There shall be no discrimination in
entrance to the teaching profession, during
its exercise, or in the termination of
services.
Married couples should, whenever
possible, be employed in the same locality.
Teachers shall enjoy academic freedom.

Teaching hours = 6 but not to exceed 8 hours
of actual classroom teaching a day; additional
compensation is given for teaching hours
beyond 6
Co-curricular and out of school activities

outside of normal duties shall be paid

Salary scale should provide for progression
from minimum to a maximum salary through
regular increments
Salary increase is granted automatically after
three years if the efficiency rating of the
teacher is at least satisfactory
Salaries funded by local government should
not be less than those provided by national
government

Allowances
Cost of living allowance should follow
cost of living index
Special hardship allowances are given to
those with difficulty in commuting to
school, or other hazards peculiar to the
place of work

Salaries shall be paid in legal tender,
checks or treasury warrants cashable in
any bank
No person shall make any deduction from
salaries of teachers except if there is
written authority from the teacher,
deductions like lawful dues to PPSTA or
insurance premiums can be made.

One year study leave (after 7 years of
service) with pay (60% of monthly salary);
Grantee should pass 75% of enrolled courses

Indefinite sick leave when illness demands a


long treatment (at least 1 year)

Salary increase upon retirement, and shall


be the basis for computation of lump sum
retirement pay

TEACHERS ORGANIZATION
Right to establish or join organizations
Employment of a teacher should not be
subjected to the condition that s/he will join an
organization
Cause of dismissal should not be her/his
membership in an organization
National teachers orgs shall be consulted in
formulating policies and standards

ADMINISTRATION AND ENFORCEMENT


DepEd Sec shall formulate necessary rules and
regulations to implement the provisions of this Act
DepEd Sec shall submit to Congress budgetary
estimates to implement the provisions of this Act
A person who interfere with, restrain or coerce any
teacher in the exercise of his rights guaranteed by this
Act shall, upon conviction, be punished by fine,
imprisonment or dismissal from government service
