Clintons Top 30 Flip Flops

With All Of Clintons Flip Flops And Discrepancies Between Public
And Private Positions, How Can Anyone Believe What She Says?
In 2013, Clinton Said Behind Closed Doors That In Order To Be Successful, Politically You Need
To Have Both A Public And Private Position On Public Policy. CLINTON: You just have to sort of
figure out how to getting back to that word, balance how to balance the public and the private
efforts that are necessary to be successful, politically, and thats not just a comment about today. That, I
think, has probably been true for all of our history, and if you saw the Spielberg movie, Lincoln, and how
he was maneuvering and working to get the 13th Amendment passed, and he called one of my favorite
predecessors, Secretary Seward, who had been the governor and senator from New York, ran against
Lincoln for president, and he told Seward, I need your help to get this done. And Seward called some of
his lobbyist friends who knew how to make a deal, and they just kept going at it. I mean, politics is like
sausage being made. It is unsavory, and it always has been that way, but we usually end up where we
need to be. But if everybodys watching, you know, all of the back room discussions and the deals, you
know, then people get a little nervous, to say the least. So, you need both a public and a private position.
And finally, I think I believe in evidence-based decision making. I want to know what the facts are. I
mean, its like when you guys go into some kind of a deal, you know, are you going to do that
development or not, are you going to do that renovation or not, you know, you look at the numbers. You
try to figure out whats going to work and whats not going to work. (TCARRK@HillaryClinton.com, Speech For National
Multi-Housing Council, 4/24/13, Email To Clinton Campaign Communications Staff, 2/8/16)

When It Comes To Trade The Only Thing Clinton Is

Consistent On Is Flip-Flopping
ALTHOUGH PRIVATELY CLINTON ADVOCATES FOR OPEN TRADE, SHES SOUGHT TO MAKE
HERSELF APPEAR WARY OF OPEN TRADE IN 2016
While Running For President In 2016, Clinton Has Tried To Appear Skeptical Of Trade Deals
In The 2016 Election, Clinton Has Tried To Paint Herself As Wary Of Open Trade, Willing to Sign
On To Trade Deals Only If They Include Strict Environmental And Labor Rules. Since her primary
campaign against Sen. Bernie Sanders (I-Vt.), Clinton has tried to paint herself as wary of open trade,
willing to sign on to trade deals only if they include strict environmental and labor rules. (Rosalind Helderman,
Vegas Odds High On Trump Invoking Wikileaks Tonight, The Washington Post, 10/19/16)

But Privately, Clinton Advocated For Open Trade

In A 2013 Speech, Clinton Said That My Dream Is A Hemispheric Common Market, With Open
Trade And Open Borders. Hillary Clinton Said Her Dream Is A Hemispheric Common Market, With
Open Trade And Open Markets. *My dream is a hemispheric common market, with open trade and open
borders, some time in the future with energy that is as green and sustainable as we can get it, powering
growth and opportunity for every person in the hemisphere. [05162013 Remarks to Banco Itau.doc, p.

#1: CLINTON PRAISED TPP CALLING IT THE GOLD STANDARD, AND PRIVATELY HER
CAMPAIGN ACKNOWLEDGES HER PRIOR SUPPORT, BUT ON THE STUMP, CLINTON CLAIMS
SHE NEVER SUPPORT IT
As A Presidential Candidate In 2016, Clinton Claims She Never Supported TPP

On The Campaign Trail, Clinton Claims She Never Supported TPP, Saying That She Was Holding
Out Hope That She Could Support It. CLINTON: I did hope that the TPP, negotiated by this
administration, would put to rest a lot of the concerns that many people have expressed about trade
agreements. And I said that I was holding out that hope that it would be the kind of trade agreement that I
was looking for. I waited until it had actually been negotiated because I did want to give the benefit of the
doubt to the administration. Once I saw what the outcome was, I opposed it. (Hillary Clinton, Remarks At A Democrat
Presidential Debate, Durham, NH, 2/4/16)

As Secretary Of State, Clinton Repeatedly Praised And Pushed TPP

As Secretary Of State, Clinton Took "A Leading Part In Drafting The Trans-Pacific
Partnership." "She's pressed the case for U.S. business in Cambodia, Singapore, Vietnam, Indonesia, and
other countries in China's shadow. She's also taken a leading part in drafting the Trans-Pacific
Partnership, a free trade pact that would give U.S. companies a leg up on their Chinese competitors."
(Elizabeth Dwoskin and Indira Laksmanan, "How Hillary Clinton Created A U.S. Business-Promotion Machine," Bloomberg, 1/10/13)

As Secretary Of State In November 2012, Clinton Called TPP The Gold Standard In Trade
Agreements, Saying It Includes Strong Protections For Workers. CLINTON: So it's fair to
say that our economies are entwined, and we need to keep upping our game both bilaterally and
with partners across the region through agreements like the Trans-Pacific Partnership or TPP.
Australia is a critical partner. This TPP sets the gold standard in trade agreements to open free,
transparent, fair trade, the kind of environment that has the rule of law and a level playing field.
And when negotiated, this agreement will cover 40 percent of the world's total trade and build in
strong protections for workers and the environment. (Hillary Clinton, Remarks At Techport Australia, Adelaide, South
Australia, 11/15/12)

As One Of The Leading Drivers Of The TPP When Secretary Of State, Clinton Spoke In Favor Of
TPP At Least 45 Times. But as members of the Obama administration can attest, Clinton was one of the
leading drivers of the TPP when Secretary of State. Here are 45 instances when she approvingly invoked
the trade bill about which she is now expressing concerns. (Jake Tapper, 45 Times Secretary Clinton Pushed The Trade Bill She
Now Opposes, CNN, 6/15/15)
In A 2014 Closed Door Speech, Clinton Praised TPP, Saying The U.S. Was Working With TPP
Countries To Expand Responsible Trade And Economic Cooperation. Hillary Clinton Praised TPP.
Greater connections in our own hemisphere hold such promise. The United States and Canada are
working together with a group of open market democracies along the Pacific Rim, Mexico, Colombia,
Peru, Chile, to expand responsible trade and economic cooperation. [Canada 2020 Speech, 10/6/14]
(Tony Carrk, Email To John Podesta, Et. Al., HRC Paid Speeches, John Podesta Wikileaks, 1/25/16)

In March 2015, Clintons Chief Foreign Policy Adviser Jake Sullivan Told Campaign Manager Robby
Mook That The Bottom Line Was That Clinton Had Been A Vocal Supporter Of TPP. Great. The
bottom line is that she has been a vocal supporter of TPP but hasn't said anything about TPA. She voted
against TPA in the Bush admin. I don't think that is a viable option here but we should discuss. (Jake Sullivan,
Email To Robby Mook, Et. Al., Re: Updated Trade Letter, John Podesta Wikileaks, 3/3/15)

Leaked Podesta Emails Show That Even Clintons Campaign Staff Knew Clintons Pivot On
TPP Would Be A Huge Flip Flop
In October 2015, Campaign Operative Ron Klain Asserted That Clinton Has To Be For TPP
Because She Called It The Gold Standard Of Trade Agreements And That Opposing It Would Be
A Huge Flip Flop. *She has to be for TPP*. She called it the gold standard of trade agreements. I think
opposing that would be a huge flip flop. She can say that as President she would work to change it. She
can say that it can be better. But I think she should support it. (Ron Klain Email To Jake Sullivan, Re: TPP & Glass Steagall,

John Podesta Wikileaks, 10/3/15)

Policy Advisor Jake Sullivan Agreed With Klains Assertion. I agree with you on TPP but others
(including on this email!) feel strongly to the contrary. (Jake Sullivan Email To Senior Clinton Staff And Ron Klain, Re: TPP & Glass

Steagall, John Podesta Wikileaks, 10/3/15)

#2: CLINTON HAS FLIP-FLOPPED ON NAFTA

Today Clinton Opposes NAFTA
As A Candidate In 2016, Clinton Opposes NAFTA. This is largely accurate, but its worth noting that
Clinton no longer supports NAFTA or TPP, nor is it clear that the South Korean deal is a job-killer. (Linda
Qiu, Donald Trumps Largely Accurate About Clintons Past Support For NAFTA, TPP, Politifact, 7/21/16)

Since Running For President In 2007, Clinton Claims That She Opposed The North American
Free Trade Agreement (NAFTA) From The Beginning
At A 2008 Democrat Debate, Clinton Said She Had Been A Critic Of NAFTA From The Very
Beginning. CLINTON: You know, I have been a critic of NAFTA from the very beginning. I didnt have a
public position on it, because I was part of the administration, but when I started running for the Senate, I
have been a critic. Ive said it was flawed, I said that it worked in some parts of our country, and Ive seen
the results in Texas. (Sen. Hillary Clinton, Remarks At The MSNBC Democrat Debate, Cleveland, OH, 2/26/08)

Clinton Repeatedly And Publicly Supported NAFTA In The 1990s And Early 2000s
In Her 2003 Book Living History, Clinton Praised NAFTA, Calling It An Example Of The Economy
Reaping The Benefits, Not The Burdens Of Globalization. Creating a free trade zone in North
America- the largest free trade zone in the world- would expand U.S. exports, create jobs and ensure that
our economy was reaping the benefits, not the burdens of globalization. (Hillary Rodham Clinton, Living History, 2003, p.
182)

During A 1996 Campaign Stop In Texas, Hillary Clinton Touted NAFTA Saying It Would Reap
Widespread Benefits In The Region. Meanwhile, first lady Hillary Rodham Clinton stumped in the
heavily Democratic lower Rio Grande valley. In Brownsville, she touted the presidents support for the
North American Free Trade Agreement, saying it would reap widespread benefits in the region. (Clinton
Campaigns In Texas, United Press International, 11/1/96)

At A Union Event In 1996, Then First-Lady Clinton Told Workers That I Think That NAFTA Is
Proving Its Worth. CLINTON: Oh I think that, everybody is in favor of free and fair trade, and I think
that NAFTA is proving its worth. (First Lady Hillary Clinton, Remarks At An Event For The Union Of Needle Trades, Industrial, And Textile
Employees (UNITE), New York, NY, 3/6/96)

#3: AS SECRETARY OF STATE, CLINTON TOUTED THE CENTRAL AMERICAN FREE

TRADE AGREEMENT THAT SHE OPPOSED AS A SENATOR
As Secretary Of State, Clinton Touted Her Efforts Relating To CAFTA And Said Weve Worked To
Promote Growth And Create Jobs Through Multilateral Pacts Like NAFTA And CAFTA-DR.
CLINTON: In our region, prosperity has widened in recent decades. Weve worked to promote growth
and create jobs through sound fiscal policy, bilateral trade agreements, multilateral pacts like NAFTA and
CAFTA-DR, and institutions like the Inter-American Development Bank. (Secretary Hillary Clinton, Remarks At Pathways
To Prosperity Ministerial, San Jose, Costa Rica, 3/4/10)

In The Senate, Clinton Strongly Opposed CAFTA, Voting Against It And Calling Its Passage A
Sad Day
Clinton, On The Day CAFTA First Passed The Senate In 2005: This Is A Sad Day For Supporters Of
Free And Fair Rules-Based Trade. CLINTON: This is a sad day for supporters of free and fair rulesbased trade. Our relationship with our Central American neighbors is a critical one. The right CAFTA deal
would strengthen ties between the U.S. and these nations. I urge the Administration to reopen the CAFTA
negotiations and re-establish the broad, bipartisan coalition for trade.(Hillary Clinton, Congressional Record, 6/30/05, S.
7731)

Clinton Twice Voted Against CAFTA. Passage of the bill that would implement a free trade agreement
between the United States and Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and a separate
pact with the Dominican Republic. It also would eliminate customs duties on all originating goods traded
among the participating nations within 10 days. (S. 1307, CQ Vote #170: Adopted 54-45: R 43-12; D 10-33; I 1-0, 6/30/05, Clinton
Voted Nay; H.R. 3045, CQ Vote #209; Adopted 55-45: R 43-12; D 11-33; I 1-0, 7/28/05, Clinton Voted Nay)

#4: CLINTON HAS DONE A FLIP-FLOP-FLIP ON THE U.S.-KOREA FREE TRADE

AGREEMENT (KORUS)
On The Campaign Trail, Clinton Publicly Opposes KORUS
Once Campaigning For President, Clinton Publicly Said That She Opposed The U.S.-Korea Free
Trade Agreement. CLINTON: I think that there are still a lot of unanswered questions, but for me, it
really comes down to those three points that I made, and the fact that weve learned a lot about trade
agreements in the past years. Sometimes they look great on paper. I know when President Obama came
into office, he inherited a trade agreement with South Korea. I, along with other members of the Cabinet,
pushed hard to get a better agreement. We think we made improvements. Now looking back on it, it
doesnt have the results we thought it would have in terms of access to the market, more exports, et
cetera. (PBSs News Hour, 10/7/15)

When Running In 2008, Clinton Publicly Said She Would Oppose KORUS As President
In A November 2007 Statement, Clinton Said She Opposed The South Korean Free Trade
Agreement, Claiming The Deal Does Not Create A Level Playing Field. However, I will oppose the
pending trade agreements with South Korea, Colombia, and Panama. The South Korean agreement does
not create a level playing field for American carmakers. I am very concerned about the history of violence
against trade unionists in Colombia. And as long as the head of Panama's National Assembly is a fugitive
from justice in America, I cannot support that agreement. Accordingly, I will oppose the trade agreements
with these countries. (Sen. Hillary Clinton, Hillary Clinton Statement on Pending Trade Agreements, Press Release, 11/8/07)
At A 2007 AFL-CIO Townhall, Clinton Told Union Members Said She Would Oppose A Free Trade
Agreement With South Korea Since It Put American Jobs At Risk. Senator Hillary Clinton says she
will oppose ratifaction of the U.S. free trade agreement with South Korea. Clinton says the agreement
would harm the U.S. automotive industry and put American jobs at risk. Trade agreements need to be
fair if they're going to work, the Democratic candidate president said in Detroit, Michigan before a
townhall meeting hosted by the AFL-CIO. (Jamie Crawford, Clinton Says Trade Deal Would Cost U.S. Jobs, CNNs Political Ticker,
6/9/07)

Clinton Supported KORUS As Secretary Of State And Pushed Members Of Congress To Vote
For It
Clinton Said Convincing Congress To Ratify The U.S.-Korea Free Trade Agreement Was One Of Her
Top Priorities While Serving As Secretary Of State. CLINTON: I am pleased to report that KORUS is
currently ready for review by the United States Congress. This is a high, if not a top -- I think it is probably
one of my top priorities for the next months. We are determined to get it done, and I believe we will. We
will need your help. It will be important to keep making the case to both of our respective legislative
bodies. (Secretary Hillary Clinton, Remarks At The American Chamber of Commerce Breakfast, Seoul, South Korea, 4/17/11)
Clinton Hailed The Agreement As An Important Victory For American Foreign Policy That Would
Create 70,000 American Jobs. Secretary of State Hillary Rodham Clinton hailed the deals Wednesday
as an important victory for American foreign policy. And she said she expected that the South Korea pact
alone would create 70,000 American jobs. By opening new markets to American exports and attracting
new investments to American communities, our economic statecraft is creating jobs and spurring growth
here at home, Ms. Clinton said at a Washington event. (Binyamin Appelbaum and Jennifer Steinhauer, Congress Ends 5-Year
Standoff On Trade Deals In Rare Accord, The New York Times, 10/12/11)

After It Passed, Clinton Called The U.S.-Korea Free Trade Agreement A Historic Milestone That
Will Lead To Even More Trade And Investment Between Our Two Countries. CLINTON: Today, the
U.S.-Korea Free Trade Agreement (KORUS) enters into force, marking an historic milestone that will lead
to even more trade and investment between our two countries. KORUS will provide new market access
opportunities in Koreas dynamic trillion dollar economy for U.S. exporters, creating jobs here at home
while increasing opportunities for Korean companies in the United States. This agreement is another
example of this Administration's commitment to deepening our economic engagement throughout the
world. (Press Release, U.S., Korea Free Trade Agreement Takes Effect, U.S. State Department, 3/15/12)

Leaked Emails Show Clintons Team Still Thinks Of KORUS As A Strong Deal, But Dont Want
People To Know It
In An October 2015 Draft Campaign Statement On The Trans-Pacific Partnership, Clintons
Campaign Team Described The U.S. South Korea Free Trade Agreement As A Strong Deal. First,
too often over the years we havent gotten the balance right on trade. Weve seen that even a strong deal,
like our agreement with South Korea, which President Bush negotiated and President Obama improved,
can fall short on delivering the promised benefits. So I dont believe we can afford to keep giving new
agreements the benefit of the doubt. The risks are too high that, despite our best efforts, they will end up

doing more harm than good for hard-working American families whose paychecks have barely budged in
years. (Dan Schwerin, Email To Jake Sullivan, Et Al., Re: TPP Statement, John Podesta WikiLeaks, 10/07/15)

Clinton Policy Advisor Jake Sullivan Had The Reference To The South Korea Free Trade
Agreement Removed, Saying I Think South Korea Is Gonna Drive Them Nuts. I think South
Korea is gonna drive them nuts. Can we be more general? Otherwise I'm okay. (Jake Sullivan, Email To Dan
Schwerin, Et Al., Re: TPP Statement, John Podesta WikiLeaks, 10/07/15)

#5: CLINTON FLIP-FLOPPED ON THE COLOMBIA FREE TRADE AGREEMENT

Clinton Worked As Secretary Of State To Help Pass The Colombia Free Trade Agreement
As Secretary Of State, Clinton Said We Are Absolutely Committed To Passing The U.S.-Colombia
Trade Promotion Agreement. CLINTON: And of course, we are absolutely committed to passing the
U.S.-Colombia Trade Promotion Agreement to open new markets and create jobs and opportunities for
both of our peoples. (Hillary Clinton, Remarks With Colombian Foreign Minister Maria Angela Holguin, Washington, DC, 5/31/11)

Clinton Urged Congress To Approve The Colombia FTA As Soon As Possible. The Free Trade
Agreements that President Obama submitted to Congress today demonstrate our commitment to
strengthen our economic leadership around the world. They are critical to building open, free,
transparent, and fair economic platforms in the Asia Pacific and South America. Our foreign policy must
deliver results for the American people. These agreements will make it easier for American companies to
sell their products in South Korea, Colombia, and Panama, and that will create jobs here at homeIts time
to put these trade deals to work on behalf of the American people. I urge Congress to approve these
agreements as soon as possible. Our economic competitors are building trade relationships around the
world and we cannot afford to be left behind. (Press Release, Secretary Clinton: Korea, Colombia and Panama Free Trade
Agreements, U.S. State Department, 10/3/11)

But In 2007, Candidate Clinton Said Would Oppose The Colombia FTA
In A November 2007 Statement, Clinton Said She Opposed The Colombia Free Trade Agreement.
However, I will oppose the pending trade agreements with South Korea, Colombia, and Panama. The
South Korean agreement does not create a level playing field for American carmakers. I am very
concerned about the history of violence against trade unionists in Colombia. And as long as the head of
Panama's National Assembly is a fugitive from justice in America, I cannot support that agreement.
Accordingly, I will oppose the trade agreements with these countries. (Sen. Hillary Clinton, Hillary Clinton Statement on
Pending Trade Agreements, Press Release, 11/8/07)

When It Comes To Economic Policy, Clinton Cant Keep Her

Story Straight
#6: CLINTONS ATTITUDE TOWARD OUTSOURCING DEPENDS ON WHO IS LISTENING
Clinton Has Campaigned On The Issue Of Outsourcing, Railing Against Businesses That Ship
Jobs Overseas
As Part Of Her 2016 Campaign, Clinton Has Proposed Clawbacks On Tax Benefits For U.S.
Companies That Move Jobs Or Operations Overseas. Democratic presidential candidate Hillary
Clinton proposed rescinding tax relief and other incentives retroactively for U.S. companies that move
jobs and operations overseas. Clinton unveiled the proposal, aimed at encouraging firms to invest at
home, in a speech on Friday at Detroit Manufacturing Systems, an automotive supplier. It would apply to
incentives including the R&E tax credit and the Section 199 domestic production dedication and may date
back several previous years, her campaign said in a statement. (Jennifer Epstein, Clinton Backs Rescinding Tax Breaks For
Moving Jobs Overseas, Bloomberg, 3/4/16)

Clinton: If A Company Outsources And Ships Jobs Overseas, Well Make You Give Back The
Tax Breaks You Received Here In America. If a company like Nabisco outsources and ships
jobs overseas, well make you give back the tax breaks you receive here in America, Clinton said.
If youre not going to invest in us, why should taxpayers invest in you. Lets take that money and
put it to work in the communities that are being left behind. (Jennifer Epstein, Clinton Backs Rescinding Tax
Breaks For Moving Jobs Overseas, Bloomberg, 3/4/16)

But Behind Closed Doors And Overseas, Clinton Has Said Outsourcing Is An Inevitability
And Even Praised It As Having Advantages
In Remarks From A 2005 Closed Door Presentation In India, Clinton Declared That Outsourcing Is
"An Inevitability There Is No Way To Legislate Against Reality Outsourcing Will
Continue." CLINTON: "Perhaps some economic incentives to at least think very hard before those
decisions are made, but you know it is an inevitability there is no way to legislate against reality, so I
think that uh, the outsourcing will continue." (Hillary Clinton, Remarks At India Today Conclave, New Delhi, India, 2/25/05)

In 2012, Clinton Said Outsourcing Has Advantages That Have Certainly Benefited Many Parts
Of The United States. QUESTIONER: Good morning maam, I am also a part of the youth advisory
council for the U.S. government. So, I have two simple questions for you, first one is, with the possible cut
down on outsourcing, it leads to a lot of protectionism, and do the Indian people have to be worried about
their jobs? HOST: Ok, lets take one question at a time so we can get other people to respond. CLINTON:
So, youre talking about outsourcing from the United States to India? Outsourcing from the United States
to India? Well, you know its been going on for many years now and its part of our economic relationship
with India, and I think that there are advantages with it that have certainly benefited many parts of our
country and there are disadvantages that go to the need to, you know, improve the job skills of our own
people and create a better economic environment, so its, like anything its, you know, got pluses and
minuses. (Secretary Hillary Clinton, Remarks In India, 5/7/12)

Beyond Just Her Conflicting Rhetoric, Clinton Contributed To The Outsourcing Of American
Jobs Herself
When She Was Senator, Clinton Brought Tata Consultancy Services (TCS), An Indian Technology
Giant, To Buffalo, NY. The idea for the Buffalo office, located in downtowns Liberty Building, grew out
of a tour of upstate cities that Clinton arranged for [Tata Consultancy Services] officials and other
executives last summer, a spokeswoman said. She introduced the company to Buffalo, Clinton
spokeswoman Jennifer Hanley said. (Fred O. Williams, Software Firm From India To Open Buffalo Office, The Buffalo News, 3/8/03)
Tata Officials Predicted Up To 200 New Buffalo Jobs. (Jerry Markon, As A Senator, Clinton Promised 200,000 Jobs In
Upstate New York. Her Efforts Fell Flat, The Washington Post, 8/7/16)
But Even At Its Peak, Tata Only Employed 45 People In Buffalo. After opening in Buffalo, Tata
announced that it would also locate a new training center in the city, former employees said. At one point,
Tata employed about 45 people in Buffalo. (Jerry Markon, As A Senator, Clinton Promised 200,000 Jobs In Upstate New York. Her
Efforts Fell Flat, The Washington Post, 8/7/16)

Tata Closed Its Buffalo Office In 2009 And Laid Off The Eight To 10 Employees Still There,
According To Former Employees. (Jerry Markon, As A Senator, Clinton Promised 200,000 Jobs In Upstate New York. Her
Efforts Fell Flat, The Washington Post, 8/7/16)

Ronil Hira, A Public Policy Professor At The Rochester Institute Of Technology On Tata: The
Reality Is That It Probably Created Many More Jobs For Workers Overseas And Displaced Lots Of
American Workers. Since Tata arrived in Buffalo, the reality is that it probably created many more
jobs for workers overseas and displaced lots of American workers, said Ronil Hira, a public policy
professor at the Rochester Institute of Technology and a prominent critic of outsourcing. (Peter Wallsten,
Clinton Woos The Outsourcers That Workers Fear, The Los Angeles Times, 7/30/07)

#7: CLINTON HAS PUBLICLY SIGNALED SHE SUPPORTS A $15 MINIMUM WAGE, BUT
HER ADVISORS PRIVATELY DOWNPLAY THAT NUMBER
In Public, Clinton Has Supported A $15 Federal Hourly Minimum Wage
In An April 2016 Primary Debate, Clinton Said She Would Sign A $15 An Hour Federal Minimum
Wage Bill If She Were Presented With One As President, Claiming I Have Supported The Fight For
15. CNNS WOLF BLITZER: You stood on the stage with Governor Cuomo in support of new legislation

to raise New Yorks minimum wage to $15 an hour, but you do not support raising the federal minimum
wage to $15 an hour. As president, if a democratic congress put a $15 minimum wage bill on your desk,
would you sign it? CLINTON: Of course I would. I have supported the fight for 15. Im proud to have the
endorsement of most of the unions that have led the fight for 15. I was proud to stand on the stage with
Governor Cuomo, with SEIU, and others who have been leading this, and I will work as hard as I can to
raise the minimum wage. I always have. I supported that when I was in the senate, but what I have also
said is weve got to be smart about it. Just the way Governor Cuomo was here in New York. If you look at
it, we moved more quickly to 15 in New York City, more deliberately toward 12, 12.50, upstate, then to
15. That is exactly my position, its a model for the nation. Thats what I will do as president. Go as quickly
as possible to get to 15. (Hillary Clinton, Democratic Debate, Brooklyn, New York, 4/14/16)

In Private, Clintons Campaign Has Mocked The Fight For $15And Worked To Avoid Putting
Too Much Stock In A $15 Minimum Wage
In An April 2015 Email, Ann OLeary Asked Whether The Campaign Could Show Support For
Efforts To Raise The Minimum Wage Without Coming Out For A Number. When I spoke at the
Democracy Alliance today, a number of our friends came up to say that they hope to see HRC put out
something supportive on 4-1 in the Fight for $15. Of course, they most want us to come out for $15, but
absent that they expect that she tweets support for their efforts. SEIU is also using this opportunity to
roll-out their child care campaign push for $15 for child care workers. Can we do something creative to
support efforts without coming out for a number? (Ann OLeary Email To Nick Merrill, et al., Wage Effort Poses Test for Clinton
Campaign - NYTimes.com, John Podesta WikiLeaks, 4/14/15)

The Same Month, Neera Tanden Told Senior Campaign Staff Substantively, We Have Not
Supported [A] $15 [Minimum Wage], Citing Liberal Economists Who Will Say It Will Lose Jobs.
Substantively, we have not supported $15 you will get a fair number of liberal economists who will say
it will lose jobs. Most of rest seems fine (obviously trade sticks out). Politically, we are not getting any
pressure to join this from our end. I leave it to you guys to judge what that means for you. But Im not
sweating it. (Neera Tanden, Email To John Podoesta, Et. Al., Re: Email We Are Sending Out Today, John Podesta Wikileaks, 4/28/15)

Policy Adviser Jake Sullivan Then Characterized Those Who Support A $15 Minimum Wage As
The Red Army. John Podesta (and the Red Army) want to support $15! (Jake Sullivan, Email To John Podoesta, Et.
Al., Re: Email We Are Sending Out Today, John Podesta Wikileaks, 4/28/15)

#8: CLINTON HAS FLIP-FLOPPED ON RAISING THE DEBT LIMIT, USING IT AS A

POLITICAL TOOL
Clinton Has Said Voting To Raise The Debt Ceiling Is Common Sense And The Right Thing
In 2014, Clinton Described Increasing The Debt Ceiling As Common Sense And Suggested She
Was Praying Congress Would Vote To Raise It. CLINTON: If you remember July 2011, some in

Congress were talking about defaulting on our debts. And remember these are debts Congress had
already voted for and appropriated money for. It wasnt about anything in the future. It was all about will
you be good for what youve already spent and borrowed. I was at this kind of Chamber of Commerce
type event in Hong Kong and I was meeting with all of these Asian business leaders. None of them could
understand. They were lining up to say to me, what is going on? Is America really willing to risk its
credit? Could America still be counted on as the global leader? I reassured them as best I could, and I said
oh dont worry about. We do these things from time to time but we will come to our senses and get it
worked out. Then of course I was praying that common sense would make a comeback. (Hillary Clinton,
Remarks In Broomfield, CO, 6/2/14)

In 2011, Clinton Called On Congress To Appease Obama And Do The Right Thing And
Secure A Deal On The Debt Ceiling. CLINTON: Now, as I have traveled around the region, a lot
of people have asked me about how the United States is going to resolve our debt ceiling challenge.
Well, let me assure you we understand the stakesSo I am confident that Congress will do the
right thing and secure a deal on the debt ceiling, and work with President Obama to take the steps
necessary to improve our long-term fiscal outlook. Through more than a century of growth, the
American economy has repeatedly shown its strength, its resilience, and its unrivaled capacity to
adapt and reinvent itself. And it will keep doing so. (Secretary Hillary Clinton, Remarks At Shangri-La, Hong Kong,
7/25/11)

But As A Senator, Clinton Said Raising The Debt Ceiling Was A Failure Of Fiscal Discipline,
Voting Against Doing So Three Times
In March 2006, Clinton Called A Vote To Increase The Debt Limit A Failure Of Fiscal Discipline A
Failure Of Foresight, Vision And Above All A Failure Of Leadership. CLINTON: Todays vote to
increase the federal debt limit to nearly $9 trillion represents a profound failure of this Administrations
and Republican Congress policies. It is not only a failure of fiscal discipline. It is a failure of foresight,
vision and above all a failure of leadership. (Press Release, Sen. Clinton Issues Statement On Senate Vote To Increase Federal Debt

Before Using The Debt Ceiling As A Political Tool, Clinton Needed A Reminder Of How She Had
Voted In The Past
In A December 2010 Email, Clinton Asked State Department Aide Miguel Rodriquez For Her
Voting Record On The Federal Debt Limit. CLINTON: Can you pls tell me how many times I voted
against raising the debt limit?(Hillary Clinton, Email To Miguel Rodriguez, 12/30/10; State Department Release, 8/31/15, p. 1)

#9: CLINTON HAS FLIP-FLOPPED ON RAISING THE PAYROLL TAX CAP

Facing Pressure From The Left In Her 2016 Primary, Clinton Has Called For Raising The
Payroll Tax
On The Campaign Trail, Clinton Has Openly Mused About Lifting The Cap On Income Subjected To
Social Security Taxes. Hillary Clinton said on Tuesday that new revenue was needed to shore up Social
Security and openly mused about lifting the cap on income subjected to Social Security taxes, a position
championed by Senator Bernie Sanders of Vermont. (Patrick Healy, Hillary Clinton Says Some Americans Might Have To Pay More
Into Social Security, The New York Times, 1/27/16)

On The Campaign Trail, Clinton Has Called For Lifting The Social Security Tax Cap And For
Additional Sources Of Non-Traditional Income To Qualify For The Tax. QUESTIONER: We would
like to hear how you describe your plan for updating and building on Social Security. CLINTON:
Secondly, we do have to extend the life of the trust fund and thats going to take some new funding.
And I think there are a couple of potential ways of doing that. One is lifting the cap, one is applying the
already existing payment requirement to more income because theres a lot of passive income that is not
included in that and its a, its again not fair that wealthy people get away with that while working people
pay their share on their earned income, so we have to look at that.(Hillary Clinton, Remarks In Decorah, IA, 1/26/16)

Clintons Flip-Flop Suggests That Is She Shifting Left To Accommodate A Changing Democrat
Base. Her comments this week could suggest that she has warmed to the idea, or that she is
responding to a broader shift to the left among Democrats. (Max Ehrenfreund and Anne Gearan, Clinton Is Open To
Raising Social Security Taxes On Six-Figure Earners, The Washington Post, 8/12/15)

But During Her 2008 Presidential Run, Clinton Flatly Rejected Raising The Payroll Tax Cap,
Characterizing It As A Middle Class Tax Hike
In 2008 Clinton Had Flatly Rejected Such An Increase, Disagreeing With A Plan Candidate Obama
Had Put Forward To Raise The Taxable Limit. At a town hall here Tuesday, she said she'd be open
to a Social Security tax increase proposed by Sen. Bernie Sanders (I-Vt.), her radical rival in the primary.
During the 2008 campaign, Clinton had flatly rejected such an increase. Her comments this week could
suggest that she has warmed to the idea, or that she is responding to a broader shift to the left among
Democrats. (Max Ehrenfreund and Anne Gearan, Clinton Is Open To Raising Social Security Taxes On Six-Figure Earners, The Washington Post,
8/12/15)

Clinton Attacked Obama For Proposing To Lift The Cap On The Payroll Tax, Saying It Would
Raise Taxes On The Middle Class. CLINTON: I'm certainly against one of Senator Obama's ideas,
which is to lift the cap on the payroll tax, because that would impose additional taxes on people
who are educators here in the Philadelphia area, or in the suburbs, police officers, firefighters and
the like. So I think we have to be very careful about how we navigate this. So the $250,000 mark is
where I'm sure we're going. But beyond that, we are going to have to look and see where we are.
(Sen. Hillary Clinton, Remarks At A Democrat Presidential Debate, Philadelphia, PA, 4/16/08)

#10: PUBLICLY, CLINTON WANTS TO DRAMATICALLY HIKE THE DEATH TAX, BUT
THE CLINTONS USE LOOPHOLES TO REDUCE THEIR OWN LIABILITY
Clintons Death Tax Increase Would Raise The Top Rate To 65 Percent
Clinton Is Now Proposing To Raise The Death Tax To A Top Rate Of 65 Percent, Meaning The Value
Of Two-Thirds Of Some Estates Will Go Directly To Federal Government. And she will go further
than that for estates valued in the tens and hundreds of millions, with higher rates as values rise, up to a
65% rate on estates valued at over $1 billion per couple. (Press Release, Investing in America by Restoring Basic Fairness to Our
Tax Code, Hillary For Americas The Briefing, 9/22/16)

Clintons Proposal Comes On Top Of Her Already Announced Plans To Raise The Death Tax
By Lowering The Taxable Threshold To $3.5 Million And Raising The Rate To 45 Percent.
Clintons plan would tax individuals estates worth more than $3.5 million, down from $5.45
million currently. She also wants to raise the estate-tax rate to 45 percent, from 40 percent today.
The changes would be a return to the way the tax operated in 2009. President Obama and other
Democrats have proposed similar adjustments. (Jennifer Epstein, Clinton Calls For Broadening Estate Tax, Increasing Its
Rate, Bloomberg, 1/12/16)

Clintons New Death Tax Increases Are Lifted Directly From Bernie Sanders, Who Also Proposed A
Top 65 Percent Level. In addition to these changes, Secretary Clinton now supports an even larger
estate tax increase, to levels proposed by Senator Bernie Sanders (I-VT) during the primary campaign.
(Clinton Proposes New Taxes to Offset New Proposals, Committee For A Responsible Federal Budget, 9/22/16)

But Clintons Plan Fails To Address The Estate Tax Loophole Her Family Is Exploiting
Clintons Death Tax Hike Would Leave In Place A Loophole That The Clintons Use To Shield Their
Own Estate From The Death Tax. Democratic presidential candidate Hillary Clintons call Tuesday to
increase taxes on the wealthy and close loopholes didnt address the candidates own moves to shield at
least part of the value of her New York home from the estate tax. (Lynnley Browning, Clintons Estate-Tax Plan Doesnt
Address Her Own Tax Planning, Bloomberg, 1/13/16)

The Clintons Have Split Ownership Of Their Property Into Separate Trusts To Help Minimize Their
Exposure To The Estate Tax. According to county property records, the Clintons split their ownership
of the house into separate 50 percent shares, and then placed those shares into trusts. That maneuver has
multiple potential benefits, starting with the fact that any appreciation in the houses value will now
happen outside the estate. Additionally, using IRS interest rates, they can assume a discounted value for
the house. Splitting the property into 50 percent shares also allows a valuation discount, because a partial
interest in an indivisible house isnt worth as much as a complete interest. (Richard Rubin, Wealthy Clintons Use
Trusts To Limit Estate Tax They Back, Bloomberg, 1/17/14)

The Tax Advantage Could Save The Clintons Hundreds Of Thousands Of Dollars. Among the
tax advantages of such trusts is that any appreciation in the houses value can happen outside
their taxable estate. The move could save the Clintons hundreds of thousands of dollars in estate
taxes, said David Scott Sloan, a partner at Holland & Knight LLP in Boston. The goal is really be
thoughtful and try to build up the nontaxable estate, and thats really what this is, Sloan said.
Youre creating things that are going to be on the nontaxable side of the balance sheet when they
die. (Richard Rubin, Wealthy Clintons Use Trusts To Limit Estate Tax They Back, Bloomberg, 1/17/14)

Mansion Into 2010 Trust A. (Chappaqua WJC to Trust, Westchester County Recorder, 9/1/11)

away from dirtier oil and some of the really bad alternatives. And we want to keep more fossil fuels under
the ocean and in the ground. Thats why Im against arctic drilling and why Im against offshore drilling

Clinton Has Vowed To Defend And Build On Obamas Anti-Coal Clean Power Plan If Elected
President, Calling It A Significant Step Forward. Democratic front-runner Hillary Rodham Clinton
pledged Sunday that if elected she will build on a new White House clean energy program and defend it
against those she called Republican doubters and defeatists. Clinton was the first 2016 candidate to
respond to the ambitious plan that President Obama will debut on Monday. Details of the program, which
aims to cut greenhouse-gas pollution, were released over the weekend. The new regulation will require
every state to reduce emissions from coal-burning power plants. In a statement Sunday, Clinton called
the plan a significant step forward in meeting the urgent threat of climate change. (Anne Gearan, Hillary Clinton

But In 2008, Clinton Ran As A Pro-Coal Blue-Collar Democrat

In 2008, Clinton Ran As A Champion Of Coal, Saying Were Going To Use Coal, Theres No Doubt
About It. Eight years ago, Clinton ran as a champion of coal beating then Illinois Sen. Barack Obama in
the Ohio and Pennsylvania primaries with support from working class white Democrats. But were going
to use coal, theres no doubt about it, said Clinton at a 2008 campaign event in Indiana. (Lisa Lerer, Clinton
Releases Plan To Help Coal Country Adapt To Climate, The Associated Press, 11/12/15)

Clinton Campaigned As A Pro-Coal Blue-Collar Democrat When Running In 2008. In her

2008 bid for the White House, Hillary Clinton cast herself as a blue-collar Democrat who was
unabashedly pro-coal, a stance that helped her beat opponent Barack Obama easily in primaries in
states that produced or were reliant on coal. (Valerie Volcovici And Amanda Becker, Clinton Strays From Her Roots As Coal

In 2006, Clinton Said Coal Is To Us What Oil Is To Saudi Arabia, And Part Of Our Domestic Strategy
Must Involve Coal. CLINTON: But we have to deal with coal because we have huge resources of coal.
Coal is to us what oil is to Saudi Arabia, and part of our domestic strategy must involve coal. But unless
we learn to burn it cleanly, the price of independence from imported oil by using coal will be accelerated
global warming. Even if the United States never burned another lump of coal, China is bringing online a
1,000 megawatt coal-fired power plant every 10 days. So if were going to reassert our leadership on
climate change, which I think we should, weve got to deal with coal. (Sen. Hillary Clinton, Remarks At National Press Club

#12: CLINTON FLIP-FLOPPED TO OPPOSE THE KEYSTONE XL PIPELINE, BUT

PRIVATELY TOLD UNION MEMBERS SHE WOULD NOT NECESSARILY VETO IT AS
PRESIDENT
Publicly, Clinton Opposes Keystone, Calling It A Distraction
In October 2015, Clinton Said She Opposed The Keystone XL Pipeline Because It Was A
Distraction From The Important Work We Have To Do To Combat Climate Change. CLINTON: I
think it is imperative that we look at the Keystone pipeline as what I believe it is a distraction from the
important work we have to do to combat climate change, and unfortunately, from my perspective, one
that interferes with our ability to move forward to deal with all the other issues. Therefore I oppose it.

She Would Not Necessarily Veto The Keystone Pipeline If It Were Approved By Congress.
QUESTIONER: I want to ask you a hard question on the same thing. If you become the president and we
turn the next Congress around and we get it passed, would you veto it? CLINTON: You know, I don't
know the answer to that. I don't want to mislead you. I don't know the answer to that and I'll tell you
why, because I don't think that Congress has the authority to pass it. The law is pretty clear that this is an
executive decision because it crosses the Canadian border. Remember that Congress tried to do
something on it before and the general opinion was it doesn't mean anything because they have no
authority to do it. (Varun Anand, E-Mail To Jennifer Palmieri, Et. Al., 20150909 Transcript Building Trades Union (Keystone XL), John Podesta

Clintons Anti-Keystone Stance Is A Flip-Flop, Since In 2010 Then-Secretary Of State Clinton

Told Americans She Was Inclined To Approve The Pipeline
Clinton Once Favored Construction Of The Keystone XL Pipeline. As secretary of state, Clinton was
seen as initially favoring construction of the pipeline. [W]e are inclined to do so, Clinton said during a
2010 speaking engagement when asked about approving new tar sands pipelines. Were either going to
be dependent on dirty oil from the Gulf or dirty oil from Canada. (Alex Seitz-Wald, Hillary Clinton (Finally) Comes Out
Against Keystone Pipeline, MSNBC, 9/22/15)

In October 2010, Clinton Said She Was Inclined To Approve The Keystone XL Pipeline
Because Were Either Going To Be Dependent On Dirty Oil From The Gulf Or Dirty Oil From

Canada. QUESTION: Another international issue that you signed in on last year was the Alberta
Clipper, a pipeline from Alberta that brings tar sands, oil sands directly into Wisconsin to the U.S.
Midwest. This is some of the dirtiest fuel in the world. And how can the U.S. be saying climate
change is a priority when were mainlining some of the dirtiest fuel that exists. CLINTON: Well,
there hasnt been a final decision made. It is QUESTION: Are you willing to reconsider it?
CLINTON: Probably not. (Laughter.) And we -- but we havent finish all of the analysis. So as I say,
weve not yet signed off on it. But we are inclined to do so and we are for several reasons -- going
back to one of your original questions -- were either going to be dependent on dirty oil from the
Gulf or dirty oil from Canada. And until we can get our act together as a country and figure out that
clean, renewable energy is in both our economic interests and the interests of our planet. I mean, I
dont think it will come as a surprise to anyone how deeply disappointed the President and I are

Before Running For President In 2008, Clinton Opposed Ethanol

In 2007, Clinton Experienced The Closest Thing In Politics To A Religious Experience: The
Ethanol Conversion. Whats the closest thing in politics to a religious experience? The ethanol
conversion. Sen. Hillary Rodham Clinton (D-N.Y.) experienced one in May of last year. Long opposed to
federal support for the corn-based biofuel, she reversed herself and endorsed even bigger ethanol
incentives than she previously voted against. (Shailagh Murray, Ethanol Undergoes Evolution As Political Issue, The Washington Post,
3/13/07)

As A Senator, Clinton Once Vigorously Opposed Ethanol Production. Democratic presidential

candidate Hillary Clinton is scheduled to return to Iowa today, in part to promote a campaign proposal
encouraging ethanol production - a concept she once vigorously opposed in the U.S. Senate. After voting
to block incentives for the corn-based fuel additive, the New York senator now hails Iowas chief
contribution to the renewable fuel movement, and she suggested last week that an ethanol tax credit be
extended. (Thomas Beaumont, Clinton To Back Ethanol In Iowa, The Des Moines Register, 3/4/07)

#14: ONCE A FRACKING SUPPORTER, CLINTON NOW SAYS SHE WOULD VIRTUALLY
REGULATE IT OUT OF EXISTENCE
Publicly, Clinton Says That As President, There Will Not Be Many Places In America Where
Fracking Will Continue To Take Place
Publicly, Clinton Has Said Fracking Is Not Sufficiently Regulated, And Under A Clinton
Presidency, There Wouldnt Be Many Places In America Where Fracking Will Continue To Take
Place. CLINTON: So by the time we get through all of my conditions, I do not think there will be many
places in America where fracking will continue to take place. And I think thats the best approach,

because right now, there are places where fracking is going on that are not sufficiently regulated. So first,
weve got to regulate everything that is currently underway, and we have to have a system in place that
prevents further fracking unless conditions like the ones that I just mentioned are met. (Hillary Clinton, CNN

But Clinton Previously Touted The Benefits Of Fracking, And As Secretary Of State She
Promoted Fracking Overseas
Before Becoming A Presidential Candidate, Clinton Generally Supported Fracking. The
comments marked a shift for Clinton, who, like President Barack Obama, has generally supported
fracking, while insisting methane leaks must be plugged and steps taken to ensure the practice doesnt
contaminate water. She even highlighted natural gas in a campaign fact sheet last month as lowering
energy costs, reducing air pollution and putting people to work. (Jennifer Dlouhy, Clinton Doubles Down Against Fracking,
Raising Alarms, Bloomberg, 3/7/16)

At Harry Reids 2014 Energy Summit, Clinton Said That The Boom In Domestic Natural Gas
Production Is An Example Of American Innovation Changing The Game. CLINTON: There are
challenges here to be sure. But the boom in domestic gas production is an example of American
innovation changing the game, and if we do it right, it can be good for both the environment and our
economy. (Daryl Elliot, NCES 7.0 Summary Report: Full Speech From Hillary Clinton, Clean Technica, 9/8/14)
As Secretary Of State, Clinton Said The United States Will Promote The Use Of Shale Gas And
Offered The Aid Of The U.S. Geological Survey To Assist Developing Countries In Harnessing Their
Shale Resources. CLINTON: Sixth, the United States will promote the use of shale gas. Now, I know that
in some places is controversial. But natural gas is the cleanest fossil fuel available for power generation
today, and a number of countries in the Americas may have shale gas resources. If developed, shale gas
could make an important contribution to our regions energy supply, just as it does now for the United
States. And the geologists at the U.S. Geological Survey are ready to work with partners to explore this
potential. And we want to do it in a way that is as environmentally respectful as possible. So there are
some best practices that we would be more than willing to share, and as countries develop the legislation
or regulation necessary for this industry, to make sure it gets off on the best foot. (Secretary Hillary Clinton,
Remarks At The Energy And Climate Partnership Of The Americans Ministerial, Washington, DC, 4/15/10)
In 2010, Clintons State Department Founded The Global Shale Gas Initiative, Which Has Been
Advising Many Foreign Countries On Fracking. The State Departments Global Shale Gas Initiative,
begun in 2010, has been advising many foreign countries on fracking. It has organized a half-dozen trips

this year for foreign officials to meet with American energy experts and to visit drilling sites in the United
States. (Ian Urbina, Hunt For Gas Hits Fragile Soil, And South Africans Fear Risks, The New York Times, 12/30/11)

Want To Defend Natural GasI Want To Defend Fracking Under The Right Circumstances.
CLINTON: It's symbolic and it's not going to go away. They're all hanging on to it. So you know Bernie
Sanders is getting lots of support from the most radical environmentalists because he's out there every
day bashing the Keystone pipeline. And, you know, I'm not into it for that. I've been-- my view is I want to
defend natural gas. I want to defend repairing and building the pipelines we need to fuel our economy. I
want to defend fracking under the right circumstances. (Varun Anand, E-Mail To Jennifer Palmieri, Et. Al., 20150909 Transcript

#15: CLINTON SAYS SHE OPPOSES DRILLING IN THE ARCTIC AND NEW DRILLING
OFF AMERICAS SHORES, BUT AS SECRETARY OF STATE SHE SAID THE U.S. WOULD
CLAIM WHAT IS OURS
In August 2015, Clinton Said She Opposed Arctic Drilling. In her first major break with President
Obama over environmental policy, Hillary Clinton said Tuesday she opposed drilling in the Alaskan Arctic
because it is too dangerous. (Juliet Eilperin, Hillary Clinton Breaks With Obama To Oppose Arctic Drilling, The Washington Post, 8/18/15)

On Twitter Clinton Said, Given What We Know, Its Not Worth The Risk Of Drilling. The
Arctic is a unique treasure. Given what we know, its not worth the risk of drilling. H. (Hillary Clinton,

In February 2016, Clinton Said She Opposed Offshore Oil And Gas Drilling In The Atlantic. On
Monday, as she lagged in the polls leading up to the New Hampshire primary, she indicated that she
would ban offshore oil and gas drilling along the Atlantic coast. A Greenpeace campaigner in the crowd at
a Clinton campaign event asked if she would stop oil drilling in the Arctic, the Atlantic, and the Gulf?

Clinton replied, Ive already said that I will stop in the Arctic and the Atlantic. (Ben Adler, Clinton Comes Out Against

But As Secretary Of State, Clinton Said The U.S. Will Claim What Is Ours And Develop The
Oil And Gas Reserves In The Arctic
In June 2012, Clinton Said That When It Came To Oil And Gas Fields In The Arctic, The United
States Would Claim What Is Ours Under International Law. QUESTION: And what is the main
interest for the U.S. in the Arctic, with its possible huge oil and gas fields? CLINTON: But let me just
make very clear that the United States has the same interest in the Arctic and the work of the Arctic
Council as Norway does. We believe strongly that its important for the five principal Arctic nations, of
which we are, too, to begin working together to make plans for what will most certainly become greater
ocean travel, greater exploration, therefore greater pollution, greater impact of human beings. We made a
start on that at the last Arctic Council meeting in agreeing on a search and rescue protocol, which was the
first ever for the Arctic, so that Russia and the rest of the Arctic nations all agreed to have a plan in place
for search and rescue. Were working on an oil spill protocol and others to come. Because we will, of
course, claim what is ours under international law, just as Norway claims what is yours, but we know that
that leaves a great vast amount of the Arctic that will be a common responsibility. (Secretary Hillary Clinton,
Remarks With Norwegian Foreign Minister Stoere, Oslo, Norway, 6/1/12)

In May 2011, Clinton Said The United States Would Develop Arctic Oil And Gas Reserves In A
Smart, Sustainable Way. CLINTON: Now the challenges in the region are not just environmental.
There are other issues at stake. The melting of sea ice, for example, will result in more shipping, fishing,
and tourism, and the possibility to develop newly accessible oil and gas reserves. We seek to pursue these
opportunities in a smart, sustainable way that preserves the Arctic environment and ecosystem. (Secretary
Hillary Clinton, Remarks With Danish Foreign Minister Lene Espersen, Nuuk, Greenland, 5/12/11)

As Secretary Of State, Clinton Refused To Object To New Drilling In The Artic And Gulf Of
Mexico
In 2012, Clinton Declined To Object To A Proposed Outer Continental Shelf Oil And Gas Leasing
Plan That Would "Expand Offshore Drilling" In The Arctic And Gulf Of Mexico, Saying Her
Department Had "No Comments." "As secretary of state, Mrs. Clinton was asked to comment on an
Interior Department proposal to expand offshore drilling in the Arctic Ocean and in the Gulf of Mexico. In
a January 2012 letter, provided to The New York Times by the Republican National Committee, she wrote
to the interior secretary, Ken Salazar, that the State Department had no comments to offer on the plan."

In 2012, Clinton Helped Facilitate And Signed The U.S.-Mexico Transboundary Hydrocarbons
Agreement, Which Expands Offshore Drilling. But back in 2012, Obama and Clinton forged the socalled U.S.-Mexico Transboundary Hydrocarbons Agreement, designed to promote fossil fuel
development. The state department said the pact would help energy corporations expand offshore
drilling and unlock areas for exploration and exploitation in locations between the two countries. The
agency said the deal will make nearly 1.5 million acres of the Outer Continental Shelf more attractive to
energy companies. (David Sirota and Andrew Perez, Oil Deal: US-Mexico Pact Spotlights Obama And Clinton Support For Fossil Fuel Development,
International Business Times, 11/12/15)

The U.S.-Mexico Agreement Opened Up 1.5 Million Acres To Offshore Drilling, An Area That
Contains 172 Million Barrels Of Oil And 304 Billion Cubic Feet Of Natural Gas. The
Transboundary Agreement removes uncertainties regarding development of transboundary
resources in the resource-rich Gulf of Mexico. As a result of the agreement, nearly 1.5 million acres
of the U.S. Outer Continental Shelf will now be made more accessible for exploration and
production activities. Estimates by the Department of Interiors Bureau of Ocean Energy
Management (BOEM) indicate this area contains as much as 172 million barrels of oil and 304
billion cubic feet of natural gas. (Press Release, Secretary Jewell Applauds Passage of U.S. Mexico Transboundary Hydrocarbons
Agreement, U.S. Department Of The Interior, Office Of The Secretary, 12/23/13)

But In 2015, Clinton Said The Supreme Court Was Wrong On The Heller Decision And Said It
Was Something Weve Got To Go After
Last Year, Clinton Lambasted The Supreme Courts Decision In District Of Columbia V. Heller,
Which Found D.C.s Ban On Handguns Unconstitutional. While Clinton has previously supported an
assault weapons ban, this is the first time since launching her campaign that she indicated that she would
take on the Supreme Court over gun issues. Although Clinton did not identify which Supreme Court case
she disagreed with, she appeared to be criticizing the landmark 2008 ruling in District of Columbia v.
Heller, which found the handgun ban in Washington, D.C., unconstitutional Weve got to go after this,
Clinton continued. And here again, the Supreme Court is wrong on the Second Amendment. And I am
going to make that case every chance I get. (Alana Goodman and Stephen Gutowski,Leaked Audio: Clinton Says Supreme Court Is
Wrong on Second Amendment, The Washington Free Beacon, 10/1/15)

#17: DURING HER 2008 WHITE HOUSE BID, CLINTON PAINTED HERSELF AS A SECOND
AMENDMENT ADVOCATE, BUT IS NOW PUSHING TOUGHER GUN CONTROL REGULATONS
Clinton Campaigns On Tougher Regulations On Firearms
Clinton Talks About Toughening The Nations Gun Laws In Her Standard Stump Speech. In her
standard stump speech, Hillary Rodham Clinton talks about fighting income inequality, celebrating court
rulings on gay marriage and health care, and, since the Emanuel AME Church massacre, toughening the
nations gun laws. (Philip Rucker, Hillary Clintons Push On Gun Control Marks A Shift In Presidential Politics, The Washington Post, 7/9/15)
Clinton Has Pledged That Gun Control Is At The Top Of Her To-Do List Regardless Of How Strong
Opposition May Be. Clintons language on the campaign trail is more expansive. At a recent appearance
in Hartford, Conn., she pledged that gun control would be at the top of her to-do list, no matter the
strength of the opposition. (Anne Gearan and Paul Kane, Clintons Top Priorities: Gun Control And Immigration Reform. Could She Deliver On

Hillary Clinton Declined To Say Sunday Whether She Believes In A Constitutional Right To Bear

In 2015, Clinton Said Australias Gun Buyback Program Is Worth Considering. Hillary
Clinton says a gun buyback program similar to the one Australia implemented in 1996 is worth
considering in the United States The Australian government, as part of trying to clamp down on the
availability of automatic weapons, offered a good price for buying hundreds of thousands of guns, and
then they basically clamped down going forward in terms of having, you know, more of a backgroundcheck approach, more of a permitting approach, Clinton said. (Bradford Richardson, Hillary: Australia-Style Gun Control

Clinton Called Obamas Comments That People In Our Country Cling To Guns, And Elitist And
Out Of Touch. For the third time since Mr. Obamas remarks were made public Friday night, Mrs.
Clinton criticized him at length, saying his comments seemed kind of elitist and out of touch. I disagree
with Senator Obamas assertion that people in our country cling to guns and have certain attitudes about
immigration or trade simply out of frustration, she said. (Julie Bosman, Clinton Portrays Herself As A Pro-Gun Churchgoer, The

Clinton Said Hunting And Shooting Were Both A Part Of Culture And A Way Of Life. You know,

because they are bitter. (Peter Hamby, Clinton Touts Her Experience With Guns, CNN, 4/12/08)
Clinton Advocated For The States To Craft Their Own Gun Control Legislation, Saying The Federal
Government Imposing Blanket Rules Did Not Make Sense. MODERATOR: But do you still favor
licensing and registration of handguns? CLINTON: What I favor is what works in New York. You know,
we have a set of rules in New York City and we have a totally different set of rules in the rest of the state.
What might work in New York City is certainly not going to work in Montana. So, for the federal
government to be having any kind of, you know, blanket rules that theyre going to try to impose, I think
doesnt make sense. (Hillary Clinton, Democratic Presidential Candidates Debate, Philadelphia, PA 4/16/08)
During The 2008 Campaign, Clinton Released A Mailer Attacking Obamas Positions On Guns,

From Locking Up Super Predators To Ending Mass

Incarceration, Clinton Appeases Her Base
#18: AFTER SUPPORTING TOUGH ON CRIME POLICIES, CLINTON HAS TRIED TO DEPICT
HERSELF AS A CRIMINAL JUSTICE REFORM ADVOCATE
As A Candidate In 2016, Clinton Campaigns On Ending The Era Of Mass Incarceration
In April 2015, Clinton Said We Have Allowed Our Criminal Justice System To Get Out Of Balance
And That Recent Tragedies Must Galvanize Us To Come Together As A Nation To Find Our
Balance Again. CLINTON: There is something wrong when trust between law enforcement and the
communities they serve breaks down as far as it has in many of our communities. We have allowed our
criminal justice system to get out of balance. And these recent tragedies should galvanize us to come
together as a nation to find our balance again. (Hillary Clinton, Remarks At The David Dinkins Leadership And Public Policy Forum,
New York, NY, 4/29/15)
In April 2015, Clinton Said Its Time To End The Era Of Mass Incarceration And Called For A
True National Debate About How To Reduce Our Prison Population. CLINTON: Its time to change
our approach. Its time to end the era of mass incarceration. We need a true national debate about how to
reduce our prison population while keeping our communities safe. I dont know all the answers. Thats
why Im here to ask all the smart people in Columbia and New York to start thinking this through with
me. (Hillary Clinton, Remarks At The David Dinkins Leadership And Public Policy Forum, New York, NY, 4/29/15)
During The Speech, Clinton Said That We Need To Chart A New Course On How We Approach
Punishment And Prison Because The United States Has Almost 25 Percent Of The Worlds Prison
Population At A Time When Crime Is At A Historic Low. CLINTON: The second area where we need to
chart a new course is how we approach punishment and prison. Its a stark fact that the United States has
less than 5 percent of the worlds population, yet we have almost 25 percent of the worlds total prison
population. The numbers today are much higher than they were 30, 40 years ago, despite the fact that
crime is at historic lows. (Hillary Clinton, Remarks At The David Dinkins Leadership And Public Policy Forum, New York, NY, 4/29/15)

Clinton: I Know We Should Work Together To Pursue Alternative Punishments For LowLevel Offenders. (Hillary Clinton, Remarks At The David Dinkins Leadership And Public Policy Forum, New York, NY, 4/29/15)

As Part Of Her Plan To End Mass Incarceration, Clinton Called For A Reduction In The Use Of
Minimum Sentencing. Hillary Clinton on Friday announced new policies for criminal justice reform,
advocating a break with mass incarceration. The move firmly places the Democratic presidential frontrunners crime policies closer to the administration of President Barack Obama than to that of her
husband, former President Bill Clinton. Hillary Clintons new plan includes cutting prison time for nonviolent offenses and reducing the application of mandatory minimum sentences. (Ari Melber, In New Crime Policy,
Hillary Clinton Embraces Obama Agenda, MSNBC, 11/6/15)

As First Lady, Clinton Supported Tough On Crime Policies Including Her Husbands 1994
Crime Bill That Put More People In Jail Than Any Previous President
In A 1994 Speech, Clinton Championed Three Strikes And Youre Out Policies And Called For
Tougher Prison Sentences For Repeat Offenders. As recently noted by Reason.com, Hillary actively
lobbied for the aforementioned criminal justice reforms as First Lady and, as a New York senator, voted
to expand grants that dramatically scaled up police involvement in anti-terror and homeland security
efforts. She also said things like this, in support of a crime bill that would impose draconian new
sentencing provisions: We need more police, we need more and tougher prison sentences for repeat
offenders. The three strikes and youre out for violent offenders has to be part of the plan. We need more
prisons to keep violent offenders for as long as it takes to keep them off the streets. (Jeff Stein, The Clinton
Dynastys Horrific Legacy: How Tough-On-Crime Politics Built The Worlds Largest Prison System, Salon, 4/13/15)

As First Lady, Clinton Lobbied For The 1994 Crime Bill. As First Lady, Clinton lobbied for her
husbands crime bill, which (among other things) encouraged states to enact harsher sentencing statutes
and expanded the list of crimes subject to the federal death penalty. (Elizabeth Nolan Brown, Now Hillary Clinton Cares
About Criminal Justice Reform, Reasons Hit & Run Blog, 12/5/14)

In August 1994, Hillary Clinton Told The New York Police Department That Her Husbands Crime
Bill Truly Will Make A Difference. CLINTON: And particularly with respect to crime, there is a
human answer. There are practical answers. There are ways of getting the job done. And we are very
pleased that the mayor has joined with the President and the administration, so that we are at the point
where we will have a crime bill that truly will make a difference. (Hillary Clinton, Remarks At The New York Police
Departments Ninth Annual Women In Policing Awards, New York, NY, 8/10/94)

Clinton: There Will Be More Police On The Street, A Hundred Thousand More Police Officers,
With The Flexibility Given To Local Communities To Determine How Best To Use Them. CLINTON:
Because this crime bill will make a difference in your lives as police officers and in the lives of the
communities you serve. There will be more police on the street, a hundred thousand more police officers,
with flexibility given to local communities to determine how best to use them. We will finally be able to
say, loudly and clearly, that for repeat violent, criminal offenders three strikes and youre out. We are
tired of putting you back in through the revolving door. (Hillary Clinton, Remarks At The New York Police Departments Ninth
Annual Women In Policing Awards, New York, NY, 8/10/94)

Federal And State Prison Populations Rose More Under President Bill Clinton Than Any
Other President. The federal and state prison populations rose more under former President Bill
Clinton than under any other president, according to a report from a criminal justice institute to
be released today. (Greg Krikorian, Federal And State Prison Populations Soared Under Clinton, Report Finds, Los Angeles Times,
2/19/01)

In 1994, Hillary Clinton Said I Really Think We Should Have Much Harsher, Longer Sentences For
Violent Offenders, Keep Them Put Away Longer. Hillary Rodham Clinton joined her husband in
talking tough about crime. I really think we should have much harsher, longer sentences for violent
offenders, keep them put away longer, the first lady said. (Clintons Bring Crime Message Home On TV, Orlando Sentinel,
12/11/93)
At A January 1996 Campaign Speech At Keene State University, Clinton Criticized Troubled Youth
As The Kinds Of Kids That Are Called Super-Predators And Said We Can Talk About Why They
Ended Up That Way But First We Have To Bring Them To Heel. CLINTON: They are not just gangs of
kids anymore. They are often the kinds of kids that are called super-predators no conscience, no
empathy. We can talk about why they ended up that way but first we have to bring them to heel. (Hillary
Clinton, Remarks At Keene State College, Keene, NH, 1/25/96)

Immigration?
#19: CLINTON SUPPORTED BUILDING A WALL AT OUR SOUTHERN BORDER AS A SENATOR,
NOW SHE SAYS THE BORDER IS SECURE AND EVEN ADVOCATED FOR OPEN BORDERS
The Recently Released Podesta Emails Exposed Clintons True Position In Favor Of Open
Borders
In A Transcript That The Campaign Sought To Keep Out Of The Public Eye, Clinton Says Her
Dream Is A Hemispheric Common Market With Open Trade And Open Borders CLINTON: My
dream is a hemispheric common market, with open trade and open borders, some time in the future with
energy that is as green and sustainable as we can get it, powering growth and opportunity for every
person in the hemisphere. (Tony Carrk, Email To Jennifer Palmieri, Et. Al., HRC Paid Speeches, John Podesta Wikileaks, 1/25/16)

Clinton Claims Now Claims That The Border Is Already Secured

At The March Democratic Debate, Clinton Argued That We Have The Most Secure Border We
Have Ever Had. CLINTON: Well, I think both of us, both Senator Sanders and I, voted numerous times
to enhance border security along our border. We increased the number of border security agents. We did
vote for money to build a fence, a pedestrian fence in some place, a vehicle fence in other places. And the
result is that we have the most secure border we've ever had. (Hillary Clinton, Democratic Debate, Miami, FL, 3/9/16)

Clinton: I Think Weve Done A Really Good Job Securing Our Border. I think we've done a really
good job securing the border, Clinton said. I think that those who say we haven't are not paying
attention to what was done the last 15 years under President Bush and President Obama. The comment
widely contrasts with what Republicans have long said about the border. (Dan Merica, Clinton: I Think Weve Done A
Really Good Job Securing The Border, CNN, 3/17/16)

Clinton Supported The Construction Of A Wall And The Deployment Of Advanced Technology
At Certain Points Along The Border
In April 2006, Clinton Said That Constructing A Wall Along Certain Areas Of The Border Would
Be Appropriate. A barrier at parts of U.S. borders is obviously important as part of dealing with illegal
immigration, Sen. Hillary Rodham Clinton said. Clinton endorsed using technology, like a fence that could
recognize when people were coming near it while they were still a few hundred yards away, the Daily
News reported in Sundays editions. A physical structure is obviously important, Clinton told the
newspaper. A wall in certain areas would be appropriate. (Hillary Clinton Says Barrier Appropriate On Parts Of Borders, The
Associated Press, 4/23/06)
In September 2006, Clinton Voted For The Secure Fence Act Of 2006 Which Built 700 Miles Of
Fence Along The U.S.-Mexico Border. (H.R. 6061, Roll Call Vote #262: Bill Passed 80-19: R 53-1; D 27-17; I 0-1, 9/29/06, Clinton Voted

At A Town Hall In 2015, Clinton Touted That She Voted Numerous Times To Spend Money To
Build A Barrier To Try To Prevent Illegal Immigrants From Coming In. QUESTIONER: Hi, hi
Secretary Clinton, I was wondering what you think about securing the Mexican border from the illegal
immigrants come in, and I was just wondering. CLINTON: Well, look, I voted numerous times when I
was a Senator to spend money to build a barrier to try to prevent illegal immigrants from coming in. And
I do think you have to control your borders. (Hillary Clinton, Remarks At A Town Hall, Windham, NH, 11/9/15)

#20: IN 2015, CLINTON CAME OUT IN FAVOR OF DRIVERS LICENSES FOR ILLEGAL
IMMIGRANTS, DIRECTLY CONTRADICTING HER PREVIOUS POSITION
As A 2016 Presidential Candidate, Clinton Says She Supports Giving Drivers Licenses To
Illegal Immigrants
In April 2015, Clinton Spoke Out In Favor Of Providing Drivers Licenses To Illegal Immigrants,
Which Her Campaign Called Consistent With Her Support For The Presidents Executive Action.
Democratic presidential candidate Hillary Clinton on Thursday spoke out in favor of giving drivers
licenses to undocumented immigrants, taking a firm stance on an issue that hurt her during the 2008
election after she seemed intentionally vague on her position. Hillary supports state policies to provide
drivers licenses to undocumented immigrants. This is consistent with her support for the presidents
executive action, a Clinton campaign spokesperson told The Washington Post Thursday. (Jose DelReal, This
Time, Hillary Clinton Supports Giving Drivers Licenses To Undocumented Immigrants, The Washington Post, 4/16/15)

Clintons Support For Drivers Licenses For Illegal Immigrants Is A Switch From Her Muddled
Position In 2008. In her first week as a presidential candidate, Mrs. Clinton twice came out with proimmigration stances. First, a spokesman issued a clear statement saying she supports state efforts to give

drivers licenses to people in the U.S. illegally, a switch from her muddled position in 2008. And on Friday,
she tweeted her support for Mr. Obamas executive action on immigration, which is being challenged in
federal court. On Friday, an appeals court heard arguments. (Laura Meckler, Immigration Debate Very Much Alive On
Campaign Trail, The Wall Street Journal, 4/18/15)

When New York Gov. Eliot Spitzers Plan To Give Drivers Licenses To Illegal Immigrants Was
Announced In September 2007, Clinton Dodged The Issue
In September 2007, Clintons Office Ignored Messages Asking Where She Stood On Gov. Eliot
Spitzers (D-NY) Plan To Give Illegal Immigrants Drivers Licenses. New Yorks governor announced
yesterday that illegal aliens will soon be able to get state drivers licenses, drawing a strong rebuke from
families of victims of the September 11 terrorist attacks who said he is opening a window to another
attack The issue is also bound to get caught up in presidential politics, with two New Yorkers, Sen.
Hillary Rodham Clinton, a Democrat, and former New York Mayor Rudolph W. Giuliani, a Republican,
running for their parties nominations. Neither candidates office returned messages yesterday asking
where they stood on the new plan. (Stephen Dinan, N.Y. To Allow Illegals To Drive, The Washington Times, 9/22/07)
After Waffling On The Proposal For Weeks, Clinton Explicitly Stated She Would Not Support
Allowing Illegal Immigrants To Obtain Drivers Licenses After Spitzer Pulled The Proposal. After
the debate and after Mr. Spitzer withdrew the proposal because of its unpopularity Mrs. Clinton
made the following statement: As president, I will not support drivers licenses for undocumented people
and will press for comprehensive immigration reform that deals with all of the issues around illegal
immigration, including border security and fixing our broken system. (Kelly Riddell, Hillary Clinton Flip-Flops From
2008 Positions In Bid For Liberal Voters Support, The Washington Times, 10/12/15)

#21: CLINTON FLIP-FLOPPED ON HER POSITION IN FAVOR OF SENDING CHILDREN

FROM CENTRAL AMERICA BACK TO THEIR HOME COUNTRY
Clinton Criticizes Obama For Being Too Aggressive In Deporting Illegal Immigrants
BuzzFeed Headline: Hillary Clinton: We Need To Be Less Harsh And Aggressive On Deportations
Than Obama Administration (Adrian Carrasquillo, Hillary Clinton: We Need To Be Less Harsh And Aggressive On Deportations Than
Obama Administration, BuzzFeed, 10/5/15)

Clinton Said The Obama Administration Interpreted And Enforced Deportation Laws Very
Aggressively, And As President, She Would Go Back To Being Much Less Harsh. TELEMUNDOS
MARIA CELESTE ARRARAS: You dont think that President Obama has done that? Because theres a lot
of emphasis and a lot of interest in your concept of doing further than he did. CLINTON: Right. I think
hes done a lot. But I also think because the deportation laws were interpreted and enforced, you know,
very aggressively, during the last six and a half years, which I think his Administration did in part to try
to get Republicans to support comprehensive immigration reform. It was part of a strategy. I think that
strategy is no longer workable. So therefore I think we have to go back to being a much less harsh and
aggressive-- enforcer. We need to, of course, take care of felons and violent people. I mean, that goes
without saying. (Telemundos Al Rojo Vivo, 10/5/15)
Clinton Faulted President Obama For His Strict Enforcement Of Deportation Laws. Hillary
Clinton faulted her former boss, President Barack Obama, for his strict enforcement of deportation laws
in a Telemundo interview that aired Monday. She said as president she would be much less harsh. (Dan
Merica, Clinton Faults Obama For Strict Deportation, CNN, 10/5/15)

Then As A 2016 Presidential Candidate, Clinton Vowed She Will Not Deport Children Or Family
Members. FUSIONS JORGE RAMOS: But again, yes or no, can you promise tonight that you won't deport
children, children who are already here? CLINTON: I will not deport children. I would not deport
children. I do not want to deport family members, either, Jorge. (Univision Democratic Debate, Miami, FL, 3/9/16)

Previously, Clinton Made The Case For Deporting Children From Central America Back To
Their Home Countries
In June 2014, Clinton Said Children Illegally Emigrating From Central America Should Be Deported
As Soon As It Can Be Determined Who Responsible Adults In Their Family Are Because We
Dont Want To Send A Message That Is Contrary To Our Laws Or Will Encourage More Children To
Make That Dangerous Journey. CLINTON: Many children are fleeing from that violence [in Central
America]. CNNS CHRISTIANE AMANPOUR: Should they be able to stay here? Its safer. CLINTON: It
may be safer but thats not the answer. AMANPOUR: Should they be sent back? CLINTON: Well first of
all, we have to provide the best emergency care we can provide. We have children five and six years old
who have come up from Central America. We need to do more to provide border security in southern
Mexico - AMANPOUR: So youre saying, they should be sent back now? CLINTON: They should be sent
back as soon as it can be determined who responsible adults in their families are because there are
concerns about whether all of them can be sent back. But I think all of them who can be, should be
reunited with their families We have to send a clear message. Just because your child gets across the
border, that doesnt mean the child gets to stay. We dont want to send a message that is contrary to our
laws or will encourage more children to make that dangerous journey. (Hillary Clinton, Remarks At CNNs Hard Choices

Clinton: It May Be Safer [For Them To Stay] But Thats Not The Answer. It may be safer [for them

In 2014, Clinton Defended President Obamas Deportation Record Saying, There Are Laws That

would be very open to trying to figure out ways to change the law, even if we dont get to comprehensive
immigration reform to provide more leeway and more discretion for the executive branch, she said. (Elise

#22: AFTER BEING SILENT ON OBAMAS INACTION ON IMMIGRATION, CLINTON NOW

PRAISES HIS EXECUTIVE ORDERS DEFERRING DEPORTATIONS AND SAID SHELL GO EVEN
FURTHER
As A 2016 Presidential Candidate, Clinton Defended President Obamas Executive Actions On
Deferred Action For Immigrants
In May 2015, Clinton Said She Strongly Supported President Obamas Immigration-Related
Executive Actions And Said He Had To Act In The Face Of Inaction. CLINTON: I want to reiterate
my strong support for the Presidents executive actions, because he had to act in the face of inaction that
was not on the merit, but politically motivated for partisan reasons which I think is not the way we
should be solving our problems in our country, in our Congress or anywhere else. (Hillary Clinton, Remarks At
Rancho High School, Las Vegas, NV, 5/5/15)

In May 2015, Clinton Said She Would Do Everything Possible Under The Law To Go Even Further
Than Obamas Immigration-Related Executive Action If Congress Doesnt Act. CLINTON: I will fight
to stop partisan attacks on the executive actions that would put DREAMers, including those with us today,
at risk of deportation. And if Congress continues to refuse to act, as President, I will do everything
possible under the law to go even further. There are more people, like many parents of DREAMers and
others with deep ties and contributions to our communities, who deserve a chance to stay and I will fight
for them. The law currently allows for sympathetic cases to be reviewed. Right now, most of these cases,
have no way to get a real hearing. Therefore, we should put in place a simple, straightforward, accessible
way for parents of DREAMers and others with a history of service and contribution to their communities
to make their case, and to be eligible for the same deferred action as their children. (Hillary Clinton, Remarks At An
Immigration Round Table, Las Vegas, NV, 5/5/15)

Even Following The Supreme Court Decision That Blocked Obamas Executive Actions, Clinton
Vowed To Restore And Expand Obamas [Immigration] Programs. Clinton has made revamping
the country's immigration system a key plank of her presidential campaign. She has said she will

close private sector detention centers and to take a very hard look at the deportation policies now in
force. (Lisa Lerer, New Clinton Effort Tries To Tap The Power Of Dreamers, The Associated Press, 8/14/16)

But Just Months Before, Clinton Dodged When Asked If She Supported Obamas Delay On
Immigration-Related Executive Action
In September 2014, Clinton Dodged When Asked By Two DREAM Action Coalition If She Supported
Obamas Decision To Wait On Taking Executive Action On Immigration. ACTIVIST #1: Hi my name
is Monica Reyes and Im an Iowa DREAMer. I was wondering CLINTON: YAY! ACTIVIST #1: How you
feel about Obamas delay on immigration. CLINTON: Well I think we just have to keep working. Cant
stop ever working. ACTIVIST #2: President Obama has broken his promise to the Latino community
Madame Secretary and we wanted to know if you stand by the Presidents delay on immigration.
CLINTON: You know I think we have to elect more Democrats. ACTIVIST #2: Umm (Hillary Clinton, Harkin

With Her Non-Answer, Clinton Resisted Taking A Position On Whether Obama Should Act
Unilaterally On Deportations. And Clinton has resisted taking a position on whether Obama
should act unilaterally on deportations. Activists have pointed to the contrast at the Iowa Steak
Fry in September, when Dream Action Coalition organizers confronted her on the ropeline about
Obamas delay on executive action and she responded: I think we have to elect more Democrats.

#23: CLINTON HAS FLIP-FLOPPED ON SANCTUARY CITIES

In A July 2015 Interview, Clinton Argued That San Francisco Should Have Listened To Federal
Officials About Immigration Law After A Woman Was Murdered By An Illegal Immigrant
In A July 2015 Interview, Clinton Said San Francisco Should Have Listened To The Federal
Government. CNNS BRIANNA KEILAR: Last week, an undocumented immigrant who had been
deported five times, killed a 32-year old woman, Kate Steinle, in San Francisco, a sanctuary city where
local law enforcement does not enforce federal immigration laws. When you last ran for President you
supported sanctuary cities. In light of this terrible incident, does that change anything about your view on
this? CLINTON: Well what should be done is any city should listen to the Department of Homeland
Security, which as I understand it, urged them to deport this man again after he got out of prison another
time. Heres a case where weve deported, weve deported, weve deported, he ends back up in our
country and I think the city made a mistake. The city made a mistake not to deport someone that the
federal government strongly felt should be deported. So I have absolutely no support for a city that
ignores the strong evidence that should be acted on. However, there are, like if it were the first-time
traffic citation, if it were something minor, a misdemeanor, thats entirely different. This man had already
been deported five times, and he should have been deported at the request of the federal government.
(CNNs The Situation Room, 7/7/15)

In A July 2015 Interview, Clinton Criticized San Francisco Authorities For Ignoring The Federal
Government When They Did Not Deport An Illegal Immigrant Who Ended Up Committing Murder.
FOX 28S KEVIN BARRY: Moving over to immigration. Out in San Francisco, the woman who was killed
by someone who had been arrested and allowed to stay around multiple times. Is that a sign that the
nation needs more strict immigration laws, maybe what might be perceived as more cruel immigration
laws, but ones that prevent this kind of thing? This was not someone who was a violent offender before,
but he had been in the system, and in and out of the system, and allowed to stay around, and wasnt
deported at different times. CLINTON: Well, I think he actually was deported 4 or 5 times. BARRY:
Okay, but then allowed to come back in through sanctuary programs? CLINTON: No, the way this
works is, he was deported. He came back in illegally. He ended up in the San Francisco area and he got in
trouble again, and the federal government, responsible for our immigration laws, told the local
authorities in San Francisco to deport him again. And they did not do so, whether it was a conscious
decision not to do so or whether he was overlooked, I dont have the details. But if it had been up to the
federal government, he would have been deported after he came back for the fourth or fifth time. And I
think its fine for local officials to maybe take into account the small minor offenses by people who have

connections to the community, but somebody who has been deported three, four, five times and theyre
back. Theres a reason why he was deported and he should have been deported. And I think it was a
mistake of the local authorities not to do so. (Hillary Clinton, Interview With CBS 2/Fox 28, Iowa City, IA, 7/7/15)

Days Later, The Clinton Campaign Reversed And Said She Does Support Sanctuary Cities
NBC News Headline: Clinton Campaign: Sanctuary Cities Can Help Public Safety (Suzanne Gamboa, Clinton
Campaign: Sanctuary Cities Can Help Public Safety, NBC News, 7/9/15)
Just Two Days After She Gave An Interview That Was Critical Of Sanctuary Cities Following The
Death Of Kate Steinle, Clintons Campaign Sought To Make Clear She Supports Sanctuary Cities.
Hillary Clinton's campaign sought to make clear she supports sanctuary cities following criticism on
San Francisco's release of an immigrant here illegally who is accused of shooting and killing a woman.
(Suzanne Gamboa, Clinton Campaign: Sanctuary Cities Can Help Public Safety, NBC News, 7/9/15)

In 2007, Clinton Argued That Sanctuary Cities Had No Choice But To Disobey Federal
Immigration Law
At A 2007 Democrat Debate, Hillary Clinton Defended Sanctuary Cities And Advocated For Local
Law Enforcement To Ignore Federal Agencies Requests Regarding Illegal Immigrants. NBCS TIM
RUSSERT: Senator Clinton, would you allow the sanctuary cities to exist? CLINTON: Well, in addition to
the general points that have been made, that I agree with, why do they have sanctuary cities? In large
measure because if local law enforcement begins to act like immigration enforcement officers, what that
means is that you will have people not reporting crimes. You will have people hiding from the police. And
I think that is a real direct threat to the personal safety and security of all the citizens. So this is a result of
the failure of the federal government, and thats where it needs to be fixed. RUSSERT: But you would
allow the sanctuary cities to disobey the federal law. CLINTON: Well, I dont think there is any choice.
The ICE groups go in and raid individuals, but if youre a local police chief and youre trying to solve a
crime that you know people from the immigrant community have information about, they may not talk to
you if they think youre also going to be enforcing the immigration laws. Local law enforcement has a
different job than federal immigration enforcement. The problem is the federal government has totally
abdicated its responsibility. (Sen. Hillary Clinton, Democrat Primary Debate, Hanover, NH, 9/26/07)

Clintons Campaign Chair John Podesta Accused Comey Of Caving To Political Pressure, Saying
Republicans Had Been Browbeating FBI Officials. Podesta on Friday cited the political pressure on
Comey in questioning the directors actions, saying that Republicans had been browbeating career FBI
officials to revisit their conclusion in a desperate attempt to harm Hillary Clintons presidential
campaign. (Rosalind Helderman, Matt Zapotosky and Sari Horwitz, Computer Seized In Weiner Probe Prompts FBI To Take New Steps In Clinton

Clintons Campaign Manager Robby Mook Said Comey Owes The Public The Full Story Or Else He

Mook. (Chris Strohm, Billy House, And Margaret Talev, Comey Said To Act On Clinton E-Mails Over Lynchs Objection, Bloomberg, 10/29/16)
Clinton Campaign Supporters Suggested That Comeys Decision To Release This Letter Right
Before The Election Is Him Putting A Thumb On The Scale. Clinton campaign supporters were
already suggesting the FBI director was putting a thumb on the scale. Had he waited until after Nov. 8 to
announce the discovery of the new emails, however, Comey would surely have faced criticism for sitting
on major news until after the new president had been selected. (Hannah Fraser-Chanpong, Clinton Responds To FBI Email

In July 2016, Clintons Campaign Put Out A Statement Touting James Comey As Well-Respected
And Touting The Fact That Was Confirmed By A 93-1 Vote. Throughout his long career in law
enforcement, the independence of FBI chief James Comey has rarely been questioned. Comey is a wellrespected Republican who served as George W. Bushs Deputy Attorney General. And when President
Obama tapped him to serve as Director of the FBI, he was confirmed by a 93-1 vote. (GOP Follows ConspiracyTheorist-in-Chief Donald Trump Into Another Taxpayer-Funded Sham Inquiry, Hillary For America, 7/7/16)

On July, 12 2016, Clintons Campaign Released A Statement Slamming Republicans For Their
Decisions To Second-Guess FBI Director Comey In The House Government Reform Committee.
Last Thursday, Republicans hauled FBI Director James Comey before the House Oversight and
Government Reform Committee to second-guess his decision that no reasonable prosecutor would
pursue a case over Clintons emails. But the hearing backfired on Republicans, who ended up eliciting
fresh comments from Comey that were helpful to Clinton. (Here We Go Again: After Comey Hearing Backfires, GOP Launches

#25: IN PUBLIC CLINTON HAS TRIED TO QUELL CONCERNS ABOUT HER

FOUNDATIONS TIES TO FOREIGN GOVERNMENTS, BUT IN PRIVATE HER CAMPAIGN
HAS EMBRACED TAKING MONEY FROM FOREIGN GOVERNMENT LOBBYISTS

Clinton Has Tried To Assure The Public She Isnt Bought And Paid For With Foreign Money By
Announcing Her Foundation Will Move Away From Foreign Money To Avoid Conflicts Of
Interest
In August 2016, Bill Clinton Announced It Would No Longer Accept Foreign Or Corporate
Donations If She Is Elected If she is elected, we will immediately implement the following
changes: The Foundation will accept contributions only from U.S. citizens, permanent residents, and U.S.based independent foundations, whose names we will continue to make public on a quarterly basis. And
we will change the official name from the Bill, Hillary & Chelsea Clinton Foundation to the Clinton
Foundation. (Bill Clinton, Empowering People To Build Better Futures For Themselves, Their Families, And Their Communities, Clinton Foundation,
8/22/16)
The Foundation Has Become A Liability For Clintons 2016 Run. While Bill Clinton and the Clinton
campaign's supporters are clearly apoplectic that a charitable foundation that has done so much good
work has become a potential liability for them in 2016, the fact remains that it has. (Aaron Blake, The Clinton
Foundation Has Become A Clear Liability, As Bill Clinton Mounts His Big Defense, The Washington Post, 9/21/16)

Bills Post-Presidential Work With The Foundation Has Turned Into A Political Obstacle For
HillaryAdding To The Damaging Perception That The Democratic Nominee Is Untrustworthy.
He also is expected to make an impassioned argument that the Clinton Foundation has improved lives
around the world a statement he hopes will serve as a powerful rebuke of the controversy that has
turned his post-presidential work into a political obstacle for Hillary Clinton, adding to the damaging
perception that the Democratic nominee is untrustworthy. (Annie Karni, Bill Clinton Preps His Defense, Politico, 9/21/16)

In Private, The Clinton Campaign Doubled Down On Taking Money With Foreign Government
Ties, Despite Acknowledging The Ethical Problems
On April 13th 2015, Dennis Cheng Sent An Email Saying That The Campaign Had To Decide
Whether They Would Allow Those Lobbying On Behalf Of Foreign Governments To Be Campaign
Bundlers. We really need make a policy decision on this soon - whether we are allowing those lobbying
on behalf of foreign governments to raise $ for the campaign. Or case by case (Dennis Cheng, Email To John Podesta Et.

Al., Re: Foreign Registered Agents, John Podesta Wikileaks, 4/17/15)

A Phone Call Involving John Podesta, Robby Mook, And Huma Abedin Occurred In Which The
Decision Was Made To Not Allow FARA Registered Lobbyists To Contribute Or Raise For The
Campaign. Following up on the call from 9:30. The policy would be to not allow any currently registered
foreign agents (those who register with FARA) to contribute or raise for the campaign. If someone
terminates their registration, they would be allowed to contribute or raise for the campaign. (Karuna Seshasai,

Email To John Podesta Et. Al., Re: Foreign Registered Agents, John Podesta Wikileaks, 4/17/15)

Dennis Cheng Pushed Back On This Decision, Point Out How Do We Explain To People
That The Foundation Takes $ From Foreign Govts But We Now Wont. Hi all we do need to
make a decision on this ASAP as our friends who happen to be registered with FARA are already
donating and raising. I do want to push back a bit (its my job!): I feel like we are leaving a good
amount of money on the table (both for primary and general, and then DNC and state parties)
and how do we explain to people that well take money from a corporate lobbyist but not them;
that the Foundation takes $ from foreign govts but we now wont. Either way, we need to make a
decision soon. (Dennis Cheng, Email To John Podesta Et. Al., Re: Foreign Registered Agents, John Podesta Wikileaks, 4/17/15)

Robby Mook Changed His Opinion, Saying In A Complete U-Turn, Im Ok Just Taking The Money
And Dealing With Any Attacks. Marc made a convincing case to me this am that these sorts of

restrictions don't really get you anything...that Obama actually got judged MORE harshly as a result. He
convinced me. So...in a complete U-turn, I'm ok just taking the money and dealing with any attacks. Are
you guys ok with that? (Robby Mook, Email To John Podesta Et. Al., Re: Foreign Registered Agents, John Podesta Wikileaks, 4/17/15)

Jennifer Palmieri Supported The Decision To Take The Money! From FARA Lobbyists.
Take the money!! (Jennifer Palmieri, Email To John Podesta Et. Al., Re: Foreign Registered Agents, John Podesta Wikileaks, 4/17/15)

Publicly Clinton Hypocritically Calls Gender Pay Gaps Workplace Discrimination
Clintons Campaign Website Laments That Women Earn Less Than Men And Promises That
Clinton Would Give Women The Tools They Need To Fight Workplace Discrimination. Women
earn less than men across our economyand women of color often lose out the most. Hillary will
promote pay transparency across the economy and work to pass the Paycheck Fairness Acta bill she
introduced as senatorto give women the tools they need to fight workplace discrimination. (Womens

Before Clinton Declared Her Candidacy, Her Campaign Was Worried About The Known
Huge Gender Pay Gap Within The Foundation
In February 2015, Clinton Campaign Staffer Karuna Seshasai Detailed The $190,000 Pay Gap At
The Clinton Foundation Between The Highest Paid Men And Women. Attached is the equal pay hit
pulled from the Foundation book. Essentially here are the key take aways: 3 out of the 11 highest paid

employees of the Foundation are women. Avg salary of the highest paid men is $294,157.50, while the
avg salary of the highest paid women is $181,576.66 ($112K difference) Median salary of the highest paid
men is $346,106, while the median salary of the highest paid women is $185,386 ($190K difference)

Discrepancies Between Highest Paid Men And Women At The Clinton Foundation. Guys Given
the story yesterday about pay equity at the State Department, I wanted to flag something that came out of
our research on pay equity at the Foundation. There are huge discrepancies, and it wouldnt surprise me
if they went here next. See a summary below from Karuna. (Ian Mandel, Email To Tony Carrk And Robby Mook, Fwd: Equal Pay

Campaign Finance, Despite Decrying Its Deregulation
#27: PRIVATLEY CLINTONS CAMPAIGN PUSHES THE BOUDARIES ON COORDINATION
WITH SUPER PACS, BUT IN PUBLIC CLINTON TRIES TO CLAIM SHE WILL FIGHT CITIZENS
UNITED, THE VERY RULING THAT CREATED THE SUPER PACS SHE LOVES SO MUCH
In Public, Clinton Claims She Will Stand Up To Citizens United
Clinton Said She Would Stand Up To Citizens United, Because It Lets Unaccountable Money To
Come Into Our Electoral System. CLINTON: Thank you very much, Chris. Thanks to UNLV for hosting
us. I think when we talk about the Supreme Court it really raises the central issue in this election. Namely
what kind of country we going to be? What kind of opportunities will we provide for our citizens, what
kind of rights will Americans have. And I feel strongly that the Supreme Court needs to stand on the side
of the American people. Not on the side of the powerful corporations and the wealthy. For me, that means
that we need a supreme court that will stand up on behalf of women's rights, on behalf of the rights of the
LGBT community. That will stand up and say no to Citizens United, a decision that has undermined the
election system in our country because of the way it permits dark, unaccountable money to come in to
our electoral system. I have major disagrees with my opponent about these issues and others that will be
before the Supreme Court. But I feel that at this point in our country's history, it is important that we not
reverse marriage equality, that we not reverse Roe vs. Wade. That we stand up against Citizens United.
We stand up for the rights of people in the workplace that we stand up and basically say the Supreme
Court should represent all of us. that's how I see the court and the kind of people that I would be looking
to nominate to the court. Would be in the great tradition of standing up to the powerful, standing up on
behalf of our rights as Americans. And I look forward to having that opportunity. I would hope that the
senate would do its job and confirm the nominee that President Obama to them. That's the way the
constitution fundamentally should operate. The president nominates and then the senate advises and
consents or not, but they go forward with the process. (Hillary Clinton, Presidential Debate, University of Nevada Las Vegas, Las
Vegas, NV, 10/19/16)

outside groups. (Lee Fang and Andrew Perez, Hacked Emails Prove Coordination Between Clinton Campaign And Super PACs, The Intercept,

#29: WHILE CLINTON SLAMS WALL STREET PUBLICLY, SHE HAS PRIVATELY TOLD
BANKERS THAT THE PEOPLE WHO WORK IN THE INDUSTRY WOULD BE THE BEST
AT REGULATION
In Public, Clinton Pledges To Crack Down On Wall Street With Tougher Government
Regulation
Clinton Has Promised To [Impose] Tougher Constraints On The Biggest Banks In Order To
Reduce Dangerous Risk-Taking. Tackling dangerous risk-taking in the financial sector starts with
imposing tougher constraints on the biggest banks. But it also requires constraining risk beyond banks. In
fact, the crisis itself demonstrated that serious risks could emerge from institutions and activities in the
so-called shadow banking system, which often receives little prudential oversight at all. Thats why
Clinton would implement a comprehensive plan to tackle excessive risk wherever it appears. (Press Release,
Hillary Clinton: Wall Street Should Work For Main Street, Hillary For Americas The Briefing, Accessed 10/9/15)

In Private Speeches, Clinton Told Wall Street Bankers She Was Their Ally
Talking About The "Golden Key" To Regulating Wall Street, Clinton Said The "People Who Know
[Wall Street] Better Than Anybody Are The People Who Work In The Industry." CLINTON: "I mean,
it's still happening, as you know. People are looking back and trying to, you know, get compensation for
bad mortgages and all the rest of it in some of the agreements that are being reached. There's nothing
magic about regulations, too much is bad, too little is bad. How do you get to the golden key, how do we
figure out what works? And the people that know the industry better than anybody are the people who
work in the industry. And I think there has to be a recognition that, you know, there's so much at stake
now, I mean, the business has changed so much and decisions are made so quickly, in nano seconds
basically. We spend trillions of dollars to travel around the world, but it's in everybody's interest that we
have a better framework, and not just for the United States but for the entire world, in which to operate
and trade." (Tony Carrk, Email To Jennifer Palmieri, HRC Paid Speeches, John Podesta Wikileaks, 1/25/16)

Clinton Said That It Is Up To The Industry Itself, Referring To Wall Street, To Strengthen Our
Economy. CLINTON: Remember what Teddy Roosevelt did. Yes, he took on what he saw as the excesses

in the economy, but he also stood against the excesses in politics. He didnt want to unleash a lot of
nationalist, populistic reaction. He wanted to try to figure out how to get back into that balance that has
served America so well over our entire nationhood. Today, theres more that can and should be done that
really has to come from the industry itself, and how we can strengthen our economy, create more jobs at
a time where thats increasingly challenging, to get back to Teddy Roosevelts square deal. And I really
believe that our country and all of you are up to that job. (Tony Carrk, Email To Jennifer Palmieri, HRC Paid Speeches, John
Podesta Wikileaks, 1/25/16)

#30: CLINTON PUBLICLY APPEALS TO KEEP IT IN THE GROUND

ENVIRONMENTALISTS WHILE SHE HAS MOCKED THEM IN PRIVATE
In Public, Clinton Has Pandered To Environmentalists, Saying We Need To Keep More Fossil
Fuels...In The Ground
In October 2015, Clinton Said America Has To Move Away From Fossil Fuels And Must Keep
More Fossil Fuels Under The Ocean And In The Ground. CLINTON: We have to move away from
fossil fuels including gas, but that gas can be a useful bridge, especially as we move away from coal, and
we move away from dirtier oil and some of the really bad alternatives. And we want to keep more fossil
fuels under the ocean and in the ground. Thats why Im against arctic drilling and why Im against
offshore drilling because I dont think we should start that. (Hillary Clinton, Remarks At Town Hall, Keene, NH, 10/16/15)

The Ground, And Said They Should Get A Life. CLINTON: And you know, I'm already at odds with
the most organized and wildest. They come to my rallies and they yell at me and, you know, all the rest of
it. They say, 'Will you promise never to take any fossil fuels out of the earth ever again?' No. I won't
promise that. Get a life, you know. So I want to get the right balance and that's what I'm [inaudible] about- getting all the stakeholders together. Everybody's not going to get everything they want, that's not the
