Protection study in fi scal year 2009. The entity to receive fundi ng for this project is the
US Anny Corps of Engineers, New Orleans Distri ct, located at 7400 Leake Avenue, New
Orleans, LA 70 11 8. The Corps is directed to expedite the study under the Water
Resources Development Act of2007. The fu nding would be used to advance the
feasibility stud y for the Southwest Coastal Loui siana Hurricane Protection, LA, project.

Calcasieu Lock is a bottleneck on the Gulflntracoasta l Waterway (G rwW) system in
Louisiana, causin g delays in transportation and interstate commerce. The funding would

Dear Chairman Visclosky and Congressman Hobson:
As you consider appropriations for Fiscal Year 2009 for Energy and Water
Development, I am respectfully requesting funding for the following project important
to the Fourth Congressional District and the State of Indiana. I certify that neither I
nor my spouse has any direct financial interest in this project.
For over the last century, the cities of Lafayette and West Lafayette, Indiana,
have worked in cooperation to improve the quality of life for area residents. Caring
for the Wabash River has been a key component in their efforts. The Wabash River
cuts between the dual cities, and is the most significant natural resource of the area.
Over 183,340 Hoosiers call Lafayette and West Lafayette home, and need
assistance in giving the river's ecosystem the attention it deserves. Local efforts to
improve and care for the riverfront have been ongoing, earning both local and State
support. Importantly, the Army Corps of Engineers (ACOE) has completed hydraulic
and other studies on the river in Lafayette but more remains to be done.
Therefore, I would like to request $100,000 for the Tippecanoe County Board
of Commissioners (200 North 2nd Street, Lafayette, IN, 47901) to fund a
Reconnaissance Study for the ACOE to determine the federal interest in the Central
Wabash River Corridor Enhancement project. These funds would allow the ACOE
to access the condition of the river and assist the local communities in developing a
Master Plan that would investigate various development projects along the Wabash
River. The project will incorporate information and data from the FY 06 and 07
Wabash River Hydraulic Studies and the in-progress Planning Assistance to States
FY 08 corridor master plan project to develop an overall corridor master plan to
guide future activity. The project will examine the level of federal interest in
participating in a project to implement flood reduction management, initiate
ecosystem restoration, and enhance recreation.
Consistent with the Republican Leadership's policy on earmarks, I hereby
certify that to the best of my knowledge this request (1) is not directed to an entity or
program named or will be named after a sitting Member of Congress (2) is not
intended for a "front" or "pass through" entity; and (3) meets or exceeds all statutory
requirements for matching funds where applicable. I further certify that should this
request be included in the bill, I will place a statement in the Congressional Record
describing how the funds will be spent and justifying the use of federal taxpayer
funds.
