efforts to thwart, interfere, interrupt, and deter this case toward a successful conclusion, and this courts

18 USC 1512 - TITLE 18 - CRIMES AND CRIMINAL PROCEDURE
PART I - CRIMES

CHAPTER 73 - OBSTRUCTION OF JUSTICE


1512. Tampering with a witness, victim, or an informant
(a) (1) Whoever kills or attempts to kill another person, with intent to
(A) prevent the attendance or testimony of any person in an official proceeding;
(B) prevent the production of a record, document, or other object, in an official proceeding; or
(C) prevent the communication by any person to a law enforcement officer or judge of
the United States of information relating to the commission or possible commission of a
Federal offense or a violation of conditions of probation, parole, or release pending judicial
proceedings;
shall be punished as provided in paragraph (3).
(2) Whoever uses physical force or the threat of physical force against any person, or attempts
to do so, with intent to
(A) influence, delay, or prevent the testimony of any person in an official proceeding;
(B) cause or induce any person to
(i) withhold testimony, or withhold a record, document, or other object, from an official
proceeding;
(ii) alter, destroy, mutilate, or conceal an object with intent to impair the integrity or
availability of the object for use in an official proceeding;
(iii) evade legal process summoning that person to appear as a witness, or to produce a
record, document, or other object, in an official proceeding; or
(iv) be absent from an official proceeding to which that person has been summoned by
legal process; or
(C) hinder, delay, or prevent the communication to a law enforcement officer or judge of the
United States of information relating to the commission or possible commission of a Federal
offense or a violation of conditions of probation, supervised release, parole, or release pending
judicial proceedings;
shall be punished as provided in paragraph (3).
(3) The punishment for an offense under this subsection is
(A) in the case of a killing, the punishment provided in sections 1111 and 1112;
(B) in the case of
(i) an attempt to murder; or
(ii) the use or attempted use of physical force against any person;
imprisonment for not more than 30 years; and
(C) in the case of the threat of use of physical force against any person, imprisonment for
not more than 20 years.
(b) Whoever knowingly uses intimidation, threatens, or corruptly persuades another person, or
attempts to do so, or engages in misleading conduct toward another person, with intent to
(1) influence, delay, or prevent the testimony of any person in an official proceeding;
(2) cause or induce any person to
(A) withhold testimony, or withhold a record, document, or other object, from an official
proceeding;
(B) alter, destroy, mutilate, or conceal an object with intent to impair the objects integrity
or availability for use in an official proceeding;

States of information relating to the commission or possible commission of a Federal offense or
a violation of conditions of probation 1 supervised release,,1 parole, or release pending judicial
proceedings;
shall be fined under this title or imprisoned not more than 20 years, or both.
(c) Whoever corruptly
(1) alters, destroys, mutilates, or conceals a record, document, or other object, or attempts to do
so, with the intent to impair the objects integrity or availability for use in an official proceeding; or
(2) otherwise obstructs, influences, or impedes any official proceeding, or attempts to do so,
shall be fined under this title or imprisoned not more than 20 years, or both.
(d) Whoever intentionally harasses another person and thereby hinders, delays, prevents, or dissuades
any person from
(1) attending or testifying in an official proceeding;
(2) reporting to a law enforcement officer or judge of the United States the commission or possible
commission of a Federal offense or a violation of conditions of probation 1 supervised release,,1
parole, or release pending judicial proceedings;
(3) arresting or seeking the arrest of another person in connection with a Federal offense; or
(4) causing a criminal prosecution, or a parole or probation revocation proceeding, to be sought
or instituted, or assisting in such prosecution or proceeding;
or attempts to do so, shall be fined under this title or imprisoned not more than 3 years, or both.
(e) In a prosecution for an offense under this section, it is an affirmative defense, as to which the
defendant has the burden of proof by a preponderance of the evidence, that the conduct consisted
solely
of lawful conduct and that the defendants sole intention was to encourage, induce, or cause the other
person to testify truthfully.
(f) For the purposes of this section
(1) an official proceeding need not be pending or about to be instituted at the time of the offense;
and
(2) the testimony, or the record, document, or other object need not be admissible in evidence or
free of a claim of privilege.
(g) In a prosecution for an offense under this section, no state of mind need be proved with respect
to the circumstance
(1) that the official proceeding before a judge, court, magistrate judge, grand jury, or government
agency is before a judge or court of the United States, a United States magistrate judge, a
bankruptcy judge, a Federal grand jury, or a Federal Government agency; or
(2) that the judge is a judge of the United States or that the law enforcement officer is an officer or
employee of the Federal Government or a person authorized to act for or on behalf of the Federal
Government or serving the Federal Government as an adviser or consultant.
(h) There is extraterritorial Federal jurisdiction over an offense under this section.
(i) A prosecution under this section or section 1503 may be brought in the district in which the official
proceeding (whether or not pending or about to be instituted) was intended to be affected or in the
district in which the conduct constituting the alleged offense occurred.
(j) If the offense under this section occurs in connection with a trial of a criminal case, the maximum
term of imprisonment which may be imposed for the offense shall be the higher of that otherwise

-3provided by law or the maximum term that could have been imposed for any offense charged in such
case.
(k) Whoever conspires to commit any offense under this section shall be subject to the same penalties
as those prescribed for the offense the commission of which was the object of the conspiracy.

ISSUES TO BE CONSIDERED IN MOTION FOR SUMMARY JUDGEMENT


1. Judicial Misconduct

6. Collusion of COINTELPRO-LIKE Tactics with Law Enforcement
The Court MUST consider the leqal circumstances surrounding my Whistleblowing activities and
the Federal False Claims Act filing of the APPELLANT as it relates to the past 28 years and the myriad of
violations of the Lancaster County District Attorney. The APPELLANT will argue that it is wholly unfair
and unconstitutional not to grant the APPELLANT In Forma Pauperis Status. The APPELLANT has filed
ample evidence of a pattern and relentless cycle of earning and accumulating capital and assets, as well
building substantial worth through his business interests, only to have it all extorted through an
elaborate civil and criminal scheme to defruad. Therefore any attempt to subject the APPELLANT
to more court related fees is only a continuation of that same said fraud.
Consideration MUST be given to Pederson v. South Williamsport Area School District, where the
courts interpreted due process, as Essentially fundamental fairness is exactly what due process
means. Furthermore, the United States District Courts in Perry v. Coyler (1978, 524 F 2d. 644) have
concluded the following:

Even the probability of unfairness can result in a defendant being deprived

of his due process rights. The focus of these claims are recorded in the United States District Court
for the Eastern District of Pennsylvania, 05-2288 and 06-4650. In addition the Petioner is the MOVANT
in the Lisa Michelle Lambrerrt Case and recently filed a Motion for Summary Judgment, 04-2559, which
was recently appealed to the Third Circuit Court of Appeals. The preceding cases have been preserved
by the Third Circuit Court of Appeals in case no. 07-4474, see attached.
The prosecutorial misconduct the the APPELLANT has been subject to has violated his
constitutional rights, but more importantly the abuse or process has prevented the APPELLANT from
completing a wealth of claims in both state and federal Courts. 1983 Civil Rights Acts and 18 U.S.C.A.
Acts state the following: The underlying purpose of the scheme of protecting constitutional rights are
to permit victims of constitutional violations to obtain redress, to provide for federal prosecution of
serious constitutional violations when state criminal proceedings are ineffective for purpose of deterring
violations and to strike a balance between protection of individual rights from state infringement and
protection from state and local government from federal interference, 18 U.S.C.A. 241, 242;
U.S.C.A. Const. Art. 2, 53; Amend. 13, 14, 5, 15, 2: 42 U.S.C.A. 1981-1982, 1985, 1988, Fed.
Rules Civil Proc. Rule 28, U.S.C.A.

A case can be made for a RICO violation as defined in the case of United States v. Holck, 389 F.
Supp. 2d. 338, criminal responsibility defines single or multiple conspiracies by the following:
Governments, without committing variance between single conspiracy charges in an indictment and its
proof at trial may establish existence at continuing core conspiracy which attracts different members at
different times and which involves different subgroups committing acts in furtherance of an overall
plan. This illustrates the legal analysis of the 1987 conspiracy to cover-up my International Signal &
Control, Plc., whistle blowing activities.
The APPEALLANT HAS 29 False Arrests in the County of Lancaster dating back to 1987, which
under Pennsylvania Law, constitute a conspiracy that may be proved by circumstantial evidence that is
by acts and circumstances sufficient to warrant an inference that the unlawful combination has been in
front of facts formed for the purpose charged. See Walcker v. North Wales Boro, 395 F. Supp. 2d. 219.
In the same case the following was supported: Arrestees allegations that the township (Conestoga)
and its police officers were acting in concert and conspiracy and with the purpose of violating arrestees
constitutional rights by subjecting him to unreasonable force, arrest, search, and malicious prosecution
and the two (2) or more officers acted together in throwing arrestee to the ground (April 5 th, 2006 and
August 4th, 2006) and forcing him to take two (2) blood tests and holding him in custody.

The

preceding pleaded civil conspiracy claims under Pennsylvania Law.


11. In order to state a claim for civil conspiracy and a cause of action under Pennsylvania Law, a
plaintiff must allege that two (2) or more persons agree or combine with lawful intent to do an
unlawful act or to do an otherwise lawful act by unlawful means, with proof of malice with intent
to injure the person, his/her property and or business. In the case of United States v. Holck,
389 F. Supp. 2d. 338, criminal responsibility defines single or multiple conspiracies by the
following: Governments, without committing variance between single conspiracy charges in an

Under RICO, a person or group who commits any two of 35 crimes27 federal crimes and 8
state crimeswithin a 10-year period and, in the opinion of the US Attorney bringing the case, has

committed those crimes with similar purpose or results can be charged with racketeering. Those found
guilty of racketeering can be fined up to $25,000 and/or sentenced to 20 years in prison. In addition,
the racketeer must forfeit all ill-gotten gains and interest in any business gained through a pattern of
"racketeering activity." The act also contains a civil component that allows plaintiffs to sue for triple
damages. When the U.S. Attorney decides to indict someone under RICO, he has the option of seeking
a pre-trial restraining order or injunction to prevent the transfer of potentially forfeitable property, as
well as require the defendant to put up a performance bond. This provision is intended to force a
defendant to plead guilty before indictment. There is also a provision for private parties to sue. A
"person damaged in his business or property" can sue one or more "racketeers." There must also be an
"enterprise." The defendant(s) are not the enterprise, in other words, the defendant(s) and the
enterprise are not one and the same. There must be one of four specified relationships between the
defendant(s) and the enterprise. This lawsuit, like all Federal civil lawsuits, can take place in either

Where RICO laws might be applied1
Although some of the RICO predicate acts are extortion and blackmail, one of the most
Successful applications of the RICO laws has been the ability to indict or sanction individuals for their
behavior and actions committed against witnesses and victims in alleged retaliation or retribution for
cooperating with law enforcement or intelligence agencies.

The RICO laws can be alleged in cases

where civil lawsuits or criminal charges are brought against individuals or corporations in retaliation for
said individuals or corporations working with law enforcement, or against individuals or corporations
who have sued or filed criminal charges against a defendant.
Anti-SLAPP (strategic lawsuit against public participation) laws can be applied in an attempt to
curb alleged abuses of the legal system by individuals or corporations who utilize the courts as a
weapon to retaliate against whistle blowers, victims, or to silence another's speech. RICO could be
alleged if it can be shown that lawyers and/or their clients conspired and collaborated to concoct
fictitious legal complaints solely in retribution and retaliation for themselves having been brought before
the courts. These laws also apply to victims of clergy abuse where statute of limitations has run out.

(B) cause or induce any person to
(i) withhold testimony, or withhold a record, document, or other object, from an official
proceeding;
(ii) alter, destroy, mutilate, or conceal an object with intent to impair the integrity or
availability of the object for use in an official proceeding;
(iii) evade legal process summoning that person to appear as a witness, or to produce a
record, document, or other object, in an official proceeding; or
(iv) be absent from an official proceeding to which that person has been summoned by
legal process; or
(C) hinder, delay, or prevent the communication to a law enforcement officer or judge of the
United States of information relating to the commission or possible commission of a Federal
offense or a violation of conditions of probation, supervised release, parole, or release pending
judicial proceedings;
shall be punished as provided in paragraph (3).
(3) The punishment for an offense under this subsection is
(A) in the case of a killing, the punishment provided in sections 1111 and 1112;
(B) in the case of
(i) an attempt to murder; or
(ii) the use or attempted use of physical force against any person;
imprisonment for not more than 30 years; and
(C) in the case of the threat of use of physical force against any person, imprisonment for
not more than 20 years.
(b) Whoever knowingly uses intimidation, threatens, or corruptly persuades another person, or
attempts to do so, or engages in misleading conduct toward another person, with intent to
(1) influence, delay, or prevent the testimony of any person in an official proceeding;
(2) cause or induce any person to

shall be fined under this title or imprisoned not more than 20 years, or both.
(d) Whoever intentionally harasses another person and thereby hinders, delays, prevents, or dissuades
any person from
(1) attending or testifying in an official proceeding;
(2) reporting to a law enforcement officer or judge of the United States the commission or possible
commission of a Federal offense or a violation of conditions of probation 1 supervised release,,1
parole, or release pending judicial proceedings;
(3) arresting or seeking the arrest of another person in connection with a Federal offense; or
(4) causing a criminal prosecution, or a parole or probation revocation proceeding, to be sought
or instituted, or assisting in such prosecution or proceeding;
or attempts to do so, shall be fined under this title or imprisoned not more than 3 years, or both.
(e) In a prosecution for an offense under this section, it is an affirmative defense, as to which the
defendant has the burden of proof by a preponderance of the evidence, that the conduct consisted solely
of lawful conduct and that the defendants sole intention was to encourage, induce, or cause the other
person to testify truthfully.
(f) For the purposes of this section
(1) an official proceeding need not be pending or about to be instituted at the time of the offense;
and
(2) the testimony, or the record, document, or other object need not be admissible in evidence or
free of a claim of privilege.
(g) In a prosecution for an offense under this section, no state of mind need be proved with respect
to the circumstance
(1) that the official proceeding before a judge, court, magistrate judge, grand jury, or government
agency is before a judge or court of the United States, a United States magistrate judge, a
bankruptcy judge, a Federal grand jury, or a Federal Government agency; or
(2) that the judge is a judge of the United States or that the law enforcement officer is an officer or
employee of the Federal Government or a person authorized to act for or on behalf of the Federal
Government or serving the Federal Government as an adviser or consultant.
(h) There is extraterritorial Federal jurisdiction over an offense under this section.
(i) A prosecution under this section or section 1503 may be brought in the district in which the official
proceeding (whether or not pending or about to be instituted) was intended to be affected or in the
district in which the conduct constituting the alleged offense occurred.
(j) If the offense under this section occurs in connection with a trial of a criminal case, the maximum
term of imprisonment which may be imposed for the offense shall be the higher of that otherwise

provided by law or the maximum term that could have been imposed for any offense charged in such
case.
(k) Whoever conspires to commit any offense under this section shall be subject to the same penalties
as those prescribed for the offense the commission of which was the object of the conspiracy.

Effective Date
Section 9 of Pub. L. 97291 provided that:
(a) Except as provided in subsection (b), this Act and the amendments made by this Act [enacting this section and
sections 1513 to 1515, 3579, and 3580 of this title, amending sections 1503, 1505, 1510, and 3146 of this title and
Rule 32 of the Federal Rules of Criminal Procedure, and enacting provisions set out as notes under this section and
sections 1501 and 3579 of this title] shall take effect on the date of the enactment of this Act [Oct. 12, 1982].
(b)(1) The amendment made by section 2 of this Act [enacting provisions set out as a note under this section] shall
apply to presentence reports ordered to be made on or after March 1, 1983.
(2) The amendments made by section 5 of this Act [enacting sections 3579 and 3580 of this title] shall apply with
respect to offenses occurring on or after January 1, 1983.

Congressional Findings and Declaration of Purposes


Section 2 of Pub. L. 97291 provided that:
(a) The Congress finds and declares that:
(1) Without the cooperation of victims and witnesses, the criminal justice system would cease to function; yet with
few exceptions these individuals are either ignored by the criminal justice system or simply used as tools to identify
and punish offenders.
(2) All too often the victim of a serious crime is forced to suffer physical, psychological, or financial hardship first
as a result of the criminal act and then as a result of contact with a criminal justice system unresponsive to the real
needs of such victim.
(3) Although the majority of serious crimes falls under the jurisdiction of State and local law enforcement agencies,
the Federal Government, and in particular the Attorney General, has an important leadership role to assume in ensuring
that victims of crime, whether at the Federal, State, or local level, are given proper treatment by agencies administering
the criminal justice system.
(4) Under current law, law enforcement agencies must have cooperation from a victim of crime and yet neither
the agencies nor the legal system can offer adequate protection or assistance when the victim, as a result of such
cooperation, is threatened or intimidated.
(5) While the defendant is provided with counsel who can explain both the criminal justice process and the rights of
the defendant, the victim or witness has no counterpart and is usually not even notified when the defendant is released
on bail, the case is dismissed, a plea to a lesser charge is accepted, or a court date is changed.
(6) The victim and witness who cooperate with the prosecutor often find that the transportation, parking facilities,
and child care services at the court are unsatisfactory and they must often share the pretrial waiting room with the
defendant or his family and friends.
(7) The victim may lose valuable property to a criminal only to lose it again for long periods of time to Federal law
enforcement officials, until the trial and sometimes and [sic] appeals are over; many times that property is damaged
or lost, which is particularly stressful for the elderly or poor.
(b) The Congress declares that the purposes of this Act [see Short Title of 1982 Amendment note set out under section
1501 of this title] are
(1) to enhance and protect the necessary role of crime victims and witnesses in the criminal justice process;

(2) to ensure that the Federal Government does all that is possible within limits of available resources to assist victims
and witnesses of crime without infringing on the constitutional rights of the defendant; and
(3) to provide a model for legislation for State and local governments.

Federal Guidelines for Treatment of Crime Victims and Witnesses in the


Criminal Justice System
Section 6 of Pub. L. 97291, as amended by Pub. L. 98473, title II, 1408(b), Oct. 12, 1984, 98 Stat. 2177, provided
that:
(a) Within two hundred and seventy days after the date of enactment of this Act [Oct. 12, 1982], the Attorney General
shall develop and implement guidelines for the Department of Justice consistent with the purposes of this Act [see
Short Title of 1982 Amendment note set out under section 1501 of this title]. In preparing the guidelines the Attorney
General shall consider the following objectives:
(1) Services to victims of crime.Law enforcement personnel should ensure that victims routinely receive emergency
social and medical services as soon as possible and are given information on the following
(A) availability of crime victim compensation (where applicable);
(B) community-based victim treatment programs;
(C) the role of the victim in the criminal justice process, including what they can expect from the system as well as
what the system expects from them; and
(D) stages in the criminal justice process of significance to a crime victim, and the manner in which information
about such stages can be obtained.
(2) Notification of availability of protection.A victim or witness should routinely receive information on steps that
law enforcement officers and attorneys for the Government can take to protect victims and witnesses from intimidation.
(3) Scheduling changes.All victims and witnesses who have been scheduled to attend criminal justice proceedings
should either be notified as soon as possible of any scheduling changes which will affect their appearances or have
available a system for alerting witnesses promptly by telephone or otherwise.
(4) Prompt notification to victims of serious crimes.Victims, witnesses, relatives of those victims and witnesses
who are minors, and relatives of homicide victims should, if such persons provide the appropriate official with a current
address and telephone number, receive prompt advance notification, if possible, of
(A) the arrest of an accused;
(B) the initial appearance of an accused before a judicial officer;
(C) the release of the accused pending judicial proceedings; and
(D) proceedings in the prosecution and punishment of the accused (including entry of a plea of guilty, trial, sentencing,
and, where a term of imprisonment is imposed, a hearing to determine a parole release date and the release of the
accused from such imprisonment).
(5) Consultation with victim.The victim of a serious crime, or in the case of a minor child or a homicide, the family
of the victim, should be consulted by the attorney for the Government in order to obtain the views of the victim or
family about the disposition of any Federal criminal case brought as a result of such crime, including the views of
the victim or family about
(A) dismissal;
(B) release of the accused pending judicial proceedings;
(C) plea negotiations; and
(D) pretrial diversion program.
(6) Separate waiting area.Victims and other prosecution witnesses should be provided prior to court appearance a
waiting area that is separate from all other witnesses.
(7) Property return.Law enforcement agencies and prosecutor should promptly return victims property held for
evidentiary purposes unless there is a compelling law enforcement reason for retaining it.
(8) Notification to employer.A victim or witness who so requests should be assisted by law enforcement agencies
and attorneys for the Government in informing employers that the need for victim and witness cooperation in the
prosecution of the case may necessitate absence of that victim or witness from work. A victim or witness who, as a
direct result of a crime or of cooperation with law enforcement agencies or attorneys for the Government, is subjected

to serious financial strain, should be assisted by such agencies and attorneys in explaining to creditors the reason for
such serious financial strain.
(9) Training by federal law enforcement training facilities.Victim assistance education and training should be
offered to persons taking courses at Federal law enforcement training facilities and attorneys for the Government so
that victims may be promptly, properly, and completely assisted.
(10) General victim assistance.The guidelines should also ensure that any other important assistance to victims and
witnesses, such as the adoption of transportation, parking, and translator services for victims in court be provided.
(b) Nothing in this title shall be construed as creating a cause of action against the United States.
(c) The Attorney General shall assure that all Federal law enforcement agencies outside of the Department of Justice
adopt guidelines consistent with subsection (a) of this section.

He further described the campaigns space framework by listing nine key aspects of its proposed
implementation:
1. A commitment to global space leadership that Walker said would produce the
technology, security and jobs needed for the United States in the 21st century.
2. A reinstitution of the National Space Council, headed by the vice president, to oversee
all government space efforts to seek efficiencies and eliminate redundancies. The council
was last in operation during the presidency of George H.W. Bush.
3. A goal of human exploration of the solar system by the end of the century, which
Walker said would serve as a stretch goal to drive technology developments to a
stronger degree than simply a goal of humans to Mars.
4. Shifting NASA budgets to deep space achievements rather than Earth science and
climate research. Walker said that some, unspecified NASA Earth science missions might
be better handled by the National Oceanic and Atmospheric Administration, but there
would have to be some budget adjustments to transfer those missions from NASA to
NOAA.
5. Development of small satellite technologies that in particular can provide resiliency for
the military, and also develop satellite servicing technologies.
6. Seek world leadership in hypersonics technology, including for military applications.
7. Hand over access to and operations in low Earth orbit to the commercial sector.
8. Start discussions about including more private and public partners in operations and
financing of the International Space Station, including extending the stations lifetime.
Walker also left open the possibility of including China as one of those new partners.
9. Require that all federal agencies develop plans for how they would use space assets
and space developments to carry out their missions.
One issue that Walker did not directly raise in his outline of a Trump administration space policy
was funding for NASA. We are not likely to get huge new numbers for the space program in the
future, even if we get the budget settled, he said later in the COMSTAC discussion. He called for

THE PARTIES
The Duke Street Business Center at the Lancaster County Library was created in partnership with
the Library System of Lancaster County.

It has been partially funded from the Federal Library Services

and Technology Act (LSTA), which funds are administered by the Office of Commonwealth (PA) Libraries
and from a start-up grant from the High Foundation and Dale High of Lancaster, Pennsylvania.

The Duke

Street Business Center continues to receive funding and support through the Lancaster County Library
System; which received most of it's operating budget from a grant from the Board of Commissioners of
Lancaster County.

The Duke Street Business Center is a separate glass faced room of approximately 450

square feet adjacent to the reference desk at the Lancaster County Library.

The Duke Street Business

Center mandate is to provide information resources, free of charge, to serve the following: start-up
business; growing businesses; not-for-profit and community organizations; job seekers; students; (and)
investors.

The Duke Street Business Center offers free unlimited wireless internet and resource

databases on three (3) desktops and two (2) laptop computers.


The Library System of Lancaster County in partnership with the Lancaster County Board of
Commissioners develops Biz Info to grow or B.I.G.. B.I.G. is a service to help grow business locally by
providing them with critical information needed to become and remain competitive.
Diane Pawling serves as the Business Reference Librarian at the Duke Street Business Center.

Bill

Hudson serves as the Deputy Administrator Information Technology Manager for the Library System of
Lancaster County and is responsible for administering the (computer) network and server that runs the
computers at the Duke Street Business Center.
The High Foundation is a not-for-profit organization founded by Lancaster County Convention
Center Partner Dale High and High Industries.
The Lancaster County Library is a member of the Lancaster County Library System.
Advanced Media Group is a Pennsylvania registered fictitious name with a home/office located in
Lancaster, Pennsylvania with it's place of business located in the City of Lancaster and is owned and
operated by Stan J. Caterbone.

Advanced Media Group, Ltd., is a Pennsylvania registered corporation

with 99% of the stock owned by Stan J. Caterbone.

The remaining interests are owned by recording

THE COMPLAINT
Begining in 2005 Stan J. Caterbone and the Advanced Media Group had been utilizing the
Lancaster County Library and the Duke Street Business Center, especially the wireless and LAN internet
public access computers.

In 2005 Stan J. Caterbone filed a civil complaint in the U.S. District Court for

the Estern District of Pennsylvania agains Fulton Bank; Mellon (Commonwealth) Bank; the Lancaster
County Prison; the Lancaster County Sheriff's Office; Manheim Township Police Department; Stone Harbor
Police Department; Avalon Police Department; and the Southern Regional Police Department.
no. 05-2288 is still ongoing.

The case

Several other complaints have since been filed in the same federal court.

Defendants also include the City of Lancaster and the County of Lancaster District Attorney's (Office).
Several other complaints have been filed in the Lancaster County Court of Common Pleas.

Stan J.

Caterbone appears as pro se in all civil matters.


Stan J. Caterbone and the Advanced Media Group is alleging that the defendants have interfered
with business relations and contracts and exerted undo influence at the Duke Street Business Center
through a means of intimidation and harassment thereby creating an environment for other malicious
patrons to harass; intimidate; hack (computer) and intrude into sensitive and private electronic business
and legal files; delete and manipulate sensitive legal and business files; and also report false statements
to authorities resulting in libel and slander.
Stan J. Caterbone and Advanced Media Group also allege obstruction of justice and due process
over the same time period.
The above acts resulted in interrupted and sabotaged business activities and projects; several
federal and state civil complaints; federal and state private criminal complaints; as well as emotional
duress.
Stan J. Caterbone and Advanced Media Group seek damages in excess of $100,000 plus punitive
damages, as well as treble damages for anti-trust violations.

MADE PART OF PLAINTIFF'S REQUEST FOR EMERGENCY INJUNCTIVE RELIEF. IN HIS REQUEST
FOR RELIEF,: THE COMPLAINANT SEEKS IMMEDIATE RELIEF FROM THE ABOVE IN THE FORM OF
