IMPORTANCE OF ASEAN COSMETIC DRIVE

The ASEAN Cosmetic Drive strengthens the cooperation between the other member
countries in facilitating an agreement to ensure the safety, quality and claimed benefits of all
cosmetic products marketed in ASEAN countries. The negotiations also eliminate restrictions to
trade of cosmetics amongst member nations or in another word, to facilitate free movement of
cosmetic in ASEAN region. The harmonization of cosmetic regulations in the region will benefit
the consumers which will provide the, a wider choice of safe cosmetic products, the regulatory
bodies which can implement one simplified regulatory system and the cosmetic industry that is
open ASEAN as one single market for manufacturers, with more than a million number of
consumers. The ASEAN Member countries will advance from having the traditional methods to
a new modern approach. It also helps in building cosmetic/ingredient safety database for the
industry. Research breakthroughs can be found and new product technologies can be made
available to consumer faster plus the fact that the product to trade cycle will be shortened.

SAFETY REQUIREMENTS contained within the ASEAN COSMETIC DIRECTIVE

1. Must not cause damage to human health when applied under normal or reasonably foreseeable
condition of use
- It is of utmost important that any cosmetic product would not harm its consumers as
they are using it for their benefit. Safety should be taken into account right at the start when you
develop a product for market. If your product develops safety issues or injures someone, you
may be liable for costly remedies or face potentially damaging publicity or legal action. If you
supply products to overseas markets, you should seek independent legal advice. Take particular
care with products to be used by infants and children as they cannot identify hazards and rely on
others to keep them safe. It has to be made sure that there will be provided information with the
product that clearly states the age range it is designed for. Products and services that comply with
safety requirements will gain wide acceptance, as they inspire confidence among customers.

2. Products produced under GMP

- Consumers expect that each batch of products they take will meet quality standards so
that they will be safe and effective. Pharmaceutical quality affects every consumer. FDA
regulates the quality of pharmaceuticals very carefully. The main regulatory standard for
ensuring pharmaceutical quality is the Current Good Manufacturing Practice (CGMPs)
regulation for human pharmaceuticals.

3. Safety data available

- Safety date is intended to provide comprehensive information about a substance or
mixture for use in workplace chemical management. They are used as a source of info about
hazards, including environmental hazards, and to obtain advice on safety precautions. The Work
Health and Safety Regulations (WHS Regulations) require the manufacturer or importer of a
hazardous chemical to prepare an SDS for the chemical. Additionally, a supplier must provide
the manufacturer or suppliers current SDS for the hazardous chemical on first supply to a
workplace and upon request.

4. Labeling meets requirement

- The label on a product gives us a list of ingredients to show us exactly how healthy (or
unhealthy) it is. You can avoid health risks can be avoided. Labels are particularly helpful when
it comes to using a medicine or product.

5. Component & finished product evaluated for aspect of safety

- Product certification or product qualification certifies that a certain product has passed
performance tests and quality assurance tests, and meets qualification criteria stipulated in
contracts, regulations, or specifications
