Program Analyst for the Washington Army National Guard Recruiting and Retention
Battalion and State Incentive Manager

Program Analyst Manages a 5 million dollar annual budget with expenditures ranging
from GSA leases, Government Contracts, Tele-Communication Equipment, Marketing
and Advertising and standard supply. Analyze and develop annual budget requirements,
utilizing multiple databases and programs to assure proper execution and forecast
expenditures. The Program Analyst position is charged with being the fiscal steward of
all RRC funding and has oversight of all purchases and contracts. Program Analysts are
required to attend numerous financial and fiscal law courses.

State Incentive Manager (IM) for the Washington Army National Guard.
Customer/soldier service is the hallmark of the position. Administer for the Selective
Reserve Incentive Program (SRIP) for the entire Washington Army National Guard.
Responsible for the tracking and timely submission to DFAS for all bonus payments and
ensures payment accuracy. Monitor the status of all bonus recipients and terminates
bonuses as required. IM acts as the subject matter expert for the state and assists
soldiers and unit administrators in all aspects of bonus submittal and solves payment
issues when necessary. Conducts training to the full time force in the different SRIP
programs and publishes guidance updating recruiting and retention personnel on current
policies and changes. Submit requests for student loan payments to Military Pay for
Soldiers participating in the Student Loan Repayment Program and ensure all payments
are made in the proper amount. Assists soldiers in applying and managing their Student
Loan repayment needs when necessary.

Maintained all information for planning, budgeting, and accounting for all monies the
Recruiting and Retention accounts. Reviewed and recommended actions for unliquidated
reviews, midyear, and annual budget submission. Maintained records and accounts for
all transactions, orders, and travel incurred in those accounts. Prepared and signed all
miscellaneous obligation documents, transmittal letters, fiscal commitments, and other
budget/account documents as needed. Reviewed the financial status plan daily and
identified allotment/AFP shortfalls to the Program Director. Managed the Washington
Army National Guard Bonus and Student Loan Repayment Programs.
