STATEMENT OF WORK (SOW)

1.0

GENERAL

1.1

The United States Department of Justice International Criminal Investigative Training


Assistance Program/USDOJ ICITAP Indonesia is procuring the equipment and
installation services to support the establishment of E-Library system at a police facility
in Purwokerto, Central Java, Indonesia.

1.2

The procurement of goods and services within the scope of this SOW is listed in the
Request for Quotation (RFQ) document.

1.3

The contractor shall coordinate with USDOJ ICITAP Indonesia procurement staff for
work planning and project phases. The contractor must submit a project phasing plan for
review and approval prior to commencement of work at the facility.

1.4

All inspections of the police facility must be scheduled and coordinated through staff of
USDOJ ICITAP Indonesia involved in the procurement and installation.

1.5

The contractor must provide personnel, equipment, materials, tools and supervision as
needed to complete the services which meet the technical requirements in this SOW.

1.6

The work shall be executed in a diligent manner in accordance with the agreed fixed price
and performance period. The period of performance for all phases of the project shall be
completed in twenty five (25) work days from contract award. The work and activities
related to the procurement and installation shall be carried out on work days, between
08.00 AM and 05.00 PM, unless otherwise approved.

1.7

No later than one (1) week after bidding document is issued by USDOJ ICITAP, the
contractor shall provide a detailed project timeline based on USDOJ ICITAPs estimated
timeline (see Appendix, Table 1). Modifications to the estimated timeline may be
allowed with prior notification and approval based on the contractors capacity to
complete each activity in this project.

1.8

The contractor shall appoint a Person in Charge (PIC) who shall be responsible for the
overall management of the project and shall represent the contractor, on site, during
installation and provision of services.

1.9

The contractor must obtain the permit from the facilitys authorized personnel and
coordinate with USDOJ ICITAP Indonesia staff for work requiring modifications to the
facilitys structure.

1.10

The contractor team members, working at the police facility, must provide a copy of
his/her ID to the facilitys authorized personnel and will be required to sign-in/sign-out
on the Contractor Entry/Exit Log when entering/exiting the police facility (see
Appendix, Table 2). Names and copy IDs of the team members shall be enclosed in the
proposal document.

1.11

The contractors PIC must attend all project meetings and provide work project progress
reports as needed/requested.

1.12

At the completion of this project, all project-related documentation will become the sole
property of USDOJ ICITAP Indonesia.

1.13

All costs associated with services subcontracted by the contractor must be borne by, and
will be the complete responsibility of, the contractor under the fixed price of this contract.

1.14

The contractor shall be responsible for the professional quality, technical accuracy, and
the coordination of all services furnished under this contract. The contractor shall,
without additional compensation, correct or revise any errors or deficiencies in its
products and services.

1.15

Any electrical work which necessitates a temporary power outage will be carried out
before 08.00 AM or after 05.00 PM.

1.16

Testing and commissioning will be held to ensure all items procured can be successfully
operationalized. Testing and commissioning format shall be approved by USDOJ ICITAP
Indonesia.

2.0
2.1

AUDIO VISUAL EQUIPMENT SET-UP


Requirements
Audio video equipment set-up in this SOW covers the proper set-up of the following
equipment:
a. Projector bracket
Bracket must be installed on the ceiling as identified in the layout (see Appendix,
Image 5).
b. Projector screen
Screen must be installed as identified in the layout (see Appendix, Image 5).

NETWORK SET-UP
Requirements
Network equipment set-up in this SOW covers the proper set-up of the following
equipment:

One wireless access point must be installed and mounted on the ceiling in the
library building as identified in the layout (see Appendix, Image 3).
Two wireless access points must be installed and mounted on the ceiling in the
computer lab as identified in the layout (see Appendix, Image 5).
Ten wireless access points must be installed and mounted on the ceiling in the
classrooms corridor as identified in the layout (see Appendix, Image 2).
b. Switch (24 Ports) (item provided by owner)
One switch (24 ports) must be inserted and secured into the server rack (located in
the server room) properly. (see Appendix, Image 4).
One switch (24 ports) must be inserted and secured into the wall-mount rack
(located on the classroom corridor) properly. (see Appendix, Image 2).
One switch (24 ports) must be installed and mounted (on an angle bracket with
metal that is commensurate with the dimension of the switch) in the e-library
room as identified in the layout (see Appendix, Image 3).
One switch (24 ports) must be installed and mounted (on an angle bracket with
metal that is commensurate with the dimension of the switch) in the computer lab
as identified in the layout (see Appendix, Image 5).

40 PCs located in the computer lab (see Appendix, Image 5) must be installed
with wireless PCI Cards.
The wireless PCI Cards must be physically installed inside each PCs
motherboard.
Drivers for each of the installed PCI Card must be installed in their respective
Windows Operating System.
Once all PCI Cards are installed, each PC must be connected to the Wireless
Access Points.

d. Server (item provided by owner)


Server must be inserted and secured with hardware into the rack. Server rack is
located in the server room, as identified in the layout (see Appendix, Image 4).
e. Server Rack
Rack must be placed in the server room as identified in the layout (see Appendix,
Image 3 and 4).
f. Wall-Mount Rack
Wall-mount rack must be placed on the outer wall of the dining room, as identified in
the layout (see Appendix, Image 2).

4.0
4.1

AIR CONDITIONING (AC) INSTALLATION


Requirements
a. Two AC indoor units must be mounted in the server room as identified in the layout
(see Appendix, Image 4).
b. One AC indoor unit must be mounted in the e-library room as identified in the layout
(see Appendix, Image 3).
c. Two AC outdoor units must be mounted on the outside wall of the server room as
identified in the layout (see Appendix, Image 4).
d. One AC outdoor unit must be mounted on the outside wall of the library building as
identified in the layout (see Appendix, Image 3).

e. Ventilation in the server room must be closed/covered.
f. Refrigerant piping shall be installed through the ceilings.
g. For two ACs in the server room, they shall be set to operate alternately every 12
hours.

5.0
5.1

SERVER ROOM RENOVATION


Requirements
a. Build a server room inside the administration room in the library building (see
Appendix, Image 3).
b. Divide the librarys administration room into two areas using a gypsum partition wall.
c. Build a gypsum partition wall measuring 3.6 meters in width and 3 meters in height
with a glass door with aluminum sill in the middle of the gypsum partition wall.
d. Cover the whole side of the wall of the server room that has windows with a gypsum
wall.
e. Remove the existing wood-framed glass window, commensurate with the area of the new
server room, then close it with brick/mortar wall, and paint finish match to both sides of the
wall.

f. Install an electrical system that will specifically be used for the e-Library system.
g. Install an electrical system using an electrical panel box which can be locked, placed
and installed in the back corner of the inside of the server room (see Appendix,
Image 4).
h. The electrical system shall have its electrical source from the Perusahaan Listrik
Negara (PLN) main power panel located within the premises.
i. Install 2 points of LED bulbs on the ceiling in the server room. (See Appendix,
Image 4)
j. The server room door shall be installed as indicated in Image 4 and possess the
following features:

Automatic door closer.


Magnetic lock.
Card-type door security access
Access card shall be made in 20 copies
Access card shall be registered for the appointed IT personnel.
Door security access shall be installed on the outside part of the gypsum wall.
For the inside part of the door, button-type opener shall be installed on the
gypsum wall.
Alarm buzz when the door is open for more than two minutes.

POWER CABLE INSTALLATION


Requirements
a. The contractor must install twenty five (25) power cable points as indicated in Image
2 - 6.
b. Each power cable installation point must include installation of cable protectors,
cables, and socket extensions.
c. In compliance with the Indonesian Standards for power cable installation standards
i.e., SNI (0225:2011/Amd 1:2013).
d. Conduct installation of Miniature Circuit Breakers (MCB) in the following locations:
1. Library Building (see Appendix, Image 3 and 6)
1.1 Install one grounding system outside the library building. This grounding
system shall be connected to the grounding bar in the electrical panel box in
the server room.
1.2 Install one 25 Amp MCB in the Perusahaan Listrik Negara (PLN) main
power panel. This MCB shall distribute power to the electrical panel box in the
server room.
1.3 Install one Electrical Panel Box with the capacity of 6 MCB modules in the
server room. This box shall house all MCBs, grounding bar, and neutral bar
installed in the server room.
1.4 Install one 25 Amp MCB in the Electrical Panel Box in the server room. This
MCB shall distribute power to all the MCBs installed in the server room.

1.5 Install one 10 Amp MCB in the Electrical Panel Box located in the server
room. This MCB shall distribute power to the electrical extension socket for
two air conditioners in the server room.
1.6 Install one 10 Amp MCB in the Electrical Panel Box located in the server
room. This MCB shall distribute power to the electrical extension socket for
equipment installed in the server rack in the server room.
1.7 Install one 10 Amp MCB in the Electrical Panel Box located in the server
room. This MCB shall distribute power to the electrical extension socket for
five personal computers in the e-library room.
1.8 Install one 10 Amp MCB in the Electrical Panel Box located in the server
room. This MCB shall distribute power to the electrical extension socket for
five personal computers in the e-library room.
1.9 Install one 10 Amp MCB in the Electrical Panel Box located in the server
room. This MCB shall distribute power to the electrical extension socket for
one unit of air conditioner, one unit of switch (24 ports), and one unit of
wireless access point located in the e-library room.
1.10 Install one 10 Amp MCB in the Electrical Panel Box located in the server
room. This MCB shall distribute power to the main MCB installed in the
computer lab.
2. Computer Lab (see Appendix, Image 5 and 6)
2.1 Install one Outbow MCB Box with the capacity of two modules in the
computer lab. This MCB shall house all the MCBs installed in the computer
lab.
2.2 Install one 10 Amp MCB in the Outbow MCB Box located in the computer
lab. This MCB shall distribute power to the electrical extension socket for one
unit of switch (24 ports), a speaker, a projector screen, a projector and two
units of wireless access points located in the computer lab.
3. Classroom Corridor (see Appendix, Image 2 and 6)
3.1 Install one Outbow MCB Box with the capacity of two modules near the wallmount rack located in the classroom corridor. This MCB shall house all the
MCBs installed in the classroom corridor.

3.2 Install one 10 Amp MCB in the Outbow MCB Box located near the wallmount rack in the classroom corridor. This MCB shall distribute power to the
electrical extension socket for ten access points and equipment installed in the
wall-mount rack.
e. Install protectors for conjoined cables. Power cables installed on the walls must be
provided with cable trays.
f. Label each end of the installed cables.
g. Once installation is completed, provide wiring diagram for all power cables installed
in the building (Main and Secondary) as indicated in Image 2 - 6, printed and affixed
to the servers rack door.
h. Install grounding cable in all electrical extension socket which will be used by all
equipment.

6.2 Placement:
6.2.1 Library Building (see Appendix, Image 3 and 6)
a. Install one point of outdoor power cable from the PLNs electrical panel to the
Electrical Panel Box located in the server room.
b. Install one point of cable grounding from the grounding system located outside the
library building to the Electrical Panel Box located in the server room.
c. Install one point of extension cable with 4-hole electrical extension sockets from the
Electrical Panel Box in the server room, to distribute power to equipment installed in
the server rack.
d. Install two points of extension cables with 4-hole electrical extension sockets at each
point from the Electrical Panel Box in the server room, to distribute power to the
electrical extension socket for two Air Conditioners in the server room.
e. Install one point of extension cable with 4-hole electrical extension sockets from the
Electrical Panel Box in the server room, to distribute power to switch (24 ports) and
access points located in the e-library room.

f. From the cable installed in part e, install one point of extension cable with 4-hole
electrical extension sockets, to distribute power to air conditioner in the e-library
room.
g. Install five points of extension cables with 4-hole electrical extension sockets from
the Electrical Panel Box located in the server room, to distribute power to five units
of personal computers installed in the e-library room.
h. Install five points of extension cables with 4-hole electrical extension sockets from
the Electrical Panel Box located in the server room, to distribute power to five units
of personal computers installed in the e-library room.
i. Install one point of main power cable from the Electrical Panel Box located in the
server room, to distribute power to the Outbow MCB Box located in the computer
lab.
6.2.2 Computer Lab (see Appendix, Image 5 and 6)
a. Install three points of extension cable with 4-hole electrical extension sockets from
the Outbow MCB Box in the computer lab, to distribute power to the electrical
extension socket for one unit of switch (24 ports), one unit of speaker, one unit of
projector screen, one unit of projector and two units of wireless access points located
in the computer lab.
6.2.3 Classroom Corridor (see Appendix, Image 2 and 6)
a. Install one point of main power cable from the PLNs electrical panel to the Outbow
MCB Box located near the wall-mount rack in the classroom corridor.
b. Install three points of extension cable with 4-hole electrical extension sockets from
the Outbow MCB Box near the wall-mount rack on the classroom corridor, to
distribute power to the electrical extension socket for one unit of switch (24 ports)
and ten units of wireless access points located on the classroom corridor.

7.0

DATA CABLE INSTALLATION

7.1

Requirements
a. The contractor must install ten (10) data cable points using an outbow faceplate in the
classrooms as indicated in Image 2 and 7.
b. The contractor must install thirty (30) data cable points without using an outbow
faceplate as indicated in Images 2, 3, 4, 5, and 7.

c. Each data cable installation point must include the installation of cable protectors,
UTP Cat 6e cables, RJ45 Cat 6 connectors and outbow faceplate.
d. In compliance with data cable installation standards, the cable must not be kinked or
bent too tightly. The wire pairs must not be untwisted and the outer jacket must not be
stripped back more than 0.5 in (12.7 mm).
e. Data cables installed on the walls must be provided with cable trays.
f. Once installation is completed, provide the wiring diagram for all data cable installed
in all the buildings, printed and placed on the servers rack door.

7.2
7.2.1

Placement:
Using faceplates:
a. Ten data cable nodes with outbow faceplates must be installed on the wall in the front
left corner of each classroom, as identified in the layout (see Appendix, Images 2
and 7).
b. The classrooms to be installed with the cable nodes are classroom 1, classroom 2,
classroom 3, classroom 4, classroom 5, classroom 6, classroom 7, classroom 8,
classroom 9, and classroom 10, as identified in the layout (see Appendix, Image 2).

7.2.2

Without using faceplates:


a. Ten data cable nodes will be used as data cables for wireless access points that will be
installed on the ceiling in front of each classroom in the classrooms corridor area, as
identified in the layout (see Appendix, Images 2 and 7).
b. Ten data cable nodes will be used as data cables for personal computers that will be
installed in the e-Library room, as identified in the layout (see Appendix, Image 3
and 7).
c. One data cable node will be used as data cable for wireless access point that will be
installed on the ceiling in the library building, as identified in the layout (see
Appendix, Image 3 and 7).
d. Seven data cable nodes will be used as data cables for all the equipment installed on
the server rack, as identified in the layout (see Appendix, Images 4 and 7).

e. Two data cable nodes will be used as data cables for two wireless access points in the
computer lab (see Appendix, Image 5 and 7).
f. Two data cable nodes will be used as data cables for the switch of the CBT room in the CBT
room (see Appendix, Image 1 and 7).

8.0

FIBER OPTIC CABLE INSTALLATION

8.1

Requirements:
a. The contractor must install one line of fiber optic cable as indicated in Image 7.
b. The fiber optic cable installation must include the installation of:
1. Two hundred and fifty meters of 4-core multimode fiber optic cable,
2. Four units of 1000Base-SX fiber optic module,
3. Four units of multimode patch cord,
4. Eight nodes of spliced fiber optic cable core,
5. Two units of rack-mount fiber optic termination box,
6. The length of the cable protectors will be commensurate with the length of the
installed fiber optic cable.
c. In compliance with data cable installation standards, the cable must not be kinked or
bent too tightly. The wire pairs must not be untwisted and the outer jacket must not be
stripped back more than 0.5 in (12.7 mm).

CANCELLATION:
Any cancellation after PO issued and received by the contractor, US DOJ/ICITAP - US Embassy
Jakarta will only be required to pay for the goods or service rendered.
PAYMENT SCHEDULE & INVOICE SUBMISSION:

Vendors are eligible to send the original correct invoice after all the services completed

If any Value Added Tax (VAT) is applied, vendor shall show VAT as a separate item on
invoice submitted for payment.

Term of payment will be made as details below:


1. A 20% from the total offer amount (Down payment) will be processed after the
vendor receipt a Purchase Order and USDOJ-ICITAP receipt original invoice
2. A 75% from the total offer amount (First Payment) will be processed after the the
work reach 100% completion and USDOJ-ICITAP receipt original invoice and hand
over project letter signed by DGC, contractor and USDOJ-ICITAP.
3. A 5% from the total offer amount (retention) will be held on the invoice, for a further
30 day defects liability period after snag list and hand over project process complete.
And receipt of original final invoice.
Payment process is thirty (30) working days after US DOJ/ICITAP - US Embassy Jakarta
receives the correct original/authorized invoice, complete with all supporting documents
required.
Payment will be made through Electronic Fund Transfer (EFT) to the contractor bank
account as stated on the invoice.

EVALUATION FACTORS:
Vendors should agree to accept Purchase Order (PO) from US DOJ/ICITAP, US
Embassy Jakarta.
Proposal must meet or exceed specifications required.
Award will be made to the vendor that offers the best value to the government.
Past performance and experience will be evaluated as to the areas of quality, timeliness,
and customer satisfaction, and business practices.

CONTRACTING OFFICERS:
Only the Contracting Officer can approve changes to this Statement of Work.
