Front-row seat to a changing military

Army Secretary Fanning on LGBT inclusion,
Orlando and Trump
By CHRIS JOHNSON
cjohnson@washblade.com
Army Secretary Eric Fanning, who has served in civilian leadership at each
of the U.S. militarys branches, has seen major strides in advancements
forLGBT inclusion in the armed forces.
Fanning, 48, whos gay, reflected on the major changes which include
Dont Ask, Dont Tell repeal, extension of partner benefits to service members
with same-sex spouses, non-discrimination provisions for LGBT troops
and, most recently, implementation of transgender military service in an
interview with the Washington Blade on Tuesday in his office at the Pentagon.
Its been very rewarding for me personally, but far more important, I
think, its been great for the U.S. military, Fanning said. Opening up service
to people who havent had the opportunities, but meet the requirements,
means that we can recruit from a broader pool of talent and get the best our
country has to offer.
Army Secretary Eric Fanning said the military would honor the Constitution if a President
Trump ordered the use of torture.

Clinton pushed LGBT rights,

despite foundations anti-gay donors
Oppressive regimes sent millions,
raising questions of pay-for-play
By CHRIS JOHNSON
cjohnson@washblade.com
The Clinton Foundation has come intense media
scrutiny partly as a result of donations it received from
countries with anti-LGBT laws and questions of pay-forplay at the State Department, but LGBT advocates are
defending the organization, asserting it has worked to
advance human rights.

The criticismhas dogged Clinton as she pursues her bid

for the White House and seeks to differentiate herself from
Donald Trump, whose campaign has trafficked inracism
and sometimes violence as he has staked out anti-LGBT
positions in his presidential campaign.
Chief among the countries with anti-LGBT laws
donating to the Clinton Foundation is Saudi Arabia, which
donated between $10-$25 million to the organization.
Saudi Arabia punishes acts of homosexuality with
death, imprisonment, fines, corporal punishment or
flogging.

Gay Air Force lieutenant found not guilty of sexual assault

Witnesses said accuser
consented to sex in hot tub,
hotel room
By LOU CHIBBARO JR.
lchibbaro@washblade.com
A military judge last week found gay Air
Force Lt. Joshua Seefried not guilty of all
charges stemming from a 2012 incident
in a New York Hotel room in which he was
accused by a fellow gay service member of
sexual assault.
The verdict followed a four-day court
martial proceeding at Andrews Air Force
Base in Camp Springs, Md., in which
Seefried was on trial more than two years
after being charged in April 2014 with
wrongful and abusive sexual contact and
forcible sodomy based on allegations by a
gay U.S. Marine.
The Marine, who was honorably
discharged from the service last year,
acknowledged during four and a half
hours of testimony last week that multiple
witnesses saw him and Seefried hugging,
kissing and fondling one another in a hot
tub in the hotels spa.
The judge, Air Force Lt. Col. Andrew
Kalavanos, informed prosecutors and
defense lawyers he had reached his verdict
just 10 minutes after the opposing lawyers
delivered their closing arguments at the
conclusion of a four-day trial, indicating
he quickly determined the charges against
Seefried didnt have sucient weight to
result in a conviction.
We are very thankful and relieved about the
verdict, and obviously believe it was completely
supported by the state of the evidence and
testimony in the case, said Richard Stevens,
Seefrieds civilian defense attorney.
Moreover, it was wholly consistent with
the actual truth about what happened on
the night at issue, Stevens said. Josh has
been through a lot over the past few years
dealing with these false allegations, and Im
so relieved for him that he can, hopefully,
get on with his life and start to rebuild
his reputation after the weight of these
accusations has been lifted.
The gay Air Force lieutenant has been
a prominent advocate for the rights of
LGBT people in the military. He was the
co-founder in 2010 of the LGBT military
advocacy group OutServe.
Lt. Col. Brus E. Vidal, Public Aairs
Director for the Air Force District of
Washington, told the Washington Blade in a
statement the case came down to whether
the charges could be proven beyond a
reasonable doubt.
After considering the evidence and
the arguments presented by both the
prosecution and the defense, the military
judge determined that the case was not
proven beyond a reasonable doubt and

Gay Air Force Lt. JOSHUA SEEFRIED was

2012 allegation of sexual assault.
WASHINGTON BLADE FILE PHOTO BY MICHAEL KEY

found 1st Lt. Seefried not guilty of all

charges, Vidal said. In this court-martial,
as in every court-martial, the government
must prove its case beyond a reasonable
doubt.
Both Seefried and the former Marine,
who remained in the courtroom as an
observer after he completed his testimony,
declined to comment on the verdict.
Friends said Seefried plans to release a
statement soon.
The former Marine stated repeatedly
during his testimony that he was too drunk
to consent to sex in the hot tub, a nearby
steam room, and a short time later in
Seefrieds hotel room. He insisted he was
the victim of a sexual assault, even though
at least three witnesses testied he willingly
participated in sexual encounters with
Seefried and a then Coast Guard ocer at
the hotel.
Stevens argued that testimony and
statements by witnesses and recorded
interviews with the then Marine conducted
by military investigators show that he
initially believed he had consented to
the sexual trysts at the hotel based on
conversations with his friends who saw him
in the hot tub.
Stevens noted in his closing argument
on Thursday that the then Marine suddenly
decided he was sexually assaulted several
weeks later after a friend studying to be a
psychologist told him he most likely had
been raped and should report the incident
to military authorities. Upon reporting the
incident he named the Coast Guard ocer,
Lt. Commander John Fiorentine, as the
perpetrator and didnt accuse Seefried until
three months later.
Military prosecutors later dropped
sexual assault charges against Fiorentine
in connection with the Marines earlier
allegations. Fiorentine was among the
witnesses at the trial this week who
testied that the former Marine was a
willing participant in a sexual encounter

with him and Seefried in Seefrieds hotel

room in May 2012.
According to information that surfaced
in several pre-court martial hearings,
Seefried, the then Marine, and Fiorentine
were among seven gay junior military
ocers from across the country that came
to New York City in May 2012 to participate
in Fleet Week, an annual event in which
Navy ships dock in a major U.S. city.
Most of the gay ocers, including the
then Marine, were members of OutServe
and were also celebrating the repeal a few
months earlier of the Dont Ask, Dont Tell
law and their behind-the-scenes eorts to
push for its repeal.
In his testimony on Monday, the former
Marine said he became highly intoxicated on
the afternoon of May 26, 2012 when he joined
his fellow ocers for brunch at a Manhattan
restaurant, where he said he consumed as
many as eight or more mimosas.
He testied that from the time he
consumed his last few drinks at brunch to

the time he woke up groggy and confused in

Seefrieds hotel room several hours later he
had no memory of what happened. Among
the things he had no recollection of, he told
the judge, were the stories his friends told
him of him and Seefried engaging in sex in
the hotel hot tub and steam room.
In his closing arguments the lead
prosecutor in the case, Air Force Capt. Peter
Havern, pointed out that the former Marine
testied that he regained his memory upon
waking up in Seefrieds hotel room and
recalled Seefried performing oral sex on
him. The former Marine testied that he
did not outwardly object or ask Seefried to
discontinue the sexual encounter, saying
he remained silent while lying on his back
and crossing his arms.
Silence, your honor, is not consent,
Havern said in his closing argument. The
defense says because nothing was said it
was consent. That is not true, he said.

Suspect sought in
male-on-male sexual assault
D.C. police are seeking help from the public in identifying and locating a male suspect
who allegedly sexually assaulted and robbed a male victim at gunpoint inside the victims
residence on the 1200 block of Massachusetts Ave., S.E., on Sunday morning, Aug. 28.
At approximately 6 a.m., an adult male awoke to an unknown suspect in his home,
a police statement says. The suspect sexually assaulted the victim at gunpoint and then
ed the location with some of the victims
property, it says.
There were no signs of forced entry
into the residence, the statement adds.
The police statement says police have
listed the incident as a Burglary One and
First Degree Sexual Abuse while Armed
(Gun.) It doesnt disclose the address of
the house in which the suspect entered to
commit the assault and burglary.

from Lincoln Park, an upscale section of
Capitol Hill.
The suspect is described as a black male, 58 in height, stocky build, approximately 200
pounds, medium to dark complexion and last seen wearing a black baseball cap, black
T-shirt and black short, the police statement says.
After a preliminary investigation, it is believed that the victim was intentionally targeted
by the suspect, says the statement.
Ocer Sean Hickman, a police spokesperson, said police would not disclose any
additional information as of Tuesday, including why investigators believe the victim was
intentionally targeted or whether he identies as gay.
Hickman said the public version of the police incident report, which usually discloses
the street address where an incident occurs and more details than the initial police
statement, had not been approved for release as of Tuesday.
The statement, which police released Sunday afternoon, says anyone who has
information about the case should call police at 202-727-9099. It says the department oers
a reward of up to $1,000 to anyone who provides information that leads to the arrest and
conviction of the person or persons responsible for an assault committed in D.C.

Supreme Court set to

consider LGBT rights case

Claims LGBT people covered under existing civil rights laws

By LOU CHIBBARO JR.

lchibbaro@washblade.com
The U.S. Supreme Court is scheduled to deliberate privately on Sept. 26 over whether
to accept a case led by veteran LGBT activist and former D.C. resident Kenda Kirby that
potentially could dramatically expand non-discrimination protections for LGBT people.
Kirby, who is not an attorney, wrote and led her own Petition for a Writ of Certiorari
calling on the high court to take a case known as Kirby v. North Carolina State University.
The case is part of a lawsuit that Kirby led against NCSU in 2014 accusing its School of
Veterinary Medicine of illegally expelling her from its Ph.D. program in 1994 because of
her perceived gender non-conformity, sex, sexual orientation, gender, gender identity,
and political aliation or belief.
Court records show that the statute of limitations for ling a lawsuit for the alleged
discrimination in 1994 was reset to 2014 after the university sent Kirby a bill in 2013 for tuition
it claimed she owed the school from her enrollment in the Ph.D. program 20 years earlier.
Kirby argued that the tuition bill, which came with a warning that she would be
turned over to a collection agency if she did not pay it, represented a continuation of
the discrimination she suered when she was expelled from the program.
The Supreme Courts website shows that it receives between 7,000 and 8,000 petitions
for a Writ of Certiorari each year and the court agrees to accept only about 80 of those
cases in a given year.
Two attorneys familiar with Supreme Court cases and who spoke to the Washington
Blade about Kirbys case on condition that they are not identied said it is exceedingly
dicult for experienced lawyers to succeed in having the court accept their cases. They
said that in a case such as Kirbys, where she is representing herself and has prepared
her own petition, the chances of the court accepting her case are remote.
The brief is obviously very cogently written, said one of the attorneys. And clearly this
is a woman with tremendous intellect. And while she did a ne job as a pro se litigant its
not the level of argumentation and the clarity of elucidating what the true violation is that
you would expect from lawyers who live and breathe this stu day in and day out.
Kirby, 54, told the Blade she is representing herself because she cant aord to pay for
a lawyer on her current salary as a high school biology teacher in Oklahoma, where she
now lives. She said she contacted some of the national LGBT litigation groups but they
told her they were busy working other cases and could not represent her at this time.
One of the attorneys who also spoke to the Blade on condition of not being identied
said that in the unlikely development that the Supreme Court would accept Kirbys case,
the court would appoint an attorney to represent her who is a member of the Supreme
Court Bar. All lawyers who argue cases before the Supreme Court must be a member of
the courts bar under its rules.
The two attorneys who reviewed Kirbys petition noted that if the high court denies
her petition after reviewing the case on Sept. 26 in a private conference, the denial
would have no adverse impact on the issue of whether LGBT people are covered under
existing federal civil rights laws.
But if the court were to accept the case and then issue a decision against her claim that
existing federal civil rights statutes protect LGBT people, that would have a nationwide
impact and would be highly damaging to eorts to expand non-discrimination
protections for LGBT people through the courts, the attorneys said.
Kirby states in her Supreme Court petition that the discrimination case involving
NCSU began in April 1993 when word reached two of her main professors in her Ph.D.
program that she attended a national LGBT rights march on Washington held on
Sunday, April 25, 1993.
She took nal exams during the week that followed, earning enough points to
maintain her passing grades and good standing at the university, her petition states.
Within about two weeks, Plainti received her grade reports in the mail, showing
multiple failing grades, the petition says. When Plainti contacted her major professors
at CVM about the incorrect grades, Dr. Ida Washington Smoak stated to Plainti that she
and Dr. James E. Smallwood had intentionally changed her grades because they were
angry that she was an avid Clinton supporter and that she attended a gay rights rally
at an inconvenient time.

Hospitals to cover Pulse victims health costs

ORLANDO, Fla. Two hospitals have announced they will not bill victims of
the Pulse nightclub massacre they treated.
The Orlando Sentinel reported ocials from Orlando Health and Florida
Hospital made the announcement on Aug. 24.
The Pulse shooting was a horrendous tragedy for the victims, their families
and our entire community, said Orlando Health President and CEO David Strong.
During this very trying time, many organizations, individuals and charities have
reached out to Orlando Health to show their support. This is simply our way of
paying that kindness forward.
The Orlando Sentinel reported that the Orlando Regional Medical Center,
which is Orlando Healths primary hospital, treated 44 of the more than 50
people who were injured during the June 12 shooting that left 49 people dead.
The Pulse nightclub is a few blocks south of the hospital.
Mario Lopez, who was shot during the massacre, told the Orlando Sentinel
that he faced a $20,000 medical bill. He was quick to welcome the hospitals
announcement.
Its a huge relief, said Lopez.

N.Y. top court issues parental rights ruling

ALBANY, N.Y. The New York State Court of Appeals on Aug. 30 ruled nonbiological parents can seek custody and visitation rights.
The ruling came in the case of a lesbian who sought parental rights for the child
that she was raising with her then-partner. The couple had planned to get married,
but they separated before New Yorks same-sex marriage law took eect in 2011.
Lambda Legal and the LGBT Bar Association of Greater New York represented
the plainti known as Brooke B. in the case.
We are extremely gratied that Brooke will nally have her day in court to
establish that she is the parent of the son she cherishes, said Susan Sommer,
national director of constitutional litigation at Lambda Legal, in a statement. We
are eager for them to be reunited as soon as possible.

Box when making the case that his fatherhas changed the Republican Party.
We had a gay man speak at the RNC and my father spent a lot of his time talking about
the LGBT community, Eric Trump said. That is revolutionary for the Republican Party.
The gay man Eric Trump referenced was PayPal founder and Facebook co-chair Peter
Thiel, who proclaimed on stage as convention attendees cheered hes proud to be gay,
but alsoproud to be a Republican and prouder to be an American.
Eric Trump also referenced his fathers outreach to black voters, such as during a
recent speech in Michigan when the candidatelamented the conditions in inner cities
under Democratic administrations and asked What have you got to lose?
Theres a lot of things that hes doing very dierently; theres a lot of beliefs that he
has, Eric Trump said.I think the Republican Party has almost become an America First
Party because thats really his message.
During his speech at the Republican National Convention accepting the partys
nominationto run for president, Donald Trump pledged to protect our LGBTQ citizens
from the violence and oppression of a hateful foreign ideology. The words marked the
rst time a Republican presidential nominee referenced LGBT people in a positive way
during a speech at a Republican National Convention.
Despite those words, Trump has taken anti-LGBT positions throughout his campaign
and has courted anti-LGBT advocates for support. Trump has urged social conservatives
to trust him to oppose same-sex marriage, said hes with the state on North Carolinas
anti-LGBT House Bill 2 and gave conditional support to the First Amendment Defense
Act, a federal religious freedom bill seen to enable anti-LGBT discrimination.

Pro-refugee activists rally in D.C.

The Human Rights Campaign was among the groups that took part in a prorefugee rally at the Washington Monument on Sunday.
HRC Global Director Ty Cobb noted during his speech at the D.C. Rally for
Refugees that the so-called Islamic State threw four men from a rooftop in
the Iraqi city of Mosul earlier this month because they were gay. He also said
he recently met an Iraqi asylum seeker who ed his homeland because of
persecution based on his sexual orientation.
We must not turn our backs on the countless refugees who are escaping
persecution and violence, said Cobb.
Sham Hasan, a refugee advocate from Iraq, noted LGBT refugees want to
escape discrimination and death. He also sought to humanize those who have
ed their homes because of persecution, terrorism and war.
Refugees are humans with dreams, said Hasan, who was wearing an orange
life jacket to show solidarity with refugees from around the world.
The U.N. Refugee Agency says that more than 65 million people have been
displaced from their homes.
An estimated 11 million Syrians have ed their homes since the countrys civil
war began in 2011. The International Organization for Migration notes 3,165
migrants have died or gone missing in the Mediterranean Sea so far this year.
The Obama administration announced last September that it would allow
85,000 Syrians to resettle in the U.S. through the 2017 scal year. Advocates
urged the White House to allocate 500 of these slots to LGBT Syrians who have
ed ISIS and other Islamic militant groups.
White House Press Secretary Josh Earnest told the Washington Blade late last
year there are no quotas for the number of LGBT Syrians who can resettle in
this country.
Our hearts and our country is big enough to welcome our neighbors from
around the world, said Sarah Browning, co-founder of the SplitThisRock.org
poetry collective who emceed the rally.

Supreme Court asked to hear Gavin Grimm case

A Virginia school district has formally asked
the U.S. Supreme Court to hear a lawsuit that
challenges its controversial bathroom policy.
Gavin Grimm, a student at Gloucester
County High School, alleges the Gloucester
County School Districts policy that prohibits
him from using the boys restroom or locker
room because they are not consistent with
his biological gender is unconstitutional
under the 14th Amendments Equal
Protection Clause. His lawsuit also contends
the regulation violates Title IX of the U.S.
Education Amendments of 1972 that
GAVIN GRIMM.

from discriminating on the basis of sex.
The
Justice
Department
and
the
Department of Educations Oce of the General Council led briefs in support of Grimm.
The 4th U.S. Circuit Court of Appeals in Richmond in April ruled in Grimms favor.
The U.S. Supreme Court earlier this month issued an injunction against the decision
that would have allowed Grimm to use the boys restroom during his senior year.
BuzzFeed reported on Monday the Gloucester County School Board has asked the
justices to reverse the 4th Circuits ruling.
The U.S. Supreme Courts upcoming term begins on Oct. 3.

UNC barred from enforcing HB2

A federal court has barred the University of North Carolina system from enforcing a
widely condemned state law barring transgender people from using the public restroom
consistent with their gender identity.
U.S. District Judge Thomas Schroeder, an appointee of former President George W.
Bush, issued the 83-page injunction late Friday on the basis the law, House Bill 2, likely
violates Title IX of the Education Amendments of 1972.
The University of North Carolina, its ocers, agents, servants, employees, and
attorneys, and all other persons acting in concert or participationwith them are hereby
enjoined from enforcing Part I of HB2 against the individual transgender plaintis
untilfurther order of the court, Schroeder writes.
However, Schroeder writes plaintiffs in the case have not made a clear
showing theyre likely to succeed in their challenge to the law on the basis it
violates the right to equal protection under the U.S. Constitution. Further, the
court, Schoroder writes, will reserve ruling on due process claims pending further
briefing from the parties.

1950s documents highlight McCarthy-era anti-gay purges

Closeted gay columnist rejected
Soviet blackmail attempt
By LOU CHIBBARO JR.
lchibbaro@washblade.com
On July 14, 1950, the director of the then
three-year-old U.S. Central Intelligence
Agency, Roscoe H. Hillenkoetter, told
a closed congressional hearing why
he believed homosexuals should be
red from and never hired for federal
government jobs of any kind.
The transcript of the hearing by the
Senate Investigations Subcommittee,
which remained sealed for more than
50 years, includes more than two-dozen
pages of testimony by Hillenkoetter that
gay archives activist Charles Francis says
helped set the stage for purges of gays
and lesbians from the federal workforce
for at least the next 20 years.
I think it is of interest for this committee
to know, Hillenkoetter testied, that the
use of homosexuality for purposes of
recruitment, blackmail, and control has
been a frequent technique of the Soviet
intelligence services.
Repeatedly referring to homosexuals
as
perverts,
Hillenkoetter
said
homosexuality frequently is accompanied
by other exploitable weaknesses such as
psychopathic tendencies which aect the
soundness of their judgment, physical
cowardice, susceptibility to pressure, and
general instability.
As if that were not enough, he added,
They are often too stupid to realize it, or
through ination of their ego or through
not letting themselves realize the truth,
they are usually the center of gossip,
rumor, derision, and so forth.
Hillenkoetter made it clear about how
he believed the federal government
should address the issue of homosexuals
in government service, which was the
subject of the closed Senate hearing.
Finally, I would like to say that, in our
opinion, the moral pervert is a security
risk of so serious a nature that he must be
weeded out of government employment
wherever he is found, he said. Failure to
do this can only result in placing a weapon
in the hands of our enemies and their
intelligence service, and the point of that
weapon would probably be aimed right at
the heart of our national security.
Gay historian David K. Johnson has been
credited with rst reporting on the then
just declassied transcript of the closed
Senate hearing in his 2004 book, The
Lavender Scare: The Cold War Persecution
of Gays and Lesbians in the Federal
Government.

chronicling the anti-gay persecution of
the Cold War era, said Hillenkoetters antigay views havent received the attention
they deserve since the Senate hearing
transcript was unsealed.
Johnson is an associate professor of
history at the University of South Florida.
He points out in his book and subsequent
lectures on the subject of the gay purges
that there are no documented cases of
a gay man or lesbian American citizen
succumbing to blackmail by a foreign
power.
According to Johnson, one of the best
examples of how a gay person rejected a
blackmail attempt was the case of the late
syndicated newspaper columnist Joseph
Alsop. Alsop, who died in 1989 at the age
of 78, is credited with playing an important
role in chronicling U.S. foreign policy from
the 1940s to the early 1970s.
His biographers say he was a strong
advocate of liberal domestic policies
beginning
with
President
Franklin
Roosevelts New Deal programs while at the
same time pushing for conservative, antiCommunist views on foreign policy matters.
Although many friends and associates
knew he was gay, Alsop never came
out publicly, according to at least two
biographies written after his death. These
and other media reports published in
recent years discuss a 1957 incident in
which Soviet KGB operatives set a trap
for Alsop during his rst visit to the Soviet
Union by arranging for him to have a
sexual liaison in a Moscow hotel room with
a young Russian man he met at a party.
After secretly photographing him
having sex with the young man, the
Russian operatives burst into the room
and threatened to expose the nationally
known columnist as a homosexual, various
accounts have reported. The Russian
operatives also threatened to arrest him

unless he agreed to serve as an agent of

inuence for the Soviet Union when he
returned to the U.S., a 2012 account by the
Wall Street Journal says.
But a recently released FBI document,
which includes a never before released
nine-page memo that Alsop wrote to the
FBI in which he came out as gay, provides
a new, rst-hand account of a situation
that Alsop called an act of very great folly
on his part.
Washington researcher and history
bu Mark Allen said he obtained the
FBI document and Alsop memo earlier
this year from the John F. Kennedy
Library in Boston after requesting that
the library release the documents. He
provided copies of the documents to the
Washington Blade.
It must begin with a personal
confession, Alsop wrote in his memo,
dated Feb. 23, 1957. I have been an
incurable homosexual since boyhood.
Very early, I sought medical advice,
especially from Doctor Adolph Mayer at
Johns Hopkins, but the doctors I consulted
only conrmed my own diagnosis, he
wrote.
It is a curious thing, but it is a fact,
that the vast majority of homosexuals
who have honestly faced the nature of
their predicament, somehow end by
accommodating themselves to it, shocking
though that may seem, he continued.
Most simply say, as I have said, If I do
no harm to anyone, if I am no trouble to
anyone, I should not be too much troubled
myself.
He then went on to explain how during
his stay in Moscow he was cruised by
young Russian men at least two or three
times in unmistakable gestures in which
they wanted him to know they were
homosexual and were interested in him.
He said he spurned those overtures but
foolishly succumbed to the courtship by
a young athletic blonde, pleasant-faced,
pleasant-mannered fellow introduced
to him at a hotel dinner party organized
by American diplomats and their Russian
counterparts.
Shortly after the Russian KGB operatives
accompanied by a hotel security ocer
entered the hotel room in the midst of
his interaction with the young man, they
arranged for the young man to be taken
away and engaged Alsop in a polite but
stern conversation that lasted nearly three
hours, Alsop says in his memo.
They got down to business without
delay, saying I had of course committed
a serious crime under the Russian code,
that they did not want to make any trouble
for me all the samebut that I must help
them a little if they were going to help me,
Alsop wrote.
Not knowing what course to take, I
simply told my new friends at this rst

meeting what was in fact the truth that

in my situation, I had had to decide many
years earlier what I would do if I found
myself exposed to blackmail, that I had
long ago decided I would much prefer
any other course, however unpleasant,
to paying blackmail, and that I might
kill myself or end my writing career, but
that I would never allow myself to be
blackmailed in any way, Alsop says in his
memo.
The older man, who led the
conversation, merely laughed comfortably,
repeated that he wanted to help me, and
suggested that we move to pleasanter
surroundings, Alsop continued.
At that point Alsop said he told the
Russians he had an appointment at the
American Embassy in an hour and would
be missed if he didnt show up. They
replied that I was free to go, but that we
three must meet again soon to try to
nd a way out of your problem, Alsop
recounted.
Upon returning to his hotel Alsop said
he initially considered writing a note
explaining everything that happened,
slipping it under the door of the news
reporters living at the hotel, and commit
suicide.
I nally concluded, before I went to bed,
that suicide was a cowardly alternative, at
least at that moment, and that I ought to
play the game a bit further to see where
it would lead, he wrote. I adopted the
tentative plan, therefore, of pretending
to be recruited by my two new friends in
order to get out of the country and then,
when I reached Paris, making a clean,
public breast of the whole business, telling
the story in detail to the whole world rst
as a warning and second as proof that I
could not be blackmailed any longer.
He added, As I have said, I have always
been troubled by the concealment that
homosexuals must practice, and the fact
that the course I meant to adopt would
surely mean the end of my present career
hardly weighed in the balance against the
prospect of telling the honest truth and so
ridding myself of the incubus of my folly.
As it turned out, Alsop said then U.S.
Ambassador to the Soviet Union, Charles
E. Bohlen, learned of his predicament
through an intermediary and made
arrangements for him to leave the country
on a ight bound for Paris. It was there
that he met with FBI agents and handed
over his memo.
Bohlen notied the CIA, which
debriefed Alsop on his return, and,
through condential channels, a report of
the incident eventually reached President
Eisenhower, an article about the incident
in the Nov. 10, 2014 issue of The New
Yorker reports.

Kerry acknowledges murdered Bangladeshi activist

PETER TATCHELL in D.C. on Aug. 25.

Peter Tatchell talks human rights,

LGBT advocacy
Prominent British activist Peter Tatchell stressed to the Washington Blade last
week that LGBT rights are part of the broad spectrum of human rights.
Its very important that LGBT people recognize the persecution of other
peoples and minorities, he said during an Aug. 25 interview at the Blade oces
in Northwest D.C.
Tatchell spoke with the Blade a day before he participated in a conference at
the National Press Club that sought to highlight the independence movement in
the Pakistani province of Baluchistan.
Amnesty International has accused the Pakistani government of detaining
and arresting pro-independence activists without charge, executions and other
human rights abuses. The group has also documented so-called kill and dump
killings in Baluchistan, which borders Iran and Afghanistan.
Tatchell accused the Pakistani government of using ghter jets and helicopters
the U.S. gave it to ght the Taliban to bomb and strafe Baluch villages.
Pakistan remains the largest recipient of International Military Education
and Training funds from the U.S. The country is also among the largest
recipients of Coalition Support Funds because of its continued support
of Operation Resolute Support, a NATO-led counterterrorism mission in
Afghanistan.
Tatchell told the Blade this aid directly violates the Leahy amendment to the
Foreign Assistance Act that prohibits the U.S. from providing military aid to
groups responsible for human rights abuses.
Whats happening in Baluchistan is almost unknown in the outside world,
said Tatchell.
He told the Blade that presumed Pakistani security agents turned up to
harass and harangue the Pakistani speakers who took part in the National
Press Club conference.
Pakistani government representatives did not respond to the Blades request
for comment.
Tatchell, who is director of the Peter Tatchell Foundation, has championed both
LGBT and non-LGBT specic issues since the 1960s. These include campaigning
against Irans LGBT rights record and Apartheid in South Africa and supporting
pro-independence movements in Somaliland and West Papua.
Tatchell and three other members of OutRage!, a British LGBT advocacy group,
in 1999 tried to remove Zimbabwean President Robert Mugabe from his car as it
drove on a London street in what they described as a citizens arrest. Mugabes
bodyguards beat Tatchell unconscious when he tried to stage a similar action at
a Brussels hotel in 2001.
Russian police in 2011 arrested Tatchell, Lt. Dan Choi and more than 30 others
who participated in a Moscow Pride parade. Tatchell also supports the creation
of an independent Palestinian state that would include the West Bank and the
Gaza Strip.
Tatchell told the Blade that his support of non-LGBT struggles has had a
positive impact on increasing support for LGBT people around the world.

Its impossible not to feel a change in the

not feeling that change, youre not experiencing that, by yourself. Youre not alone.
Mannan who founded Bangladeshs rst LGBT magazine joined the U.S. Agency for
International Development last September. He had previously worked for the U.S. Embassy.
Members of Al-Qaida in the Indian Subcontinent hacked Mannan and his friend, Mahbub
Rabbi Tonoy, to death inside a Dhaka apartment on April 25. Mannans nephew, Raj Islam,
who is a member of the Virginia Beach Human Rights Commission, told the Washington
Blade earlier this summer that the militants gouged his uncles eyes out in front of his elderly
mother.
Mannans name has been added to a plaque inside the State Department that honors
Foreign Service personnel who have been killed. USAID has placed a brick with his name on
it near the entrance to its D.C. headquarters.
Mannan and Tonoy are among the human rights advocates, secular academics, writers,
bloggers and members of religious minority groups who have been killed by Islamists in
Bangladesh since early 2015. Prime Minister Sheikh Hasina and her government have come
under increased criticism over its response to terrorism in the predominantly Muslim country.
Kerry met with Hasina while he was in Bangladesh.
State Department spokesperson Mark Toner said Kerry discussed terrorism and
emphasized the importance of upholding human rights and democratic values with her.
Kerry also attended a lunch that Foreign Minister Mahmood Ali hosted and met with Khaleda
Zia, chair of the opposition Bangladesh Nationalist Party, before leaving the country.

Colombian LGBT groups endorse peace deal

More than 100 LGBT advocacy groups in Colombia have endorsed the peace deal between
the countrys government and a rebel group that would end a decades-long war.
Colombia Diversa, Caribe Armativo and other organizations launched a campaign on
Tuesday that urges Colombians to vote for the agreement in a referendum that is set to
take place on Oct. 2. The groups made their announcement a day before the Colombian
government and the Revolutionary Armed Forces of Colombia formalized the deal in Havana.
Recognition of and respect for the rights of women, indigenous people, people of African
descent, LGBTI and other population groups is necessary for the country to live in peace and
to be able to fully develop its citizenry, says Caribe Armativo on its website.
More than 200,000 people have died in the war that began in 1962.
Members of the FARC, paramilitaries and the Colombian army frequently targeted,
displaced or even killed LGBT people during the conict. Anglica Lozano, who is the rst
openly LGBT person elected to the Colombian Congress, once advised ngrid Betancourt,
who was kidnapped by FARC rebels in 2002 during her presidential campaign.
The 297-page peace deal specically acknowledges the wars LGBT victims.
Its preamble notes the fundamental rights of LGBT Colombians, women, children,
indigenous people, Colombians of African descent, farmers, people with disabilities, those
displaced by the conict and other vulnerable social groups.
The agreement calls for the creation of a democratic culture and participation in the
country that would include LGBT Colombians and other vulnerable groups. It would also
create a truth and reconciliation commission with representatives of the Colombian
government and the FARC.
Representatives of Colombia Diversa and Caribe Armativo participated in the peace talks
that began in Havana in 2012. Mauricio Albarracn, a lawyer and LGBT rights advocate, told the
Washington Blade on Friday during a Skype interview from the Colombian capital of Bogot
that the deal is the rst time LGBT people have ever been specically included in a peace deal.

Fanning on Olympics, Orlando and Trump

Continue D FROM page 01

The changes took place over the

course of eight years of the Obama
administration. Although Fanning said
President Obama was responsible for
moving things forward, especially Dont
Ask, Dont Tell repeal, the Army secretary
cited other factors.
I think society has evolved and
changed as well, Fanning said. Theres
an increased understanding of these
issues outside of the community and an
increased awareness that there are and
always have been LGBT people in uniform
in all the services.
Fanning embodies those changes in
the armed forces because of the nature
of his appointment and confirmation as
Army secretary: Hes the first openly gay
person confirmed by the U.S. Senate to
head the civilian leadership of a military
service.
It clearly is a milestone in many ways
and means a lot to a lot of people, and I
appreciate that more each time Im given
a new job because theres more visibility,
and then more people reaching out to
me, Fanning said.
Fanning said part of him just wants to
reflect on the qualifications and what I do
in the job, and do I do a good job, but he
acknowledged the distinction has value.
I increasingly reflect on my own
experience when I was younger and working
in the Department of Defense and didnt
really see a way forward for me because
I didnt see people like me in positions of
leadership, Fanning said. So, I think in
some ways, its an important milestone for a
lot of people particularly in the military, even
civilians who work around the military.
Prior to his confirmation as Army
secretary in May, Fanning held high-level
civilian positions at the Pentagon and
national defense related organizations
throughout the Obama administration,
including the posts of Air Force under
secretary and deputy under secretary at the
Navy. Fanning was chief of staff to Defense
Secretary Ashton Carter and served as
acting Army secretary, but had to relinquish
the job briefly to winconfirmation.
Popular in the LGBT community
including among many who have photos
with the Army secretary posted to their
social media accounts Fanning said
hes aware of his fan base, which he said
seems to have grown with each step of
his career as he moved from job to job.
I always think Im prepared and then
the wave comes when youre nominated,
when youre confirmed. when youre
sworn in, Fanning said. Theres always
something thats a hook that gets a little
bit of attention.
Keeping him grounded, Fanning said,
is his personal life. Having lived in the
same house throughout the Obama

summer after the Orlando shooting.

administration, Fanning said he still has

to walk the dog and get my dry cleaning
and just live in the neighborhood like I did
before all this happened.
Blake Dremann, the new president
of the LGBT military group SPARTA,
said Fannings tenure in the Obama
administration has helped break down
barriers at a time of greater LGBT
inclusion in the armed forces.
Secretary Fanning has been an
invaluable example of how the ability to
do the job overcomes any preconceived
notions anyone has regarding a persons
sexual orientation or gender identity,
Dremann said. His leadership and
visibility has had a positive impact on
both the soldiers in the field and within
the LGBT community.
Just weeks after his confirmation as Army
secretary, Carter announced the latest
achievement for LGBT inclusion in the armed
forces: the long-sought end of medical
regulations barring transgender service in
the U.S. armed forces effective immediately.
Fanning, who in a 2013 interview with
the Washington Blade became the first
senior defense official to endorse openly
transgender service, said hes very
involved in implementing the change,
butnotedthe impetusfor lifting the ban
came without his help.
The spark occurred before I could raise
it with the secretary, Fanning said. It was
our literally fourth or fifth day of his tenure,
were in Afghanistan and sort of all-call with
troops in Afghanistan. He gets the question
on transgender service in an austere
environment and we hadnt discussed it,
he hadnt been prepped like we prep for
most questions. He answered it in his own
words, and that got the ball rolling.
On the day the end to the transgender ban
was announced, the Associated Press reported
senior military leadership including Army
Chief of Staff Gen. Mark Milley expressed

concern and wanted more time to implement

the change. Carter made the announcement
alone in the Pentagon briefing room without
Chair of the Joint Chiefs of Staff Gen. Joseph
Dunford by his side.
Fanning said he wouldnt characterize
uniformed leaders as being opposed to
transgender military service, but instead
as thinking we need a little bit more time
to work through this.
There are medical issues, Fanning
said. We need to make sure were ready
for those. And we have training in place,
but the secretary was pretty clear about
wanting to get this done and what his
timeline was. And its been my experience
that everyone is working through this in a
very professional, thoughtful way.
Despite the desire for more time,
Fanning said military leadership is
satisfied with the situation and he
sees no reason the implementation of
transgender service wouldbe delayed.
Upon announcing the end to the ban,
Carter said the next goal is Oct. 1 when
transition-related care would be covered
in the military health system and a training
handbook to military commanders would
be distributed. Beginning July 1, openly
transgender people are able to accede
into the armed forces.
As for U.S. soldiers on the ground,
Fanning said hes seen no issue with
advancements
of
LGBT
inclusion,
which he attributed to the incredibly
professional force.
These issues are never raised,
Fanning said. I spend as much time with
soldiers as I can, as far into the field as I
can get. And I cant think of one time any
of these issues has been raised or asked.
Its just simply not a priority, which to me
is an indication of how far weve come,
how well implementation is taking place.
Fanning spoke to the Bladeon the heels
of taking part in the U.S. delegation for the
closing ceremony of the 2016 Olympics in
Rio de Janeiro along with Jason Collins,
the first openly gay person to play for a
National Basketball Association team.
Pointing out 12 members of Team USA
were U.S. soldiers and two of them
medaled Fanning said the message he
took with him as part of the delegation
was the incredible strength, diversity and
range of capabilities that you can find in
the United States Army.
Second Lt. [Sam] Kendricks, he wins a
bronze medal in pole-vaulting, races off
to Europe for a couple more competitions
and next month has to report for more
basic training, Fanning said. So we try
to accommodate them to compete at
this world-class level, but they have to be
soldiers and meet those requirements first,
and they are just 12 examples of the one
million people in uniform and different
amazing backgrounds, skills and capabilities
that they bring to this institution.

In response to the Orlando shooting

in June at a gay nightclub that left 49
people dead and 53 wounded, Fanning
said he reacted with profound shock
and sadness, recalling that among the
victims were two soldiers: A reservist and
a guardsman from Puerto Rico.
I think it was maybe particularly in
Washington and other communities
because we were celebrating our Pride
that same weekend, and so to have to
come out of such a joyous Saturday here
in D.C. and to wake up to that news, it was
shocking for everyone, Fanning said.
The tragedy, Fanning said, was a reason
why he chose to accept an invitation to
serve as grand marshal in the San Diego
Pride parade alongside his boyfriend, Ben.
Its the first Pride parade where troops
were allowed to wear their uniforms, so
theres great history there with military
and the LGBT movement, Fanning said.
And I was just thinking I want to do
something else in response to Orlando
and so we accepted that invitation. It had
just been sitting on the desk a while.
The
shooter,
Omar
Mateen,
perpetuated the act after pledging
allegiance to the Islamic State of Iraq
& Syria, which is known for conducting
barbaric acts against LGBT people.
Just last week, ISIS militants reportedly
threw four men perceived as gay off of
a building in Mosul, Iraq, after accusing
them of homosexuality and sodomy.
ISIL provides countless reasons why
we should defeat them, which we will,
Fanning said. And yes, their barbaric
acts against the LGBT community and
countless other targets are certainly
among them.
Asked about the presidential election,
Fanning said he wouldnt comment on
remarks or positions of the candidates
running for the White House.
We have a long, proud tradition in this
department of not getting involved in
political issues, and so Im really not going
to comment on the race other than to say
Ill be happy when its over, Fanning said.
However, in response to a question
about
whether
military
leaders
would carry out a directive from a
President Donald Trump to engage
in waterboarding or other methods of
torture in contravention of the Geneva
Conventions, Fanning said hes confident
service members would follow the U.S.
Constitution.
They take their oath to the Constitution
incredibly seriously, Fanning said.
Everybody when theyre brought into
the service, civilian or uniform, when
theyre promoted, we take an oath at
each of those steps, and its an oath to the
Constitution. And so, I have no problem
imagining senior leadership maintaining

The Clinton Foundation accepted at

least $25.5 million from nine countries
that punish gay people with incarceration
and the death penalty. Other countries
with anti-LGBT laws that have contributed
to the Clinton Foundation are Kuwait,
Morocco, Qatar, Brunei, Oman, United
Arab Emirates, Algeria and Bahrain.
Gregory Angelo, president of Log Cabin
Republicans, seized on the donations as
evidence that Clinton isnt as supportive
of LGBT rights as she would like LGBT
people to believe.
Besides the unethical optics of the
personal foundation of a secretary of
state and presidential aspirant accepting
financial contributions from foreign
countries, a candidate who espouses
herself as a bastion of LGBT equality
taking money from nations where gay
people arent just looked down upon,
but executed by the state is the height of
hypocrisy, Angelo said.
The surge in media scrutiny is mostly
the result of emails made public by the
conservative anti-LGBT group Judicial
Watch raising questions about whether
donors to the Clinton Foundation enjoyed
special access at the State Department.
One
email
exchange
revealed
Clinton had a meeting with the
Crown Prince Salman of Bahrain, who
reportedly donated $32 million to the
Clinton Foundation. The crown prince
apparently requested the meeting
through the Clinton Foundation, which
used Clinton adviser Huma Abedin as
a conduit to get to Clinton. (The email
exchange reveals Abedin said Salman
also asked to see HRC thurs and fri
thru normal channels.) Condoleezza
Rice and Colin Powell also met with the
crown prince during their tenures as
secretary of state.
TheAssociated Press reportedat least
85 of the 154 people who met or had phone
conversations with Clinton at the State
Department were donors to the Clinton
Foundation. Although the media outlet
has been criticized for the 154 number
because Clinton met with thousands of
people at the State Department, the AP
hasnt issued a correction on the basis
that meetings with U.S. federal employees
or foreign government representatives
would presumably have been part of her
diplomatic duties.
An ABC News investigation revealed
Abedin emailed an updated seating list
for a 2011 state dinner with Chinese
President Hu Jintao to then-Clinton
Foundation official Doug Rule after he
sent an email to her with the names of
donors wanting better seats at the event.
The actual seating list hasnt been made
public.

of the Clinton Foundation during a

telephone interview with CNNs Anderson
Cooper, insisting donations to the
organization didnt influence her.
My work as secretary of state was not
influenced by any outside forces. I made
policy decisions based on what I thought
was right, Clinton said. I know theres a
lot of smoke and theres no fire.
On its website, the Clinton Foundation
touts its work in building partnerships to
enhance global health, combat climate
change, boost economic development
and health and wellness and improving
opportunity for girls and women. Among
its stated achievements is ensuring 11.5
million people in more than 70 countries
have access to lower cost HIV/AIDS
medications.
Clinton during her time as secretary
of state was not involved in the work
of the foundation, but attended the
annual meetings of the Clinton Global
Initiative, an arm of the foundation that
convenes global leaders, according to
the website. But after leaving the Obama
administration, Clinton served on the
board, the website says. A look at Clintons
tax returns reveals she didnt take a salary
from the Clinton Foundation.
And despite the donations to the
Clinton Foundation from countries with
anti-LGBT laws, Clinton has a record
at the State Department of advancing
international LGBT rights as secretary
of state, including a high-profile 2011
speech in Geneva in which she declared
gay rights are human rights.
To LGBT men and women worldwide,
let me say this: Wherever you live and
whatever the circumstances of your
life, whether you are connected to a
network of support or feel isolated
and vulnerable, please know that you
are not alone, Clinton said during

the speech. People around the globe

are working hard to support you and
to bring an end to the injustices and
dangers you face. That is certainly true
for my country.
Based on emails from Clinton made
public during her tenure at the State
Department, Clinton had an interest
behind the scenes in international LGBT
issues, including efforts to stop Uganda
from enacting an Anti-Homosexuality
Law that would have instituted the death
penalty for homosexual acts. In response
to an article about anti-LGBT human
rights abuses in Iraq, Clinton wrote, We
should emphasize LGBT human rights.
Mark Harrington, an HIV/AIDS advocate
and executive director for the Treatment
Action Group, said the Clinton Foundation
through its arm known as the Clinton
HIV/AIDS Initiative has been a vital
partner in ensuring access to low-cost
HIV/AIDS medication.
As a result of CHAIs work during
President Obamas first term, while the
U.S. Presidents Emergency Plan for
AIDS Relief budget actually declined,
the program was able to quadruple the
number of people on antiretrovirals from
1.5 to 6 million, largely due to increasing
use of generic drugs whose manufacture
was coordinated by CHAI, Harrington
said. Theres no question that without
its involvement fewer people would be
on effective HIV therapy and that it would
cost far more.
Leading the charge for the Associated
Press to correct its assertion that more
than half of Clintons meetings at the
State Department were with Clinton
Foundation donors is John Aravosis, a
New York-based gay blogger and editor
of AMERICAblog. Aravosis has set up a
petition calling for the change, which as
of Wednesday had 1,731 signatures.

It is fair to do this investigation,

Aravosis said on MSNBC. It is not fair to
then try to trump up charges to use
the word when theres no proof of any
wrongdoing, especially when youve got
an organization that has done so much
good.
Nonetheless, concern about the
Clinton Foundation and its influence on
the candidate has emerged even among
progressives. Russ Feingold, whos
seeking to win backthe seat representing
Wisconsin in the U.S. Senate that he
lost in 2010, said last week the Clinton
Foundation may need to shut down if she
is elected president.
If it would in any way harm the
credibility of the Clinton administration,
I dont think its worth having it, because
the credibility and accountability of the
president has to be first, Feingold said,
according to media reports.
On Tuesday, The New York Times
editorial board called for the Clintons
starting immediately to scale back
the activities of the Clinton Foundation,
saying Bill and Hillary Clinton should
both end their operational involvement
in the foundation and its affiliates for the
duration of her presidency, relinquishing
any control over spending, hiring and
board appointments.
Earlier this month, Bill Clinton said in
a statement if his wife were to win the
White House, he would step down from
the Clinton Foundation board and stop
all fundraising for it. Additionally, the
foundation has declared it would also
accept donations only from U.S. citizens
and independent philanthropies, while
Clinton is president and no longer take
gifts from foreign groups, U.S. companies
or corporate charities.
Glenn Greenwald, a gay journalist
known for detailing U.S. surveillance
activities based on documents from
Edward Snowden, wrote for The Intercept
that despite the human rights advances
of the Clinton Foundation, questions are
still valid on why countries with anti-LGBT
laws contributed to the organization.
Which is actually more homophobic:
Questioning the Clinton Foundations
lucrative relationship to those intensely
anti-gay regimes, or cheering and
defending that relationship? Greenwald
writes. All the evidence points to the
latter. But whatever else is true, it is a
blatant insult to everyones intelligence
to claim that the motive of these regimes
in transferring millions to the Clinton
Foundation is a selfless desire to help
them in their noble work.
The embassies in the United States for
the aforementioned countries with antiLGBT laws that donated to the Clinton
Foundation couldnt be reached for
comment, didnt respond to a request
forcomment or had no comment.

Keep your promise to protect each other.

Sam Coyne and his husband Josh Haupt were heading to their nearby home just
as record-breaking rains began to deluge Ellicott Citys historic Main Street on July 30.
Coyne, the owner of Craig Coyne Jewelers, was notied by his alarm company that his
store had been ooded. The business, which he started nearly 17 years ago in Ellicott
City, was moved to a new location in 2014 at 8133 Main St. in a renovated historic
stone building with Wedgwood blue doors, trimming and ower pots on the exterior.
The couple, who were married last fall in Ellicott City, immediately turned back
and ran down to help people. There was screaming and sparks, the smell of gas
and refuse, Coyne told the Blade. We were able to help three women, three dogs
and a cat, which we feel really good about.
Only recently was Coyne permitted to return to the store and assess the damage.
Before that, his access was limited.
Our building is one of the original stone structures in town and while tiny, it
is made of granite mined in the hills of the town we call home, he says. A small
wooden addition and a small deck on the backside we think cannot be salvaged.
All showcases, glass, windows, doors, ooring and ceiling are in need of extensive
repair or replacement.
Customer jewelry had been secured in a 3,000-pound vault that is now standing
upright on a layer of mud. The jewelry contained in showcases is a dierent matter.
Recently, Coyne was able to retrieve security footage from his store that
dramatically reveals the onset of the ooding and the interior damage that resulted.
The video was shown on WBAL-TV.
Last Tuesday, Coyne and Haupt, who is also his business partner, met with the
insurance inspector and structural engineer. The buildings foundation is not
damaged, Coyne says. The entire rst level will be gutted including the oor
rafters, ooring, walls and ceiling.
Howard County government is not allowing any private companies to do work
until about Sept. 16. Public Utilities are shoring up everything rst. Work at individual
properties cannot begin until after the street is opened, according to Coyne.
They are taking a direct nancial hit from this ood. Our secondary insurance
coverage is not paying, saying, The rst occurrence must be an insurable event
before secondary coverage begins. So all the jewelry that washed away, the display,
glass, lighting, showcases, gem equipment, computers, security system, vault,
jewelers tools, etc. come with a direct cost to us. We are approaching $500,000 in
loss. Our big question, raise the money to rebuild or raise the money to move on.
To help pay for Coynes losses, Lori Gadola of Kelim Jewelry, launched a GoFundMe
page at gofundme.com/CraigCoyne.
We are now questioning the economic viability of Historic Ellicott City, Coyne

Shigella infection cluster reported in L.A.

LOS ANGELES An outbreak cluster of 15 cases of Shigella Flexneri infection,
transmitted when feces comes into contact with the mouth, has occurred and is
being investigated by the Los Angeles County Department of Public Health and
the California Department of Public Health, Outbreak News Today reports.
Ten cases occurred among residents of Los Angeles County (including Long
Beach and Pasadena, which are separate health jurisdictions). All of these cases
of Shigella infection have occurred among men, disproportionately among
gay/bisexual men, or men who have sex with men (MSM). Because accidental
ingestion of even a tiny amount of fecal matter that contains Shigella can cause
infection, men having sex with other men is a known risk factor for Shigella. To
protect public health and prevent the future spread of Shigella, Public Health
urges people to use a protective covering or avoid oral-anal contact during sex,
Outbreak reports.
Despite this cluster of cases, the total number of Shigella exneri cases
reported through August to Public Health in 2016 is similar to that for 2015. In
addition, the proportion of cases among men in 2016 (88 percent) is comparable
to what was seen in 2015. This cluster was detected because it is caused by
an uncommon serotype that has not been seen in California since 2014. The
male predominance of Shigella cases each year, as well as the identication of
cases among MSM, emphasize the risk in this group, whether or not a cluster is
recognized, Outbreak News Today reports.
Shigellosis can be a severe illness, particularly in those with reduced immunity.
Among the cases that have developed Shigella infection in Los Angeles County,
there has been one death. Individuals who are infected with Shigella may
develop diarrhea, fever, and stomach cramps. Illness generally lasts for about a
week, although persons who are immunocompromised may be ill longer. Some
people who are infected may have no symptoms at all, but may still pass the
Shigella bacteria to others, the article notes.
Gay and bisexual men are at increased risk and changing sexual practices by
reducing oral-anal contact, such as by using a protective covering like a dental
dam or saran wrap, may decrease risk, said Robert Kim-Farley, MD, MPH,
director of Communicable Disease Control and Prevention, said according to
Outbreak News Today. Maintain good hygiene. Wash your hands with soap and
water and especially before, after and between sex.

and the Franciscan Alliance, NBC reports.
They challenge a recent federal interpretation of a provision in the Aordable
Care Act that bars discrimination on the basis of sex, which the new rule denes
as a persons internal sense of gender, which may be male, female, neither, or
a combination of male and female.
According to the lawsuit, the regulation forces doctors to perform
controversial and sometimes harmful medical procedures ostensibly designed
to permanently change an individuals sex. Thats so, it says, even when they are
contrary to the doctors medical judgment or religious beliefs, the article said.

Jack and Jill went up the hill

Elevation training options are available all over
Washington
Hill training: People either love it or
hate it, but theres no denying its value.
Hills can prove to be one of your
most useful training tools because
they can be used to develop so many
dierent facets of your tness, from
cardiovascular endurance, muscular
endurance, power and speed,
DAVID MAGIDA is founder of Elevate Interval
Fitness, a member of the Reebok Spartan Race Pro

quicker than essentially any other
training method.
If youre willing to attempt something dierent, willing to endure some challenging
training sessions, hill work can be some of the most ecient training you do. You will
learn to make hills your friend. To bend them to your will and over time they will no longer
intimidate you.
Here are some hill-training methods that will yield varying results. All are eective in
their own right.
Sustained hill climbs: Long, sustained uphill runs are an incredible endurance booster,
designed to improve not just your cardiovascular stamina, but muscular endurance as
well. As with all hill training, youll improve strength throughout every major muscle in the
legs.
Sustained climbs can be anywhere from ve-20 minutes in length, depending on the
event youre preparing for and how many repetitions you do. Ideally, you would make a
sustained climbing workout last about an hour, with your jog back down as the recovery if
youre training outside and a two-ve-minute recovery walk or jog in between if performed
on a treadmill. The pace does not need to be excessive on these runs, often similar to your
typical out-for-a-run pace, as the goal is to sustain the same tempo throughout each
climb.
Where to try it? Start at the bottom of Porter Street in Cleveland Park, run past
Connecticut Avenue all the way up to Wisconsin Avenue.
Intermediate-length climbs: Intermediate distance climbs give you the ability to
begin to mix in some quality speed into your hill training. These climbs, which could range
anywhere from 90 seconds to ve minutes, are designed to push your thresholds and
make you very uncomfortable. These intervals should be approaching race pace. The
result is improved endurance, ability to sustain a high tempo and legs that dont fade
when running on at ground.
Perform these similarly to your sustained climbs, in that you will recover on the way
down with a light jog or walk to the bottom of the hill. If training on a treadmill, your
recovery can range anywhere from 45 seconds to two minutes, but try not to rest much
longer than that. This is an opportunity for some quality peak-and-valley heart-rate
training but also to teach your heart and lungs to recover quickly.
Where to try it? The bottom of Harvard Street, N.W., behind Adams Morgan by the
zoo, all the way to the top in Mount Pleasant.
Short hill sprints: These shorter hill runs are about speed, power and explosiveness.
Your goal is to completely max out on every single run, taking your legs essentially to the
point of failure. These runs will improve your acceleration, top end speed and ability to
sustain it. Your calves and gluts in particular will benet from these sprints.
Find an incredibly steep hill and run maximum eort intervals of 20-60 seconds with
about a minute of recovery between each. Shortening the recoveries will shift these
workouts into an endurance focus as well. Try 10-20 repetitions and add more each time
you attempt it again.
Where to try it? The steepest portions of 15th or 13th streets, N.W., starting at Florida
Avenue and running north.
Weighted climbs: Not all intervals need to be run. You can develop top-end muscular
endurance not just in your legs, but depending on the accessories you use, in your grip
strength, lower back and more. A weighted hill climb should generally be done on a steep
hill, carrying a heavy item up at a brisk walk. Options include sandbags, kettlebells or
dumbbells, heavy logs or even buckets of rocks. You can opt to perform a farmers carry
(weights at your sides, which is more grip intensive), zercher carry (weight at the chest,
which is more challenging to your core) or spread the load evenly across your shoulders.
Choose an item (or set of items) somewhere between 25-60 percent of your body
weight. Carry your object(s) up and down a steep hill as many times as you can.

Mainstream medias decline

Longing for good old days
amid shallow election coverage

PETER ROSENSTEIN is a D.C.-based LGBT rights

and Democratic Party activist. He writes regularly
for the Blade.

The media are dumbing down what is

presented to readers and viewers to the
extent that Id argue its bordering on
criminal.
I remember when the rst issue of USA
Today came out. Mac Ives wrote it was, Sept.
15, 1982, which led with Princess Graces fatal car wreck rather than the assassination
of Lebanons president-elect, and rivals began calling it McPaper. To many it signaled
the real dumbing down of the news.
Like many in my generation, I grew up
reading a newspaper. One in the morning
and another in the evening. There were
three networks where you got your television news ABC, CBS and NBC. Peoples
lives were often organized around watching
the 7 p.m. or 11 p.m. news and we hoped to
get an understanding of the world. Walter
Cronkite, Chet Huntley and David Brinkley
were respected reporters and anchors.
The New York Times and Washington
Post reporters did yeomans work to
bring readers accurate and detailed sto-

gate, there was in-depth, researched and

vetted reporting.
Today, we have 24-hour cable networks
like Fox, CNN and MSNBC. They have to
ll endless hours and feature hosts who
dont have the gravitas of the anchors on
the three basic networks. They rely on lling hours on the air talking to commentators and campaign surrogates who are
biased and provide no news, but rather
simply opinion. Usually the same people
over and over whose phone number is

on the hosts or producers speed dial.
The problem is the general public seems
to think because they are on TV they are
presenting news. They are not.
Now even the Washington Post, which
at one time could be counted on to print
valuable and researched reporting, is going with pu pieces that dont provide
readers with anything of value. They
simply report on other peoples opinions
without bothering to ask in-depth questions or probe those opinions. Its so lazy
of those reporters and I must question
whether its the reporter or their editors
who are creating the problem.
Last Sundays Post was a prime examE DIT OR IA L C A R T OON

ries. From the Pentagon Papers to Water-

above the masthead on the front page

written by Richard Morgan, Standing
with Trump, appeared on page 2 in the
Outlook section subtitled, What you learn
when you listen to Trump voters. The
answer is nothing because it is so shallow a piece. It could have been an interesting story if the 10 people interviewed
had been asked in-depth questions. We
could have found out if they are actually
racist, sexist or homophobic. The 16-yearold student is voting for the person who

ple of this. Two stories, one trumpeted

showed up in his town. Would he vote

for Hitler if he showed up, or Madonna?
A college president says about Trump,
He speaks to the common person who
makes a living. A follow-up with a college
president making such a comment could
actually have been interesting.
Then there is second column on page
A5 by Anne Gearan, A liar vs. your drunk
uncle. Gearan is a good reporter but this
column is useless. It is a review of the comments made by 12 swing voters in Wisconsin. No eort to look at what has shaped
their views. It can be assumed from their
comments none of the people have met
either of the candidates. It would actually
have been interesting to ask them where
they get their news. Do they watch cable
TV? Do they read a daily newspaper and,
if so, which one? How do they inform their
choices or lack of one? In this column,
Gearan simply reported on a focus group
put together by the Annenberg Public Policy Center of the University of Pennsylvania
so maybe the lack of asking the right questions wasnt her fault. But then I question
why write about this at all with a headline
that could have appropriately appeared in
the National Enquirer.
Chuck Todd on Sundays Meet the
Press had a panel focused on the candidates name-calling and then complains
about how disgusting the campaign
has become. He doesnt ask panelists
to speak to any of the candidates positions. Maybe he should take a long look
in the mirror and recognize his role in the
downfall of intelligent political discourse.
This is a sad state of aairs with no redemption in sight.

Women in gay bars: a defense

We cant ask for equality, then
ban groups from our spaces

BROCK THOMPSON is a D.C.-based freelance

writer. He writes regularly for the Blade.

It seems strange to have to write about

such a topic, women in gay bars, but hear me
out.
Last week, I put the question out there
on social media: What makes a gay bar a
gay bar and how to keep it that way? What
brought this on, exactly? For some time now,
people have been writing up the obituary for
the gay bar. Then, after the Pulse massacre
in Orlando, opinion pieces popped up everywhere attesting to their importance. People
were encouraged to share their stories of the
rst gay bar they ever visited. Mine, incidentally, was Backstreet in Little Rock, Ark.
Obviously, the gay bar isnt going anywhere.
In fact, here in Washington, D.C., weve gotten

Provincetowns Crown & Anchor makes it

should go elsewhere.

three new ones in the past year, bringing our

total to close to 20. But, again, what makes a
gay bar a gay bar? What makes a gay space
so notably gay? Obviously, rst and foremost,
the clientele. That is, gays, or gay men. There
is a great deal of importance in walking into a
room and knowing that you have at least one
thing in common with everyone there. Other
tips on creating gay space included installing
trough urinals to the obvious blaring of the

disco hits. Then the debate turned a little nasty, and a lot misogynistic. The comment that
started it all: ban women.
Let me just get this out there now, thats just
ridiculous. But the thought is out there, on my
post and many others and its been going on
for a while now. Just take Jezebel for example,
never known for its subtlety, straight up telling
girls to get out of gay bars altogether.
Still, I think its hugely important for people,
especially minority groups, to have their own
spaces. But how does a group vie for and
champion equality, then attempt to shut out
people and cordon o specic areas? Theres
nothing wrong with everyone, from management to clientele, reminding straights,
women or men, that the space theyre entering might be for queer people and that might
have some meaning attached to it that goes
deeper than drink specials. And that space
should be respected. Announcing a space as
gay either implicitly or explicitly is easy. Some
bars in the city denote their gay spaces by
having a Madonna-themed bathroom, others by having a bearded drag queen check
IDs. More than that, Ive seen one patio simply post a sign announcing that youre entering a gay space.
Again, making a gay space is easy. Keeping
it that way can be the hard part. Ive recently

returned from Provincetown, a place almost

entirely gay and one that seems to be on the
frontlines of the roving bachelorette party war.
There the Crown and Anchor, itself a multiplex
of gay spaces, posted a rather large announcement outside that doesnt mince words.
I encountered a bachelorette party at a
bar just a few blocks down from there, having a great time dominating a space on the
dance oor. I did manage to ask the bride-tobe why they chose Provincetown and its gay
bars to celebrate her upcoming nuptials. She
pointed out her maid of honor, a lesbian, telling me that she was the maid of honor at her
wedding last year and that it was her idea to
celebrate in Provincetown.
A lesbian maid of honor the trump card.
But what that told me is that why people
seek out and use gay spaces might be dierent than what we realize. And to paint with
a broad brush ignores individual circumstances. Essentially, shed earned her right
to be there. And again, if we are to champion
the idea of equality our safe spaces will have
to include spaces free from racism, sexism,
transphobia, pozphobia and ageism. Not
to mention a whole host of other issues we
seem to combat both within and outside our
happy little subset.
We may have some work to do.

Labor Day data D.C. is likely to lament, yet ignore

Rush to $15 looks to be
harming low-wage workers

MARK LEE is a long-time entrepreneur

and community business advocate. Follow
on Twitter: @MarkLeeDC. Reach him at
OurBusinessMatters@gmail.com.

Labor Day comes with troubling news for

D.C. elected ocials.
Negative results of too-high too-fast Rush
to $15 minimum wage increases are warnings about the impact on low-wage workers
and low-skill job seekers.
Mayor Bowser and D.C. Council members
will likely ignore emerging statistics indicating
hyper-accelerated huge hikes price some jobs
out of existence and some workers out of jobs.
During a sudden spring spurt when a handful of locales rushed to raise minimum wages
to a phased-in $15 an hour, disappointment
set in among some D.C. Council members. Se-

attle, San Francisco and Los Angeles, followed

by California and New York, had already done
so.
One Council member went so far as to lament out loud from the dais in despair: Weve
let others beat us.
In June they approved continued increases
that by 2020 will have nearly doubled the minimum wage in only six years.
The warnings arent new. In 2014, the Congressional Budget Oce projected that raising
the national minimum to $10.10 would result
in the loss of up to one million jobs. Younger
workers, particularly under-25 rst-time job
seekers, and those with lower skills or lacking
experience would be hardest hit.
Seattle commissioned a study on the effects of its increase to an eventual $15, contracting with the University of Washington to
examine the results of intermediate increases.
In July, the report conrmed the contentions
for caution.
Low-wage workers reaped only a modest
actual increase of less than half the hike in a
rise to $11 for most employers. Real hourly
earnings were suppressed due to work hours
being reduced. Low-wage employment rates
declined, despite a strong and growing economy, and overall unemployment jumped

from 4.3 to 4.8 percent. Worrisome was that

for many hourly wage workers the actual net
increase in pay would likely have happened
without the law, due to signicant economic
expansion.
The Washington Post declared, Raising
the minimum wage in Seattle did little to help
workers. Other publications were less kind,
declaring that the data demonstrates the
high minimum wage is hurting Seattles poor.
Although workers are earning a little bit more
but less than the actual increase, fewer now
have jobs.
These consequences in what Seattle Mayor
Ed Murray had boasted would be a radical
experiment that will serve as a model for the
rest of the nation are expected to worsen as
the minimum wage shoots up to $15 beginning in January for large rms and phased-in
through 2021 for small businesses. Scheduling increases by business size is a distinction
D.C. doesnt make.
Most troublesome for the District, however, is a new federal Bureau of Labor Statistics report indicating that D.C. restaurant and
bar employment dropped 2.7 percent in the
rst six months of this year, or a loss of eight
jobs a day totaling 1,400 positions despite
continued robust growth in both the number

of establishments and economic activity. This

followed noticeably lower hospitality job increases in 2015.
In contrast, industry job growth in surrounding areas of adjoining states, with lower
minimum wages, increased during both periods by large comparative ratios.
Its the rst time D.C. restaurant and bar
employment has declined in ve out of six
consecutive months in 25 years, since 1991,
and the largest six-month decrease since the
2001 recession.
The culprit cause in this jobs downturn is
businesses pricing-in wage increases in advance and shedding jobs, as the minimum
wage begins to outpace prevalent wages in a
very tight-margin industry.
D.C. hospitality venues, along with the larger business community, did not oppose either
the 2014 or this summers minimum wage
hikes but did urge slowing the pace of the $15
wage mandate in order to soften the economic shock and lessen the negative eects. That
counsel went unheeded and was ridiculed by
labor unions.
Its an unhappy holiday for those eager to
nd entry-level work and keep a job when politicians harvest headlines with policies driven
by politics.

A GAY BAR, A DRAG KING COMPANY, A BOOKSHOP AND MORE ENJOY RECENT LAUNCHES
By MARIAH COOPER & JOEY DIGUGLIELMO
LGBT Washington has seen a spate of new business openings in recent months. Here are a few
to check out.

The Dirty Goose, a new gay bar

The Dirty Goose is working to take the snob quotient out of upscale.
WASHINGTON BLADE PHOTO BY MICHAEL KEY

The Dirty Goose (913 U St., N.W.) is the new kid on the block for D.C.s gay nightlife scene. Tucked
into the U Street corridor across from Nellies Sports Bar, the Dirty Gooses slogan is Where Birds
of a Feather Drink Together. Owners Justin Parker and his anc Daniel Honeycutt say they
consider the Dirty Goose a gay bar, but welcome all to their establishment. According to Park, they
consider their bar to be upscale but welcoming.
We believed that sometimes upscale gets a stigma and is assumed to be stuy and expensive,
Parker says. We have tried really hard to address small details that we think can wash the stigma
away. Our bartenders are specically friendly, outgoing and always willing to help. Our prices are
comparable to our neighbors. We simply just try to provide a higher quality of drinks, food and
service.
The bar, which opened Aug. 18, has plans for parties in the near future with details to be
announced. In addition to dinner, the Dirty Goose also oers bottomless brunch for $38 on
Saturday and Sunday from 11 a.m.-2 p.m. Brunch includes your choice of a bottomless mimosa,
rose mimosa or Bloody Mary paired with entrees such as the spring vegetable omelet, eggs
Benedict and TDG hamburger with Sriracha aioli. Make reservations at thedirtygoosedc.com. (MC)

Pretty Boi Drag, a new drag king troupe

Pretty Boi Drag is a drag king collective that hosts day parties, brunch shows and workshops
in the District. The shows feature music from DJ Tezrah and audience members are invited
to dance and sing along with the kings making shows interactive. Workshops are part lecture
and part Q&A for audience members to learn about the drag king experience and create their
own drag king persona.
The groups new brunch show at Acre 121 (1400 Irving St., N.W.) will be on the rst Sunday of
every month. For $40 enjoy bottomless mimosas, one entree and a show from noon-3 p.m. The
rst show of the season starts Sunday, Sept. 4.
Pretty Boi Drag also hosts its monthly day parties at the Bier Baron (1523 22nd St., N.W.). On
Sunday, Sept. 18 the partys theme will be #PrettyBoiHigh. The party will be back to school themed.
Tickets are $20 in advance and $25 at the door.
On Sunday, Oct. 16 there will be #APrettyBoiFairyTale, which will be a fairy tale-themed event.
Drag kings will perform as fairytale characters to reenact moments from fairy tale stories with a
modern twist. The nal show of 2016 will be #SundayService on Sunday, Nov. 20. The show will be
a secular interpretation of a church service featuring a six-person choir, church fans and ushers.
Co-producer Pretty Rik E says being part of these shows as a troupe member and as an
audience member is fun and brings people together.
Speaking from the perspective as a member of Pretty Boi Drag, we have the best performers and
crew in D.C., hands down, Pretty Rik E says. More importantly, we are a family. We enjoy spending
time with each other outside of performance space as much as we can and turn to each other in
times of need or celebration. From the perspective of an audience member, we like to think we
create an environment of fun andcamaraderie whenever we put on a show. Our goal is to have
every audience member leave our shows having had an experience. prettyboidrag.com. (MC)

WhiskHER, a new bi and trans queer party

WhiskHER is every fourth Friday of the month.

WASHINGTON BLADE PHOTO BY MICHAEL KEY

WhiskHER is a brand new bisexual and trans-inclusive queer party that will take place at the Old
Engine 12 Restaurant (1626 N Capitol St., N.W.) every fourth Friday of the month.
The V D.C. promoters behind the queer party GlittHER ended the event after the head promoter
moved to San Francisco. Wanting to keep the same spirit alive in a dierent event, WhiskHER was
born from GlittHERs resident DJ Tezrah and Katy Ray, an active member of D.C.s queer womens
community. Its opening party kicked o on Aug. 26. DJ Tezrah and Katy Ray say they have plenty
of ideas for future parties. The pair want to include various DJs, live performances, artists, contests
and dierent themes into this new party scene.
Since GlittHER was consistently successful for three years, WhiskHER strives to emulate

JARED SHAMBERGER
How long have you been out and who was
the hardest person to tell?
I came out to my friends while I was a
senior in high school and then came out to
my family while in college. My father was the
hardest person to tell because he is a pretty
conservative guy, but he handled it beautifully
and we have a great relationship.

This weekends Page-to-Stage Festival, an annual Labor Day event dedicated
to new plays at the Kennedy Center, will be the rst time Jared Shamberger
will appear as both an actor and playwright.
One of the companys founding members the Collective dates to 2006
Shamberger will both appear and have his work included in TENFOLD:
An Evening of Brave Soul Performances in the Kennedy Center Terrace
Gallery on Saturday from 4-6 p.m. as the Collective celebrates its 10-year
anniversary as an arts, education and outreach organization dedicated to
HIV/AIDS outreach and prevention as well as issues aecting the lives of black
LGBTQ people through the performing and healing arts. TENFOLD is billed
as a theatrical mixed bag of monologues and short scenes that focus on
homophobia, mental health, relationships, sex, gender identity, racism and
more. A post-performance discussion will follow.
Its the rst time the Collective has been included in the Festival. All Pageto-Stage events are free and open to the public on a rst-come-rst served
basis. Doors open 30 minutes prior to each performance.
Were all super excited about it, says the 30-year-old Waldorf, Md., native.
What I love about theater is that it both reects the world as it is and shows
us how it could be. There are very few opportunities where you can sit in a
dark theater with a bunch of strangers and laugh, cry and reect together.
Theater provides those opportunities.
The 15th annual Page-to-Stage New Play Festival runs Saturday, Sept.
3-Monday, Sept. 5 and will feature about 50 theaters from the D.C. area dedicated
to new work. Details at kennedy-center.org or bravesoulcollective.org.
Shamberger works by day as an education specialist. Hes dating Darnell
T. Roulhac and has been in the D.C. area on and o for 20 years. He lives in
Maryland and enjoys listening to music and late-night drives in his free time.

Whos your LGBT hero?

I have so many LGBT heroes and Im
fortunate that most of them are my friends.
Recently, one of my best friends came out to
his family, something he has been wanting
to do for a very long time. Its been a while
since Ive taken that step and I had almost
forgotten how much courage that takes.
Knowing his story and how much he also
has going on in his life, I can only imagine the
journey hes taken. Hes denitely my hero.

Whats Washingtons best nightspot, past

or present?
Im not much of a nightspot person, but
I would have to say any kind of rooftop
situation overlooking the city in late summer/
early fall is the best way to spend an evening.
Describe your dream wedding.
A day surrounded by friends and family
with the man I love by my side. Simple, chic,
intimate and a kick-ass DJ.
What non-LGBT issue are you most
passionate about?
Im incredibly passionate about education,
especially arts education. The arts give
people a voice, a creative outlet to express
themselves and address whatever issues
they may be facing. I spend my days
encouraging educational institutions to
increase their students access to the arts.
What historical outcome would you
change?
There are so many injustices to right, but
something fairly recent that comes to mind
is the damage and displacement caused
by Hurricane Katrina. It was a preventable
outcome that many people had predicted,
yet it went ignored.
Whats been the most memorable pop
culture moment of your lifetime?
Again, so many choices, but Janet Jacksons
wardrobe malfunction at the Super Bowl
ignited a lot of conversation about sexism,
racism and the power of the nipple.

202.747.2077

On what do you insist?

Manners. Im a stickler for please and
thank you, but also for not inviting yourself to
things or bringing guests with you to a function
without clearing that with the host in advance.

What was your last Facebook post or Tweet?

Im bad with social media so my last

Facebook post was a week ago and it was
about a Ricky Martin concert that a friend
randomly invited me to at the last minute. I
had a fantastic time.
If your life were a book, what would the
title be?
End of Act One
If science discovered a way to change
sexual orientation, what would you do?
Lock my doors and stay inside. I love
who I am and Im not interested in
changing such a fundamental part of
myself.
What do you believe in beyond the
physical world?
I believe in a cosmic energy that self
corrects to maintain balance.
Whats your advice for LGBT movement
leaders?
Unite. We have so many wonderful leaders
and organizations but everyone sort of does
their own thing. Were stronger together.
What would you walk across hot coals for?
My family and friends, of course. And my
shoes.
What LGBT stereotype annoys you most?
That LGBT people are out to get cisgender
heterosexual people or that gay men only
care about sex and their shoes.
Whats your favorite LGBT movie?
Theres a modern retelling of the Peter Pan
story called Neverland where Captain Hook
is a leather daddy and Tiger Lily is a trans
woman.
Whats the most overrated social custom?
Giving someone owers. Thats not a gift.
Youre basically saying, keep these alive or let
them die. The choice is yours.
What trophy or prize do you most covet?
I dont really covet any trophies or prizes,
but if they start handing out awards for
staying awesome in the face of adversity, Id
be all over that.
What do you wish youd known at 18?
That being an adult isnt as glamorous as
it looks.
Why Washington?
This city is unlike any other. There is
such an array of people and occupations
and experiences to be had here. Being the
nations capital, it attracts all kinds of folks.
You can meet people from every corner
of the world and never have to leave your
barstool. How cool is that?!

Local legend to direct

Studios season opener
By PATRICK FOLLIARD
People and plays. Thats what excites
Michael Kahn lately.
During a recent appointment-lled
morning at his favorite Dupont coee shop,
Kahn took time to share whats currently on
his always-full plate. As Shakespeare Theatre
Companys artistic director for 30 years, Kahn
is renowned for doing accessible, imaginative
classic theater and for encouraging talented
young directors to tackle these works. This
hasnt changed.
The upcoming theater season kicks o with
STCs out Associate Artistic Director Alan Pauls
production of Romeo and Juliet.
Alan has done three incredible musicals
in a row, so I wanted to give him a chance
to direct Shakespeare, Kahn says. He has a
passion about this play with some very specic
ideas including an interracial family.
In spring, South African director Liesl
Tommy is staging Macbeth for STC. When
Kahn initially approached Tommy to do the
Scottish play, she wasnt quite so well known
as she has become since snagging a Tony
Award nomination for directing Eclipsed,
the rst show written and directed exclusively
by black women to be nominated for Tonys.
Like Paul, Tommy has strong ideas about her
Shakespeare assignment.
At this point in my career, Kahn says, Ill
do the famous plays again only with people
who feel passionately about a specic project.
Interestingly, Kahns rst directing gig of
the season isnt at STSC, but rather at Studio
Theatre. When Studios Artistic Director David
Muse invited Kahn to stage its season opener,
Kahn agreed providing it was something by
a woman that deals with gender and gender
uidity. Together they decided that Cloud
Nine, the 1979 time- and gender-bending
comedy by British playwright Caryl Churchill
was the best choice.
Not only is it brilliantly written, but it still has
a lot to say and remains relevant, and its my
rst time directing Churchill, he says.
The rst act of Cloud Nine is set in British
colonial Africa during Victorian times where
the characters world is sort of falling apart.
Its farce, but in the farce there is despair. Act
two jumps to post-sexual revolution 1970s
London. The world has been cracked open
and the characters are trying to cope with
things in terms of gender, relationships and
class. Its not an easy adjustment for them.
Cloud Nine is theatrical and interesting
to do. Its a style exercise. Though it seems
deceptively easy, Churchills prose is specic
and carefully chosen. Unless you break it
down and nd the moments, it risks being
uninteresting. Thats our challenge.
When Kahn landed in D.C. in 1986, there
was not much theater scene to speak of, he
says. But that has changed a lot.

MICHAEL KAHN considered an invitation to

direct the season opener at Studio Theatre,
but had specic requirements in mind before
saying yes.

Im impressed at how institutions have

grown and the how the work has become
increasingly smart and theaters are doing
plays are more complicated plays. Im also
aware that a lot of bright young people
are choosing to make their careers here.
Talented people used to leave because
most local theaters couldnt pay them
a living wage. What concerns me is that
while theaters have grown, the population
hasnt. Younger people in D.C. dont have a
theater tradition like they do in New York
City. When you open a new restaurant here
they come running, but they arent excited
about discovering new theater in a new little
place. I hope one day the desire to nd new
theater would hit town. I dont know how to
make that happen.
Brooklyn born, Kahn began his career
in New York in the 60s, directing for gay
playwright Edward Albee and Joseph Papps
Shakespeare in the Park. His Broadway
successes include revivals of Showboat,
The Royal Family and Cat on a Hot Tin Roof
starring his friend Elizabeth Ashley. Over the
years, Kahn maintained a parallel career as
an educator, commuting to Manhattan as
until 2006 as head of the Drama Division of
New Yorks prestigious Juilliard School where
he continues to teach several weeks a year.
He spends weekends in New York with his
husband of a year Charles Mitchem, an
interior design architect.
Kahns energy and work ethic is legendary.
But he shrugs o the praise.
Ive always liked to have more than one
job. Im not sure if its in case I lose one, or if
its because one job benets from the other,
but its something that Ive always done. Now
Im happy to save my energy for Shakespeare
Theatre Company well almost all my
energy.

Dont miss China Chilcano

Penn Quarter charmer specializes
in South American cuisine
By KRISTEN HARTKE
China Chilcano is not a new restaurant
in fact, by Washington terms these days,
its practically ancient, having opened in
January, 2015 but as one of the eight Jos
Andrs restaurant concepts now populating
the area, particularly in Penn Quarter, youd
be forgiven if you overlooked it in favor of
Beefsteak, Zatinya or Jaleo.
But dont. If viewing the recent Olympic
games in Rio gave you a hankering for
South American cuisine, China Chilcano
(418 7th St., N.W.; chinachilcano.com)
oers an exploration of the impact of
large Japanese and Chinese immigrant
communities on Peruvian food, resulting
in dishes that meld South American
staples like purple potatoes, aji peppers,
and guanabana with shiitake mushrooms,
daikon and sesame. Its a fusion cuisine that
evolved naturally over time, as immigrants
and natives mixed and matched avors
and ingredients to create a cuisine that now

represents a single country. Its ceviche

with soy, ponzu and jicama, hanger steak
with shishito peppers, and coastal shrimp
with fermented black beans.
For pure Peruvian comfort food, chaufa
ticks all the boxes. A fried rice dish, chaufa
has an everything-but-the-kitchen-sink
vibe, particularly the Aeropuerto dish found
on China Chilcanos menu, bringing 20

seasonal vegetables together, which might

include zucchini, snow peas, mushrooms,
broccoli and asparagus, with rice, egg
noodles and sweet potatoes, all topped o
with paper-thin shavings of carrot playfully
cut into the shape of tiny airplanes. The
result is both artistic and satisfying, and chef
Omar Rodriguez plays with textures and
avors even more with the crunchy Chaufa
de Quinua, substituting Perus native grain
for traditional rice to great eect.
Other options include pegao norteno,
lamb pot stickers adorned with crispy
lace made from cumin; and sudado de
pescado, a traditional Peruvian sh stew
thats prepared en papillote in fata paper,
a kind of clear lm that allows you to see
all the ingredients as the server presents it
and cuts it open tableside. For dessert, go
for the classic suspiro limena, a luscious
sweetened condensed milk custard
accented with crunchy logs of meringue
and tart notes of passion fruit.
While at China Chilcano, youll want to
indulge in pisco, the high-proof brandy
made in Perus winemaking region. With a
lengthy list of piscos made from dierent
grape varietals, you can exercise your

palate by exploring the subtleties of pisco

made variously from single varietals or
blends, or the highly aromatic pisco made
with fresh grape juice. And the frothy pisco
sour, a classic Peruvian cocktail invented
by an American bartender in Lima, is, of
course, a silky delight.
If you opt to take a seat at the Marketplace
bar, which oers great deals on cocktails
and snacks from 4-6 p.m. Monday through
Saturday and all day on Sunday, be sure
to check out the colorful macerados lined
up in jars behind the counter. Typically
found in homes across Peru, macerado
is fruit-infused pisco; at China Chilcano,
the oerings are ever-changing as the
sta plays with dierent ingredients,
from guinda, a sour cherry macerado that
makes a beautiful base for a pisco sour; to
maiz morado, made with Andean purple
corn, and a wide range of others, including
ginger, pineapple, lemon-cardamom, and
a spicy pepper thatll knock your socks o.

Elizabeth Taylor/Michael
Jackson bond explored in
new double bio

TERRI SCHLICHENMEYER has been reading

since she was 3 years old.She lives in Wisconsin
with two dogs and 12,000 books. Reach her at
bookwormsez@yahoo.com.

Pop culture observers will recall a time

in the 80s and 90s when the details of the
seemingly unlikely friendship between
Elizabeth Taylor and Michael Jackson
was the subject of endless speculation
and media fodder. Author Donald Bogle
recreates that era evocatively in his new
book Elizabeth and Michael.
Almost from the moment she was born,
Elizabeth Taylors life was like something
of a fairy tale.
She was a beautiful child who grew
up to be a beautiful young woman with
a mother who made it her mission to
ensure that Elizabeth was a star. Sara
Taylor enrolled her daughter in all the
best classes and was ever on the lookout
for opportunity; in 1939, that insistence
on fame grew when the family moved
to California. Two years later, as a result
of two conversations her father had
with inuential Hollywood starmakers,
Elizabeth, not quite 10 years old, was
invited to try out for Lassie Come Home
and won the part.
Her mother got her wish.
Though Elizabeth Taylors later life was
lled with stardust, it wasnt storybookhappy.
She would battle various issues
throughout the years and so would
another star born halfway across the
country at about the same time Elizabeth

was dealing with the death of her second

husband.
Michael Jackson, the eighth of 10
children, grew up in a family that didnt
have much except themselves and his
father, Joe, insisted that it remain that
way. The Jackson children were often
isolated because Joe wanted fame for his
singing/dancing sons and he demanded
that they rehearse nearly constantly.
There was little time for anything except
practice but for Michael, practice led to
stardom.
It was another star, Katharine Hepburn,
who was once surprised by Michaels
audacity: eager to meet the favorite
actors of his childhood, he asked Hepburn
to introduce him to Greta Garbo. She
declined. And then Michael asked to meet
Elizabeth Taylor.
Right there, says author Donald Bogle,
is the early beginning of a friendship that
many called at-out weird, but that
really does make sense. As Bogle shows
in Elizabeth and Michael, few others had
so much in common.
If that was the only focus, though,
this would be a pretty thin book.
Instead, Bogles story moves in puddlelike circles around his subjects, and
through their lives. By knowing the
people who raised and influenced
them, we can trace the compassion
that an older Taylor possessed and we
see how Jackson built his empire, detail
by detail.
Bogle also gives readers a vivid sense of
the time in which his narrative takes place
which, combined with layered anecdotes
and the parallels he draws between
Taylor and Jacksons lives, makes for an
easy, entertaining read, that will resonate
with fans of Taylor and/or Jackson and
beyond.

Queer themes abound in D.C. Shorts

JACK TRIPPER, SPUNKLE AND MORE AMONG THIS YEARS SELECTIONS
By BRIAN T. CARNEY
A married gay couple realize their pickup skills are rusty in an attempt to spice
up their sex life, a butch lesbian nds her
adopted son dancing and wearing gowns,
a lesbians brother considers becoming a
sperm donor just a few of the queer
themes present in the 13th annual D.C.
Shorts Film Festival (dcshorts.com), which
runs Sept. 8-18 in venues around the city.
As always, theres a wide variety of
events for families, lmmakers and fans,
but the focus is on 137 short lms arrayed
in over 20 themed showcases.
LGBT lms and lmmakers are
featured throughout the festival, but six
will be spotlighted in the LGBT Showcase
which premieres on Sunday, Sept. 11 and
repeats twice during the following week.
One is Seeking Jack Tripper, a
romantic comedy by New-York based
lmmaker Quinlan Orear. The movies
about Tucker and Lance, a married couple
who nd that their relationship is in a bit
of a rut. To spice things up, they try to pick
up someone in a bar for a threeway, but
nd that domesticity has left their pick-up
game a little rusty.
Inspired by the lms of Norah Ephron,
Rob Reiner and Mike Nichols, Orear
says he wanted to make a charming
and heartfelt romantic comedy about a
married couple who happen to be gay
grappling with the universal theme of
monogamy.
The lm is set in a gay bar, and Orear
notes that shooting on location led
to some challenges. His anc Dustin
Presley, who served as producer, casting
associate and choreographer for the lm,
had to teach the drag queens the steps
for their big number. There was no room
inside the bar to rehearse, so they worked
on the sidewalk outside, causing a trac
jam within seconds.
Spunkle, a mash-up term for sperm
donor and uncle, takes audiences on a
very dierent journey (one of the great
things about D.C. Shorts). Filmmaker Lisa
Donato says her lm is about a brother
who contemplates fatherhood when his
older sister and her free-spirited wife ask
him to be their sperm donor.
Donato got the idea for the movie from
Fawzia Mirza, who stars in the movie,
and whose excellent work as actor and
lmmaker has been featured at both D.C.
Shorts and Reel Armations. Donato
says that a lot of our friends who are
in committed same-sex relationships
are exploring more intimate and less
expensive ways to start a family. I wanted
to make a comedy that explores the
confusion that arises when a biological

Washington at D.C. Shorts, which runs Sept. 8-18.

parent also shares the role of uncle or

aunt in a family dynamic.
Donato initially had a hard time guring
out the brothers character.
When I was thinking about how I would
write and direct the brothers character,
she says, I had a hard time connecting
with his story arc. In order to research this
further, I asked my partners brother if he
would be the sperm donor of our baby.
He thought this was a serious request.
I watched him squirm in his chair for
about 45 minutes and change his mind
from yes to no to maybe until he nally
said no. He felt so bad. But then I told
him that this was a fake request and that
I was doing research for a movie. He said
no because, being a dad was the greatest
honor in his life. He couldnt separate
being a father versus a sperm donor/
uncle.

Other shorts in the LGBT program

include Pink Boy, about a butch lesbian
whose adopted son starts dancing and
wearing gowns; These Cocksucking
Tears, a documentary about Patrick
Hagerty who produced the rst gaythemed country album in 1973; and
Vessels, about a young transgender
woman considering dangerous blackmarket surgery.
Two queer lmmakers will be
included in showcase no. ve, Shifting
Perspectives. Balcony by British
lmmaker Toby Fell-Holden is about
two girls who form a friendship across
cultural divides. But things are not always
as they seem. Fell-Holden says, Tina,
a troubled teenage girl, is attracted to
Dana, an Afghani girl, whom Tina tells us is
oppressively victimized by her substanceabusing father, Karim. Initially, we trust

Tina and admire her protectiveness of

Dana from the kids at school and on
the violent estate, but as we watch their
friendship blossom, we come to suspect
that something is o. Its a lm about
perception and the way we project onto
reality.
On The Roof (En la azoteca), by
Spanish lmmaker and theater artist
Dami Serra, is about a group of boys
who gather on a rooftop to watch a
woman sunbathing. Trouble arises
when one of the boys discovers hes
more interested in a guy who showers
nude on the roof of a nearby building
than the woman sunbathing. After a
recent screening in Hamburg, Serra
says, A boy around 12 years old came
to me in tears, and in a really shy way,
he told me that the short lm touched
him very much, and he saidthank you.
I felt so proud, realizing that all the
work and the time that I put on this
reallymeantsomething.
D.C. Shorts is also a showcase for
local lmmakers. Showcase no. one, for
example, includes Tallest Race on Two
Wheels, co-directed by Chris Mullen and
Josh Davidsburg. Their lm captures the
exhilaration of the annual high-wheel
penny farthing bicycle ride through
Frederick, Md. Their next lm, shot in
Washington, follows drag queen Muy
Blake Stephyns as she campaigns to be
empress of the Imperial Court.
This years festival also includes free
lunchtime screenings and free family
programs. The lunchtime screenings,
programmed by the festivals interns, will
be held at the Landmark E Street Cinema.
The family screenings will be oered at
libraries through the city.
Theres also the online festival
where viewers can watch the lm at
home on their small screens, as well
as free workshops, including Actors
Day on Saturday, Sept. 17, a screenplay
competition and parties.
The festival wraps up on Sept. 17-18
with Best of D.C. Shorts, where jury and
audience awards are presented to the
festival favorites.
All venue information, times, tickets
and more are online at dcshorts.com.
Festival programming has been turned
over to a new team. Kimberley Bush
remains in place as director, but Joe
Bilancio and Derek Horne have taken over
the programming reins. Festival Founder
Joe Gann can now be found at Reel Plan,

Ally entrepreneur felt

Capitol Hill needed a bookstore

Conventional wisdom has it that launching a new brick-and-mortar bookstore in this day and
age and going up against Amazon is nuts. But there are some Davids out there making a case for
themselves among all the Internet Goliaths.
East City Bookshop is a new queer-friendly space that opened at 645 Pennsylvania Ave.,
S.E. (suite 100) on April 30 on Capitol Hill. Sensing what she felt was a need after Trover Shop
Bookstore closed in 2009 after 51 years in business, Laurie Gillman, a Washington resident since
1991, pounced.
I was so annoyed Id have to go to Virginia to go to a bookstore, says the 50-year-old Gillman,
whos straight. Even after my kids were older, I kept thinking, Why do we not have a bookstore
here? This is a perfectly good bookstore neighborhood. I began to think maybe I should open
one.
Gillman, who also lives in the neighborhood, went to Florida for a weeklong course oered by
Paz & Associates, a group that oers seminars on how to open modern-day bookstores and the
challenges entrepreneurs are likely to face. She says the bottom of the valley for bookstores was
about 2009 but once so many were gone, people started to miss them.
Its actually a really good time because people do want actual books a lot of the time. They
like to browse and pick things up and ip through them, Gillman says. And bookstores are such
community spaces. More bookstores have been opening than closing in the last few years.
East City has about 3,200 square feet of retail space that Gillman rents in what she calls a funky,
little shopping center right by the Eastern Market Metro. Labyrinth, a board and role-playing
game shop, is next door and oers a nice mix of customers and items. She has about 12,000
books in stock in all genres, including a large kids section, a bargain book section and everything
in between. LGBT content is spread throughout just because a mystery might have LGBT
protagonists, for instance, did not justify putting all the gay stu in one section, Gillman felt.
And so far business has exceeded her expectations. She hoped to turn a prot by the ve-year
point. If things continue at the present pace, she says that might be more like three years.
Gay authors are peppered throughout the upcoming events schedule. This week out author
Gregg Shapiro shared readings from his new short-story collection, How to Whistle. On Friday,
Sept. 16, comicartist Ed Luce will talk about his underground hit series Wuvable Oaf, set in San
Franciscos queer music scene. Full schedule is online at eastcitybookshop.com. (JD)

REAL ESTATE

Tips when buying a house to renovate

Flooring, master suites and
curb appeal are important
By DONNA EVERS
There are many things to consider if
you are thinking of purchasing a home to
renovate. Although renovating is a popular option to assuring you get your dream
home, it can result in sleepless nights and
endless aggravation, if not done carefully. Its important to make your time
and money pay o. Of course, that begins with the purchase of the right home
to renovate. Whether the home is old or
new, working with a real estate agent to
review the following renovation tips can
result in great new spaces that are worth
the investment.
Be mindful of the exterior of the
home. Staying within the same style of
the neighborhood, will increase its value.
Conversely, if you are in a neighborhood
of traditional homes and you want to turn
a two-story colonial into a Bauhaus contemporary, you are already decreasing
the value before you even get started.
Consider the front and back yards. The
front yard is like a frame for the house.
Simply removing overgrown shrubs, adding a picket fence, or updating the outdoor lighting can make all the dierence.
If you are budgeting $250,000 for a total
renovation project, 5-10 percent should
go toward the landscaping.
Be conscious of size and scale. Reno-

vators often go overboard with additions.

Be sure to consider the structure of the
home before you buy, as you dont want
to over-correct. Instead of adding cavernous room additions, consider smaller
rooms with built-ins and sucient closets. Often, its not oor space that houses
lack, but storage space.
Check out the ooring. Hardwood
ooring is classic and not too expensive
to add. If you can nd a home that already as hardwood ooring that you can
restore or renish then youre in luck.
Homebuyers often interpret wood oors
as a sign of quality and good construction. So, if you have always wanted wood
oors, do it. Its not an extravagance, its
an investment.
Consider the existing bones of the
master suite. Because consumers spend
so much money and attention in the master suite, there is a big array of lighting
and ooring materials, as well as master
bath options that are popular and available. Focus more of your time and money
on this area of the home. Other improvements that have good investment value
in master suites are adding walk-in closets, double sinks in the bathroom, and a
separate tub and shower.
Last, but not least the kitchen is one of
the most important rooms in the house.
Seating is very important if not a table,
at least a bar in the island area. And yes,
an island is one of the most sought after
elements in any kitchen. Wherever you

When renovating, plan to spend 5-10 percent of your budget on landscaping.

buy your cabinets, there will be a kitchen

designer who can help you choose a layout that will work best in the space you
have.
Before you start your search for the
perfect home to purchase for renovation,
ask the advice of friends and co-workers
who have been through it. Be sure to ask
them which renovations took priority and
what they wish they would have known
before purchasing their home. Be sure to
let your real estate agent know what your
aspirations are. If you nd an appropriate
house, your agent can be a great source

for contractors and workmen, and can

even give you a ballpark price on what
your house will be worth when the work
is completed.
