1.2 Basis
Manpower recommendation in Logistics Department is based on
activities done by Section In charges, Officers, Managers and
Supervisors for co-ordination, follow up, dispatch analysis, preparing
MIS reports, planning and developing strategies for outbound
logistics state wise depending upon last one year data of dispatch of
Logistics Department.
At Section In Charge, Officer, Manager level, broadly following
activities have been considered:1. Planning and developing strategies for outbound logistics to
ensure good reach to customers.
2. Analysis of dispatches, checking of depot stock, checking of MRN
report and transit report.
3. Coordinating with Transporters, Marketing personnel, Business
partners, Parties, Government System Officials for dispatches,
incorporating strategic changes, order allocation, availability of
trucks, increasing fleet population, smooth movement of trucks,
cost effective and timely execution of orders, filling of state
border forms, etc.
4. Co-ordinate with packing plant about the current loading grade of
cement for smooth loading.
5. Preparing MIS reports as required by the Management and HOD
(Logistics).
6. Working with GPS tracking system for back unloading case,
checking of routes & faster delivery of consignment through
monitoring.
7. Reviewing freight activity, performance of transporters,
comparison of freights to make freight competitive
8. Reviewing Business Intelligence and ERP reports

Note 1:1. Refer Table 5: - Responsibilities and activities of Assistant Manager (General & Administration) should be equally
distributed among Section In charge (North-UP & Delhi), Section In charge (Gujarat & MP), Senior officer (Bill Passing)
and Senior Assistant (GPS) thereby facilitating the merging of Assistant Manager (General & Administration) and
Officer (Rakes)
2. Activities of Assistant Manager (General & Administration) like Signing EGP, Checking of borders form, Working with
GPS Tracking, Installation of GPRS in dedicated fleet, Co-ordination with RMO, Marketing, Government officials, Sales
and Accounts, Reviewing freight activities, Comparison of freights have already been included in Section In charge
(North-UP & Delhi), Section In charge (Gujarat & MP), Section In charge (Rajasthan), Senior officer (Bill Passing), Officer
(MP & Gujarat), Astt. Officer (Haryana & Punjab), Astt. Officer (Rajasthan) and Senior Assistant (GPS) in their
respective areas.
3. Total number of rakes received in last one year is 22. Average number of rakes received per month is 1.8 (per day 0.06
rakes) with maximum number of rakes received in month of October 2014 is 7. Permissible time to load one rake is 6 to
7 hours above which company has to pay penalty for delay. As average number of rakes received per month is 2 so
only two days in a month of Officer (Rakes) will be fully utilized for rake loading which includes pre and post planning of
receiving rakes so activities of Assistant Manager (General & Administration) should be handled by Officer (Rakes) with
equal distribution of activities of Assistant Manager (General & Administration) among others as mentioned in point
no:-1.
4. As positions of Officer (MP & Gujarat) and Assistant Officer (Haryana & Punjab) has been merged depending upon the
workload. Routine activities of Officer (MP & Gujarat) and Assistant Officer (Haryana & Punjab) should be given to
reliever proposed in DI section of Logistics as this reliever is relieving three persons (Staff Strength) in DI section to
facilitate the merging of Officer (MP & Gujarat) and Assistant Officer (Haryana & Punjab) (Refer Table 9). [Some of the
staff persons of DI/EGI have been trained, upgraded and promoted to work in main stream work of Logistics so
handling the routine activities to proposed reliever of DI section can be easily done with training]

Note 2:1. After completion of Line 2; for Line 1 and Line 2 together (Refer Table 4)
there would be increase in activities of dispatch with 30% increase in
volume of Railway and 70% increase in Road (20% volume increase in
existing road market, 20% volume increase through new market, 30%
volume increase through incremental depot volume)
2. Above increase in dispatch would require additional Manpower for
execution and coordination of activities. Therefore 40% increase in
Manpower against existing Manpower of Logistics has been proposed for
Line 1 and Line 2 together.
3. After completion of Line 2; 20000 Ton of Cement would be dispatched per
day which includes 6000 Ton of cement to be dispatched through rakes.
After completion of Line 2; 70 rakes per month (2.3 rakes per day and 14
rakes per week) would be required for dispatching 6000 Ton of cement per
day through rakes.
4. To cater 70 rakes per month (or 2.3 rakes per day or 1 Rake per shift); 3
permanent persons have been proposed (Refer Table 7, Sr. No:-3) (one in
each shift). If rakes happen to come on Sundays then out of two relievers
proposed in EGI section (for relieving nine persons for Line 1 and Line 2
together) (Refer Table 10), one reliever should be utilized for relieving 3
rakes persons (proposed one in each shift) for Line 1 and Line 2 together.
