Ibalong Festival is a colorful week-long event that draws both locals and foreigners to sample the culture and lifestyle of the people of Legazpi City.

LEGAZPI CITY Since 1991, the Ibalong Festival has been a source of
pride among Legazpeos, as it showcases Legazpi Citys culture, heritage and
warm cheer throughout the years. This year, with the Ibalong Festivals silver
anniversary, the city government of Legazpi aims to level-up the celebration by promoting the tourism in Legazpi to an international scope.

celebrated for 25 years. It was
started by those that came before us so that we (today) can
experience its joy. So, why
dont we dont we make this
festival the best there is? Not
just for us, but for generations

DA reiterates ban
on hazardous
veterinary drugs

The Departments of Agriculture and Health reiterate
the prohibition on the selling and use as additives in
animal feeds of five (5) veterinary drugs because of the
build-up of residues in the
meat, milk and eggs derived
from such animals which is

The DA and DOH have
identified Chloramphenicol,
Carbadox, Olaquindox, Nitrofurans and Beta-Agonist Drugs
as hazardous to animals raised
for food.
The manufacture of these
drugs have been banned since
1990 and the registration of

these drugs were likewise disapproved since then.


Dr. Renato Almonte, chief
of the Regulatory Division of
the Department of Agriculture said their office is strictly
monitoring all veterinary drugs
and even feed establishments
to ensure adherence to the ban.

NAGA CITY --- Department of Labor and Employment (DOLE) Camarines Sur Provincial Head Ana Christine Soriano officially unveiled the DOLE Bicol Hotline in
a simultaneous ceremony held in the six (6) provinces of
the Bicol Region, Monday, August 15 at the Regent Hotel,
here.
The DOLE Bicol Hotline (0918) 309-6665 is open 24/7
and will be manned by regional technical staff ready to respond to any inquiries, complaints or grievances concerning
labor related issues and concerns.
Soriano said during yesterdays press conference that the
hotline endeavors to apprehend bogus individual who are
dragging the name of DOLE in unscrupulous acts, particularly soliciting money and asking favor from various offices
or individuals.

It used to be that Philippine politics was
a one-upmanship show characterized by
posturing, rhetoric and outright violence.
There was provincial wardlordism, as
in the famed Crisologos and Singsons
of Ilocos; and assassinations, both
of character and of the person, as in
Masbate and the most treacherous of
them all, that of Ninoy Aquino on August
21, 1983 at the tarmac of the airport which
now bears his name.
These days, under the Duterte
administration,
there
are
still
assassinations of drug lords, suspects,
users; and of character, like that of
Senator Leila de Lima.
This state of things is alarming and
unbecoming, to use a military parlance.
Duterte and De Lima are national
officials. When they speak through the
media, they are messengers and their
messages are received by the people
in so many ways, but more divisive as
shown in the different feedbacks and
opinions in the social media.
There is no sense in talking about
withdrawing the membership of the
Philippines in the United Nations when the
issue is about the illegal drug situation in
the country. That is indiscriminate firing.
It is publicity stunt when a Senator
talks too much even before the conduct
of a Senate hearing yet to be done. That
is much like Hollywood promoting a new
movie.
Meanwhile, a boy was shown on
Facebook studying at night under the
light of a street lamp; another is whacked
by his father for allegedly letting the cat
eat the fried bangus meant for supper;
while 27 Filipino contract workers were
shipped home from the Middle East.
On the other hand, two of the top
public officials of the land are letting us
hear stories about bastat driver, sweet
lover which we have so much of in the
national TV networks.

THREATS CUM ACTION: No matter what people say the presidential
anti-drug policy is bearing fruits as other
forms of criminality subside. Yes there
may be some mistakes as well as abuses by law enforcement authorities but
the important thing is the Duterte message: lawlessness can be curtailed if not
totally solved, by eliminating drug users
and pushers. The big time distributors
and producers can follow later. If there are
no consumers to sell products to- the big
timers will go out of business!
Lately there are now short-surnamed
(Chinese) shabu personalities put away
or arrested. Duterte clearly delivered the
message that by eliminating the delivery
boys soon the producers will surface to
directly deal with their buyers. That will be
the day when well read about big-timers
deaths in our newspapers. The bosses
should be made to start feeling uncomfortable away from their haven in foreign
shores. Their local lackeys will soon spill
out data as to who their real capitalists are
and where they can be found.
LGU SUPPORT: Last weekend President Duterte revealed the list of local officials, police and even judges and prosecutors allegedly involved in the drug trade.
Unfortunately, the list included names
of long deceased persons. There are also
identification errors. It turned out that the
basis of the presidential derogation was
more than three years old! No other than
the president admitted that there may be
some mistakes in his negative pronounce-

Inclusion in said negative list brings
up moral damages, including shock, mental anguish and besmirched reputation.
The presidential mandate to the listed to

has decided to slash to 3% its 2016 investment growth target. PEZA was originally eyeing a growth rate between 5% to
8% this year for its approved investment

(exit of Great Britain from the European Union). PEZA is likewise cutting
its target for exports of registered companies to just 3%, while employment is
still seen growing by as much as 10%.
Former PEZA chief Lilia de Lima said

countrys leadership. Last year, PEZA
investments grew 6% year-on-year to
P259.09B.
SIN TAXES: Excise tax collections from sin products rose 2.22%
to P13.36B in May 2018 - faster than
Aprils 1.5% reversing the 16.12% dip
in March BIR data showed. Cigarette
revenues went down 4.25%, while uptick in liquor products reached P4.14B.
BIR said tobacco firms may have been
adjusting to RA 10643, which took effect
in March, and required their cigarette
packs to contain photographs of smoking health repercussions. The Action for
Economic Reforms said sin taxes are
still bound to go up.
RA 10351 which was enacted in
2012 prescribed for yearly specific adjustments in tobacco and alcohol excise
tax rates until 2016. By 2017, a unitary
tax rate will be imposed in the products,
down from the original four. The law is
meant to deter smoking and excessive
drinking. The law allocates 80% of incremental revenues to universal health
care program and 15% to tobacco farmer support. So far, so good!

Law, Our EEZ's in favor of Dutertes stand
In my last weeks column, I wrote about
a dog of former Pres. Corazon C. Aquino
buried in the Libingan ng mga Bayani.
I based my recollection on newspapers
I read many years ago. During the past
week, a news report about a dog buried in
the ground of Malacaang Palace during
the time of Cory Aquinos presidency was
taken up on TV patrol. I believe it is the
same dog I wrote about that was utilized
by the military when President Cory Aquino
was the Commander-in-Chief. Well, it is a
dog just the same buried in the presidential
ground of Malacaang. This is for a balance
news reporting.
If you listen to the Martial Law victims
who are the oppositors of Marcos burial in
the Libingan ng mga Bayani, you will think
the late President Ferdinand E. Marcos
was nothing but a bad president which is
not true.
Not all Marcos did was wrong. He
declared Martial Law which is provided
in the Constitution to save the Republic.
It was Constitutional and legal. I suggest
to the young generation to read the book
Reflections on Martial Law and Saving the
Republic written by Rod P. Kapunan, who
was a Martial Law detainee, to know truthful
facts about our history.
He wrote the following excerpt in Chapter
I:
First, many people went straight
condemning Ferdinand E. Marcos for
imposing Martial Law on September 21,
instead of asking whether there were valid
grounds that compelled him to impose
it. Such question is crucial because the
circumstances that led to its declaration
remain irrefutably valid; that there was a
raging rebellion as well as unmitigated
subversion conceived by the enemy of the
state and not a tea party as picnic as Mao
Zedong would succintly put it.

which are still serving the people but that is
not my purpose in writing this column. My
purpose is to give information especially
to the youth who do not know what really
happened in the past.

Novel in Rinconada-Bicol
Wins Writers Prize

A story about a character whose body is mysteriously


festered with scratches, won this years Writers Prize for
the Novel in a contest sponsored by the National Commission on Culture and the Arts (NCCA).
Written by poet Estelito Jacob, the novel titled Kamrang
(Scratches) is in Rinconada, one of the languages of Bicol
chosen by the Executive Council of the Committee on Literary Arts of the NCCA as one of the categories in the annual
literary contest.
Jacob, who teaches at the Camarines Sur National
High School in Naga City, was joined by two other winners:
Domogo Gaongen, for Poetry in Kankana-ey; and Ritchie
D. Pagunsan, for Drama in Kinariray-a.
All three received the first tranche of the PhP200,000.00
individual grants during the awarding ceremony held yesterday at the Barbaras Restaurant in Intramuros, Manila.
Jacobs entry was judged by a panel of Rinconada
speakers composed of poet and filmmaker, Kristian S.
Cordero, book designer Vic Nierva; and Marifa Borja of the
Ateneo de Naga University.
Rinconada is the language of the almost half-a-million
inhabitants of the Fifth District of Camarines Sur composed
of Iriga City and the towns of Bula, Baao, Nabua, Buhi, Bato
and Balatan.
Some of its known native speakers include Nora Aunor,
Senator Leila M. de Lima, former Senator Eddie Ilarde, actors Jaime Fabregas, Rez Cortes, the late Senator Joker
Arroyo of Baao, and Miss Universe Runner-up winner, Venus Raj.
During the awarding rites which also featured the lone
winner of the Composers Prize, Alann Timothy Pacpaco for

Breaking Up the Radical Silence

I remember my Math teacher who made an indelible mark


in my life. While no one else saw through me, she drew me
out of my extreme shyness, silent type and discovered a potential I did not even know I had. She gave me one liner that
changed me, Simple, kind and genuine encouragement that
developed confidence, motivated better work and made me
what I am.
Everybody remembers a teacher, who made a difference in their lives, to weave dreams even impossible, but
the memory of the teacher is kept in the heart and lingers
forever.
Now, that I, myself, am a teacher, have a strong desire
that God use me as an instrument in nurturing students in the
fhe field of Mathematics even though they always think that
Mathematics is a difficult subject.
So, what should we do in order the students cope well in
Math.
First, believe in the power of prayer. Start the right start,
prayer is the best weapon in all fear, doubt and negative
minds. When you get in the presence of God, your best ideas
will surface.
Second, students have to make sure that they know the
basic before going in more advance topics, so students have
to ensure that they know whole numbers, fractions, decimal
operations and so on very well. The transition from one to
other will be smoother if mastery of the basic is acquired.
Third, persevere and do not lose heart. Repeated faiures
do not make students shy away from the subject, but the reality is they cannot escape algebra. For example if you dont
understand factoring in first chapter, you will not be able to
solve linear or quadratic equation in the next chapter. Sheer
repetition enhances learning, allow students to do exercises
in her own, by twos or in a group activity, we easily determine their individual differences, strengths and weaknesses.
Lastly, breaking up the radical silence, how? Open new
door of experiences for your students by encouraging them
that Math is easy as they ask his daily allowances, as they
buy food or drink, as they go to mall together with their friends.
Then add music in memorizing rules, laws or formulas. Sing
with them as you motivate youir students. Add colors in your
subject as you introduce lesson by doing a simple arts. Posses a good sense of humor. Put smile in your lesson, smile
enrichment is a form of therapy. A merry heart does good
like a medicine, (Proverbs 17:22). Its the outward evidence
of inner peace, understanding and caring.
Let us glorify God through our service for it is our best way
to honor His name. (Corinthians 10:31 whatever you do,
do all to the glory of God.

Dehumanization (Part 1: Genocides and Other Atrocities)


History is full of examples of atrocities
committed by conquering armies or by
ruling empires and dictatorial regimes.
These include mass slaughters of noncombatant citizens (including children),
rape of women and pillages, which were
regularly perpetrated by conquering
armies when raiding city-states during
ancient times. Mass executions of
defeated enemies and captives were also
common such as the reputed execution of
around 2,000 captives who were crucified
under the orders of Alexander the Great
after his siege of the Phoenician city of
Tyre.
We also have numerous examples of
tortures and inhumane executions during
the Dark Ages such as those perpetrated
by the Roman Catholic Church in its
brutal campaign against heresy. Various
torture devices and torture methods were
invented such as the Iron Maiden, the
Rack and the Spanish Donkey. Of course,
we should not forget to mention Burning
at the Stake as a more humane way of
purifying heretics.
The Industrial Revolution introduced
mass production with the aid of
powerful machineries. It also introduced
mass destruction. As production grew
exponentially, the population also grew
exponentially. The methods of mass
killing and torture have become more
efficient and effective in modern times.
Mass killings of civilians and
combatants during times of war and
even during relatively peaceful periods
have dramatically increased from a few
thousands to the scale of several millions
in a span of few years or even months.
The Holocaust, for instance, had more
than six million civilian victims who
were systematically murdered in death
camps. The victims included children and
infants. Some of whom were subjected to
horrendous medical experiments.
After World War II, other genocides
also happened with similar efficiency as
the Holocaust. Some recent examples
include the Cambodian Genocide where

two million civilians were executed
under the Khmer Rouge regime and the
Rwandan Genocide which took the lives
of around one million people within a
period of roughly 100 days in 1994.
What could possibly explain all
the atrocities and genocides that
happened and that are still happening
in some parts of the world? There are
many factors such as competition for
resources and ideological differences
but the main reason could simply be
the dehumanization of certain groups or
individuals. Once a dominant group -such as in the case of the Nazi regime
-- considers certain minority groups or
individuals as sub-humans, mass killing
and other atrocities become easier to
commit.
Genocides and other types of crimes
against humanity happen because
certain groups of people feel superior
and more entitled than other groups that
they consider sub-humans. Typically, the
groups that commit these crimes against
other groups or individuals are those who
hold political power.
Those who seek power and want to
maintain their hold on power typically
manipulate the population to accept
or resort to violence and all forms of
atrocities in the name of some higher
cause, perverted or otherwise. They
either invent or exaggerate social

problems and offer themselves as the


only viable solution.
In democratic systems, the rise
to power of these blood-thirsty and
manipulative psychopaths is oftentimes
founded on popular support. They
promise security and stability. They
promise reforms and the overthrow of
corrupt systems. However, they usually
have over-simplistic solutions that are
unsustainable and lead only to more
serious problems.
Demagogues in history like Hitler
manipulate the emotions of people.
They create scenarios of us versus
them. They rally people to their sides
by trying to project themselves as
infallible, humble and simple leaders
who sympathize with their supporters
while demonizing and dehumanizing
other people who go against their will.
The process of dehumanization
has already begun in our society.
Duterte and his minions have started
dehumanizing suspected criminals.
They have used their pseudo war on
drugs to justify atrocities, murders and
illegal acts. They continue to violate
our laws and constitution with impunity.
They seem to think that they are above
the law. The president has made
criminals out of law enforcers and
turned them into mere thugs by issuing
them illegal orders.
What legal or ethical right does a
regime have when it does not respect
and abide by the fundamental law of
the land? By definition, it has become
an illegitimate regime that is morally
bankrupt. Many of us would probably
not admit or realize it but this regime
has already become the enemy of the
people.
Its a slippery slope. Once we have
permitted this regime to continue the
dehumanization process of mere
suspects, what could prevent it from
eventually dehumanizing all its political
opponents and critics?

The festivities has since
then been celebrated annually celebrated, with a vibrancy enjoyed by locals
and tourists alike. During the
past years, the festivals main
attraction has been events of
great relevance to the Ibalong epic, like the Mutya
ng Ibalong pageant, theatre
adaptations of the epic and
cultural street presentations
featuring huge effigies of the
epics characters.
However, for this years

As presented by the mayor
and the organizers in a press
conference last August 10, the
festival would include a wide
array of sporting events which
will be covered by national
and foreign media. We need
national and international impact to achieve what we aim
for, so we will do what we can
to provide it the exposure that
we need, explain Rosal.
One of these events is
the Mount Mayon Triathlon, which is expected to
be attended by celebrities
and famous professional triathletes. The said race will

be observed by the United


Triathlon Association (UTA)
and the Triathlon Association
of the Philippines (TRAP) to
see if Legazpi is ready to host
world-class triathlon races
like the Iron-Man.
To draw more sports fans
and athletes in the celebration, other sporting competitions were also organized
like mountain bike racing,
beach volleyball tournaments,
swimming
competitions,
dragon boat races, bowling and badminton tourneys.
During festival, the city will
also be hosting the highly
anticipated face-off of two
UAAP Womens Volleyball
powerhouse teams, Ateneo de
Manila University and De La

Salle University.
In order to feature the citys
music and arts scenes, the city
government also arranged for
events like photography and
art festivals, concerts and artists sessions.
The 2016 Ibalong Festival would also be showcasing Ibalong The Musical, a
Broadway-style adaptation of
the Ibalong epic. According to
the organizers, the said theatre
show and the cultural presentations are events the festival
cant do without, as it is a reflection of Legazpeo culture
involving the Ibalong epic itself. It serves as a reflection,
amidst moving forward, as to
why there is an Ibalong Festival in the first place.

Planned village coco CARD Banking Group gets BSP Outstanding

the Pilot Testing of the Village
Level Coconut Water Processing System assessed the
feasibility of the village-level
coconut water processing
facility in a meeting held on
August 4, 2016 at the Department of Agriculture Regional
Field Office V (DA RFO V) in
Pili, Camarines Sur.
In the said meeting, the research team from Central Bicol
State University of Agriculture
(CBSUA) headed by Project
Leader Hanilyn Hidalgo discussed the results of the comprehensive feasibility study on
coco water as well as their response and actions taken on the
comments by the PRDP regional office and the Project Support Office. Present during the
meeting were representatives of
the project collaborators from

PRDP South Luzon, DA RFO


V, and the Philippine Center for
Postharvest Development and
Mechanization (PhilMech).
Results of the performance
evaluation of the coco water facility conducted by the CBSUA
team shows that eight-hour operation of the facility can process 1,431 mature coconuts and
produce 1,490 bottled coconut
water. In addition, the facility
has a system capacity of 56.2
liters per hour and an efficiency
of 89.20 percent. Meanwhile,
sensory evaluation of the coco
water indicates that the product
is highly acceptable by various
types of consumers including
students, athletes, professionals and household respondents.

Four (4) sectoral committees unanimously endorsed
the Listahanan of the Department of Social Welfare and
Development Field Office V to
the Bicol Regional Development Council.
DSWD Regional Director Arnel Garcia presented the
result of the 2015 Listahanan
household assessment to the
said committees last August
4-5, 2016 at the NEDA Regional Office.

mittee favorably supported the


Listahanan.
According to Garcia, the
Listahanan have a unified set of
criteria for identifying the poor
that would enable synchronization and convergence of all resources.

utilize the data of poor households in the region generated
thru the Listahanan as their basis in the identification of beneficiaries for their respective
social protection programs.
Meanwhile, Garcia will
again present the Listahanan
to the Bicol Regional Development Council Full Meeting on

as the National Household Targeting for Poverty Reduction
(NHTS-PR) is the DSWDs information management system
that identifies who and where
the poor are.

It makes available to national government agencies and

facility.
Records of the Police Regional Office in Bicol (PRO5)
showed that the region has a
total of 36,977 drug surrenderees from July 1 to August 13,
nearly a third of whom came
from Albay.
PRO5 data said there were
10,832 surrenderees in Albay,
10,209 of whom were identified as users while the rest
were deemed drug peddlers or
pushers.
The provincial chief executive said the limited space of the
rehabilitation center in Malinao
town, northeast of this city,
which has an 80-person capacity, could not accommodate the
big number of drug surrenderees in the province.
He said the drug dependents
must undergo intervention
inside a rehabilitation facility
so they could recover from the
influence of illegal drugs.
We should help them return
to the mainstream (of society)
so they will not return to their
illegal activity, said Bichara.
He said the provincial government has established a Technical Working Group for the
plan with him as its chairman.
Bichara instructed provincial engineer Dante Baclao to
make the project plan of what
will be called the Albay Rehabilitation Center.
He asked Baclao to determine the necessary equipment
and the budget required to fully
realize the project.
The provincial government
through its Provincial Health
Office and PSWD has closely
coordinated with DOH, Philhealth, DSWD and PNP and
other related agencies on the
program for the drug dependents.
Bichara said they plan to
categorize the surrendered
drug personalities according
to dependency, such as heavy
or less users, to prioritize
who must undergo immediate
intervention from the agencies, particularly the DOH and
DSWD.
He said a budget will be
set aside for the program as he
believes the drug dependents
should be given importance
so they wont become a threat
to society.
Bichara said he is thankful
to Philhealth which offered to
allocate funds for the program.
Even the DSWD and other
partner agencies promised to
give their share, he added.

After completion of construction of the recovery facili-

ty, Bichara said the PNP will be


tasked with providing security
to the place.

issues of child labor in mining
areas in Jose Panganiban, Paracale and Labo and formulated

PRDP South Luzon Director Shandy M. Hubilla said that
the bottomline of the research
and development project is to
enable coconut farmers to commercialize and adopt the village
level coconut water processing
system. He said that this can
be done using the results of
CBSUAs feasibility studies in
developing future PRDP agroindustrial enterprise development (I-REAP) sub-projects.
However, the project team is
yet to address some challenges
which include finding the right
balance between the need to

produce more and job generation, how to prolong the products shelf-life, and reducing
the production and investment
costs. CBSUA will incorporate the project collaborators
recommendations in their final
terminal report to be submitted
in mid-August 2016.
The Pilot Testing of the Village Level Coconut Water Processing System is being implemented under PRDP I-REAP
3.2, a sub-component of the
Projects agro-industrial enterprise development component.
The project, which commenced
in May 2015 is a collaborative

directed at employers with alleged labor violations.
An amount of Php 5,000 to
50,000 is allegedly being bar-

gained by bogus DOLE Inspector to their victims in exchange


of the Certificate of Compliance or COC from the General
Labor Standards (GLS) and
Occupational Safety and Health
Standards (OSHS).
The establishment of a
DOLE Hotline she said, could
be one of the deterrents to stop
or apprehend these bogus individuals.
To protect the system
from pranksters, Soriano also
shared that the hotline operator will ask the details of the
caller, including its location
and of the establishment or individual concerned. This will
be crossed check before the
DOLE will act up on the complaint. She assured that every
detail will be dealt with utmost

LEGAZPI CITY -- An increasing number of drug surrenderees in Albay, who have


reached over 10,000 nearly
45 days since the anti-illegal
drug campaign started, could
look forward to a sprawling former military camp of
Army troopers as quarters
for rehabilitation.
Governor Al Francis Bichara said the provincial government plans to construct a tem-

porary recovery facility, which


he called a makeshift site, for
the drug dependents in the village (barangay) of Tula Tula in
Ligao City.
He said the area, located
northwest of this city, was used
as temporary base camp of the
Philippine Armys 22nd Infantry Battalion, which is under
the command of the 9th Infantry Division, in its fight against
the communist rebels operating
in the province.
Bichara said the government
troopers left the military camp
several months ago after nearly
a decade of using it for their operations.
The three-hectare property,
estimated to be six kilometers
west of the Ligao City proper
and adjacent to the agricultural
center of the provincial government, is being utilized as a
Community Assistance Center of the Provincial Police Office (PNP) after it was vacated

has entered itno a Memorandum of Agreement (MOA) for
Sagip-Batang Mangagawa
Inter-Agency Quick AntiChild Labor Program for
Camarines Norte yesterday,

Employment provincial head
Jane Rolda said that the MOA
aims to obtain mutual agreement and cooperation in the
fight against Child Labor especially its worst form.

(CNPIA-SBM/SBM),
an anti-child labor mechanism
designed to detect, rescue, rehabilitate and reintegrate children

Rolda said that child labor refers to any work or economic activity performed by a
child that subjects him/her to
any form of exploitation or is
harmful to his health and safety
or physical, mental or psychosocial development.
The MOA organizational
principles and objective is to
actively promote and enforce
