In securing a building permit, the following steps must be accomplished for successful

approval of the permit.


Starting with the lot, if the applicant is the registered owner of the lot he/she must present
the true copy of the land title obtained from the Register of Deeds (RD), this serves as
proof of ownership of the land where constructions will take place. This is a very crucial
and primary to proceed to other steps. In cases like the lot not presenting a true copy of
the land title, they can accept an award copy from DENR. But if the client isnt able to
present any of the two straight away they wont allow you to have a building permit.
Once you have secured the certified true copy of land title, the next thing to do is to
obtain the survey plan or site map by a Geodetic Engineer to confirm the location of your
lot. It will be then signed and sealed after a clear geodetic analysis has been conducted on
the lot
There could be cases where the applicant is not the registered owner of the lot, he/she is a
lessee meaning he pays rent to use land property, they are required to present a certified
photocopy or original or duplicate copy of the contract of lease.
Obtain a Tax declaration from City assessors office and a Latest quarter of the real
property tax receipt or certificate of non-tax delinquency from the City Treasurers office
to ensure that there are no back taxes, if they find out about any back taxes they wouldnt
accept or receive your building permit proposal, because they need to find out if your
taxes from the government comply to the laws.
The next thing that will be handled are the duly accomplished building permit forms,
which are the ones to be filled up by the applicant together with the prepared plans by
engineers and architects. The plans consist of 8 sets. 5 sets are to be submitted to CBAO,
1 set for zoning, the type of zoning should be classified to specify whether the zones
could be used for either residential or commercial buildings, 1 set for fire, , 1 set for
CEPMO (City Environment and Parks Managing Office) CEPMO strives to ensure the

following building plans consist of architectural plans, structural plans, mechanical plans
if applicable, electrical design analysis and plumbing. Building specifications and Bill of
materials or Cost estimates will come from private professionals. (Architect, mechanical
engineer, electrical engineer, civil engineer, master plumber/ sanitary engineer)
It is also important to have a clear picture of the site where the construction will take
place. Now it is time to conduct Soil analysis for commercial or residential buildings with
3 storeys and above but there is an exemption to buildings less than 3 storeys it is not
really necessary to conduct soil analysis. this is to assess the suitability of the soil for
your construction project. Soil inspection is the first step to proceed any construction you
must check your soil for strength, density, compaction, contamination, organic and sand

content, all these have an impact on your construction project. If the soil isnt tested
correctly then its possible to have complications when you start with the building phase.
It is required to submit an updated professional tax receipt and PRC license of all the
professionals who are involved in the application forms and plans, this is to ensure that
their licenses are still valid, for the liability of the engineer/ architect to a structure.
Next activity is conducted at the City Hall for the applicant to receive the Zoning
Compliance Certificate, the applicant must bring with him/her the plans, bill of
materials/cost estimate, building specifications. All of these will be speculated for the
analysis of the zoning, to classify whether the zones could be used for residential or
commercial buildings and from here you can specify the limitations when constructing a
particular building and its exemptions, considering the setbacks and fire walls. We can
differentiate the exemptions of a commercial building to a residential building with the
use of setbacks and firewalls a given example are the buildings found along session road,
we can see that the buildings have maximized their building area by using fire walls this
is an acceptable exemption.
The next activity is the Fire Safety Evaluation Clearance from the Fire department, they
are in charge of evaluating the plans and specifications submitted by the applicant to
ensure that they conform to the fire safety and control requirements of the fire code.
Clearance from other government agencies is required to ensure that the construction
follows the standards and requirements of the zoning ordinances. For example, if the
property is located alongside national road you must have a clearance form DPWH, if the
property is located alongside the airport you must have a clearance from the Aviation
Transportation Office, if the property is located near mansion house then a clearance from
the Presidential Security Group and etc.,
A mandatory procedure is ensuring a Certificate of construction safety health program
from Dole. This is for the protection of each and every workers against the dangers of
injury, sickness, or death through safe and healthful working conditions, thereby assuring
the conservation of valuable manpower resources and the prevention of loss or damage to
lives and properties, consistent with national development of every worker as a complete
human being.
Once completed, the Building and Architecture Office will receive the application of
permit/s and the pre evaluation of the plans, the process begins with the inspection of the
site

Now, all of these processes should be in the Construction logbook, which consists of the
day to day activities during the construction, this matters when you apply for the
occupancy permit to be checked by the engineers.
