NEW COUNTY ATTORNEYS OFFICE MAKES
SERVICES MORE ACCESSIBLE TO RESIDENTS OF THE

ney Office will hold an Open
House for its new Ysleta
Annex location.
The satellite office opened a
couple of weeks ago, and
gives far-East El Paso County
residents easy access to all of
the services the County Attor-
neys Office provides, such as
protective orders to victims of
domestic violence, hot check
collections, and elderly pro-
tective services.
The new office is part of a
plan by County Attorney Jo
Anne Bernal to provide serv-
ices at locations that are

Bernal explained that despite
any Countys budget con-
straints, she will continue to
explore the possibility of
opening County Attorneys
satellite offices in other areas
of the County in the near fu-
ture.

graphically, and we need to
look for ways to better serve
and protect victims of crime,
the elderly, and County resi-
dents in general, Bernal con-

Stormwater
Update 2
In last weeks article, I shared with
you the plans by the El Paso Water
Utility Stormwater District to abate
the effects from intense rainfall.
The area I wrote about was around
the city of Socorro. The areas fur-
ther out from the city of El Paso
also are impacted by the flow of
rainwater through many massive ar-
royos.
In 2006, the first flood event to occur was in the
Clint area. Two areas primarily saw big flash floods. One
was around Mankato road and the other area was just below
the City of El Paso Landfill.
The Mankato area was impacted because of so
much development on the plateau above it. The plateau de-
velopment is parallel to Darrington Road that runs from
Horizon to I-10. The other area was impacted by a breach
on the landfill water retention dams. In both cases, the flash
floods originated at an altitude of about 4000 feet above sea
level. The area where the floods bottomed out is about 3600
feet. That level of grade gave the water a great deal of
speed. In addition to volume of water and sediment, the
speed of the mudflow is not only a hazard to property, it is
definitely a danger to life. We are fortunate no lives were
lost.
In both areas, the storm water utility will construct
basins that span a wide area and have a retaining wall in ex-
cess of six feet. There will also be some smaller basins
closer to the impacted areas such as the Ramirez Pecan or-
chards. These basins will allow the sediment to settle and
will release the water at a much slower and safer speed.
The problem for the Fabens community is much
easier to resolve. There is an existing basin that requires
some modifications. It already has the capability of holding
back a great deal of water but only after the retaining wall is
fortified and the actual basin is dredged open to increase the
acre feet of water capacity. This basin is located between I-
10 and Cattleman's steak house. As with the other basins,
the purpose is to allow any sediment to settle and then to re-
lease the water at a slower speed.
The community of Tornillo is also benefitting from
the Stormwater District. This is important to me because I,
and my extended family, live in Tornillo. We have been
there all of our lives. We have seen first hand how a tremen-
dous thunderstorm nine or ten miles away can endanger the
lives of my neighbors.
The District plans to reinforce an arroyo channel
just before the water hits our high school. The flood water
then is diverted to a basin. Another basin is located further
down the arroyo. Both basins will prevent the flashfloods
that have occurred in the past. This past summer, I took
video of a massive flow of water just feet from my home.
The District has developed some very effective
plans.

The Hottest in 16 Years!

Last weekend was one to remember. I will not forget
Sunday, June 6, 2010 as being the hottest temperature
I ever felt being in El Paso. We reached 110 degrees
and blew away the old record of 105 in 1996. The last
time it was that hot was July 1, 1994 when we reached
111. The hottest temperature El Paso ever recorded
was 114 set back on June 30, 1994.

Anytime you see temperatures that hot, if there

is any moisture hanging around, you can witness thun-
derstorms by what we call breaking the cap or lid.
This can happen even though we have strong ridge of
high pressure on top of us (keeping skies clear and temperature hot). Thats what
happened last Sunday afternoon when those storms erupted and the wind cranked
up. Let me explain.
Normally, the sun heats the ground, which in turn heats the air just above it. Ther-
mals form when this warm air rises into the cold air (warm air is less dense than
cold air), a process known as convection. A convective layer such as this has the
potential for cloud formation, since condensation occurs as the warm air rises and
cools.

A capping inversion occurs when there is a boundary layer with a normal

temperature profile (warm air rising into cooler air) and the layer above that is an
inversion layer (cooler air below warm air). Cloud formation from the lower layer
is "capped" by the inversion layer. If the capping inversion layer or "cap" is too
strong (too close to the surface), it will prevent thunderstorms from developing. Weather Trivia:

NOTE TO READERS: I'm
floating a vacation column
this week, pretty much a re-
peat of last year's important
message. The only thing that's
really changed is the entire
Greek economy.
I am writing today's column
from the same small, remote,
magnificent Greek island I
was on last year at this time.
Blue sky, glorious sun, empty
beaches. Be happy for me. A
generous spirit is one of the
marks of a healthy, happy
lifestyle.
I am here, on my towel, re-
searching quality-of-life is-
sues. The Mediterranean style
of eating is considered by
many experts to be the
"healthiest diet in the world."
Why take Harvard Medical
School's word for it when I
can take a 10-minute walk to
a tiny Greek taverna right on
the beach, where the owner
cooks a fish he bought from
his brother the fisherman just
after sunrise?
The much-revered Mediter-
ranean style of eating is based
on real food, locally grown,
lovingly prepared by people
who quote Homer. Today's
field research also consisted
of a slice of spinach pie and
four sensational tomatoes cut
into chunks, and splashed
with olive oil and oregano. I
can't get enough of the toma-
toes. Is five tomatoes too
many at one meal? Can a per-
son overdose on lycopene?
The meals are relaxed. That's
important. And they feature
unprocessed foods, healthy
fats, fish, vegetables,
legumes, a glass of wine. Or
two ...
If everyone in the U.S. fol-
lowed the basic characteristics
of the Mediterranean, we'd
solve the heath care crisis
overnight. I am serious. Eat-
ing this way adjusting for
ethnic preferences and level
of activity would be
hugely helpful for preventing
cancer, heart disease, strokes,
asthma, allergies, Alzheimer's
and more. And there's no suf-
fering involved. The Med-as-
in-medicine diet is delicious.
Pretty much.
Not everything.
Have you ever tasted a boiled
zucchini?
So what are those basic char-
acteristics of the Mediter-
ranean style of eating? This is
exactly the kind of question a
person on vacation in Greece
likes to hear. For more details

1. High consumption of olive
oil. It's sold here by the
bucket and is used to cook
just about everything. Olive

ability to live simply, do it for
yourself, do it quietly, and
don't do it to impress others.

oil goes on beans, on greens,
on cheese, on tomatoes, on
fish, on bread and on many
chins.
2. High intake of vegetables,
fruits and legumes. "Eat your
greens" was one of the first
signs found at the Acropolis.
The Greeks love their veg-
gies, their local fruits, and
their peas and beans, and so
should you.
3. Non-refined carbs. Rice
and potatoes are part of every-
day eating, made delicious
without butter. The trick is to
adjust your carb portion ac-
cording to the amount of
physical activity you get in a
day.
4. Consumption of fish, es-
pecially oily or 'bluish"
ones, three or four times a
week. This is getting to be a
challenge in the Greek Is-
lands, since the Mediterranean
seas are over-fished and in-
creasingly polluted. Even sus-
pect fish are expensive. At
dinner the other day, a Greek
friend ordered fried meatballs
instead of the "fresh fish" be-
cause she knew it came from
polluted fish farms. Trouble in
Paradise.
5. Consumption of milk and
derivatives. Greeks love their
few simple cheeses espe-
cially goat cheese and the
stores are loaded with varia-
tions on the theme of yogurt.
You can't force feta into
someone's life, but if I could,
I would.
6. Three or four eggs a
week. The West went wrong
when it scared people off of
eggs. Come back! Eggs from
healthy, happy chickens are
good for you. On this Greek
island, I have a chance to taste
eggs from hens I see prancing
and scratching around their
little houses on my late after-
noon runs. It's a thrill, and the
eggs can't be beat.
7. Moderate consumption of
meat and saturated fat.
Moderate is the key word
here. Balance in life. The
middle way. Avoid excess.
The Mediterranean style of
eating is part of the laid-back
Mediterranean lifestyle that
contributes to long life. (I'm
saving my longevity research
for a visit to nearby Ichyria.)

WAY TO INFLUENCE CHILDREN
QUESTION: Previously
you addressed the use of re-
wards in influencing kids.
Isn't a mother manipulating
the child by using rewards
and punishment to get him to
do what she wants?
DR. DOBSON: No more
than a factory supervisor ma-
nipulates his employees by
docking their pay if they ar-
rive late. No more than a po-
liceman manipulates a
speeding driver by giving
him a traffic ticket. No more
than an insurance company
manipulates that same driver
by increasing his premium.
No more than the IRS manip-
ulates a taxpayer who files
his return one day late by
charging a penalty for his tar-
diness. The word manipula-
tion implies a sinister or
selfish motive of the one in
charge. I don't agree.

QUESTION: When would
you not recommend the use
of rewards?
DR. DOBSON: Rewards
should never be used as a
payoff to a child for not dis-
obeying. That becomes a
bribe -- a substitute for au-
thority. For example, Mom is
having trouble controlling her
three-year-old in a supermar-
ket. "Come here, Pamela,"
she says, but the youngster
screams, "No!" and runs the
other way. Then in exaspera-
tion Mom offers Pam a
sucker if she'll come quickly.
Rather than rewarding obedi-
ence, Mom has actually rein-
forced the child's defiance.
Another misuse of
rewards is to pay a child for
doing the routine jobs that are
his responsibility as a mem-
ber of the family. Taking out
the trash and making his bed
might be included in those
regular duties. But when he is
asked to spend half his Satur-
day cleaning the garage or
weeding the garden, it seems
very appropriate to make it
worth his time.

Forty years ago, Harriet Vanger
disappeared from a family gath-
ering on the island owned and
inhabited by the powerful
Vanger clan. Her body was never found, yet her beloved
uncle is convinced it was murder and that the killer is a

employs disgraced financial journalist Mikael Blomkvist
(Michael Nyqvist) and the tattooed and troubled but re-
sourceful computer hacker Lisbeth Salander (Noomi Rapace)
to investigate. When the pair link the disappearance of Har-
riet to a number of grotesque murders from almost forty
years ago, they begin to unravel a dark and appalling family

Calvin Peete fell out of a tree,
the 11-year-old broke his left
arm in three places and it
never healed correctly, so his
forearm couldnt rotate. He
played his first game of golf at
23 in 1966, then qualified for
the PGA tour in 1973 and won
12 times.
Peete wasnt long, but he

On the Sunday night of
Tigers withdrawal from the
Players Championship,
Damon Hack,
a senior writer for Sports
Illustrated, called me at home
and asked my opinion about
Tigers neck injury. I told him
it was my guess that Tiger ag-
gravated a previous injury by
overpracticing and weight-lift-
ing, and it came to a head at
the Players, forcing his with-
drawal.
Unfortunately, Ive had first-
hand experience with this kind
of injury. In 2002, I was on my
erating at 90 mph when he
smashed into me.
The resulting whiplash in-
jured my neck/shoulder and
after a couple of months, cen-
tered in my lower back. While
the pain I feel when I play is
no bargain, the real pain oc-
curs the next day, and practice
is not an option.
So I know that neck/spine
injuries are tricky. If Tiger in-
jured his neck in that
Thanksgiving Day crash and
continues to aggravate his
spine, he could have some real
problems like

Torrey Pines and again, by his
own admission, at this years
Masters.
Its possible one of the rea-
sons I think this thing flared
up is because I wasnt condi-

bout this time of the
NASCAR season, when
the Sprint Cup and Na-
tionwide Series schedules find
the two circuits running in dif-
ferent venues across the coun-
try, the debate resumes about
the wisdom of Cup drivers fly-
ing back and forth to run Na-
tionwide races.
Some feel it distracts from a
drivers Cup efforts, and thats
one of the reasons Kyle Busch
dropped off the Nationwide
tour even though he was lead-
ing the series in wins with five
and just one point out of the
championship lead heading
into last weekends Nation-
wide race at Nashville Super-
speedway.
History has shown that
cross-country trips tend to pro-
duce a lot of wins for drivers,
in both Cup and Nationwide,
but they dont seem to help
ones chances of winning a
Cup title.
In 2008, Carl Edwards led
the Cup series in wins with
nine and had seven Nation-
wide victories while running
both circuits full-time. He was
second in the standings in
both series.
Kyle Busch had eight Cup
wins and 10 Nationwide victo-
ries in 08, but was 10th in
Cup points and sixth in Na-
tionwide.
In 2009, Busch had four
Cup wins and nine in Nation-
wide. He won the Nationwide
championship but didnt even
make the cut for the Chase on
the Cup side.

These days, every-
one knows the Escalade.
Cadillacs big full-size luxury
SUV is a hit among movie
stars, rock starts and even our
own government. But some-
times even the big Escalade
isnt big enough for some
groups of people. When that
becomes the case, then all one
must do is look beyond the
Escalade and to the Es-
calade ESV.
Just as the Escalade is based
off of the Chevrolet Tahoe,
the Escalade ESV is based off
of the mammoth Chevrolet
Suburban. But the Escalade
ESV looks like no Suburban.
With its unique LED head-
lights, CTS inspired front
grille, massive 22 chrome
wheels and tons of bling, this
luxury SUV cant be mistaken
for anything but a Cadillac.
Being almost 19 feet long, the
ESV is huge, making it boast
a massive cabin and plenty of
seating accommodations.
With three rows of seats, the
Escalade ESV can accommo-
date either seven or eight oc-
cupants depending on the sec-
ond row seat set up (captains
chair or bench). Cargo capac-
ity is a class-leading137 cubic
feet with all the rows folded.
Even with the seats in their
normal state, there is still 46
cubic of room behind the
third row.
Cadillacs largest rendition of
the Escalade can be had in ei-
ther two-wheel drive or all-
wheel drive. Regardless of
which drive configuration you
opt for, every Escalade ESV
is fitted with a huge 6.2 liter
V8 engine. This engine can
make up to 403 horsepower
and 417 ft-lbs of torque and it
sends that power to the drive
wheels by way of a six-speed
automatic transmission. New
for 2010 is Active Fuel Man-
agement which means the
computer can shut down up to
four cylinders depending on
road and load conditions,
which will help fuel economy.
At the time of testing, fuel
mileage numbers were not
available for the test vehicle
an all-wheel drive equipped
Escalade ESV, but a two-
wheel drive model is rated at
14 mpg in the city and 20
mpg on the highway. I would
expect the all-wheel drive
version to be 1 or 2 mpg
lower.
To make the large Escalade be
more manageable when it
comes to road manners,
Cadillac fits it with a mag-
netic ride control system that
makes the Escalade handle
surprisingly well when con-
sidering its size. There is no
getting around that the ESV is
large and maneuvering it in
tight parking spots require
extra care, but once on the
road, this Cadillac is easy to
control and has a smooth,
solid ride.
Inside, the Escalade is lavish
and plush. Soft leather grace
what I feel, are the most com-
fortable seats in the business.
The instrument panel has a
clean, distinct look
and an Italian style
analog clock dawns
the center console.
And when you
choose the top-of-
the-line Platinum
edition, Cadillac
takes it up another notch by
putting leather on just about
every surface including the
top of the instrument panel.
