SCOPE

1.1
This specification lays down the requirements of performance, materials,
dimensions, construction, workmanship, anti-corrosive treatment, finish, packing,
marking and quality assurance of Charge, Fire Extinguisher, Mechanical Foam, Plain/
High Altitude and Sub Zero Temperature Condition, Carbon Di-Oxide Gas Cartridge,
120 g.
1.2
Charged Carbon Di-oxide is a high pressure gas cartridge filled with 120
+10 g of CO2 gas which is used as expellant in the Extinguisher Fire, Mechanical
Foam, 9 litre Capacity. The cartridge is provided with male threads so that the same
could be screwed on to the corresponding female threads of the cartridge holder
provided in the cap of the Fire Extinguisher.

STANDARD PATTERN

3.1
Standard pattern if held with the purchasing or Quality Assurance
Authority, may be obtained and shall constitute a general guide only. The stores shall
conform to this specification otherwise.
4.

TERMINOLOGY

4.1
Designed as expellant in the Extinguisher Fire, Mechanical Foam, 9 litre
capacity.
5.

MATERIAL

5.1
4947.

Body of steel of minimum of 3 mm thickness conforming to 3.1 to IS

5.2
Valve Nut and Sealing Nut: The material of valve nut and sealing nut
shall be Brass conforming to IS 3224.
5.3
Sealing Disc:
conforming to IS 14811.

The material used for sealing disc shall be copper

5.4
CO2 (Carbon Di-Oxide) : The Carbon Di-Oxide gas shall be of Grade 2
of quality of IS 15222 i.e. content of Carbon Di-Oxide shall be minimum 99% by
volume.

Water Proof wrapping paper : Shall conform to IS 1398

MANUFACTURE/ CONSTRUCTION

6.1
The design of equipment shall generally conform to IS 4947 meeting the
specific requirements mentioned in this JSS.

6.2
The equipment shall be upright and high pressure type. The general layout
of the same shall be as per drawing No. JSSD 4210-05/05 attached.
6.3

Capacity

6.3.1
High pressure gas cartridge filled with 120 +10 g, -0 g by mass of CO2 gas
as per Clause 5 of IS 4947.
6.3.2

The Carbon Di-Oxide gas shall be Grade 2 quality of IS 307.

6.3.3
The gas cartridge shall have minimum filling ratio of 0.667, which is the
ratio of mass of Carbon Di-Oxide charged in the cartridge to the mass of water
required to fill the cartridge at 27C.
6.4

Thread

6.4.1
The male thread of the valve conform to M27 x 1.25 LH 423. and shall be
as per drawing No. JSSD 4210-05/04 attached.
6.5

Sealing of Charge (Cartridge)

6.5.1
Shall have a sealing device (DISC) with a lock nut in such a manner that
the disc may be easily pierced by the piercer fitted in the cartridge holder of the cap of
the fire extinguisher. Distance of sealing disc from the peripheral edge of the valve
nut shall be maintained as 12.0 0.5 mm.
6.6

Body

6.6.1
Shall be manufactured from seam less or welded steel tube or by deep
drawing from flat plate. The end shall be closed such that the minimum material
thickness is not less than the thickness of the parallel portion. The shell of the
cylindrical portion shall not vary from the cylindrical form by more than 2% of the
nominal out side diameter at the point measured. The out let connection shall be
permanently attached to the body after tightening the threaded portion. The departure
from circularity shall be gradual.
6.7

Valve Nut

6.7.1
The Valve Nut shall be screwed to the cartridge body and then soldered as
shown in the Drg. No. JSSD 4210-05/04 attached.
7.

DIMENSIONS AND TOLERANCES

7.1
The dimensions of CO2 gas cartridge including threading shall conform to
Drg. No. JSSD 4210-05/04 attached. The critical dimensions as soon in the drawing
shall be maintained strictly during manufacture of the item.

8.

WORKMANSHIP AND FINISH

8.1
The workmanship of the equipment shall conform to the best production
standards of the industry.
8.2
The internal and external surface shall be smooth and material section
shall be uniform. All edges shall be rounded off.
8.3
Anti-corrosive Treatment: The internal and external surface of CO2 gas
cartridge shall be properly clean and treated with phosphating. Minimum coating
thickness of phosphating shall not be less then 20 microns. The external surface shall
then be treated with power coating in an Aluminium colour to a thickness of 50
microns minimum. The powder coating shall be done as per IS 13871.
9.

MARKING

9.1
Each gas cartridge shall be legibly and permanently marked with either
stencil or any other method with the following information. Pasting of sticker shall
not be permitted.
a) DS Cat No. 4210-001 126.
b) Type of cartridge and capacity.
c) Nomenclature.
d) Serial No. of cartridge
e) Batch No.
f) Name of the manufacturer and address.
g) Year of manufacture and shelf life.
h) AT/SO No. and date.
j) Bottom of the cartridge shall be painted with yellow enamel for easy
identification by the user and to differentiate from others capacities of CO2
cartridge.
9.2

9.3.

Marking of Packages

9.3.1

Each packing case shall be marked with the following details


a) DS Cat No. 4210-001 126
b) Nomenclature of stores
c) AT/ SO No. & date.
d) Quantity packed/ No. of packages
e) Manufacturers name & address
f) Consignees name & address
g) Month and year of manufacture
h) Words in red bold letters CO2 GAS CARTRIDGE, HANDLE
WITH CARE.
j) Open this side with mark on all the four side in 40 mm block red
letters.

10.

PRE-INSPECTION OF STORES/ CONSIGNMENT

10.1
Manufacturers/ contractors must satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the required
specification by carrying out a thorough pre-inspection of each lot before actually
tendering the same for inspection to the Quality Assurance Officer nominated under
the terms of the contract. A declaration by the contractor that a necessary preinspection has been carried out on the stores tendered will be submitted along with the
challan. The declaration will also indicate the method followed in carrying out preinspection showing the features checked/ tested and will have the test Certificates
attached to the challan/ declaration.
10.2
A pre-inspection certificate showing all the parameters checked as per this
specification including raw material and its test results shall be submitted to the
Quality Assurance Officer along with QA call letter. Manufacturer/ contractor will
also submit the Test Certificate of raw materials of components and purity of the CO2
gas.

10.3
If the Quality Assurance Officer finds that the pre-inspection of the
consignment as required above has not been carried out, the consignment is liable for
rejection.
11.

QUALITY ASSURANCE

11.1
The contractors shall extend to the Quality Assurance Officer or AHSP or
his authorised representative, all reasonable facilities for quality assurance, inspection,
testing of stores including inspection gauges, free of cost, for satisfying themselves
that the stores are manufactured in accordance with this specification. For this
purpose he shall have free access to the contractors and sub-contractors premises at
all times during the run of the contract. The contractor shall notify all sub-contracts
placed by him to provide inspection cover by the AHSP/ Quality Assurance Officer.
11.2
No deviation will be accepted from the governing specification/ design
without concurrence in writing of the AHSP. No request for any deviation will be
entertained from the sub-contractor, if any. The main contractor shall remain
responsible for quality and quantity of any work done by the sub-contractor.
11.3
Nothing shall absolve the manufacturer from his responsibility for the
safety of his equipments operation.
11.4

Tender Sample/ Advance Sample

11.4.1
Tender/ Advance sample test be tested in accordance with this
specification by the respective AHSP.
11.4.2
Five Nos. of cartridge duly filled with 120 +10 g Carbon Di-Oxide gas
complete in all respect along with Pre-inspection report shall be submitted to the
Quality Assurance Authority i.e. The Controller, CQA(FE), Aundh Camp, Pune 411
027 on door delivery basis for his test and approval before commencing the bulk.
11.4.3
The first time suppliers of this store to Defence and also the existing
suppliers, who are supplying this stores for the first time as per this specification, shall
submit the advance samples as mentioned above before tendering bulk store.
11.4.4
Tender sample/ Advance sample shall be submitted along with the
following test specimens for checking physical and chemical parameters of the
material:
(i)

Seamless or welded steel tube (300 mm length) used for manufacturing cartridge body along
with steel bar having diameter equal to the bore
of seamless steel tube (150 mm length)

Tensile test specimen of brass used for manufacturing valve nut as per sketch attached
as Appendix B.

(iii) Izod impact test specimen of brass used for manufacturing Valve Nut as per sketch attached
as Appendix C.
11.5

Bulk Store

11.5.1
Bulk quality assurance check shall be carried out, as per this specification
by the SQAO/ QAO at the firms premises, after bulk production clearance is given
by the Quality Assurance Authority.
11.5.2
The Contractor shall extend the AHSP or his authorised representative,
free of cost all reasonable facilities including inspection gauges for satisfying himself
that the stores are manufactured in accordance with the specification and for this
purpose. AHSP or his authorised representative must have free access to the
contractors or sub-contractors works at all times during the run of the contract. The
contractor is required to notify the AHSP of all sub-contracts placed by him and
provide inspection facilities for all stores so sub-contracted.
12.

TEST REQUIREMENT

12.1

Visual Check

12.1.1
100% of the lot shall be checked for completeness, threads, workmanship
welded joints, finish, anti-corrosive treatment damages such as bends, dents and
marking.
12.2

Dimension Check

12.2.1
The dimensions of the cartridge, including threading shall be checked as
per Drawing No. JSSD 4210-05/04 attached.
12.3

Material

12.3.1
For each lot tendered material minimum of 3 samples shall be drawn and
tested for the following.
12.3.2
Body : The material of the body of CO2 gas cartridge shall conform to the
requirement given in Clause 3.1 of IS 4947. The same is reproduced as under :a) Chemical Properties

12.3.3
Sealing Nut and Valve Nut : The material of the Valve Nut & Sealing
Nut shall be brass having physical properties mentioned in Clause 5.3.1 & 5.3.2 of IS
3224 i.e. Tensile Strength & % Elongation of material when tested according to IS
1608 shall be at least 40 kgf/mm & 18% respectively. The Izod impact strength of
the material when determined in according to IS 1598 shall not be less than 2.2
kgf/m.
12.3.4
Sealing Disc: The material used for sealing disc shall be Copper
conforming to IS 3487. The thickness of sealing disc shall be suitable to meet the test
requirements mentioned at Clause 6.5 & 12.6 of this specification.
12.4

Filling Ratio

12.4.1
The gas cartridge shall have max filling ratio of 0.667 which is the ratio of
mass of Carbon Di-Oxide charged in the container body to the mass of water required
to fill the container at 27C. The weight of CO2 gas shall be 120 10 g. Water
capacity shall be not less than 195 g.
12.5

Hydrostatic Test and Ultimate Failure Test

12.5.1
Hydrostatic Test: Each gas cartridge shall be subjected to internal
hydraulic pressure of 250 kgf/cm for a minimum period of one minute before filling.
Any leakage deformation, bulging and permanent stretch exceeding 10% shall
constitute failure.
12.5.2
Ultimate Failure Test: In case of ultimate failure test, it shall be tested in
a well protected test rig, subjected to internal Hydraulic pressure equal to 650 kgf/cm
for seamless body as well as welded body. Structural failure shall not occur. The
pressure shall then be raised until the gas cartridge bursts. The bursting shall not cause
fragmentation of the gas cartridge and the main tear shall not be brittle type, that is,
the edges of the fracture shall not be radial but shall be sloped in relation to the
diametrical plane.
12.6

Gas Leakage Test

12.6.1
Each cartridge shall be subjected to leakage test and for this purpose the
cartridge shall be charged and stored in the container mixed with the extinguishing
media for 21 days. The cartridge shall not show any external corrosion as well as loss
in weight equal to a max of 10%.

12.6.2
Each sample of gas cartridge shall be tested as per Clause 6.3.1 of IS 4947
i.e. the cartridge after being covered by an inverted glass beaker shall be immersed in
a suitable tank filled with water. The water level shall be sufficiently higher than the
height of cartridge. The cartridge shall be kept in water for 30 hours. There shall not
be any collection of even a single bubble inside top of the inverted glass beaker (the
air bubble collected in 6 hours shall be neglected).
12.7

Sealing Device Test

12.7.1
Gas cartridge shall be conditioned for half an hour at 75C so that inside
temperature also reaches this level. The gas cartridge shall not discharge the contents
at this temperature.
12.8

Mass of Gas :

12.8.1
Mass of gas shall be checked by measuring weight of filled gas and empty
gas cartridge.
12.9

Filling Ratio :

12.9.1

Filling ratio shall be calculated as under :


Filling ratio = (M1-M) (M2-M)
Where, M1 = Mass of cartridge filled with CO2 gas.
M2 = Mass of cartridge filled with water.
M = Mass of empty cartridge.
Note: Filling ratio shall not be more than 0.667.

12.10

Anticorrosive Test

12.10.1
Local thickness of the coating shall be measured by microscopic method.
Thickness minimum of 20 microns.
12.11

CO2 Gas

12.11.1
Grade 2 of Quality to IS 307. A certificate of mother cylinder (i.e.) the
cylinder from where Cartridge have been filled) may be accepted.
12.12

Performance Test

12.12.1 The CO2 gas cartridge shall be fitted in an acceptable/ standard


Extinguisher Fire Mechanical Foams 9 litre capacity (4210-000 227) duly filled with
foam as charge and performance Test carried out to check the following:a) Puncturing operation

b) Figment of CO2 Cartridge on cartridge holder.
c) 6 m throw of jet shall be maintained for a period of 20 second (min)
d) 95% of solution shall be expelled with in a max period of 35 second.
e) Thread M27 x 1.25 LH checked by GO and NO GO gauge.
13.

SAMPLING AND CRITERIA FOR CONFORMITY

13.1
Lot : All gas cartridges of the same type and capacity produced shall be
grouped together to constitute a lot.
13.2
For ascertaining the conformity each lot shall be considered individually
for the purpose of evaluation of Quality in accordance with this specification.
13.3
The number of samples to be taken from a lot shall be depend on the sizes
of the lot and according to the table given below which shall be selected at random
from a lot.

Hydrostatic Test

13.6.1
The CO2 gas cartridge used for filling ratio test shall be subjected to an
internal hydraulic pressure of 250 kg/cm2 as per Clause 12.5 of this specification. The
cartridges after the test, if found acceptable, shall be refilled by the contractor and
supply along with the bulk.

Material Analysis

13.13.1
A minimum of three samples shall be drawn from each material to check
chemical and physical properties.
14.

PACKAGING

14.1
The accepted gas cartridge shall be packed as per the requirement given
below to the satisfaction of the Quality Assurance officer.
a) Each cartridge shall be fitted with a standard quality PVC cap so as to
prevent damage to the threads and sealing disc.
b) One number each of the gas cartridge shall be packed in a corrugated
fibre board box of simple wall type having Class C flutes conforming to
IS 2771 (Part 1). Type of Cartridge and manufacturers name shall be
printed on the box in red.
c) 40 Nos. of above mentioned corrugated boxes containing the gas
cartridge shall be packed in a solid fibre board box lined with paper
wrapping water proof confirming to IS 1398 (Type 1). The solid
fibreboard box shall confirm to IS 2771 (Part 2).
d) All contents inside the solid fibreboard boxes shall be packed tightly
with cushioning material of minimum thickness of 20 mm.
e) The solid fibreboard box shall be strapped with plastic tape trapping
minimum at two places.

f) Minimum packing requirements are stipulated above. This shall not
absolve the supplier from his responsibility for the packages to withstand
the hazards of rail/road transit and a contractual requirement for delivery
of stores in good/serviceable condition to the consignee. Any additional
packing considered necessary to satisfy above requirement may be adopted
by the supplier.
15.

WARRANTY

15.1
The equipment supplied shall bear a warranty period as per contractual
documents. In case of absence of such stipulation in the contract, the following para
of this specification shall be applied.
15.2
The store supplied against the order shall be deemed to bear a warranty of
the contractor against deterioration/defective material/workmanship and performance
for a period of 12 months from the date of receipt of the store at consignees end. If
during this period the stores supplied are found by the consignee to be defective in
performance or deteriorated, the same shall be replaced immediately and in any case
not later than 30 days from the date of receipt of complaint from the consignee, with
the serviceable stores free of any charge at site.
