SECTION 1: Findings
Congress makes the following findings:
1) Marijuana has an excellent safety profile (i);
2) Marijuana fights m
etastasis in many kinds of aggressive cancer (ii);
3) Marijuana is effective against depression (iii);
4) Legal marijuana vendors revenue in Colorado, 2015: $996.2 million (iv);
5) Colorado profited more tax revenue from marijuana than from alcohol ($70
million from July 1, 2014 - June 30, 2015) (v);
6) Estimated annual revenue that California would raise if it t axed and regulated
the sale of marijuana reaches $1,400,000,000 ($1.4 bil) (vi);
7) Marijuana regulation now costs government 20billion a year (vii);
8) Number of arrests in 2014 in the U.S. for drug law violations is at 1,561,231
(vi);
9) 83% of all violation arrests in 2014 were for illegal possession of marijuana
only (1,297,384) (vi);

SECTION 2: Purpose
This bill provides that the vending, purchasing, and usage of commercial marijuana
be legalized for adults across all 50 states for adults. State and federal taxes will
be placed on the commodity to raise revenue.
SECTION 3: General Provisions
This act will legalize marijuana. This act will provide large, previously untapped
sources of revenue through taxation that can be used to benefit federal
programs. A great amount of revenue will be available for the government to
reinvest in the American people.
This act will also consolidate government funds. This act will also decrease the
governments spending on correctional facilities by decreasing the the overall
incarceration rates across America.
Legalizing marijuana would allow for those who need it treatment for a myriad of
health and psychological issues. Furthermore, marijuana provides the best
results for psychological issues, compared to the far more addictive prescription
anti-depressants recommended by doctors.
