CONSTRUCTION OF THE UNIVERSITY OF THE PHILIPPINES
OPEN UNIVERSITY TEACHING AND LEARNING HUB
The UP Open University (UPOU), through the UP Open University Revolving Fund, intends to apply the sum of
Twenty One Million One Hundred Ninety One Thousand Eight Hundred Thirty Nine Pesos & Seventy Seven Centavos
(PhP 21,191,839.77), this being the Approved Budget for the Contract (ABC) for the project Construction of the University
of the Philippines Open University Teaching and Learning Hub (Reference No. ITB No. 16-11-001). Bids received in
excess of the ABC shall be automatically rejected at bid opening.
UPOU now invites all prospective contractors to submit bids for the project Construction of the University of the
Philippines Open University Teaching and Learning Hub. Prospective contractors should possess a valid Philippine
Contractors Accreditation Board (PCAB) License Category B for General Building and Registration Particular for
Medium A for GB-1 Building or Industrial Plant. The project should be completed within one hundred fifty (150) calendar
days, the starting date being seven (7) calendar days from the issuance of the Notice to Proceed. Bidders should have
completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the project and
equivalent to fifty percent (50%) of the approved budget for this contract.
Bidding will be conducted through an open competitive bidding procedure using a non-discretionary pass/fail
criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the
Government Procurement Reform Act. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or
organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the
Philippines.
A complete set of bidding documents may be acquired from the address below and upon payment of a nonrefundable fee for the bidding documents in the amount of Twenty One Thousand Two Hundred Pesos (PhP21,200.00) only.
It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS)
provided that bidders shall pay the non-refundable fee for the bidding documents not later than the submission of their bids.
A pre-bid conference will be held on 10 November 2016, 1:30 P.M. at UPOU Headquarters, Los Baos, Laguna.
Only those who have purchased the bidding documents shall be allowed to attend and participate in the pre-bid conference.
The Opening of Technical Proposal shall be on 22 November 2016, 1:30 P.M. while the Opening of Financial
Proposal shall be on 29 November 2016. 1:30 P.M. at UPOU Headquarters, Los Baos, Laguna. Bids must be delivered to the
address below. All bids must be accompanied by a bid security in the form and amount stated in ITB Clause 18. Late bids
shall not be accepted.
UPOU reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time
prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
Interested bidders may obtain further information from the BAC Secretariat and inspect the bidding documents
from 8:00 AM to 5:00 PM Monday to Friday at the Supply and Property Management Office (SPMO), UPOU Headquarters,
Los Baos, Laguna.
