The Indo-China NSG Cold War

What is NSG?
NSG is an acronym for Nuclear Suppliers Group, which comprises of
those countries dealing in nuclear supply, along with an intention to
check the mushrooming of nuclear weapons, relevant technology and
information to the nations, recognized as non-nuclear. This protocol is
monitored by the Nuclear Non-proliferation Treaty (NPT). Browsing the
dust-laden pages of history, the NSG came into existence with the first
successful nuclear bomb test, called Smiling Buddha, carried out in the
Pokhran Test Range (PTR) in Rajasthan, in 1974. The NSG had seven
participating governments during its inception, as against forty-eight
members, in 2016; China being a significant counterpart.
The Controversy
After the Modi Government gained authority, there have been meticulous
projections regarding several pro-poor rhetoric projects, one among them
being Indias ambitious bid to feature as an NSG member. The mileage
for such an aspiration was fuelled by US President Barrack Obama,
who during his India visit in 2010, had promised US support for Indian
empanelment into the NSG, besides similar concoctions from French
President Sarkozy and Russian President, Vladimir Putin. Moreover one

among Modis recently concluded World Tours agenda could be to bag


an international consensus for the Indian entry into the NSG. However,
presently, Chinas defiance to Indias candidature has crafted a major
debacle to an easy entry, thereby thwarting Indias motives. With Chinas
resistance, seven other countries, including the Modi visited Brazil,
Switzerland and Mexico, also ironically changed ends and reiterated
their support. Always at loggerheads, Chinese neighbours implemented
this strategy to foil Indias plans in having access to nuclear technology,
regulatory policies and increased power. Alternatively, China has also
demanded India and Pakistan to join the NPT first, citing the benchmark
set by the international community, at a Press Conference in Seoul.

Chinas Vested Interests


Chinas mission to impede Indias journey had a varied set of objectives,
especially to curb the uranium supply into India for crafting nuclear
weapons alongside export of nuclear components. Moreover, China also
avenged being denied membership into Missile Technology Control
Regime (MTCR), of which India is a partner, which permits India to
continue its non- proliferation supremacy in the world. To add to these
parameters, this was China hitting out at the US to royally reprove it, for
supporting the Indian cause. Through this itinerary, China attempted to
showcase itself as an Emerging Supremacy, which could configure the
global perspective.

The Hypocrisy
Thomas Reed, former US Air Force Secretary, in his creation, The
Nuclear Express: A Political History of the Bomb and its Proliferation,
stated that in spite of being an NSG member, China has internationally
proliferated nuclear technology to the perilous Pakistan, shelter to several
obnoxious militant outfits. During Deng Xiopings leadership, China
had not only supplied technology and nuclear weapons to the Draconian
Third World Muslims but also trained Pakistani scientists in nuclear

warfare and provided access to technical designs. Moreover, China had


been reportedly providing uranium and tritium gas to Pakistan, necessary
for nuclear arms. Henceforth, it is absolutely clear that China has been
supporting Pakistan, being totally aware of the precarious consequences.
This is serious infringement and breach of integrity, with regard to the
sanctity of the NSG policies.

The privileges of a NSG Member

Status and recognition: A newly affiliated member would gain reputation in


the international platform.

Access to state-of-the-art technology: Nuclear science is a vast subject with


complex theoretical concepts and chemical deductions. Prior to being a NSG
member, a country would only be using the indigenous amenities. However,
an NSG membership would open the gates to far more sophisticated
technology on a global scale.

Access to resources: Nuclear science is not only technology but also utilizes
several nuclear materials or elements like uranium, radium and actinium,
besides gases like tritium and radon. An NSG membership ensures easy
access to these resources.

Business proposition: An NSG member will have permission to trade


resources and technological aides; both import and export. Thus, financial
dealings will be initiated and would boost the defence capital.

Framework monitoring: Countries which would become a member


of the NSG would get to lay down their own policies with reference to
the regulatory framework and might even get to amend, suggest or even
incorporate newer nuke laws.

Indias to do list
With such illustration of deceit exhibited by China, in spite of PM
Modis constant interaction with Chinese counterpart, Xi Jinping, India
should strengthen its nuclear base in order to deter Chinas endless
quest for nuclear supremacy. India has advertently been drawn into an
arms race with equal hostility from Pakistan too. Next, India could join

hands with other APAC countries like Vietnam, Philippines, Indonesia


and Myanmar, which are anti-China, besides curbing communication
and strategic discussions with China. That would be a coherent way to
display chagrin.

Synopsis
With growing intolerance from China over such schemes and treaties,
it is obvious that the Chinese are Indias most hostile foes. The NSG
deal would have opened Indias floodgates to new R&D prospects and
provided international connect. However, instead of losing hope, India
should retain noble terms with the US, over this agenda and continue
nurturing the Make in India dream, encompassing its 1.2 billion
children.
