STATEMENT OF WORK

Objective:
The purpose of this contract is to procure personal services to serve as a Program (and Training) Assistant, aiding in the
support and training of PC Volunteers, and to perform duties in support of Program Sector activities (-----------------------------).
Tasks:
1.

During approximately 22 days per year:


a)

Visits PC/__ Volunteers (PCVs) of the Program Sector served, at their place of work and their homes,
during two days per quarter, in coordination with and per the instructions of the respective Associate
Peace Corps Director (APCD) for their Sector, in order to gather pertinent information. The Contractor
will also visit local host country agency representatives and local authorities to complement information
gathered. The Contractor shall prepare a report on every site visit according to a format provided by the
Contracting Officer.

b)

At the discretion of the appropriate APCD, conducts site surveys for the placement of PC Volunteers of
the two Sectors, completing the appropriate site survey forms per information gathered during fist-hand
observation on site. Site surveys completed, in the number of approximately fifteen, will be checked
and/or verified and approved by the corresponding APCD.

c)

As requested by the PC/__ Program and Training Officer (PTO), participates in PCV Pre-Service Training
(PST) sessions on Development and Cultural Adaptation (DCA) as well as in In-Service Training (IST)
Reconnect sessions, with the purpose of providing their cultural perspectives on various issues. PST for
the Sector served will be conducted during one yearly cycle, and Reconnect will be provided three months
later.
(Alternative clause: With information provided by the APCD/Sector, designs and implements a PCV PreService Technical Training on the focus specialty, utilizing the competency system, KSAs, monitoring and
evaluation training systems, as well as In-Service Training (IST) Reconnect Sessions. PST for the Sector
served will be conducted during one yearly cycle, and Reconnect will be provided three months later.)
As instructed by the corresponding APCD, assists in the organization and logistic support of Mid
Service Conferences and Technical IST, which are conducted during one day and five days per year,
respectively.

3.a)

Drafts program documents according to detailed instructions by the _______________ Program Specialist and
the Program and Training Officer, and statistical data collected by the incumbent, after determining the
appropriate format for said documents in English and ___(language)_________; determining internal clearance
points and obtaining clearance for said program documents, and attends program workshops and retreats to be
informed of policy decisions and trends.
Is informed of the development and implementation of the various projects of the sector incumbent works with,
through attendance to and reports of quarterly evaluative and planning program meetings and Volunteer midservice conferences held in the PC office and/or in the rural areas, and which Host Agency personnel, PC
Volunteers the PC Program Specialist and the PC Director and/or Program and Training Officer also attend, as
well as the orientation given by the other trainers to PC Trainees, local officials and Host Country Agencies; with
the purpose of keeping good public relations with the Host Agencies and serve as facilitator for logistical project
needs. With the general guidance from the Program Specialist, prepares budgets, agendas, related material and
schedules for these conferences and seminars.

b)

Resolves logistical problems for PC Volunteers when aiding them in obtaining individual items that had already
been authorized globally for groups of Volunteers, or when aiding them in procedures for the resolution of
personal issues. Serves as the first contact when Volunteers from the particular sectors of influence, arrive at the
PC office, giving them primary attention and channeling their requests and/or problems to the appropriate office or
to their Program Specialist.

c)

Coordinates obtaining Volunteer Host Agency identification documents, requesting them, facilitating the
necessary photographs or other inputs, and distributes them to Volunteers.

4.a)

Serves as informational liaison between PC and Host Country Agencies in absence of the Program Specialist.

b)

Orients newly appointed Program Specialists on the various projects in their sector and their history, and PC
Volunteers in same and their specific strengths and weaknesses.

c)

Serves as sounding board for the Program Specialist in the sector with which incumbent works.

d)

Develops good public relations with Host Agency and other visitors of the sector with which incumbent works,
through telephone contact, on site visits and when they visit the PC office.

5.a)

Drafts correspondence and establishes and maintains project activity and program files, filing and distributing
correspondence for the assigned Associate Program Specialist.

b)

Sets up meetings for Program Specialist with other Volunteers, Host Country officials and other PC staff.

c)

Distributes to, monitors and receives books from PC Volunteers from sector technical libraries by specialty areas.

d)

Estimates and writes in-country travel authorizations and travel reimbursement vouchers for Program Specialist.

e)

Other administrative and clerical duties as assigned.

In the case of absence of the Program Specialists, provides initial program orientation to PC Trainees. Under the
supervision of the Program Specialist, invites local authorities, Host Agency representatives, the training center,
Trainees and PC staff, to training/orientation events, once per training cycle, as instructed by the APCD.

The PSC will be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or
services to PST/IST training site, or other locations as directed by the Contracting Officer, or designee. The PSC
will not be functioning as a procurement official but will only be acting as an intermediary between the Contracting
Officer and the vendor. The PSC will not exercise any procurement discretion concerning the supplies or services
to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.

Qualifications:
a.

Having a College degree in _____________, ____________________, language, cross-cultural


Education:
training, or training of trainers, is required. Five years experience in a related field is an accepted substitute, in
addition to Prior Work Experience requirements.

Post Entry Training: Organized on-the-job training on the PC programming system and program document
preparation; and ways of measuring Volunteer morale and motivation; also manners and methods of providing
emotional support and methods of identifying cross-cultural differences.

Must have knowledge of Peace Corps Organization and of program and projects in assigned

Must have had four years of progressively-responsible experience in related field.

Level IV English is required, as is the same level in the local major language.

Abilities and Skills: Must be able to understand and relate well to the ____________ and American cultures.

per detailed instruction. Must be a very-well organized person, with excellent human relations. Also, must have
initiative and good judgment. Must be able to drive a shift-gear 4-wheel drive vehicle to be used in PCV site
visits. While traveling alone.

Position Elements:
a.

Incumbent is supervised by a (US or a HCR PSC) Project Specialist, who is

responsible for a specific program sector. Supervision received is limited. Supervisor provides general outline of
work to be performed and then checks for correction of final product.

Peace Corps Program and Training System, Peace Corps Integrated Planning and
Available Guidelines:
Budget System, Peace Corps Project Plans, Manual issuance on developing Descriptions of Work and Volunteer
Assignment Description and Peace Corps Operational Manual.

c.

Requires to exercise judgment on the design of technical Pre-Service and InExercise of Judgment:
Service Training, and on what information should be gathered and is pertinent to include in site surveys and site
visit reports, and whether or not information gathered on site needs to be pursued further, to provide a valid
picture of site problematic, and whether changes on documents not previously discussed are acceptable, etc.
Incumbent needs to judge way of establishing priorities in own work Also, an adequate referral of PCV problems
or resolution of simple personal PCV issues.

d.

Authority to Make Commitments: Authority to make commitments is limited to deciding on proper training
technical training design, to be approved by supervisor, and committing supervisor to meeting times and dates
with highest-rank Host Government officials.

e.

Nature, Level, and Purpose of Contacts: Has contact with Volunteers, other Peace Corps Staff and Host Agency
officials up to the _________ level. Uses contacts to obtain or verify training, program or project information at
the Volunteer sites or the PC Office, resolve minor program or personal issues for Volunteers, obtain clearances
for documents, etc. Has contact with other Trainers to ascertain Volunteer motivation and morale and to
determine manner in which Contractor participates in PST/IST .

f.

Time Required to Perform Full Range of Duties: One year, which is the programming cycle.
