The call stated that there is a female yelling in the background. 911 added that a female keeps saying, “Tell them hurry up’ Upon arrival | was met by a male and female subject who were screaming at each other. The male subject kept screaming, “There is someone in the house you need to go inside and search!”. He further stated that he believes the female (Witness Styron) got him intoxicated and is secretly recording him while someone else is in the home. While speaking with the subject, | observed that he was sweating heavily and appeared to be confused and paranoid. While speaking with the subject, Officer Garland #4369 arrived on scene and started speakina with the female, who was identified through her Maryland license as Deona Drewerra Styron F/B -._ Akin Cr, Middle River, MD 21220 . The male subject was able to provide me with his Maryland drivers lidense which positively identified him as Tawon Boyd M/B of Akin Cr. Middle River, MD 21220\ it unit bIK I continued speaking with Suspect Boyd in an attempt to calm him down. It was discovered that Suspect Boyd and Ms. Styron are in a relationship and reside in the same household. Suspect Boyd continued stating that someone is recording him and someone is stil in the house. After a short time, Officer Bowman #5032 also arrived on scene to assist. | was able to speak with Ms. Styron for a short time and she stated that she and Mr. Boyd were out and when they arrived home he was acting "crazy". She advised that he was claiming there was someone inside of the residence. Ms. Styron did state that Mr. Boyd had been drinking and smoked marijuana. | again attempted to speak with Suspect Boyd at which time he started running and screaming. Suspect Boyd ran to marked police unit 1196 and attempted to gain entry through the driver's side door. Due to the door being locked, Suspect Boyd was unable to gain access. After doing this Suspect Boyd ran to marked" police unit 1183 however he was stopped by officers and he ran across the stfeet to the front of Akin Cr Middle River, MD 21220. The suspect then started banging on the door of SCAkin Cr. yelling, "Help, Call the police!”. It was obvious that Suspect Boyd was under the influence of a narcotic and/or suffering “ and needed to be taken to the hospital for an emergency evaluation. Myself, Officer Garland and Officer Bowman continued efforts to calm the suspect however we were unsuccessful. After talks were unsuccessful we attempted to take Suspect Boyd into custody for an emergency evaluation. At this time, Officer Gariand ordered Suspect Boyd to move away from the door and sit on the ground. Suspect Boyd ss continued to bang on the door refusing to obey the order. To keep Suspect Boyd from gaining access to Swo~ Akin Cr, if the home owner answered the door, Officer Garland attempted to grab Suspect Boyd by the arm to pull him from the door. Suspect Boyd pulled away from Officer Garland and raised his hands to ward me off as | attempted to grab the suspect too. Despite further commands of the officers to get on the ground and put his hands behind his back, Suspect Boyd refused to get on the ground or place his hands behind his back. When Officer Garland and | finally got a hold of Suspect Boyd's arm and body he continued to pull his hands away from our grasp and tried to grab onto us. Suspect Boyd then reached back during the struggle and grabbed the back of my neck leaving an abrasion on the left side of my neck. After Officer Bowman grabbed Suspect Boyd, we were able to force him fo the ground but he continued to push, kick and flail. While trying to stand, Suspect Boyd kicked Officer Garland on the head which resulted in a ‘ ‘on Officer Garland's forehead. Suspect Boyd also grabbed Officer Bowman's face resulting in~ + to the left side of Officer Bowman's facellip. The suspect's grasp slipped down to Officer Bowman's radio microphone, wire, and badge. While Suspect Boyd was holding onto Officer Bowman, Officer Bowman delivered two closed fist strikes to the suspect's face with his right fist. Suspect Boyd did release his grasp of Officer Bowman as a result of the strikes however he did rip the badge off Officer Bowman's shirt. While Suspect Boyd did let go of Officer Bowman, the strikes did not cause the suspect to comply with the officer’s orders to place his hands behind his back and to get on the ground. BALTIMORE COUNTY POLICE DEPARTMENT Incident Report incident Report oy18/2076 03.09 ofigi3016 03.09 Officer Bowman was able to wrestle Suspect Boyd's arms into position to get him handcuffed with his arms in front of his body. After further struggle with the suspect's arms and legs officers were able to get him under control by using our body weight to keep him on the ground, Officer Bowman controlied Suspect Boyd's head and arms by holding him down with his arms while | held Suspect Boyd down by leaning on his buttocks/thigh area with my knees and using my arms. Officer Garland was able to control Suspect Boyd's lower legs by kneeling on him. The violent resisting from Suspect Boyd lasted approximately five (5) minutes. to 9/18/2016 03:09 Because of Suspect Boyd's injury from Officer Bowman's strikes and his erratic behavior medics were requested to respond At this time Officers Holt #4522 and Blackbur #3166 arrived to assist. Officer Blackburn assisted by holding the suspect's hands above his head so he could no longer get leverage to push off the ground, Officer Holt retrieved and applied a set of plastic flexcufts to restrain Suspect Boyd's feet because he was still trying to kick Officer Garland with his legs. Medics arrived on scene and while there, Suspect Boyd was stil trying to break free from his restraints while four officers held him down. After observing Suspect Boyd's behavior one of the medics decided to administer to calm him and prepare him for transport. Almost immediately after receiving Suspect Boyd became less tense and stopped trying to push himseff off the ground, therefore it was no longer necessary to physically restrain the suspect and the officers released their grip on Suspect Boyd: While monitoring Suspect Boyd, he became so calm that Officer Bowman, asked a medic to check the suspect for a pulse. Officer Blackbur did check for and found a pulse on Suspect Boyd and we could clearly see that he was still breathing. A short time went by and the suspect was then placed on the stretcher and placed into Baltimore County Medic 54, ‘While in Medic 54 Suspect Boyd Medics treated the suspect and transported him to Franklin Square Hospital. The medics advised that the suspect did have a heartbeat prior to being transported. As a result of the incident officers obtained the following injuries: Officer Seckens Officer Bowman Officer Garland Crime Lab Unit #2043 with Forensic Technician Duley #80107 responded to the scene for photographs of the crime scene and officers. She also responded to Franklin Square Hospital for photographs of Suspect Boyd. Due to the findings Commissioner Smoluk issued a warrant for Suspect Boyd, Case number 4000437287.
