In addition, the legislation requires that state universities report textbook adoption compliance for the previous academic year. At minimum, report wide cost variance by dollar amount and percentage. The general education courses offered in Fall 2016 were identified by the Registrar's Office. Based on policy set for curriculum by the Faculty Senate, Campus Solutions, the campus enterprise resource planning system, was used to pull the course information for general education (e.g., course number, instructor, enrollment, textbook information) as of August 2, 2016. A total of 235 general education courses (1243 course sections) were identified. This data was merged with the cost information provided by the University Bookstore. Using this information, we identified the average cost and cost variance for new retail textbooks available through the university bookstore. After reviewing the textbook cost data, wide cost variance is defined as $100 or more and 20% or more over the course’s average cost for textbooks and instructional materials, These criteria were based on clear breaks in the frequency of costs. An analysis of the costs of textbooks and instructional materials was calculated with the courses with wide cost variance identified. The results of the analysis are provided in the appendix. Is the cost variance justified with no actionable steps required or is follow-up required because the cost variance is not a justified variance? Describe the justification(s), if any. Four general education courses with required textbooks were identified as having high cost variance: ECO 2013 (Principles of Macroeconomics), ECO 2023 (Principles of Microeconomics), GEO 1330 (Environmental Science), and SYO 3100 (Families and Social Change). In the case of the two economics courses, the textbook and instructional material information entered into Campus Solutions was miscoded, When the information is corrected, these courses do not meet the high cost variance threshold. For the two remaining courses, the variation exists because some sections had a required textbook, while another instructor did not assign a required textbook, but instead is using publications and resources available from the web. The difference was justified given the focus of the instruction in the two courses. The university will continue to monitor textbook costs and work with the colleges to ensure that cost variances are minimized. No general education courses with recommended textbooks had a wide cost variation identified. ©) Describe the textbook and instructional materials selection process for general education courses with a wide cost variance among different sections of the same course. The selection of textbooks and instructional materials is the same actoss campus. Each instructor adopts the course material for his/her course. d) What measures, ifany, will be taken by the university to reduce wide cost ‘variance among different sections of the same general education course? ‘The university will continue to monitor wide cost variance among the different sections of the same course. If the same course is found to have wide cost variance for more than two consecutive semesters, then the department chair will be asked to provide a written justification for the wide cost variance or to select textbooks and instructional materials closer to the average cost for the course, Page 3 of 7 ¢) Explain the methodology used for identification of general education courses with jigh enrollment. What is the university threshold for a course to be identified as high enrollment? High enrollment courses are identified as courses with course sections greater than 100 students. High enrollment general education courses for Fall 2016 were identified by the Registrar's Office. Campus Solutions was used to pull the course information (e-g., course number, instructor, enrollment, textbook information). All general education course costs have been identified and analyzed. A) Describe the textbook and instructional materials selection process for general education high enrollment courses. The selection of textbooks and instructional materials is the same across campus. Each instructor adopts the course material for his/her course. 2) Specific Initiatives of the University Designed to Reduce the Costs of Textbooks and Instructional Materials 4) Describe specific initiatives of the institution designed fo reduce the costs of textbooks and instructional materials. Florida State University currently has a policy that requires textbooks to be put into Campus Solutions system by the first date of course registration (e.g., mid-March for ‘Summer and Fall Semesters and October for Spring Semester). Students access the Campus Solutions system through my.FSU.edu in order to use the course look up feature to make decisions about course registration. The textbook information is included in the system. Students are able to make decisions about courses, considering textbook costs, months in advance of the start of the term. This textbook information is also available to the University Bookstore (Follett) through a university contract, which allows the bookstore to ensure that textbooks are available in various formats, depending on availability. For example, a textbook may be available in new, used, rental, or digital format. [fit is available in alternative formats, then the University Bookstore makes it available to students, often at a price lower than the new retail version. The University Bookstore has a “price match guarantee” that Page 4 of 7 allows students to price match against Amazon, Barnes & Noble, Chegg, or a local competitor. In addition, University Libraries have a course reserve program in which faculty can request that textbooks and/or instructional material be placed on reserve for access by students. Course materials available through the course reserve program are searchable by course, instructor, and title through the library catalog. Each academic department is assigned a subject librarian who communicates to faculty about library services, including course reserves. Students obtain information about the course reserves from the course instructor. For Fall 2016, the course reserve program at the University Libraries included the material for over 50 general education courses, Some academic programs, such as the Mathematics Department, have developed lecture outlines, course notes, video clips, and problem sets that are available to students enrolled in general education courses such as MAC 1105, MAC 1114, and MAC 1140. These resources are available online and at no cost to students; these materials allow the cost of textbooks and instructional materials to be kept lower ») With implementation of the initiatives, has there been any reduction in cost of textbooks and instructional materials to the students? Florida State University currently has a policy that requires textbooks to be put into Campus Solutions enterprise planning system by the first date of course registration (e.g,, mid-March for Summer and Fall semesters and October for Spring semester). The Provost's Office establishes the deadlines for instructors of record or their designee to assign required and recommended textbooks and input identifying information into Campus Solutions. Compliance is monitored by the Provost's Office and regular reports are provided to the Provost to prompt full compliance, Students access Campus Solutions through my.FSU.edu to use its course look up feature to make decisions about course registration. The textbook information is included in the system. Campus Solutions is password-protected and allows any enrolled student access to course and textbook information. Students are able to make decisions about courses, considering textbook costs, months in advance of the start of the term. b) Report the number of courses and course sections and the tatal percentage of courses and course sections that were able to meet the textbook and instructional materials posting deadline for the academic year, For the previous academic year (2015-16), the textbook affordability law, then in effect, called for required textbooks to be posted on the university’s website at least 30 days before the first day of class for each term. In 2013, the state auditor general audited the university’s compliance with the textbook affordability law and had no findings. At the exit meeting on August 18, 2016, the auditor general's staff indicated that noncompliance for Academic Year 2015-16 was less than 2%. Effective July 1, 2016, the new law expects that information on required and recommended textbooks and instructional materials be posted at least 45 days prior to the first day of class for each term for at least 95 percent of all courses and course sections, To be considered in compliance, all textbooks must have been assigned in ‘Campus Solutions at least 45 days prior to the first day for each course section. Using this methodology, the course section compliance for the 2016 law, applied retrospectively for the Academic Year 2015-16, is reported below.
