG) investigated the case,
which was brought as part of the Medicare
Fraud Strike Force under the supervision of

Queens tax return preparer was convicted by a federal jury recently in the
U.S. District Court for the Eastern District
of New York of preparing false income tax
returns for clients of her tax return preparation business.
Williesteina Jacobs was convicted of
21 counts of aiding and assisting in the
preparation of false income tax returns after
a seven day jury trial.
According to court documents and testimony at trial, between 2007 and 2010, Jacobs operated International Professional
Business Services, a tax preparation business located in South Richmond Hill, New
York, and Jamaica.
During the years at issue, Jacobs prepared false individual income tax returns on
behalf of clients for submission to the Internal Revenue Service (IRS). These tax returns claimed false losses from Schedule C
businesses and grossly inflated or wholly

fictitious Schedule A deductions. The false


items on these returns resulted in the clients
receiving larger tax refunds than they were
entitled to receive.

Taxpayers rely on tax return preparers to prepare accurate tax returns, said
Chief Richard Weber of IRS-Criminal Investigation. Return preparers who willfully falsify tax returns in order to generate
more business for themselves violate the
trust their clients place in them and violate
the law. The verdict reinforces our commitment to identify and prosecute crooked tax
preparers.
U.S. District Judge William F. Kuntz
for the Eastern District of New York did not
set a date for the sentencing hearing. The
defendant faces a statutory maximum sentence of three years in prison and a maximum fine of $250,000 on each count of

the United States Embassy in Kingston
is busily scheduling some 1,000 appointments every day for interview dates to
apply for non-immigrant visas.
In fact, all interview dates for the remainder of 2016 have been filled. Nonimmigrant visas are issued to individuals who
live outside of the US but who want to visit
the country on a temporary basis for vacation, study, or business.
Since July 2016, Jamaicans have been
challenged to get interview dates for the rest
of the year due to the unusually high number of requests for such visas. Applications
can be made online to the Embassy, but
many people choose to pay a fee to get their
interview dates through travel agencies.
The lack of available interview dates
has some Jamaicans worried that they will
not be able to attend events like Thanksgiving holiday celebrations in November with
their family and friends.
The Counselor for Public Affairs at the
Embassy, Joshua Polacheck, has said that
while there is pressure on the visa system
due to high demand, authorities will still
consider applications from individuals who
have urgent matters to handle in the US.

The announcement was made at a press


conference at the Jamaica Pegasus on Monday.
The principals of the organization say
Rdlein's actions have been inconsistent
with the culture of the pageant, both locally
and internationally.
The stripping of Rdlein's title comes
after she filed a lawsuit in the Supreme
Court on July 20.
Rdlein alleges that the defendants,
Karl Williams, fellow Miss Universe Jamaica manager Mark McDermoth, and
Uzuri International Designs, are in breach
of an agreement to award her a prize package, valued at more than $2 million.

promises of donations and unofficial honours to
obtain a knighthood in Antigua and Barbuda,
accusations have now surfaced that he also obtained a knighthood from Grenada in similar
circumstances.
According to an article by Ned Donovan
in Britains Mail on Sunday newspaper, the
Commonwealth secretary general, Baroness Patricia Scotland is also facing further embarrassment over her links to Bailey, who has referred
to her as one of his dear friends.

Officials at Buckingham Palace have repeatedly warned Bailey, who calls himself Sir
Anthony, to stop masquerading as a British
knight on the basis of his Antigua and Barbuda
honour. British citizens with foreign knighthoods are not allowed to use their titles in the
UK.
Bailey received a knighthood from the
governor-general of Antigua and Barbuda in
2014, in a process one contemporaneous fellow
recipient called irregular, but he has frequently flouted convention by using his title in
the UK, much to the dismay of Buckingham
Palace and the Foreign Office.

down antisodomy laws

BELMOPAN, Belize:
he Belize Supreme Court on Wednesday
made a historic ruling in favour of gay
activist Caleb Orozco, and has struck down
the countrys anti-sodomy law. This is the
first case launched in the Caribbean and the
first case where the sodomy laws have been
overturned.
The case was brought to court in 2010,
heard in 2013 and the ruling came on
Wednesday. The long process has been spearheaded by Caribbean allies, activists, advocates, academics, and legal experts.
Orozco challenged the law claiming that
it infringes on the Protections of the Fundamental Rights and Freedoms of the individual guaranteed by Belizes constitution.
Chief Justice Kenneth Benjamin, presiding over the court, accepted Orozcos challenges on all counts, including:
The law is a violation of the rights to dignity, privacy, equality and non-discrimination
on grounds of sex;
There is no public morality justification;
International legal obligations must be complied with;
The law must be modified;
The costs were awarded to the claimant;
Section 53 of the Criminal Code will be
amended to exclude penalty of sexual acts between two consenting adults of the same gender.
The decision today is deeply fulfilling, I am
elated for myself, but more so for all of LGBTIQ people in Belize.

What is the function of the police?


In addition to ensuring the security of the citizenry and using the means at their disposal to
prevent crimes, the police investigate crimes
and arrest individuals who are suspected of
committing crimes.
What is a lawful arrest?
Most criminal actions begin when a person is
taken into police custody. An arrest is lawful
when the police officer has probable cause to
believe that the person being arrested has committed a particular offense.

What happens when someone is arrested?


Once the defendant is in custody, he may be
identified by the victim or witnesses, and he
may make a statement to the police. He will
always be searched, and the officers are entitled
to seize any contraband or evidence found during the search.
Evidence includes the proceeds of the
crime, any tools used to commit the crime, distinctive clothing, or other items that help to
connect the defendant with the crime, the victim or with the scene of the crime. The arresting officer takes seized property to be
vouchered by the NYPD Property Clerk's Division.
Once transported to the precinct, the defendant will be fingerprinted. The arresting officer also prepares the arrest report, the
complaint report, and other police forms at this
time.
For some less serious crimes, the arresting
officer may give the defendant a Desk Appearance Ticket (DAT). A DAT releases a defendant from custody before arraignment and
requires the defendant to appear for arraignment on a specified date. If the defendant does
not meet the criteria for a DAT, he will be taken
from the precinct to Central Booking for further processing. Meanwhile, an Assistant District Attorney speaks with the arresting Police
Officer about the case.

What types of charges are there in New York?


In New York there are three major classes of
offenses for which a person may be prosecuted.
They are violations, misdemeanors and
felonies. Some are defined in the Penal Law
of New York State, and others can be found in
statutes such as the Vehicle and Traffic Law or
in local ordinances, such as the New York City
Administrative Code.
A violation is an offense that carries the
lowest sanction, and is not defined as a crime.
The maximum term of imprisonment is fifteen

days. Examples of violations are unlawful possession of marijuana, drinking alcohol in public, harassment, and disorderly conduct.
A misdemeanor is the less serious crime.
It is higher than a violation. Misdemeanors are
divided into two classes: "A" and "B." The
maximum terms of imprisonment are one year
in county jail for an A misdemeanor and
three months in jail for a "B" misdemeanor.
Examples of misdemeanors are shoplifting,
trespassing in a building, and jumping a turnstile.

Usain Bolt wins third

still, well, the worlds fastest man.
Usain Bolt won his third consecutive
Olympic 100m gold medal Sunday night in
front of an adoring crowd in Rios Olympic
Stadium.
The Jamaican sprinter pounded his chest
as he crossed the finish line in 9.81 seconds.
It was his slowest time in his three Olympic
100m finals, but it was fast enough to beat
Justin Gatlin by .08 seconds.
"It was brilliant," Bolt said to the press.
"I didn't go so fast but I'm so happy I won. I
told you guys I was going to do it."
Bolt, who will turn 30 on the day of the

Closing Ceremony, became the first man to


win three consecutive Olympic 100m gold
medals. He is undefeated in his seven Olympic
finals.
The worlds fastest man has never lost in
an Olympic final.
Canadas Andre De Grasse claimed the
bronze medal.
Bolt will return to the track Tuesday for
the first round of the 200m, an event he has
often described as his favorite.
In his final Olympics, he is attempting to
accomplish what he is describing as a tripletriplewinning three gold medals (100m,
200m and 4x100m) at three consecutive
Olympics. He is already the only person to

Classical Theatres current production
of Shakespeares The Winters Tale in Manhattans Battery Park are experiencing a
rare treat- the words of the Bard being spoken in lilting Jamaican patois- or dialectby award winning actor David Heron, who
appears as King Polixenes of Bohemia in
the show.
The Jamaican born Heron, who emigrated to New York over a decade ago to
pursue his acting and playwriting careers,
is now a Shakespeare veteran who has appeared Off Broadway and across the country in some of the playwrights most
famous works. His resume includes Antony
and Cleopatra, Hamlet, The Tempest, Othello, Henry V and Coriolanus in which he
played the title role at the Harlem Shakespeare Festival several years ago.
However, it is the first time in his entire career that he was called on to use his
native accent in a major Shakespearean
role- a bold and refreshing decision made
by The Winters Tale Director, Stephen
Burdman.
According to Heron, In one of the
plays latter sequences, my character King
Polixenes comes to suspect that his young
son and heir to the throne, Prince Florizel
(Xavier Pacheco) is romantically involved
with the daughter of a humble country
shepherd. Obviously, thats not good news
for him, so Polixenes resolves to disguise
himself as a peasant and attend the rural
shepherd festival with his closest courtier
Camillo (John Michalski) to spy on his son
and determine the nature of the rumored relationship.
During the rehearsal process, Heron
was experimenting with different accents
to aid in his disguise scenes, when Burdman, who also serves as Artistic Director of
the theatre, suggested they try Herons Jamaican dialect.
The actor was initially skeptical of
what the marriage between Shakespeares
words and his native accent would sound
like.

Common sense brings safety and surplus to Village of Hempstead

hen Wayne J. Hall Sr. became mayor in


2005, the village of Hempstead, situated in the town of Hempstead on Long Island,
had a six-a-half-million-dollar deficit, village
bonds rated barely above junk status, and a
12-year rise in violent crime. In an unusual
move, he did not attack his four-term (1989
2005) predecessor James Garner. Instead, he
took what some locals welcomed as a buck
stops here philosophy of leadership.
Not attacking my predecessor left both
some Republicans and Democrats scratching
their heads, Hall said. But I fully understood
that the people of Hempstead did not elect me
to blame the problems we faced on someone
else, but rather to develop policies to solve
them.
Democrat Hall, 69, the son of Jamaican
immigrants, said he maintained respect for the
Republican Garner and the fact he was the first
African American to serve as mayor in any
municipality in Long Island.
His election in 1989 served as an important milestone for the entire black community.
Hall faced off against Garner in 2009 and
2013 mayor elections and Hall won both
times. The campaign for both of us was based
solely on the issues and was never reduced to
personal attacks. Which is why we were able
later to become friends.
Hall has presided over a steady drop in
crime and turned the deficit into an over nine
million dollar surplus.
To fight crime, Hall had police upgrade
data systems to help them focus on high-crime
areas and they also expaned community policing. He also cracked down on restaurants and
liquor stores selling booze past the regulated
4.am. Closing time. The move was considered
controversial at the time.

The Village of Hempstead

While most followed the regulations regarding 4 a.m. closing times, some did not.
So, Hall continued, we enforced the
regulations and shut those establishments
down.
Hall took heat from some for shutting
down tax-paying businesses where visitors
came to spend money.
To me, it was a matter of common
sense, Hall said. The bars by not adhering to
state and village regulations were inviting
trouble, resulting in street fights, public urination, loud noise past the early morning and
causing damage to both public and private
property, so I used the legal system to, so to
say, invite them to leave the village.
He also took a common sense approach
to solve the debt crisis. You cannot spend
money you do not have, he said. So we initiated a stringent streamlining process by

which discretionary spending was cut wherever possible.


The village also got deficit-spending legislation that gave it borrowing power to pay
off much of the debt.
Those common sense approaches have
translated into a 14 percent drop in violent
crime in 2015 and a nine million dollar budget
surplus. The villages bonds recently gained an
AA-rating by credit evaluating agency Standard and Poors.
Not one to rest on his laurels, Hall has
two new projects in the works. The first is a
pilot public safety program that will sync 70
recently purchased state of the art cameras
with what is referred to in law enforcement as
the Shot Spotter System (SSP). Upon
recording the sound of gunfire, SSP is programmed to instantly direct the cameras to the
exact place where the shooting occurred.
The photos help police catch criminals
and also deter crime. Those who might have
otherwise considered using firearms in our village will be far less likely to do so, because
they are now aware that they will be identified
and arrested, said Hall.
The second project is a massive redevelopment that many in Nassau hope will deliver
a major economic windfall to the village.
Hempstead has partnered with Renaissance Downtowns/Urban America (RDUA)
and the RXR Realty LLC in a $2.5 billion public-private enterprise to build thousands of
mixed-income housing units and hundreds of
stores to house locally owned private businesses in the downtown commercial area of
the village.
The project also is budgeted for upgrades
to the sewer and water systems for the entire
village.
Hall said the project will create around
12,000 construction jobs over its ten years and
eight thousand permanent employment positions afterwards, generating ten million dollars

in tax revenue for the village. This is a winwin situation for the entire village, Hall said.
It will improve lives of all of our citizens. I
feel blessed to be a part of it.
Actually, Hall should feel especially
blessed to be where he is today. Diagnosed
with a rare kidney disease at 26 years years
old, Hall was given 5 years to live.
He had just served 4 years in the United
States Army and begun his pre-med studies at
the New York City Technical College. But he
didnt give up. He married his college sweetheart, fathered two sons with her, and graduated from college with a Bachelors degree in
biologyall within the five years allotted to
him.
The rest of his life turned out to be something of a wonderful miracle.

Prep time: 6 minutes; Makes: 1 cup
3 Hersheys Milk Chocolate Bars
(1.55 ounces)
3 tablespoons heavy cream
1/2-3/4 cup miniature marshmallows graham
crackers, for serving
Heat oven to 350 F. Remove wrappers
from chocolate bars; break into pieces.
Place chocolate pieces and heavy cream in
microwave-safe and ovenproof ramekin or cassolette. Microwave 30 seconds on medium; stir.
If necessary, microwave 10 seconds more and
stir until chocolate is melted and mixture is
smooth.
Cover surface of chocolate mixture with
marshmallows. Heat in oven 10-12 minutes, or
until marshmallows are puffed and just beginning to brown. Remove from oven; cool 5 minutes. Serve with graham cracker pieces.

decreased. Each chocolate bar used will require
