Genesis of CDFS Chronology of Events


One of the remarkable qualities of an effective pastoral leader is the sensitivity to
read the signs of the times. This is crucial since every pastoral engagement begins
upon this sensitivity. The current problem with drugs did not escape Archbishop
Ledesmas attention. As we are all aware of, many lives have been lost in this relentless
war on drugs. Many families have suffered the agony of loss of loved ones and many
more are gripped by fear. Thousands have surrendered under Operation Tokhang all
over the country and those who have been arrested languish in very congested jails.
As of September 27, there were already 76,456 surrenderees (responders) recorded
by the PNP in Northern Mindanao alone. The surrenderees and prisoners are way too
many, and undoubtedly beyond what drug rehabilitation centers and jails could handle.
It was easy to recognize at the outset that there is an enormous pastoral challenge
facing the Church.
In this context, the Archdiocese of Cagayan de Oro initiated the coming together of
various stakeholders to assess the current situation and look into possible responses
to the drugs crisis. Since the drugs problem is systemic, there is a need to address it
communally and systematically. The first meeting was held at the Archbishops sala
on July 22, 2016, attended by about sixteen people from the various ad intra & ad
extra ministries including some representatives from the government sector with the
Archbishop presiding. From this little group a dream was born, that of involving more
stakeholders who will engage in the fight against drugs project in a more systematic
and organized way. On July 29, a follow-up meeting was called, this time attended by
about fifty participants from the various sectors of the church and civil society including
the city government, DOH, PDEA, CHR, DSWD, PNP, DILG, the Interfaith Forum, I Will
Serve Foundation, etc. Many good ideas were exchanged at this meeting including the
proposal to organize a core group who would undergo a strategic planning workshop
towards formally organizing a coalition.
On August 4, 2016, Feast of St. John Mary Vianney, Archbishop Antonio Ledesma,
SJ, issued a pastoral letter in response to the aforementioned governments war on
drugs and the drugs abuse crisis. In it he cited that the problem with drugs is systemic,
becoming as it were a plague afflicting the whole of society. Consequently, the drugs
issue is not only about individual users and pushers but also families and communities
affected by this systemic problem. It cuts across all strata of society from the poorest
to the wealthiest and most powerful. Thus, as a Church, he forewarned, that we cannot
remain indifferent to this reality. Pastoral charity, he said, urges us to concretize the
challenge of this Extraordinary Jubilee of Mercy. Quoting Pope Francis in Evangelii
Gaudium and Amoris Laetitia, he reminded everyone that all communities of faith are
called to become islands of mercy and field hospitals.
Bringing this vision to the ground, the Coalition for a Drug-Free Society (CDFS)
was formally organized at the strategic planning workshop held at the VIP Hotel on
August 10, 2016. Dr. Adriano Subaan, Assistant Regional Director of the Department of
Health Region X ably facilitated the said workshop. In attendance were representatives
from ACDO, I Will Serve Foundation, PNP, PDEA, City Government, Interfaith Forum,
CHR, DSWD, and DOH. So much was accomplished in this one-day workshop including
the name, vision, mission, core values, goals, objectives and strategies of the Coalition.
CDFS has for its vision a healthy, productive and drug-free Northern Mindanao by
2022. Due to the enormity of the task of drug intervention and prevention it was agreed
that while the vision covers the whole of Northern Mindanao, the initial battleground
will be Cagayan de Oro. Its mission statement is To promote a holistic, intercultural
and interfaith approach to combating dangerous drugs that upholds the dignity and
sacredness of human life and the rule of law, providing affordable and equitable
services to the least of society towards the continued flourishing of all communities
in Northern Mindanao. The Coalition is anchored on these core values: Compassion,
Collaboration, Commitment, Justice, Mutual Respect and Wholeness.
Three committees were identified: Committee on Prevention of Illegal Drug Use,
Committee on Intervention of Drug Addiction and Committee on Community Support.
Various groups and organizations were assigned to specific committees which
allowed for wider collaboration in terms of strategies and activities. The Coalitions
battle-cry tsada kung walay druga became an instant hit at the meeting drawing all
sorts of creative imagination as to how it will be advertised. There was a high level
of satisfaction among the participants in this strategic planning workshop. It goes
without saying that this historic meeting was characterized by a high level of openness,
commitment, enthusiasm, joy and camaraderie. It must be added, that the leadership,
commitment and skillful facilitation of Dr. Subaan were recognized as hugely essential
to the development of the Coalition.
Following this highly successful workshop, Archbishop Ledesma called for a
follow-up meeting with stakeholders, this time numbering more than sixty participants
representing different institutions and groups. This was held at the Cronnin Hall on
August 16, 2016. Dr. Subaan presented the outcome of the strategic planning workshop
and asked for comments. There was a fruitful sharing of ideas. Everything about the

Coalition for a Drug-Free Society discussed at the strategic planning workshop was
enthusiastically received by the assembly. Michael Fabello from the City Social Welfare
Development presented the CDFS logo which was approved by the group following
some minor modifications. The participants were then divided into three committees to
discuss strategies and immediate plans and activities.
The first of such activities was the Jubilee of Mercy for drug responders, their
families and stakeholders on August 22, 2016. During the meeting Msgr. Boy Salvador
explained the rationale of the said activity and presented the day-long program which
was held at the Our Lady of Mt. Carmel Church in Carmen, Cag. de Oro City. The
highlight of the program was the procession or march to the St. Augustines Cathedral
going through the Jubilee Door followed by the celebration of the Holy Eucharist.
Following these groundbreaking initiatives a series of press conferences with
various media practitioners were conducted. There was growing support from different
institutions and concerned individuals as the Coalition was made known to the public
through the media. At a follow-up meeting and general assembly at the Cronnin Hall on
Sept. 27, 2016, about eighty people showed up. Once again various voices affirmed and
appreciated the creation of the Coalition and the efforts that went into its establishment.
The Archbishop explored the possibility of creating parallel parish-level coalitions
with the Archdiocesan coalition level as the central unit. He hopes that a reporting
system between the Church levels and the CDFS can help strengthen and improve the
latters programs and activities. At this meeting, Fr. Raul Dael was identified as the
spokesperson of CDFS.
To date, there are about 50 institutions and organizations that expressed their full
support to the Coalition. It is important to note that although the call to form a Coalition
was initiated by the Archdiocese, CDFS is by nature and intent multi-sectoral and not
Church-based.
Latest update
Few weeks after the celebration of the Jubilee for Drug Responders and
Collaborators, the members of the Steering Committee met a few times to tie loose ends
of the Coalitions strategies and immediate activities. The main concern was to come
up with a concrete program of action focusing mainly on a doable community-based
intervention. The input of the I Will Serve Foundation (IWSF) proved to be most useful
given their experiences on the field. Using the IWSF model, the Steering Committee
through Tito and Girlie Mora, came up with a program called COMBATI (Combat Against
Addiction Training and Intervention).
As part of the initial COMBATI activities, a whole day basic seminar on The
Nature and Effects of Drug Addiction was held at the Cronnin Hall on October 1, 2016.
This was conducted by personnel from PDEA Reg. X and I Will Serve Foundation. A
similar seminar was conducted on Oct. 8 for the second batch which turned out to be
a larger group. In response to the challenge of cascading CDFS efforts to the barangay
level, three barangays (Carmen, Lapasan and Nazareth) were identified as pilot areas
for community-based intervention. Recently, the I Will Serve Foundation conducted
an orientation seminar in Lapasan on the community-based intervention program
participated in by some barangay officials. It was later on extended to a wider audience.
At the Church level we acknowledge the initiative of the parishes of Malitbog and
Magsaysay (and those parishes unknown to us), at the start of Operation Tokhang.
These parishes collaborated with local government officials and the PNP in ensuring
a just and peaceful process of surrender. The Parish Priests also organized meetings/
dialogues in their churches with surrenderees/responders and their families and the
PNP/barangay officials. Of late, the Pueblo de Oro Chaplaincy is pioneering in its effort
to implement a community-based intervention program in collaboration with One CDO
and I Will Serve Foundation.
Pleased with this development, the city government has pledged financial support
for the program. It must be understood that aside from being a primary agent on the fight
against drugs, the city government through the City Social Welfare Development is also
a founding member of the Coalition for a Drug-Free Society. The government definitely
cannot do it alone. The Churchs input and those of all law-abiding and compassionate
citizens can help mitigate the impact of extrajudicial killings, if not to stop it. Perhaps it
is no coincidence that Cagayan de Oro has one of the lowest number of cases related
to extrajudicial killings. Thus, this collaborative effort must continue.
These inspiring initiatives in the Archdiocese of Cagayan de Oro couldnt have
come at a better time. The creation of the Coalition for a Drug-Free Society has the spirit
of mercy and collaboration at its core. As Edmund Burke once said, Evil triumphs
when good people do nothing. With the presence of the Coalition we can definitely
say this is not true in the Archdiocese of Cagayan de Oro. The hope is that for as long
as there are drug dependents needing help, CDFS will remain. Finally, although the
celebration of the Jubilee of Mercy formally ends this month, the call to BE and DO
mercy continues.

Oro Campus Ministry (ACCMA) held
their annual gathering on October 15,
2016 at the DepEd Region X Conference
Hall with the theme: Mercy Matters.
In attendance were thirty-three of its
members.
The assembly started with
the presentation of the ACCMA
Accomplishment Report for Pastoral
Year 2015-2016 by Ms. Marie Christine
Antipala, ACCMA Coordinator. Five

Programs/Activities
were concretely implemented in the
various schools/parishes of the entire
archdiocese of Cagayan de Oro: 1)
Parents Recollection in MOGCHS,
Alubijid CNHS, San Isidro NHS in
Balingasag; 2) One-Day High School
students Recollection to twenty-four
Public High Schools; 3) Sacrament of
Confirmation to students of MOGHS,
CNHS, CDONHS; 4) Public High School
Teachers Retreat in various schools;
and 5) First Friday Masses in Public
High Schools.
The various ACCMA programs
benefitted those being ministered to
in their spiritual, moral and temporal
growth, particularly the poor. Students
who attended the recollection and
retreats had an enhanced awareness
of the existence of God and were
provided with the insights towards
healing of their family roots leading to
their spiritual growth. The Leadership
Training Seminar for Public High School
Students provided them with a greater
appreciation of their leadership skills
and talents, and encouraged them to be
leaders in their respective campuses.
The teachers who attended the 2-Day
Teachers Retreat were so grateful
because it enhanced their relationship
with God and they became more
inspired in the classroom. Volunteers/
Partners Retreat was also conducted to
teachers who were willing to facilitate
recollections for high school students.
The teachers became more inspired
and they initiated various ministry
activities in their campus.
A Formation Talk was given by
Lolita T. Bacarrisas, full-time volunteer
worker at the Christian Family and
Life Apostolate Office. She shared the
beautiful thoughts of Pope Francis on
his latest exhortation Amoris Laetitia
or the Joy of Love, particularly Chapter
3, Looking on Jesus: The Vocation of
the Family. The promotion of beauty
and the power of the sacrament of
marriage is very timely for this Jubilee
Year of Mercy. This is a great invitation
for all the married couples and
families to value the gift of marriage;
to persevere in a love strengthened by

generosity, commitment and fidelity; to


encourage family to be a sign of mercy
and closeness; and for family to be
grounded on reality.
Bacarrisas presented current
realities of families as tackled during
the two synods of bishops as embodied
in Amoris Laetitia: The joy of love
experienced by families is also the joy
of the church. As the synod Fathers
noted, for all the many signs of crisis in
the institution of marriage, the desire
to marry and form a family remains
vibrant, especially among young
people, and this is an inspiration to the
church. As a response to that desire,
The Christian proclamation on the
family is good news indeed. (AL, 1)

She stressed further that unless


the couples understand the meaning
and characteristics of Christian
Marriage and know the relevance and
purpose why Jesus Christ instituted it
as a sacrament, they will not appreciate
marriage as a beautiful gift from God.
As a gift therefore, it is the prime
responsibility of married people to
safeguard the institution of marriage.
Marriage abounds in Gods mercy.
Gods mercy is faithfulness. According
to St. Paul God being a merciful God
is faithful in His mercy, if you are
not faithful to Him, He will remain
faithful, for He cannot deny Himself.
Faithfulness in Mercy is the very being
of God. For this very reason God is
totally and always trustworthy. Mercy
is not the fruit of mans goodness
but the fruit of Gods goodness. God
therefore will always be true to His
promise to always be there for the
couple. Gods indulgent love always
accompanies our human journey,
through grace. it heals and transforms
hardened hearts, leading them back to
the beginning through the saving grace
of Jesus Cross.
The Regional Director of DepEd
Region X, Dr. Allan G. Farnazo shared
an Inspirational Message to the
participants. He promised to fully
support the program of ACCMA. He
encouraged everyone to become active
members of ACCMA and he hoped
that the membership will increase for
there are a lot to do for the spiritual
formation of the students especially
in public schools. Part of his policy
implementation for spiritual formation
is to augment and strengthen the
present pool of catechists to handle
the catechism classes, and hopefully
to transfer class schedules to the first
hour of the morning when students are
most disposed and eager to learn. The

the Holy Mass officiated by Most Rev.
Antonio J. Ledesma, SJ, DD.

The Youth of the Vicariate of St.
Jerome successfully concluded their
celebration of the Feast day of St.
Jerome, Priest and Doctor of the Church
on September 30, 2016 at Santuario
Eucaristico.
The vicariate is composed of eight
(8) parishes of Kauswagan, Carmen,
Balulang, Macanhan, Patag, Bulua and
Iponan. The celebration started with a

Vicariate. After the mass, Fr. Rosauro
Valmores of Eco Church, San Isidro
Labrador Parish gave a talk about
the life of St. Jerome. The celebration
ended with a prayer and a simple

October 27, 2016 amidst the


morning drizzle and occasional cold
breeze the youth delegates arrived in
Gingoog City for the 3-day Archdiocesan
Youth Day 2016 with the theme:
Filipino Youth: Missionary Disciple
of the Eucharist. A lively haloo-higala
greeted each delegate as the animators
welcomed them through a festive dance,
bringing painted abanikos, a reflection
of Filipino hospitality. The delegates
were ushered into the church where
fostering arrangements were finalized
while enthusiastic foster parents waited
patiently outside.
After lunch the Blessed Sacrament
was exposed by Fr. Joseph Montemayor,
SSJV, Archdiocesan Youth Director, to give
the delegates quiet moments with the
Lord in thanksgiving. Priests were also
available for Confession during the Holy
Hour. Then there was the celebration
of the Holy Eucharist, presided by Rev.
Fr. Medallo Valmores, Vicar Forane
of Sta. Rita de Casia Vicariate, and
concelebrated by 20 other priests from
different vicariates. In his homily Fr.
Valmores emphasized on the essence of
the young peoples participation in the
Archdiocesan Youth Day: It is not by

He challenged the young people to
always keep track of their real purpose
as a Filipino Youth and to use their
weak and inadequate hands bahalag

sa pagserbisyo, and to let God use them
for the sake of other young people in
their respective parishes.
After the mass, the vicariates and
trasparochial groups filled the city
streets with their cheers and dances at
the Sadya sa Kadalanan, a parade from
Sta. Rita de Casia Parish to the Arturo
Lugod Gym. Each group prepared
banners, props, costumes, images and
icons representing their patron saints.
No sign of exhaustion can be seen from
the delegates as they poured out their
best yells upon arrival at the gym.
Following the momentum built by
the parade, the host parish amplified
the delegates excitement by serving the
crowd with a wide array of Gingoogs
talent, at the AYD 2016 Welcome Night.
Home grown talents delighted the
audience with every melody and every
dance step. Among the treats served were
ballroom, traditional and contemporary
dances, and song numbers. To show just
how warm the Gingoognons are, no less
than Marie Guingona, the honorable
mayor herself, graced the event and
express her hopes and dreams for the
young people. Rev. Fr. Daniel Reno Alima,
SSJV, parochial Vicar of the host parish,
challenged the delegates to go forth as
missionaries, and bring the message of
Fathers tenderness, forgiveness and
mercy to every man, woman and child.
He encouraged the youth to use their

enthusiasm to bring the good news


of Christs redemptive love to a world
in such need of reconciliation, justice
and peace. He emphasized that the
Eucharist is a school of humble
service and it teaches us readiness to
be there for others.
To cap the day off Mayor
Guingona assured the delegates that
there is no stronger force than the
passion of the youth and that the
world is theirs to discover while the
force is theirs to inherit. It was only
the first day but the delegates were
already on a high high on Gods love.
Haloo Gingoog! Indeed, the first day
was full of warmth and love.
October 28, 2016 The second
day, commenced with a celebration
of the Holy Eucharist with Rev. Fr.
Richard Deloso as presider and
eight concelebrating priests from
the diocese. In his homily Fr. Richard
emphasized the importance of the
Eucharist: The Eucharist is not only
the Blood and Body of Christ but
Christ Himself. He encouraged the
youth to offer their three Ts namely:
Time, Treasure and Talent. He urged
that the youth should not bury their
talents but use them for the ministry,
to share their blessings and to give
their invaluable time in service. After
the Mass there was a gift-giving for
chosen families within the city.
Rev. Fr. Remel Mag-usara, SSJV,
former youth director, was the key
speaker for the AYD 2016 theme. He
described the three points on how to
become a Filipino Youth Missionary
Disciples of the Eucharist. This is to
identify the true identity of oneself
by knowing ones mission, becoming
a disciple and loving authentically the
Eucharist. It is through baptism that
we should adhere to the life of Jesus
Christ. Like over 2000 years ago, the
Church itself is a missionary disciple
of the Eucharist because of its lively
faith, of witnessing and evangelizing
the good news in action and at heart.
The delegates brimmed with
dynamism as they went through the
afternoon activities for talks and
workshops. The large group with
roughly 1500 delegates was divided
into two catechetical sites (Christ
the King College and Arturos Gym)
for the social involvement formation
and spiritual journey. Switching of
speakers in the two sites transpired
with each of the site tackling about
Drug Awareness and Vocation
Campaign. For her Drug Awareness
talk, Philadelphia Rizon, admin-officer
of PDEA-Region X, emphasized the
negative effects of dangerous drugs
and how grave the repercussions
are to those who patronize it. On
the other hand, the ACDO Vocation
Promoters and Director/Directress
showcased their talents through
a dance number to highlight the
spirit of vocation. They stressed
on the Word of Life to discover the
purpose in responding ones life
calling. After a series of sharing, the
vocation promoters and delegates
felt the intensity of prayer in the

pilgrimage walk and Taize to venerate


the AYD cross. At that moment, the
atmosphere of Arturos gym was filled
with silence as the youth encountered
Jesus Christ. Then the AYA Gabi ng
Parangal began with an unexpected
brownout. The surprise plugged-on
form of flashlight did not dampen the
spirit of the delegates who grew even
more energetic during the unexpected
event. The music and interaction of
the young in Cinemaya revealed the
different reality of the youth and the
issues they face. It was like a mystery
of faith to spice up the crowd and unite
them as one. The night ended with
lots of recognitions and awards to
honor the effort of youth leaders who
contributed greatly to youth ministry.
Indeed the day was a total package, full
of inspiring experiences that it is truly
worth saying: DASIG, DASIG, DASIG
BATAN-ON.

Birhen sa Kota Novena & National Laity Week Celebration

CLEMOACO co-sponsored the


Birhen sa Kota novena and novena
Masses in celebration of the National
Laity week from Sept. 28 to Oct. 6, 2016.
This is a regular activity of the
archdiocese with the major organizer:
San Agustin Cathedral and its rector,
Rev. Msgr Perseus Cabunoc, SSJV, the
Birhen sa Kota Friends who hold and
encourage the Sabadohan novena in
every parish throughout the year to
propagate the devotion to the Birhen sa
Kota sa Cagayan de Oro, and through the
supervision of Ms Floripes Tion and Fr.
Dan Coronel.
At each day of the novena,
CLEMOACO member organizations
shared a profile of the group before the
novena and Mass. The sharers, who were
mostly from the youth, gave powerful
testimonies about the intercession
of the Blessed Mother and how this
brought change in their lives and
families. The theme was: Malipayong
FAMILIANagaalagad sa Kasilinganan
ug Katilingban. They were Ms. Pompey
Redoble, Atty. P Sarmen, Ms. Sam Calo,
Ms. Joy Babaran, Ms. Ethel Ludavese, Mr.
Edgar Dichos, Ms. Sylvia Dagus and Mr.
Mert Apanada.
Together with the growing
devotees from the parishes, this years
celebration was attended by schools and
leaders of different lay organizations
as well as their members. We thank
the following CLEMOACO member
organizations that was led by the newly
elected board: Dr. Benie Sy (President,
Tukod-Alpha), Atty. Proculo Sarmen
(VP, KC), Mr. Dondie Roa (Secretary,

pag-ampo gikan sa atong ginikanan.
Apan dili sayon ang pagsunod kang
kristo, daghang tunok, pagsulay sa
kinabuhi, matod niya.

celebrant; Rev. Msgr Florencio Salvador,
Jr., SLD, SSJV, preacher; and Rev. Coke
Daryl Prieto, liturgist.

friends hope and pray that next year the
novena, mass and feast day celebration
will be organized and celebrated in the

Parade of Saints Successfully Conducted

Immaculate
Conception
Parish
AlubaMandumol,
Macasandig
in Cagayan de Oro City
successfully conducted the
Parade of Saints on the first
of November
to celebrate
the Feast of All Saints. With
the intention of making the
chapels patron Saints known
within the parish, Fr. Janus
Burzawa, parish priest, and Fr.
Nino, assistant parish priest,
proposed that a parade of saints
be organized. After the 6:00
AM Eucharistic celebration, a
procession or parade was held
around the area where the
parish is situated.
The parade was led by
little angels. Two angels
carried the image of the saint
on a tarpaulin with the saints
short life story, followed by
the personified saint. The first
in line was Santa Philomena,
the vicariates saint. All other

Parishioners were all excited to see the
saints and their works as they joined
the procession around the block. The

residents, likewise, took time to see


the parish chapels saints. Following
the success of this event, the parish
plans to continue this activity in
the years to come and invite others
to join and personify their favorite
saints.
