Operation Hue City resulted from enemy initiatives connected wit.h
the Tet offensive. The 6th and 4th NV A regiments were known to be within
& day IS march of Hue prior to Tet..
The 4th Regiment had been active in
the Pbu Loc area. The 6th Regiment had been inactive. One of its battalions
vas reported to be in Base Area 101 in early Ja,.'1'Ilary, but moved south along
the ttStreet tl in mid-January? successfully evading operations by an AIN'U
airborne task force in Quang Dian and Phong Dien. The 6th Regimental
Headquarters displaced somewhat south fiom the normal location in base
area 114 during mid-January as .liid the 810 battalion.. Agent reports
indiCated the movement of a battalion sized unit to the northeast of llam
Roa. Precise whereabouts of the Hue City Sapper Battalion and ether local
and main force units were unknown~ Enemy initiated terrorism ll'. the Hue
area Was slight during this period" Sources of information were primarily
1 st ARVN Division and Thua Thien Sector Intso..ms~ and low-level agent reports.
b. Operations in Hue indiCated that the 4th h"V A regimen ~ local force
companies, and the Hue Gity Sapper Battalion, and elements of the K-500
(Tri-Thien-Hue Military Region Headquarters) were involved in enemy
occupation south of the Ferfume River. In add! tion 9 the K.-200 Battalion,
x:..6"s K-21 and several companies whose parent units were not establimed
were identified tentatively, al though these units are not listed in current.
order of battle holdings and may be AKA is for other units. _ Total enemy
strength south of the Perfume River in the Hue area exceeded ,000. An
accurate estimate is impossible due to the presence of units not ca;rried
in order of battle, and al so because of the integration of lIlSly of the 1500
"draftees II into the enemy ranks ..

In the Citadel and other portions of Hue north of the Per.fume
River, the 6th NV A regiment p augmented later by elements oj>the 90th IWA,
the 5th NV A and possibly elements of the 28th NYA and 29th NVA occupied

evidence of voluntary assistance to the VO/li"T A. On the other hand,
civilians volunteered no assistance to the Marines either. 'fhere ...- ere,

g. In the south of Hue, the enemy did not appear fully prepared for
counter-attack. Having presented a !.ail ~cco!!roli, '::e evidently: ezpected
widespread support from the population and acquiescence on the part of the
free world forces. Although enemy forces ...ere well-equl"ped, his defense
of the southern portions of Hue was relatively inept. Be neither prepared
roadblocks nor obstacles. Fiel ds of fire were not cleared nor improve d'J
Demolitions, mines and booby-traps were not employed, Areas containing
numerouA refugees were not generally defended. Counter-attacks ,.." ere not
staged, and al though the enel'!'y was numerically superior a,..>1:l held virtnclly

He underestimated the effectiveness of supp~ting arms in a built-up area~
He did, however~ employ his cwn B-40's with excellent results. Little effort
was made by the enemy to leave behind or to reintil trate snioers into areas
the l1arines had cl eare d. Public and quasi-'Plblic buil dings "Such as schOOl s,
hospitals, temples and church.es were used extensively by the eDGI!JY c.nd his
defense of the city generally was centered in these areas. His use of
these buildings was pragmatically based on tile fact that these were sub
stantial buildings, and by his belief that irl counter-attacking, Marines
wither could not or would Dot destroy these builCings. In addition, major
heaClquarters were inevitably in pagodas and it appears possible that
Buddist Struggle 110vement element s were in complici tY..i th the 1,11:'.

ammunition and .B-40'so Prisoners seemed generally ignorant of Qverall

They evidently moved from jungle bases on the night of ;0 January arriv~
in the city on the morning of 31 Januaryo Some enemy gas masks were captured,
and prisoner interrogation indicated that at least officers and small u.ntt
leaders were equipped with tham.
(5) Enemy dead were searched for documents, but virtually none
vere tOWld. A concerted effort to insure that enemy troops had no letters
or other documents identifying units9 and had no unit markings on clothing

(6) The enemy carried very little food, apparently relying on. the
tact that the civilian population would herre plenty of food on hand during
Tet from 'Iohich to prOVision his forces.
