I BAGDES-CANNING
La;t
On September 22, 2016 1 was detailed to a dignitary Protection detail for Republican Presidential Candidate Trump. I was working
along with Secret Service counterparts as well as Det. Larry Ferrilli and Det. John Gagliardi. At approximately 1245 we were
notified that a group of protesters was moving toward our location at the Duquesne Club at 325 Sixth Ave. At this point, there was
already a group of about 30 protesters at our location. I went to the first floor lobby area to assess the crowd from street level. I
saw a large group of very boisterous protesters who were advancing on the front door of my location. At this time, the first of two
gatherings was ending and approximately 100 people were attempting to exit the front door. The guests and members of the
Duquesne Club were unable to exit the club because their path was blocked by the Actor and others. This was causing great
alarm to the hotel employees and guests who were trying to leave amongst the unruly crowd. I asked hotel managers if they were
going to allow these protesters onto their private property. They said absolutely not, they are not allowed inside this building.
The actor, later ID as Michael Canning DOB 8/23/1953, pushed his way into the revolving door of the Club. Canning was
holding one side of a very large sign that was originally stretched across 6th Ave. I radioed for assistance at the main entrance and
stated that the protesters were attempting to breach the front door. While the actor was trying to gain entry he was told by Det.
Ferrilli to leave the property or he will be arrested. The actor said he is not going anywhere. Det. Feriili then pushed revolving door
enough to get Canning into the lobby area where Det. Gagliardi was able to do a leg sweep and take the actor to the ground. I
then assisted Gagliardi with forcibly handcuffing the actor who was refusing to place his hands behind his back while on the
ground. I grabbed hold of the actor's left arm and placed one handcuff on it. Then I was able to gain control of his right arm and
place him into custody. The actor was still being very loud and boisterous in front of the crowd that had gathered in the lobby.
Secret Service agents responded to our area and spoke to Canning and a transport wagon was summoned. Ryczaj and White
arrived and took custody of Canning and after the area was safe departed with Canning to the ACJ. The handcuffs were checked
for tightness and double locked. He was taken to the ACJ without incident.
I did not believe that the actor would cease his behavior and leave the area if he were released, because he was not obeying any
direct orders from officers on scene and appeared to a be a leader of the group that was attempting to create civil unrest. Canning
did self-admit to being the leader of his group that were present at the protest.
Use of Force Forms completed.
