1 Equalization Payments (Jeff Callaway and Peter Csillag)


Whereas:
1 Equalization payments made by Alberta, as a province in Canadian Confederation are the result of:
personal income taxes, business income taxes, consumption taxes, natural resource revenues, and
property taxes, that affect Albertans; and whereas the constitutional legality of equalization payments is
itself questionable (reference: The Fraser Institute’’s Questioning the Legality of Equalization, by Sylvia
LeRoy and Burton H. Kellock, Q.C.);
2 the province of Alberta pays far more in federal taxes than it receives; it follows from the
aforementioned that equalization payments need to be renegotiated.
Be it resolved that a Wildrose Alliance government will: actively push for negotiation with the
federal government for a reform of equalization payment that is more equitable.

3. The Wildrose Alliance opposes the present structure of the federal equalization program,
which sees money transferred from Alberta to other provinces to fund social programs which
are not available in Alberta. The government of Alberta should seek a partnership with BC,
Ontario, and Saskatchewan to pressure the federal government for reform.

2 Equalization (Wilf Pelletier)

Whereas:
1 it is reported that Nova Scotia and Quebec have more doctors per 100,000 people than do
B.C., Alberta and Ontario,
2 and further reported that New Brunswick, Prince Edwards Island, Nova Scotia, Manitoba, and
Quebec have more nurses per 100,000 people than do Ontario, Alberta and British Columbia;
and that
3 Prince Edward Island, New Brunswick, Manitoba, and Nova Scotia havemore long-term
residential care beds per 100,000 people than do Ontario, Alberta and British Columbia and;
4 on social service spending, Quebec spends more per capita than any other province, reported
at $2,342, while British Columbia is second at $1,702; the other two have provinces, Alberta and
Ontario, spend $1,592 and $1,398 respectively, and;
5 in terms of provincial public servants per 100,000 people, PEI, Manitoba, New Brunswick,
Nova Scotia and Quebec all have more provincial civil servants than do Ontario, Alberta and
British Columbia; perhaps more than any other indicator, this measurement reveals how ““have””
provinces subsidize large governments in the have-not provinces through the federal
equalization program, and;
6 the federal government has never measured the comparability of programs across Canada
nor their compatibility, and that there is a need for ““democratic accountability””; and,
7 ““equalization”” damages the entire country because it transfers excessive amounts from high
productivity jurisdictions to those with lower levels. Efforts at raising national levels of
productivity to match our competitors are thus harmed, particularly Alberta’’s;

be it resolved that a Wildrose Alliance government will seek a Partnership with the Provinces of
B.C., Ontario and Saskatchewan to:
• In the short term, freeze equalization spending;
• pressure the Federal Government to regularly measure and publish levels of public services
available in all the provinces to see whether the constitutional intent is being honoured and
institute a philosophy of ““democratic accountability”” to the process;
• advise the federal government and recipient jurisdictions on both the scale of the problems
caused by regional transfers and on the pragmatic feasible solutions;
• persuade, in the medium to long-term, ALL provinces to urge an end to transfers in return for
GST revenue and other tax concessions necessary in order to facilitate an end to the
equalization program.

3 Inter-Provincial Free Trade (Peter Csillag and Jeff


Callaway)
Whereas a series of barriers exist in the realm of inter-provincial free-trade (as evidenced by the
content of and especially the sources cited in Kathleen Macmillan and Patrick Grady’’s
Interprovincial Barriers to Internal Trade in Goods, Services and Flows of Capital: Policy,
Knowledge Gaps and Research Issues report in 2007 for Industry Canada), these ought to be
reduced. Be it resolved that a Wildrose Alliance government will promote interprovincial
free-trade by reducing barriers to the trade of goods, services, or flow of capital.

1. A Wildrose Government will institute fixed election dates for Provincial Election every 4 years. The
Legislative Assembly will be able to call a vote of non-confidence at any time.
2. A Wildrose Government will be accountable to the people of Alberta by having free votes with the
exception of the budget and votes of non-confidence.
3. A Wildrose Government will institute the right of recall of elected officials if 20% of the electorate
sign a petition calling for such an action and 25% if the electorate is less than 1000.
4. A Wildrose Government will hold elections for Alberta Senators at the same time as Provincial
Elections.

seats by population could result in a need for more frequent boundary changes; in addition, it
could lead to long-term increases in the number of seats.

Whereas reducing the size of government in Alberta is a goal of the Wildrose Alliance Party of
Alberta; and whereas each Member of the Legislative Assembly of Alberta is an employee of
Albertans and all of their expenses are paid for by taxes collected from Albertans; and whereas
each MLA has office staff and expenses that are also funded by public monies; it follows from
the aforementioned that the size of government can be reduced by decreasing the number of
Members of the Legislative Assembly.
Be it resolved that a Wildrose Alliance government will commission the revision of electoral
boundaries in the province of Alberta so that a constituency encompasses approximately 60,000
residents.

Whereas, the Wildrose Alliance Party policy on the Alberta Human Rights Act, calls for the
striking down of Section 3, and Whereas the harsh nature of the verb ““strike”” suggests the party
might support or condone hate speech, be it resolved that the policy be emended to ““modify””
section 3 of the Act to maximize freedom of expression in Alberta within reasonable limits.

1. A Wildrose Government will institute legislation allowing the citizens of Alberta to call for a
binding referendum on a matter of significant public concern upon the presentation of a petition
signed by at least 10% of the total voters of the last Provincial election in Alberta.
2. A Wildrose Government will only use Section 33 (the Notwithstanding Clause) of the Canadian
Charter of Rights and Freedoms, with the consent of the Alberta people in a referendum.

14 Notwithstanding Clause (Jeff Callaway and Peter Csillag)


Whereas Section 33 of the Canadian Charter of Rights and Freedoms, regarding the
notwithstanding clause, contains that:
Parliament or the legislature of a province may expressly declare in an Act of Parliament or of
the legislature, as the case may be, that the Act or a provision thereof shall operate
notwithstanding a provision included in section 2 or sections 7 to 15.
An Act or a provision of an Act in respect of which a declaration made under this section is in
effect shall have such operation as it would have but for the provision of this Charter referred to
in the declaration.
A declaration made under subsection (1) shall cease to have effect five years after it comes into
force or on such earlier date as may be specified in the declaration.
Parliament or the legislature of a province may re-enact a declaration made under subsection
(1). Subsection (3) applies in respect of a re-enactment made under subsection (4).

Be it resolved that a Wildrose Alliance government will only enact the notwithstanding clause
following an open-vote in the legislative assembly.

1. A Wildrose Government will support the elimination of all indirect taxes and tariffs on farm
inputs and the reduction of provincially controlled input costs.
2. A Wildrose Government will support marketing programs for Alberta agricultural products,
nationally and internationally.
3. A Wildrose Government will support research and education into enhancing agricultural
productivity and value added production for agriculture.

9. A Wildrose Government will base government regulations of the beef industry on appropriate
management of real risks and an accurate analysis of the costs and benefits of these regulations.
10. A Wildrose Government will leave investment in business and the development of beef
marketing as the responsibility of the industry, not government and must be based on market
signals rather than government programs.
11. A Wildrose Government will allow government support for the beef industry to come from
national programs that minimize the risk of adverse impacts on international and interprovincial
trade, and do not distort free market behaviour.

prove that their beef meets standards set by export markets.

1. A Wildrose Government will institute a zero based budgeting program in all government
departments. The program will require justification of all new funds spent each year.
2. A Wildrose Government will pass legislation that ensures all provincial finances are fully, accurately
and honestly reported under Generally Accepted Accounting Principles.
3. A Wildrose Government will support the Auditor General's Office to help identify and prevent
wasteful spending in order to ensure value for money.
4. A Wildrose Government will use budget surpluses to pay debts owed by the Alberta Government
first and secondarily deposits to the Heritage Fund.
5. A Wildrose Government will limit growth in program spending to the rate of inflation and
population growth of Alberta.

Whereas the Alberta Provincial Government is expected to sustain a FY 2010/2011 cash deficit
approaching $7 Billion, and whereas the government has limited its financing options to offset
this deficit, be it resolved that:
- a Wildrose Alliance Government will utilize all financial means to fund essential capital
expenditures that would minimize deficit and debt financing; debt financing may include
referendum approved bond issues and other financing instruments for major
infrastructure and other capital projects requiring long term financing

2 the final conversion date of January 1, 2011 for publicly accountable enterprises was determined by
the Canadian Accounting Standards Board in 2008 and; by definition ““publicly accountable enterprises””
includes crown corporations, agencies, and commissions and;
3 the Province of Alberta has many such entities and therefore will be subject to ““IFRS”” beginning
January 1, 2011 and;
4 the Auditor General will be bound by IFRS and will dictate the standards that will measure the financial
stewardship of all Alberta Government departments crown agencies, and;
5 the Wildrose Alliance Party policy in this respect is now redundant,

Whereas:
1 the present CPP funding is fundamentally sound and sustainable for the next 75 years as supported by actuary
and actuarial ““peer reviews””;
2 the present CPP fund is managed by an independent body (the Canada Pension Plan Investment Board (CPPIB)
from government interference;
3 the CPPIB is a fiduciary acting on behalf of 17 million contributors and beneficiaries whose sole purpose is the
SUSTAINABILITY of the CPP for its beneficiaries,
4 the organized associations of the main beneficiaries of the CPP (AFL and AARP Canada) have officially stated
their objections to an Alberta Pension Plan and have officially expressed their intent to retain the present structure
of the CPP and the CPPIB;
5 the same organizations have officially expressed their desires on behalf of their member/beneficiaries to enhance
the benefits from the CPP and indicated agreement to higher premiums to fund such benefits;
6 the only provincial (Quebec) attempt to have its equivalency to the CPP has resulted in financial and actuarial
failure, whereby premiums are expected to rise approximately 4%;
7 the financial failure risk in forming a possible unsuccessful Alberta Pension Plan could burden Albertans similar to
the $3 billion ““bailout”” for the teachers’’ pension plan;
8 the Wildrose Alliance Party policy to form an Alberta Pension Plan and to withdraw from the CPP is rationaleized
by outdated and/or invalid data and analyses;
9 the Wildrose Alliance Party policy to form an Alberta Pension Plan and to withdraw from the CPP was done
““without due diligence”” with respect to the present (reformed) CPP and CPPIB structure and achievements;
10 a policy is a deliberate plan to achieve a rationale outcome; such an outcome is merely speculative on the part
of the Wildrose Alliance Party without ““due diligence”” and therefore results in critical and unnecessary risks with
probable financial and economic losses to Albertans;
11 the Wildrose Alliance Party enforces the present policy on its members and by implication on All Albertans,
without consulting the public before its adoption as was recommended by its own actuarial consultant source;
12 The overall general pension structures in Canada are presently under review;
13 some experts have advanced the possibilities that the present CPP could be modified to include additional
savings from employees to augment or supplement their benefits;
14 organizations of the two largest groups of beneficiaries of the plan have officially endorsed such a concept and
accept the fact that the extra benefits could be instituted by levying additional premiums if necessary
15 a number of possibilities exist in the present CPPIB structure and management of investment portfolios that
could provide Albertans with more representation, decision making, economic benefits, job opportunities,
infrastructure and capital investment and social benefits through decentralization of the management of the CPPIB
fund and establishing some of the functions in Alberta, and;
16 this is further supported by the fact that Albertans contribute substantially more funds to the CPP compared to
most provincial jurisdictions and should be accorded more responsibility in the management of the CPPIB funds.
Be it resolved that the Wildrose Alliance will: replace the current policy namely ““withdraw from the
Canada Pension Plan and create an Alberta Pension Plan.
The Alberta plan will offer at minimum the same benefits while giving Albertans control over the
investment fund”” with the following:

Public reporting as it now exists is counter productive. Because the information is being used to rate
schools one against the other, schools no longer accept weaker students from out of area, even though
they may be better equipped to meet the students needs.

Rating schools one against the other is unfair when cultural and socio-economic parameters may differ
drastically.

A Wildrose Alliance government will move away from the policy of social promotion in Alberta ’s
schools. Students will be expected to meet standards in order to be promoted to the next grade.
Recognizing that some students are incapable of meeting set criteria, at the elementary school level,
an evaluation committee comprised of the parents, teachers and school administration will make the
determination. No student will be retained more than once a division.

The intent is good


There are however some students without the mental capacity to meet expectations. These students
still need a school environment in which to grow and develop as far as their potential permits.

Without the discretion clause, some students could still be in grade school until they reach the age of
sixteen which could cause serious problems, both for the student and for the classroom.

8 Alberta University Admin Costs (Wilf Pelletier)


Whereas:
1 there is widely reported need for more accountability of programs, and their related reporting, costing,
choices, and general administration by the boards administering higher education in Alberta and in
particular the Universities of Alberta and Calgary;
2 specific situations have been identified by the Auditor General as requiring substantive corrective
administrative action;
3 that some of the deficiencies that have been identified were either not reported to the Auditor General
and/or have not been complied with;
4 there is an indication that deficient management practices of the administration in one of the
universities, has placed that particular university at risk of losing some $80.0 million in research grants;
5 the universities of Alberta and Calgary have suffered large investment financial losses in 2008 and
2009 by selecting questionable high risk investments products for inclusion in their investment portfolios;
6 the universities of Alberta and Calgary are directing a disproportionate share of financial resources to
administration and research costs at the detriment of teaching and education functions;
7 the University of Alberta executive salaries and benefits exceed substantially that of their peers in other
provinces and in particular the president’’s salary and benefits exceeds that of other public officials with
greater responsibility including that of the President of the United States; and,
8 the president of the University of Alberta has set a goal of achievement for the university that would
place the U of Aas one of the top 20 in the world without apparent perimeters and that can only result in
the risk of pursuing ranking by deflecting more funds from the education function to seek a prestigious
standing of ““excellence””.

Be it resolved that a Wildrose Alliance Government will:


• undertake a comprehensive study and review of all aspects of the administration of higher
education in Alberta and specifically the administration of the Alberta and Calgary universities;
• direct that the high education department improve its requirements for annual reports from
post-secondary institutions, to bring them in line with the government’’s standards for annual
reports from the ministries;
• direct the high education department to have annual reporting standards that hold post-
secondary institutions and their management accountable for their control
• direct that universities make optimum use of public resources including ““best practices””
philosophies;
• direct that senior executive university salaries and compensation be established by the
minister responsible for higher education.

9 University Fees (Wilf Pelletier)


Whereas:
1 the Alberta government has invited university boards to provide input for an amendment to the Tuition
Fee Regulation (due to expire August 2016) whereby the cabinet is empowered to amend such
regulation at any time and without consideration by the Legislature;
2 the university boards (Edmonton and Calgary) have ““targeted”” professional faculties such as medicine,
business, law, engineering, dentistry and pharmacy for fee increases- some as high as 66%;
3 a negative result (among several) of such ““targeting”” of fees limits career and educational choices
according to students’’ financial means, rather than their ability and aptitudes, and ultimately is a threat to
Alberta’’s economy due to possible shortages of professionals in the ““targeted”” areas by the university
boards;
4 post secondary education fees in Alberta are already the third highest in Canada (at more than $600
above the national average) and are about to challenge for the second highest as a result of the
““targeted”” fee structure being contemplated by the university boards and the government;
5 in November 2006, the Klein government championed its tuition policy as critical to ensuring affordable
post-secondary education, committing $136 million over three years to schools to make up for lower
tuition revenue; capping increases at inflation was a centerpiece;
6 the Stelmach government during its election campaign and later in 2009 re-affirmed adherence to the
tuition fee regulation expiring in August 2016;
7 students and families need certainty when planning finances and related matters for the duration of
advanced education; and
8 numerous empirical studies have shown and validated the enhanced human capital value and
economic /financial benefits accruing to a society as a result of post secondary education; and a good
post secondary education is a key to success of Alberta in an increasingly competitive global market.
Be it resolved that a Wildrose Alliance Government will:
• Adhere to the public post-secondary institutions’’ tuition fees regulation (Alberta Regulation
273/2006) expiring in 2016
• In particular, in setting the tuition fees for an academic year, a board may increase tuition fees
only if the average tuition fee increase per student does not exceed the product of:
the average tuition fees per student in the preceding academic year, multiplied by
the percentage annual change in the Alberta CPI, and rounded to one decimal place.

institutions. Enrolment numbers have to be reduced as seats are being used to repeat courses.

It is not possible to spend dollars and acquire safety.


Our system has to move to a philosophy that education is a privilege that comes with responsibilities.
Those who don’t assume the responsibilities lose their privilege to be in school and if they are removed
they should also lose their privilege to obtain welfare.
The second issue is that budget allocations are base on a credits earned and so students are retained in
schools when they are not attending simply because schools have to retain the students to receive the
money for expenditures already made.
The third issue is that our public school system is not designed to meet the needs of all students and is
actually a destructive force in their lives because they don’t fit. Some need to move into the trades in their
high school years where they can use the gifts and talents that they have.

and cogeneration of heat produced during these processes that would otherwise be wasted.
A Wildrose Government supports the reclamation and remediation standards set the ERCB,

methods (such as unitization) of the resources is critical to ensure limited environmental impact
as well as economic stability.

There are five parts to the proposed solution, each given as a separate bulleted paragraph
below. Together these five constitute a comprehensive reform package for health care in
Alberta.

This resolution is poorly worded. This policy is inconsistent with the beliefs of most pro-lifers
who recognize that there are occasions when some terminations of pregnancy are acceptable
especially to protect the life of the mother.

This resolution as worded is likely unconstitutional.


The 1984 Supreme Court decision left room for regulation of abortion and for regulation of which
procedures can be paid for. However, it said that a blanket ban on abortions was
unconstitutional and consequently that a refusal to pay for all abortions including in situations
where a termination would save the life of the mother, or in cases of rape and incest, would
likely be ruled unconstitutional.

• Appoint a Firearms-friendly Chief Firearms Officer (CFO) who answers to Albertans - not to
Ottawa;

described in the Constitution;
• Aggressively prosecute the illegal use of firearms by real criminals, while instructing a
provincially-appointed CFO to use common sense an the considerable discretionary powers
afforded by the federal Firearms Act to mitigate the enforcement of made-in Ottawa paper
crimes where no criminal intent or unsafe act occurs;
• Entrench property rights protection in law that would provide all Albertans with the right to a fair
hearing, the rights to appeal confiscation orders, and the right to fair and timely compensation
when legally-owned firearms are confiscated from law-abiding gun owners due to any arbitrary
change in federal regulations (such as changing semi-automatic hunting firearms to a prohibited
category).
• Maintain an up-to-date registry of persons determined by police and a provincial court judge to
be too dangerous to own and acquire firearms; and,
• Prepare annual reports to be tabled in the Legislature on (a) Violent Crime, including domestic
violence: assessing the causes and preventive measures; (b) What is killing Albertans:
assessing the causes and preventative measures; and (c) Outdoor Activities including hunting,
fishing, trapping, and shooting sports: assessing the environmental impact, societal benefits and
costs.

x Whereas, we the seniors of this province have served faithfully, with courage, integrity
and purpose, paid our taxes. Hardworking, we continue to be the back bone, the strong
fibre that has made this province, the best and most prosperous in Canada.
x We submit that the Adult Guardianship and Trusteeship Act is unjust legislation that
disregards citizenship rights and violates the Charter of Rights and Freedoms and is
designed to disarm seniors of their right to protect themselves and their property.
x This Act, gives the legal right to violate the privacy and safety of one’’s domicile.
x It allows the Court to determine competency in ones absence. Once declared
incompetent, a citizen is deprived of all democratic rights.
x We therefore submit that the Adult Guardianship and Trusteeship Act is unacceptable to
us and should be rescinded.

Therefore, be it resolved that: a Wildrose Alliance Government would rescind the Adult
Guardianship and Trustee Act.

opportunity to own their own homes, be it resolved that a Wildrose Alliance Government will work with
First Nations and federal officials to design a program to encourage home ownership and thereby help
alleviate the lack of housing.

4 there is a legal requirement for consultation with First Nations about such development in traditional

family and individual abuse situations through no fault of their own;
3 Whereas some of these afflicted Albertans cannot lead and live a productive, contributing life
in Alberta/due to the economic and financial cost of supporting themselves and their dependents
are beyond their earning capacity;
4 Whereas some of these afflicted Albertans cannot lead and live a productive, contributing life
in Alberta due to the limited availability of support for their dependents while they pursue
employment and/or
education;
Be it resolved that a Wildrose Alliance government will
• evaluate and enable social and economic measures, which enable Alberta citizens and their
families to return to productive and contributing life in Alberta without negative compromise to
themselves, their dependents and government finances.
• As the cost of poverty to Alberta is higher than the cost of remedial, support measures. These
measures may include:

affordable housing support
mass transit support
