DICT-Secretary Atty. Rodolfo A. Salalima, also known as Rudy, has


always displayed excellence in the field of law and
telecommunications in the 40 years of his career. He has held
various key positions in the telecommunication industry, which were
crucial to the development of the countrys ICT environment. He
previously served as a member of the Executive Committee of the
National ICT Advisory Council, as the President of the Philippine
Chamber of Telecommunications Operators, Inc. (PCTO), and as a
Board Director of the Telecoms Infrastructure Corporation of the
Philippines (TELICPHIL). Internationally, he was previously the Vice Chairman of the International
Telecommunication Union (ITU) Council Working Group for the Amendment of the ITU
Constitution and Convention at Geneva, Switzerland.
Atty. Salalima served as chief counsel of Innove Communications, Inc. and as chief legal counsel
and senior advisor to Globe Telecoms in the private sector. Prior to this, he was the Vice President
for Legal and Human Resources Department of the International Communications Corporation
(Now BayanTel).
From 1992 to 1996, he served as the first President and Founding Director of the
Telecommunications and Broadcast Attorneys of the Philippines Inc. and was the immediate past
President of the Philippine Electronics and Telecommunications Federation.
After retiring from Globe in 2015, the UP Law Center published Atty. Salalimas book named
Telecommunications in the Information Revolution, breathing insight into the relation of the law
and the telecommunications industry. On June 22, 2016, he was appointed as the Secretary of
the Department of Information and Communications Technology by President Rodrigo R. Duterte.
Web Services and Cyber Security Division, Philippine National Police
Allan S. Cabanlong is Police Chief Inspector and Chief, Web Services and
Cyber Security Division of the Philippine National Police Information
Technology Management Service. He is an ASEAN Engineer, a professional
electronic engineer and a graduate of Master of Science in Global
Information and Telecommunications Studies at Waseda University in
Tokyo, Japan.
He was a member of the Technical Working Group in the drafting of the
Cybercrime Prevention Act of 2012 (RA10175) of the Republic of the
Philippines with the Office of the Honorable Senator Edgardo J. Angara. He
is also one of the four core group members in the drafting of the proposed Use of Internet for
Terrorist Purposes Bill of the Republic of the Philippines with the Office of the President (AntiTerrorism Council) and United Nations Office on Drugs and Crime (UNODC), and an architect of
the Administrative Order 39 signed by the President of the Philippines in 2013.
He is a contributor to the 2012 book Law, Policy and Technology: Cyber Terrorism, Information
Warfare and Internet Immobilization (written and edited by Pauline Reich and Eduardo Gelbstein).
He is a recipient of various local and international awards in the fields of electronics engineering,
information and communications technology, law enforcement and cybersecurity. He is an
Honoree of the 2015 Asia-Pacific Information Security Leadership Achievements (ISLA) Awards
awarded by (ISC)2, listed as one of the Ten Outstanding Electronics Engineers of the Philippines
in 2014, the Philippine National Police Commissioned Officer of the Year 2012 and 2014 and
recipient of the 2015 Special Citation for Outstanding Professional of the Philippines.
