Aims&ObjectivesoftheOrganization:
The Department of Cooperation and its field formations have been organized with the main objective of strengthening the
CooperativeMovementinourCountryandtoensurebetterincomegenerationofthemembersconstitutingCooperativeSocieties,
usingtheircommonwealththroughgroupefforts.Providingforwardandbackwardlinkageforallsortsofincomegeneratingactivities
offarmers,artisans,tradersetc.isthegoaloftheCooperatives.
Mission/Vision:
TheDepartmentlooksforwardtowardsRuralDevelopmentincludingRuralCreditandRuralIndebtednessalongwithCooperative
MarketingthroughCooperativeSocieties.
History&BackgroundofItsEstablishment:
TheCooperationDepartmentcameintobeingintheyear1991afterbeingbifurcatedfromtheerstwhileAgricultureandCooperation
DepartmentvideGeneralAdministrationDepartmentResolutionNo.270RBdated02.01.1991.
Organization:
TheDepartmentofCooperationhasfourDirectorates.TheCooperativeDirectorateheadedbytheregistrarofCooperativeSocieties
(RCS)administersthrough47CircleseachheadedbyanAssistantR.C.S.under13Divisionscoveringerstwhileundivideddistricts,
each Division headed by a Deputy R.C.S. The Cooperative Audit Directorate is headed by the Auditor General of Cooperative
Societies (AGCS) with 16 Audit Circles each headed by an Assistant A.G.C.S. The Directorate of Agricultural Markets (DAM) is
headedbytheDirectorofAgriculturalMarketswithsixMarketingRegionseachheadedbyaRegionalMarketingOfficer(RMO).The
onlyCooperativeTribunalhasthestatusofaDirectorate.TheDepartmenthasunderitsadministrativecontroltheonlyPSUnamely
Odisha State Warehousing Corporation (OSWC) constituted by a Central Act and a single statutory Board namely Odisha State
AgriculturalMarketingBoard(OSAMB)constitutedundertheOdishaAgriculturalProduceMarketingAct,1956.TheMinister,in

d. The Cooperative Banks are playing a dominant role for effective implementation of Crop Insurance Scheme, entitled "National
AgriculturalInsuranceScheme(NAIS)."
e.ThroughtheAgriculturalMarketingDirectorate,theOdishaStateofAgriculturalMarketingBoard,MarketRegulationisbeing
implementedforensuringreasonablepricetotheproducersbypreventingexploitation.
f. Facilities in shape of storage of Agricultural and other produce are being provided in the Agricultural Sectors. Distribution of
essentialcommoditieslikefertilizers,foodgrain,seed,etcisbeingprovidedtothefarmersthroughCooperativeSocieties.
g.TheConsumerCooperativeshavebeenplayingsignificantroleindistributionofcontrolledandessentialcommoditiestothepeople
maintainingqualityandprice.TheHousingCorporationarealsoplayingasignificantroleforprovidinghouseandhousingloanto
theeconomicweakersectionofthepeopleoftheSociety.
h.ForbetterfunctioningoftheCooperativeactivitiesandcreatingawarenessamongthepubliceducationandtrainingamongthe
