Executive Summary

s a part of the studies in Public Administration, it is an important prerequisite to


acquire some practical knowledge in the form of internship i.e. by working in a
reputable organization for a period of minimum six to eight weeks.

During the summer vacations, I joined Executive Education office Attocks to gain some
practical experience. EDO Education Office is a Sub-ordinate office of civil secretariat
GOVT of the Punjab school Education Department Lahore. Education Department has
indeed a formal departmentalized structure and the Planning and development department
is more conveniently known as Admin Department.
As per the requirement of the study and advices of the advisor, useful information has
been collected and described in the report.

INTRODUCTION TO THE REPORT

INTRODUCTION TO THE REPORT


As part of the academic requirement for completing MPA Masters in public
Administration, the students are required to undergo for 6-8 weeks internship with an
organization. The purpose of internship is to enhance the abilities and skills of the
students by providing them a professional environment by associating them with different
organizations for a short period of time. Another objective of the internship is to provide
a platform where a student can implement the learned knowledge and to have a look in
professional environment.
I joined Executive District Office (Education) Attock on July, 18 2016 for six weeks
internship program that is a necessary part of completion of MPA. After joining
Executive District Office (Education) Attock . I worked in the Planning and Development
branch of the EDO (Education) where all the District Attock Primary and Secondary
Schools are affiliated.. In the planning branch all the school development programs which
are approved for different schemes are mention and our branch provide all the
information of the school and the feasibility report about the development projects to the
higher authority.
The purpose of this department is to facilitate the education in this district especially in
rural areas. Promote the best education in the district. Facilitate the poor people by giving
them scholarships and free education to deserved people. The main aim is to contribute in
education to overcome overall illiteracy rate in Pakistan.

Organization Overview
2.1) Introduction to Executive District Office (Education)

Attock
EDO (Education) office works under the Ministry of Education. Each District has its
Own EDO office. The purpose is to handle all the district schools and increase the
productivity of the education sector in a smaller scale. EDO (Education) Attock office
can see all the working of the District schools and implement all the policies given by the
Higher Authority.
I worked in the Planning and Development branch where all the development project
which are approved for current year are given to this branch for further progress of the
development of schools in the district Attock.
This process is start from the Approved cost of the schemes for current year in the
budget. e.g., 2016-17 budgets for Education. Then Ministry of education divides all the
approved amount in the each district of the Punjab which is 32 districts in punjb. Then
Quota of District Attoch is given to the concerned authority. Then the finance department
allocates all the cost on the different project for development in the district Attock
Schools. Then the Planning Branch can provide all the Development projects for futher
process. Then a joint survey team is formed. The purpose of this team is to see the spots
which are mention in the project for development to know the feasibility of thedevelopment project. After the complete survey the head of the survey team usually he is
the EDO Education Submit the feasibility of the projects report to the planning
department. Than planning department give the information to the finance department for
the allocation of the cost of the each project. A copy of the feasibility is report is also sent
to the main office of the Education in Lahore.

2.2) Brief history Executive District Office (Education) Attock

Prior to the promulgation of devolution plan Directorate of Education Office for


Secondary Education and Elementary Education at division level. The Populace in
general and employees of education department faced enormous problem because an
employee was compelled to travel to Rawalpindi for trifle issues such as taking leave,
transfer, promotion etc. Furthermore all appointments were made in Directorate office.
The Executive District Officer (Education), Attock was established in September, 2001
under the Local Government Ordinance 2001, (Devolution programme) issued by the
President of Pakistan Gen Pervez Musharraf with a purpose to resolve all the issues at
district level. It is pertinent to mention here that all the powers and authorities which were
enjoyed by the Director Education were delegated to the EDO(Education), Attock.
Mirza Basheer Ahmed assumed the charge in September 2001 and became the first
Executive District Officer (Education), Attock.

Education department falls under the District government. EDO(Education), Attock


corresponds with other departments through District Coordination Officer, Attock.
Furthermore, EDO (Education), gets approval from the District Coordination Officer,
who is the highest authority in district. Earlier School Education Department and Higher
Education Department were the single department but in 2004-05 these were separated.
Till this time the Executive District Officer (Education), Attock was the official head of
Education Department.

Now all public and private schools of primary, elementary, secondary and higher level
functioning in the district Attock are directly under control of EDO (Education), Attock.

2.3) Type and Nature of EDO (Education) Attock:


It is public government organization which provides education facilities to district
Attock. It also provides services to the public and concern authorities like Faculty of the
schools about the rules and procedure of a work assigned by the ministry of education.
All the education related work of district Attock is conveyed through this office. The
recruitment of primary and secondary schools teachers of Attock District attock is done
through this office. The development of schools and reconstruction of building and other
development projects which were approved in budget for Attock district is completed
through this office. All the schemes of the ministry of education and different projects
campaigns are done through this office.
Government provides funds of to this office to provide facilities to the education sector in
District Attock. Through this office the scholarships of the deserved students is sent to
the Head office in Lahore.
Basically this organization promotes the Education in District Attock on the behalf of the
Education Ministry. And convey the problems of the District Attock schools to the higher
authority. Complaints of the district Attock schools are sent through this office to the
higher authority for further action.

District Education office is a service oriented Organization. It provide services to the all
the affiliated government primary and secondary schools in District Attock. It provides
the information about the new rules and policies of the education ministry is ordered to
implement. The recruitment for the primary and secondary schools teacher information is
also provided by the department. The primary and secondary school in District is
appointed through this office. Receive the complaints of the schools about the
implementation of the government if not been implemented. Receive the application for
the development projects in the district schools.
Services:

Scholarships to the poor and deserved candidates.

Inform schools about the new plan of the education.

Provide all assistance about schools development projects.

Give free education to the poor people.

Take complaints from customers and inform the higher authority about the
complaints.

2.7) PESTLE Analysis:


2.7.1) Political:
EDO (Education) department is the sub-ordinate of the secretary education Lahore and
secretary is reported to the minister of education. So that when any polices regarding
education or any schemes is been approved for the lower level (e.g. District) each district
is bound to implement policies or further process on the different projects.
As we all know that minister is a political post so it is very much clear that political
system very much in commanding position to handle all the education system and made
polices for lower level.
When policies have been made for future it is first consider that the situation and
outcome of the particular project or schemes which government approved for the
education. The consequences of the project and schemes have been thoroughly
understood first.
In short, we can conclude that If the political has a direct effect on the education system
because if the government is stable that it may be possible that the policies can be made
for future understanding and made sound in nature.

2.7.2) Economic
Economy is heavily affected the education system because it is the key factor of the
development of not only education but even all the development projects in the country.
Through economy it is possible to improve the infrastructure of the education department
development. In Punjab the education system is very much in progress than other
Pakistan provinces because the ruling party in Punjab is in power for a long time. so the

stability in the government made it possible the long-term planning for the education
development in Punjab. Current government is now stable our economy is going upward
since last couple of years. So it affects our education system positively.
In short it is very important to have a stable government to apply long-term plans for
future.

2.7.3) Social:
Social factor greatly affect the education system because the when people know the
government policies and make them a part of the development it is very beneficial for the
education department because sometimes when the government organization interact
with the people they is so many small thing is been generated which benefits all the
aspects. Because government didnt know all the problems so that when general public
interact it possible that the all the aspects regarding education covers.
Interaction could be made through public seminars, online social sites, blogs etc., these
are the new ways which can be adapted to socially interact with each other and make the
plans according to the ground realities.

2.7.4) Technology:
With the advancement of the technology it made the work lot easier and quicker. The
traditional way of communication the department and organization is been change. With
the passage of time Education department made these changes consistently to improves it
productivity so that they may provide better services in future. The work made quicker so
it speedup the development process which ultimately help the Education in Pakistan and
also the organization credibility.
Technology made the Services of education department a lot easier and effective in
recent times. Public now have to use different social media ways to remain in contact
with the department for any assistance.

2.7.5) Legal:
The legal factor also affects the working condition of the organization. I would cite a very
famous took place in the education department. In 2012-13 about 4500 employee are
hired without any merit which obviously affects the department progress. Which heavily
affect the education system. When new government take action on this scandal no result
is been driven because the stakeholder manipulate the information and many of the
record is missing. So government didnt take further action due to insufficient proves and
record. Some of the sources conclude that these employee re still working and taking
their salaries every month.

2.7.6) Environment:
This factor may affect the education system but not immensely affected the organization.
Working environment of the education department is not on the positive side because of
the attitude of the employees toward word is not good. Mostly employee tends to waste
their official work time with different activities which are productive at all.
When there is working environment in the organization prevails the working and
credibility of the organization automatically increase.
So in short we can say that environment can affect positively and negatively according to
the attitude of the employee towards work.

Maintain Standard of Education.

Promotion of quality Education.

Staff development.

Encourage private sector.

Tripartite Partnership(Family, Communities, and state All need to be mobilized)

Free Education up to Matriculation.

Grant of Scholarships to the students.

Availability and Accessibility of schools in rural Areas.

3.1) Planning and Development Department:
This department is headed by personally EDO (Education) Attock. In the planning branch
all the development related work is assigned. The cost of the construction feasibility and
the estimates of all the projects working are completed. Basically there is 3 different
kinds of development of schools in district Attock.

The above mention all the development schemes or projects which are approved in the
2016-17 budget.

Missing Facility:
The missing facilities in schools like Electricity, water, and boundary wall these
are provide under this scheme.

Reconstruction of dangerous building:


The construction of old schools building in the district Attock is reconstructed
under this scheme. A team is form to check the condition of the building and than
file a report and in the report they recommend whether it is necessary to
reconstruct or not.

Shelter less Schools:


The schools which have no shelter facility they have assisted through this scheme.
All the schools having no proper building for the schools and can be categories
through this scheme.

IV.

Classroom Construction:
Schools which need more classrooms due to large enrollment of students they are
categories under this scheme. The reconstruction of the classrooms is also
included in this scheme.

3.1.2) Accounts Department:


This department is responsible for handling the overall cash and other receipts and also to
keep the records of cash given under each scheme and make a budget for the upcoming
months on the basis of the previous data.
In this department, Accounting DMIS is used, to make different transactions such as
ledgers, general journals, cash receipts and payments, etc.

3.1.3) Admin Department:


The main purpose of this department is recruitment, selection, compensation and
employee relationship management. Administration ensures that the right employees are
screened, short listed, interviewed and then hired.

3.1.4) General Branch:


It sees all the daily routine of the works like new assignments are send to
concern departments. And save the record of the all branches in the district.

3.1.5) Examination Department:


This branch sees all the examination matters in the District. The primary and secondary
board examinations schedule information and results. Paper checking are also the
function of this department.

3.1.6) Litigation Department:


The disputes and claims which may arise in between customer and the
education authority they can be solved by this department. The issues like
not providing better service to the customer.

3.3) Detail of Employees:


3.3.1) Assistant Director:
In the branch assistant director is the head of the planning and development branch all the
work of planning and development in completed under the supervision of the Assistant
Director. In Education Department Attock there is no individual is selected for this post
the in charge of this post in EDO (Education) Attock. EDO is seen handle and supervises
all the matters concern to the planning and development Department.

3.3.2) Superintendent:
He is the active head of the department. He can work with the assistant and supervise him
when any issue arises or problems related work. The planning and development
department works under the supervision of the superintendent.

3.3.3) Assistant:
Mudassar Khan is the Assistant in the planning department. He can
supervise all the work done in the planning and development branch and
report directly to EDO (Education) about all the work done Daily. As there
is no AD and Superintendent in this branch so Assistant can do all the
supervision of the employees of this Department

3.3.4) Senior Clerk:


Mr. Muhammad Fayyaz is the senior clerk in this department. He do all the manual
work of daily routine like reply to the mails. And arrange all the record and documents of
planning branch. Keep and maintain the record of all district attock schools data and
information for future need.

3.3.5) Junior Clerk:


Mr. Waqar Ali is the junior clerk in this department. He can collectively work with her
senior Muhammad Fayyaz to maintain the record and make draft of the report and memo
and reply to mails and give information and officials document s to the concern
departments and other concern officials.

4.2) Learning as internee:

Lean about all the development schemes of the district Attock schools.

Working procedure of the department.

Observe the working attitude of the employee of the department.

Learn the working of employee through proper channel like through proper
hierarchy. e.g., document delivers from bottom to top.

The procedure of development of schools like construction of new buildings and


classrooms or other missing facilities in the schools all the procedure when it
starts till its approval all the procedure is observed learned.

The interdepartmental communication among all concern matters.

Duties and responsibilities of the employees in Planning and development branch.

Discussion, Conclusion and Recommendations

5.1) Discussion:
Executive education department have a mission to increase the literacy rate in the district
and also may contribute at national level.

Executive education department is a

subordinate office of secretary education department Lahore. And further work under the
ministry of education. Education department Attock is progressing time to time.
Education department is making possible that every citizen in the district can easily been
provided a better and low cost education to each and every citizen. There are problems in
the department it is very often but experts in the higher level are making policies to
provide free and good quality education in future. It is also progressing in the technology
field. Computerized system is also in use but there are some problems due to lake of
training of employees. Through the training and positive attitude habits of employees can
make a difference for achieving the goals.
The working capacity and employees contribution toward work can very much make a
difference. Through increase in the private sector it starts the new tradition in the
education system which is very useful for the education department to increase the
efficiency of the department. Which is already is progress and in near furture when can
see the education graph upward.

5.2) Conclusion:
Education is the top priority for each and every person. The success of the country is very
much dependent on the educated people ratio in the country. A lot of foreign NGOs are
also involved to make progress the education system in Pakistan. But still due to planning
the progress of the education is not increased. Urban areas are very affected by this issue
the quality and no of departments in these areas are very low. A huge amount of Pakistan
population lives in the urban areas so it cannot be eliminated. Education can
automatically bring changes to the society.
In the recent times plans is been made for education government and other stake holders
are now executing these plan to make it work for the education system.

5.3) Weaknesses:

Education sector is under employed.

There is a lake of planning for future.

Political instability makes planning execution impossible.

Very low budget for education sector.

Incompetent individuals are on the top post which may affect the education
system.

Priorities are not decided because of this urban areas are still not been developed.

Very small number of schools is been allocated for very huge population.

Still there is a lake of technology use the education department.

There is no system to training of employee in this sector.

Duties and responsibilities are not decided for each employee.

Employees in education sector have very bad attitude toward work mostly they
avoid the work for tomorrow.

Employees are not selected on merit.

5.4) Recommendations:

Start planning projects of 5-10 years. And not start working on next plan until
previous is accomplished.

Increase the number of employee in education sector at least the recommended


numbers.

Higher level employees must be gone through tough selection process.

Increase the number of departments at least to the recommended figures.

Make evaluation system for specific time (e.g., Monthly, yearly etc.) for
employees and through this system promotion can be made.

After selection there must be proper system of training for selected employees.

Fixed the duties and responsibilities of each employee.

Must involve the stakeholder when making plans polices.

There is a need to revise the compensation system in this sector.

Infrastructure in education department must be improved.

Additional charges system must be removed there must be proper hierarchical


channel for reporting and working.

Set urban areas top priority for education development.
