I, David M. Hannon, swear that I am a Deputy District Attomey for Multnomah County and that I have reviewed the
police reports which have been filed in this case by police officers; that the crimes charged against defendant(s) occurred in
Multomah County and that the probable cause for detention following the arrest of defendant(s) is as follows:
Detective Turnage reported that on August 10, 2016 he responded to the location of SE 181* and SE Burnside in
response to a vehicular crash where the driver of the vehicle fled the scene. Detective Tumage leamed the driver of the
vehicle, later identified as Mr. Coustier and his passenger, Colleen Hunt, were stopped and detained. Detective Turnage
identified the person struck by the vehicle as Larnell Bruce,
Detective Turnage reported that he observed video surveillance surrounding the area, Detective Tumage observed
video showing Mr. Courtier and Mr. Bruce getting into a physical altercation in the 7-11 parking lot. Detective Tumage
observed that after the altercation he observed Mr. Bruce leaving the 7-11 parking lot and walk away from the location where
Mr. Courtier was, Detective Turnage then observed video surveillance capturing Mr. Courtier’s Jeep exit the 7-11 and drive
towards Mr. Bruce. The video surveillance showed Mr. Bruce take evasive maneuvers on foot in an attempt fo escape Mr.
Courtier and his red Jeep. Detective Turnage reported that the video surveillance then shows the red Jeep quickly turn around
and accelerate towards Mr. Bruce. On video, Mr. Bruce then runs into the oncoming traffic lane and onto a sidewalk, where
the red Jeep follows. Detective Tumage reports the video surveillance did not capture the Mr. Courter striking Mr. Bruce.
Instead, that happens moments after Mr. Bruce and the red Jeep leave the surveillance video's view.
Detective Turnage reported that Mr. Bruce was taken to OHSU. Detective Turnage reports that he learned from
hospital officals that Mr. Bruce suffered a traumatic brain injury and that there is no brain activity.
Officer Walden reported that he arrived at the scene, responding to a 911 call regarding two male subjects in front of
7-11, physically fighting and one armed with a machete. Officer Walden reports on the way to the scene, he observed a red.
Jeep driving away ata high rate of speed, When he arrived, Officer Walden observed Mr. Bruce lying in the street with blood,
coming from his head and ears,
Officer Walden spoke with three persons who were present during the incident: Alec Belgarde, Colton Shively and
Ashton Gotcher: Officer Walden reports that Ms. Gotcher stated she is friends with Mr. Bruce. She stated that they were
charging their cellular phones outside of the 7-11. Ms. Gotcher observed Mr. Bruce get into an altercation with another
person that tuned physical. They crashed into the window at 7-11 causing it to crack. Ms, Gotcher did not know what
precipitated the fight. Ms, Gotcher stated that a7-11 employee told them to leave. Ms. Gotcher saw a male get into ared.
Jeep. Ms, Gotcher heard a female passenger tell the male to run Mr. Bruce over. Ms. Gotcher stated that she told Mr. Bruce
to watch out and observed Mr. Bruce try to get away. Ms. Gotcher stated the red Jeep narrowly missed Mr. Bruce on the first
attempt, but circled around and chased after Mr. Bruce. Ms. Gotcher stated the red Jeep then struck Mr. Bruce and it appeared
intentional
Officer Walden spoke with Colton Shively. Mr. Shively observed the physical altercation and later observed the red
Jeep accelerate after Mr. Bruce, as Mr. Bruce tried to run away. Officer Walden also spoke with Alec Belgarde who stated he
saw the physical altercation between the driver of the red Jeep and Mr. Bruce. Mr. Belgarde also reported that the red Jeep

the fence, but the red Jeep struck Mr. Bruce and that collision appeared intentional.

Jeep. She described Mr. Courier as her boyfiiend. She observed Mr. Courter get info a physical fight with an unknown black
tale while they were atthe 7-11 store moments prior to geting stopped, She encouraged Mr. Courter to ight the male by
yelling “get him baby, gt him baby.” The back male produced a machete and Mr. Courter stopped fighting and got nto the
‘ehiele. Ms. Hunt stated the black male walked vay easthound through the parking lot. Ms. Hunt stated that Mr. Courier
‘was angry and drove his vehicle chasing the male out of the parking lot, eastbound across 188" Avenue. Ms, Hunt said the
back male changed direction and made a U-Tura and began running west in an effort fo get away from Mr. Coster, Mr
Courier then made a U-Tum and chased the male west and across oncoming lanes of talc, rossed up ont the sidewall
and struck the back male with the front of his vehicle. Ms. Huntstated the black male rolled across the top ofthe Hood and
fellto the ground, and Mr. Courter drove away and they discussed calling the police, however sid they were too seared,
Detective Tumage reports that he interviewed Mr. Coustier. Mr. Courter stated he arrived at the 7-11 to make a
purchase, and was contacted by and exchanged words with an unknown black male adult. Mr. Courtier admitted he and the
black male adult got into a physical altercation, and the black male adult produced a machete. Mr. Courter said he then
stopped fighting and got into his vehicle. Mr. Courter stated the black male walked away eastbound through the parking lot.
‘Mr. Courtier said he was angry the male produced a knife and thought about driving away from the scene, however made a
‘conscious decision to drive his vehicle towards aid chase the black male. Mr. Courter said the black male began to run away
from his vehicle as he chased him, Mr. Courtir stated the black male ran to the east into a neighboring parking lot and Mr.
Courtier said he chased hii into the parking lot. Mr. Courtier admitted the black male tumed directions and ran back towards
the west and that he believed ihe black male was trying to get away from him. Mr. Courtier said he chased the black male
across oncoming lanes of traffic and then intentionally struck him with the front of his vehicle. Mr. Courtier said that when
hhe contacted the black male with his vehicle he knew he had hit him because he heard the impact and saw the male fall to the
ground,
