PREFACE

Nine volumes of compendiums containing important


instructions and letters issued by Electrical {TRS) Dte. concerning
Traction Rolling Stock have already been circulated~ The last volume
contained letters issued from Electrical (TRS) Dte. between from
Jan. 1 10 to Dec. 1 10.
This Volume X in this series contains policy instructions issued
by Railway Board on Traction rolling Stock from Jan., 2011 to Dec.,
2012. Efforts have been made to compile important guidelines
keeping the compendium concised. Any lapse or error in this volume
may be brought to the notice of Secretary(Eiectricai)/RS, Railway
Board for consideration during updates and review. Availability of
this compendium with officials in all Electric Loco Shed, Divisional
Head quarters, Workshops, Production Units and at Zonal
Headquarters may be ensured.

Shunting mode operation of 3 <f> locos in sheds

Three phase locos are provided with shunting mode feature to limit
speed to 15 kmph during shunting.
Zonal Railways are advised to issue suitable instructions to field units to
ensure that locomotives are put in shunting mode while in sheds I outpits so
as to avoid any mishap during shunting these locos.
This shall be treated as URGENT.

In respect of items, which are not listed above, CLW or Zonal Railways {ZR), as the.case
may be are vested with the responsibility of preparation of specification /drawing, capacity I
capability assessment, placement of orders. Prototype clearance etc.

No new source needs to be developed for certain itern.s like TA0-.659 Traction Motors
including compqn~nts, plain suspension bearings, HETT~3900Transform~rs, Arno Converters
and Vacuum Exhaustr;lrs which are being phased out.
Zonal Railways will follow the list approved by RDSO/CLW}CR/ECoR for Items
mentioned in the above list. and their own list as applicable for procurement of
ltems/equipments, formaintenance of electric lotomotives.

Whenever Zona( Railways feel the need for repeating type test on a particular

item/equipment, RDSO should be approached for the same.

If a particular source I firms approved by Zonal Railway and not approved by another,
in such cases, RDSO will inspect the firm and give decision which will be final for all Railways.
7.
RDSO/CLW and Zonal railways must ensure that specifications for electric loco
equlpments I items have provision for embossing I writing/ punching month and year of
manufacturing and manufacturers name on the items I equipment, which must form part of
inspection.
8.
Purchase Order on new sources I developing sources should be clearly mentioned as
"Developmental Order" and workshops f electric loco sheds advise the fitment particulars of
such items for proper monitoring of their performance. All electric loco sheds should develop
system to monitor performance. Performance reports to RDSO/CLW/other Z.onal Railways in
respect in developmental items should signed by SAG officers in Headquarters.
RDSO, all Railways and Production Units should acknowledge the receipt of these
instructions and ensure compliance.

3-Phase. locomotives have been equipped with Vigilance Control D~vice (VCD). whiyh gives an
audible alarm in case Loco Pilot or Assistant Loco Pilot fails to reset vigilance cycle and
emergency brakes are applied in :fi1e loco if no action is taken in further. 08 Seconds. As per the
present configuration in 1he.loeomotive, the VCD can be rrianually.isolated through rotafy switch
No. 237.1. However, while.doing so, there is no logging of any DDS or display of any driver display
message indicating isolated conditiOn of VCD.

It has been report~ by Railways th~t in some case$ loco Piiots have isolated the VCO through
Rotary Switch thus eliminating the basic. objective of safety provided by VCD. As.no.DDS is stored,
it was not possible to find details r:elated to VCO isolation. The Issue was raised by different
Railways as it pertains to safe operation of locomotive.

In order to solve this problem,. it was necessary to make an additional hardware connection from
the rotary switch to the VCU. For this a cable No. 300011 has been laid from the rotary switch to
.0~ _,,,1_ the 'J'.slot in the VCU. Necessary software modification was done in the STB-1 processor card to
monitor the ON/OFF condition of the rotary switch. As soon as the VCO is. isolated through the
~r q rotary SWitch the concerned signal becomes high and DDS is generated and stored in DlA card. To
I display. the message on the diagnostic terminal necessary modifications have been done in ODA-1
& DDA-2. In earlier modification the feature of display of message on diagnostic tenninal. was not

Chairman, Railway Board has commented that excessive number of electric locos
are appearing as overdue for Inspection schedule on different Zonal Railways on FOIS.
On checking with Zonal Railways, it is found that the Inspection dates in FOIS are not
being updated properly.
It is, therefore, advised that the date of schedule inspections of electric locos
should be updated in FOIS regularly in coordination with concerned officials of FOIS of
Traffic department for necessary action.

RDSO has been issuing guidelines/instructions to ensure proper maintenance of
various equipment and carrying out associated modifications wherever required to ensure
safety as well as prevention of fire on electric locomotives from time to time.

A summary of important instructions issued by RDSO vide letter under ref. for
maintaining safety in the recent past is enclosed.
Zonal Railways are requested to ensure that the these safety related guidelines
issued are implemented/adhered to and also submit status/compliance of the same to

RDSO, vide letter under reference 1 had informed of modification in softwatre done
in processor FLG-1 & FLG-2 & software patch released by CLW to facilitate manual
isolation of bogie without switching OFF the electronics and issued modified instruction
for loco Pilots for manual isolation of bogie without switching 'OFF 1 the electronics in
three phase locos.
Zonal Railways are advised to take following actions:
{i)

Loco Pilots should be intimated about the modified instruction through Driver
notice books/techanical bulletins.

{ii}

A drive should be launched and depute Loco Inspectors for counseling


training of Loco Pilots at lobbies.

At present the procedure of bogie i!Solation in 3-phase loco is as under:

The modifted procedure of ~ogie isolation will be :


{a} lf the foco Is running.
Bring the throttle to '0' position.
Open the VCB. Loco will come in Node No. 550.
Select the desired bogie by using configuration switch 154.
Bogie will be isolated after 10 seconds.

(b) If the loco Is stand still.


Bring the throttle to '0' position. Loco will come in Node No. 590.
Select the desired bogie by using configuration switch' 154.

Bogie w!l! be isolated after 10 sec.

It is requested that drivers in the Railways may be counselled/trained accordingly once this
software patch is dovm!oaded in the locomotives.

Sub: Movem.ent of electric locomotive involved in accident.


On 01.11.11, loco no. 31095, WAG-9/AQ while working train no. R-GHH dashed with
tractor-trolley at level crossing in between Bharatpur - Dhaurmui Jaghina section/Kota
division of WCR, resulting in bending of one OHE mast and breakage of pantograph on
loco. Joint investigation of the locomotive was carried out by L1 and technical staff at
Gangapur City station. Later on,. the locomotive was directed to home shed as dead
attached in rear of the working loco No. 31107, WAG-9/AQ hauling train no. CA/HL.
However, train had to be stopped during run as catUe g~~ard " F accidental loco was hanging
and rubbing with rail. It was observed that 17 foundation bolts out of 26 were missing and
this fact was recorded in the log book also. The incidence had serious repercussions as
falling or entanglement of cattle guard could have resulted into accident I derailment.
Permitting accidental loco on line by WCR in such unsafe condition has been viewed
seriously by Railway Board.
Zonal Railways are hereby advised to monitor such type incidences at officer's level
and ensure that all safety parameters of the accidental locos are maintained oefore their
movement on line.

It is observed that considerable time is being consumed by Zonal Railway
Headquarters in compiling and sending the performance reports being generated by
sheds/workshops to RDSO causing delay in useful analysis of the same and in taking
decisions.
It is, therefore, advised that Sr. DEEs/CWMs of Electric Loco Sheds/Workshops be
advised to send performance of under trial items and other loco equipment directly to
RDSO to enable them to properly analyse the same on time and take decisions.
In addition, Railways should regularly enter performance feedback data on ROSO web
portal - http:f/10.100.4.63:86 on failure reporting and vendor performance monitoring

It is observed that important operating indices like average net load of goods trains,
fuel consumption (SEC}, engine utilization (EKMs/day/engine) and ineffective %age of
Rolling ?tack which appear in ASS as well as monthly evaluation report prepared by statistics
and economics dte of Railway Board taking inputs from ZRiys, are not being
checked/examined before submission to Railway Board through respective statistical
departments of Railways.
It should be appreciated that important decisions are taken based on statistical
data compiled in ASS and inconsistent and incorrect representation of such indices creates
lot of problems.
It is advised that these figures should be personally monitored by branch officers
and any drastic variation in figures should be duly analyzed before submit4rJ.g figures to
Railway Board.

Sub: Revision o'F root wear limit on WAP-7 locomotive.


Ref: 1\!lotive power Dte/RDSO letter no. SV.VVAP7 dt. 05/01/2012.
As per RDSO Instruction Bulletin No.MP.!B.80.02.16.01 on wheel
wear management, the service limits for root wear and flange wear of WAP7
locomotives has been specified as 4 mm and 2.5 mm respectively.
In order to increase the permissible service limits for root wear and
flange wear of WAP 7 locomotives, a detailed oscillation trials was conducted
by RDSO and results of oscillation trials were satisfactory.
Thus service Umits of root wear and flange wear for VVAP7 locomotives
are being revised as 6 mm and 3 mm respectively. In above reference Motive
power Dte/RDSO letter no. SV.WAP7 dt. 05/01/2012 is enclosed for

As per RDSO's lt')struction Bulletin No.MP.IB.BD.02.16.01 (Rev.01) dated
31.12.2009 on Wheel Wear and Application Management, the service limits for root and
flange wear of WAP7 locomotive wheel having new wheel tread profile( IRS thick) as per
RDSO drawing no. CSL-3040 (Alt2) have been recommended as 4 mm and 2.5 mm
respectively.

RDSO has conducted oscillation trial of WAP7 locomotive to increase the service
limits of worn whee! profile maintaining rdot and flange wear as 6 mm and 3
respectively, on track maintained to C&M-1, Vol-l standard on HWH-DGR section of
Eastern Railway up to a maximum test speed of 1.43 kmph. The results of this oscillation
trial have been found to be satisfactory.

Thus, on the basis of oscillation trial results given in trial report mentioned under
reference above, the servir.e limits of root and flange wear for WAP7 locomotive fitted
with thlck profiie as per RDSO Drawing No.CSL-3040 (Alt.-2) are being revised as 6 mm
root wear and 3 mm flange wear respectively. It is also advised that the performance of
the locos permitted in service beyond the earlier wear limits may be monitored
meticulously by the respective Loco Sheds for a period of at least 6 months and feedback
given to RDSO every month.

Incidences of trains rolling down on graded sections continue to come to notice. It appears
that that necessary safety precautions issued fro111 Railway Board & RDSO are not being followed
religiously. The instructions issued so far can be summarized as:

Application of A-9 in locomotives in emergency position.
Application of SA-9 in locomotives.
Application of hand brakes in locomotives.

It is desired that a 15 days special drive be launched to cover all the instructions issued
from Board, RDSO and standard procedures laid down by Zonal Railways, deputing RS I RSO
officers and supervisors covering all electric loco running staff. Also ensure the following on electric
locos, owned as well as operated in their Railways:

4 nos of wooden wedges as per RDSO's approved design.


All locomotives have hand brakes/parking brakes provided and in working condition.
Report on the completion of the drive may be communicated.

1. Monitoring :
(a) Sr. DEE(RSO) and TLCs should ensure that these trains are worked by deploying only .
TPWS equipped locomotives. A list of TPWS equipped locos is enclosed as

(b) The loco pilots should be advised to record all defects of TPWS noticed enroute in the
log book and also in the Defect Register at the time of 'Signing Off' in the lobby.

(c) Daily performance report of each incident shall be sent to concerned GEEs, CSTEs
and Signal & Electrical Otes. of the Board jointly signed by TLC and SE/Signa! control.
This positron shall be analysed by CSTE/IRPMU with the technfcat support from OEM
and RDSO and regular weekly reports shall be submitted jointly by Elect. and S&T
directorates in the format, which has already been circulated ~Ide Board's letter No.
2005/Sig/TPWS/1 (DLl-Agra) dt. 9.9.2010 and 19.11.2010. The format is appended as

time of carrying out the wor.k 'by suitably marking them in a specific colour. Shed staff
needs to be sensitized to ensure intactnets of the TPWS equipment

(c) The locos should be turned out duly tested for TPWS at. appropriate level.
(d) For analysis and corrective actiof'l on the dBfeots noticed during the run, the event log
data along with location/time stamping should be down loaded immediately at the next
trip/loco shed using portable maintenance terminal designed for this purpose. The
locations for each train is given In Annexure-IlL Sr. DSTE should organize a system of
down ioading and evaluation by !RPMU-and RDSO and forwarding the copy to the
Board.
(e) The mainter1ance schedule for U1e syst~m should be made available by IRPMU in
consultation with RDSO after obtaining requiremE;nts from OEM and finalised.

Train Protection and Warning system (TPWS) is a microprocessor based safety


system; developed as per International Safety Standards to provide on appropriate
technological aid to the Loco Pilots of a train to prevent Signal Passing At Danger (SPAD}
situations for avoiding accidents due to human error. It gives information about target speed
to the loco pilot inside the cab on the basis of signal aspect and other interlocking transmitted
to cab.
TPWS has been provided on 10 WAP7 locos based at ELS/GZB which are being
deployed in service trials in coaching links on NR/NCR since July'2010. During the meeting
held on 27.09.2011 at Railway Board, it has been decided to provide 35 TPWS equipments on
WAP71ocos. The distribution of 35 TPWS equipment on W;..\P7 locos shall be as under:

SUB : Missing coaching electric loco links


It is reported to Railway Board that electric locos deployed on coaching links are not
being sent as per their links and proper attention to locos are not being given. This leading to
operational problems like Shortage of coaching locos in owning Railway, deployement of
freight locos in Passenger service, loss of punctuality of trains, improper attention to locos etc.

In. this regard, the following instruction, should strictly be adhered by all Zonal
Railways to maintain the discipline.
(f)

Coaching locos are to be deployed only as per approved links, any deviation
should be recorded in control office and only with the approval of CELE of the
Zonal Railway.

(ii)

Whenever missing links is to be operated, proper intimation to the owning


Railways should be conveyed by Operating Rly, quoting relevant reasons.

(iii)

Dy CEE/OPs of Operating and Owning Railways shall regaularly analyse the


reasons for missing links and remedial measures be taken accordingly.

(iv)

Inspection Schedules of the electric locos must be followed strittly, in view of


the Safety requirement. No loco shall be allowed to coaching trains which is
overdue for inspection.

(v)

Regular review of coaching lin)<s is to be done for optimum utilization of


coaching electric locos.

Zonal Railways are advised to strictly follow the above instructions and send
compliance to this office.

It has been reported to Railway Board that the e\ectr"tc locomotives are being sent to
POH workshops in dead condition for overhaullng. Similarly newly turned out eleotdc loco5
ex. CLW ,..e sometime sent to th nominated Railway/Shed In. dead/defective conditiOn
This practice must be stopped immed\ate\y.
Instructions were already issued in this regard, along with deliberations during every
POH coordination meetings. The following instructions are once again reiterated:

(i)

New Electric locos turned out from CLW should be sent to their nominated RaHway/Shed
in working condition. In case of failure en route, it i5 the respon>ibil ity of ClW to rectify
the problem. CLW to ensure.
zonal Railways to ensure that Electdc locos are send to POH workshops in working

All POH workshops should ensure that all electric locomotives after POH/MTR are

Sub: Use of existing pressure switches for sensing A9, SA9 and BP drop in
Vigilance Control Device application for tap changer locomotives.

(ii) Sr.DEE/TRS/JHS letter No. JHS/RS/ T-27/SS Dt. 27-10-11

1. Vide this office letter under reference (i) above, it was advised to use existing
pressure switches P1, P2 and SWC in place of providing separate pressure switches
for VCD application.
2. Sr.DEE/TRS/JHS vide letter under reference at (iii) has informed that there may be
problems in using the existing pressure switches. Further RDSO vide this office letter
under reference at (ii) sought comments from zonal Railways on the issues raised by
Sr.DEE/TRS/JHS and on circuit modification for SWC proposed by RDSO.

3. Regarding the proposed modification of .swc circulated vide this office letter even
no. dated1'7-11-11, Railways reported that if SWC is disconnected from wire no. 914
and directly connected to wire no. 700, relay Q50 will not de-energise and LSB will
not glow if C145 is welded or jammed mechanically while going from Braking mode
to Traction mode and crew will not be able to monitor correct operation of reverser,
CTF or C-145, which is unsafe.
4. Based on the comments received from Zonal Railways it has been further decided
that:

.> Existing P-1 & P-2 pressure switches can be used in place of providing separate
pressure switches for sensing A9 application and BP drop. It is not recommended to
lose the CCLSA fuse by drivers from the safety point of view hence the supply of P1
and P2 pressure switches shall be through CCLSA fuse only.

Keeping in view the problems stated in para 3.0 above, the proposed modification of
SWC circulated vide this office letter even no. dated17-11-11 is not considered fit for
issue and separate pressure switch for sensing SA-9 application to be provided by
Railways.

Revision of AOH periodicity of WAP4 class of electric locos equipped with Hitachi TMs

Considering RDSO's recommendations, Board(ML) have approved the implementation of periodicity of


AOH of 18 months as against existing 12 months for WAP4 class of locomotives on all India basis for a
period of 2 years on trial basis.
Railways are therefore advised to implement, with immediate effect, the revised AOH periodicity

of 18 months 10 days on all WAP4 class of locomotives on trial basis for a period of two years. The
performance of these locos should be monitored critically by Rlys/sheds. Each & every case of
failure/UUOs/arisings and performance summary should be recorded by homing sheds, for which
necessary formats are enclosed at Annexure-I for guidance.
The performance feedback of locos undertaken AOH at 18 months interval may be submitted to
RDSO every 6 months in above mentioned format followed by consolidated performance feedback after
completion of 2 years trial along with recommendations for regular implementation for study and
submitting final recommendations by RDSO to Board.

Sub : Summer & Monsoon preparedness and general instructions to Loco


Pilots on three phase electric loeos

In addition to instructions regarding Summer & Monsoon preparedness issued


vide Board's letter under reference, following checks/actions are also to be carried out
by Loco Pilots in respect to three phase electric locos :

(i)

Feel the axle boxes temperature during stops.

(ii)

Check availability of fire extinguishers in locos.

(iii)

Check for any leakage of transformer oil from transformer, traction


converter, MPH circuit and other accessories.

(Jv)

Check transformer oil and traction converter oil in gauge glass between
minimum and maximum level.

(v)

If one auxiliary converter is isolated, then as per TSD, switching OFF & ON
electronics is advised once for normalizing the working of auxiliary

converter. Since the isolation of auxiliary converter r~duces the


ventilation level, it is prudent that, in summers, switching 01=F & ON of
electronics should be tried again later on during stops, to normalize the
working of auxiliary converter.

Besides above, following instructions are also to be followed by Loco Pilots while
working on three phase electric locos to curb the loco failures on line:
(i)

OJ should be immediately dosed once again if it trips on run after reading


and acknowledging the fault I disturbance message on DDS

Should the OJ trip again on converter disturbance and no automatic


bogie isolation is observed, manual Isolation of the culprit bogie be
done in running condition without switching OFF/ON electronics and

loss of time.
{ii)

Slow creation of pressure could be because of leakage from Air drier. In


such a scenario, the air drier be isolated immediately.

{iii}

Pressure drop may also occur due to VCD getting activated due to being
defective. Isolate the VCD and look for reasons for malfunctioning at the
neXt stop station to avoid further detention in the block section. VCD
isolation cari be done using switch 237.1

(iv)

In case Angle transmitter goes defective, i~mediately switch over to


manual mode using switch 152 in running condition. There is no need to
stop.

{v)

MCB 127.7 in SB2 needs to be checked first during Brake Electronic$


failure.

(vi)

Application I release of parking brakes can be through pneumatic panel,


BPPBJ release sp'indle at the time of starting or engine on train.

(vii)

Regulated use of sander (PSA) instead of continuous use is


recommended. Continuous use of sander is not only ineffective but
could also lead to MR drop.

(viii)

Timely attention to Pll battery messages so that loco does not shut down
with PI message later on: Tripping ofbattery charger MCB 100 invariably
leads to Pll battery messages. Switching ON MCB 100 has to be done
with DJ in OFF condition.

(ix)

Any fault message in DDS should not be acknowledged without reading


and follow up as suggested. Once acknowledged, the message gets lost.

(x)

Any such messages requiring train to stop, efforts should be made to


clear the block section in coasting and then attention to the message can
be given.

(xi)

3~Phase MCB in HB~l/HB2 in tripped condition can be put in ON once to


restore an equipment. Two different mechanisms to put ON a tripped

MCB are available for ABB and MG make MCB's whlch should be clearly
understood. Restoring the MCB does not require switching OFF/ON of
the electronics system.
{xii)

PI message have to. be immediately acted upon & course of action Is also
in. DDS. Pll message need not be acted Immediately except for
battery voltage low I MCB 100 tdpped. PI message come with a red
flashing of LSFI in addition to BPFA.

(xiii}

Configuration switch 160 restricts loco speed to 15 kmph & can be


corrected without switching electronics OFF/ON in much lesser time.
However, the loco has to be dead stopped before operating switch 160.

Zonal Railways are also advised to update the respective TSOs' of 3~Phase locos
adopted by Zonal Railways based on RDSO's latest Instructions issued vide letter no.
El/3.1.35/2 Electrical dated 04.04.12 and counsel all running staff in lobbies, training
schools, on line etc. accordingly.

Hon'ble MR has expressed his concern about the increased number of Signal Passing A
Danger (SPAD) cases in the recent past, which is a serious cause of concern and advi!>ed to reiterat1
the instructions for monitoring and inspections both at the Boards' and the field level.
The instrctions issued from time to time are once again reiterated, each and every case o
SPAD should be thoroughly investigated to arrive at the route cause and to initiate corrective.
preventive action. Zonal Railways should take following action to arrest this trend.
(i)

The cases of SPAD I accidents on the Zonal Railway including cases of other Zona
Railways should be discussed in the training centr~s for mass awareness. Details o
all accident cases can be obtained from website http://sims.railnet.gov.inL
It should be made as a part of training module for all courses.

(ii)

Pamphlets should be issued, in lines of safety bulletin, narrating accident cases an1
action to be taken by Crew to avoid such occurances.

(iii}

ALPs need to be counseled for applying emergency brakes by opening RS valv'


quickly in case they find lack of alertness on the part of Loco Pilot while approachini
signals.

{iv}

Close monitoring of duty hours and periodical rests must be ensured. CM5
wherever provided should be fully utilized. Increased interaction with famil
members of crew for bringing about an awareness of the need for proper rest at thr
home station. The working of Welfare Inspectors deputed for each lobby to br
closely monitored.

(v)

Proper learning road of the crew in all section of their jurisdiction must be ensurec
Also ensure that running staff are booked on all the routes so that their LR does no
become overdue.

(vi)

Intensive foot plate inspections by Officers I Supervisors to be done especially a


"Vee" hours on Goods trains. Officials on foot plate should ensure that ALP's ar
calling out signals loudly and LP's are also acknowledge the same.

Instances of delayed communication or non~communication of information on


serious train accidents/derailmentsiOHE breakdown/fire in loco/coaching stock continue
to come to notice, notwithstanding that instructions have been reiterated several times
and last Issued vide letter referred above. Procedure to be followed for communication
to Railway Board by Zonal Railways in case of the .following is given below
1. Collisions involving electric hauled trains.

SUB : Incidents of Signal Passing At Danger (SPAD)
Increasing trend of SPAD cases is. a cause of concern. Hon'ble MR has emphasized
.that Safety has to be accorded highest pri~rity. In some cases, SPAD has led to collisions
and derailments resultir:ig in immense loss of precious h.uman life and Railway assets. In
addition to the instructions issued from time to time, important directives are once again

reiterated below:

(i) ..

Each.~nd every case of SPAD should be thoroughly investigated to arrive at


the root cause and to initiate necessary corrective I preventive actions.

(ii)

Close monitoring of duty hours and periodical rests must be ensured. CMS,
wherever provided should be fully utilized.

(iii)

Increased interactioA with family members of the crew for bringing about
awareness on the need for proper rest at the home station. 10 hour rule
should be strictly adhered. Identify the bad sections which should be
monitored closely.

{iv)

Running staff should be counseled on the use of Mobile phones and


alcohol policy~ Ambush checks to be conducted to sensitize the issue and to
. check the alertness of the crew. Railways to ensure that Breathanalyser
test equipment as per RDSO's specification are available at all lobbies and
tests are being carried out at the time of 'Signing On' and Signing Off'.

(v)

Fitment of VCD on all locos and its proper functioning should be ensured by
all Zonal Railways.

{vi}

Ensure that the cases of SPAD I accidents on the Railways including cases
of other Zonal Railways should be discussed in the training centres for mass
awareness. ltshould,preferably be made a part of training module for all
courses.

(vii)

Pamphlets should be issued, ln lines of safety bulletin 1 narrating accident


cases and action to be taken by Crew to avoid such occurences.

(viii)

ALPs need to be counseled for applying emergency brakes by opE?ning RS

valve quickly in case they find lack of alertness on the part of LocCf'PIIot
while approaching signals.

(ix)

Proper learning road (LR) of the crew in all section of their jurisdiction must
be ensured. Also ensure. that running staff are booked on all the routes by
rotation so that their LR does not become overdue.

(x)

ensure that ALPs are calling out signals loudly and LPs are also
acknowledging the same.

(xi)

Condition of Crew booking lobbies and Running rooms should be


monitored and improved as per existing instructions, to ensure proper
quality of rest.

(xii)

Proper feedback mechanism for acknowledgement of any unusual


incidents reported by the running staff and action taken thereafter should
be implemented.

(xiii)

Officers should check the knowledge of the Inspectors & Trainers and their
regular training must be ensured for being conversant with latest
modifications, new equipments etc.,

(xiv)

All Loco Sheds should ensure that all safety items are being checked and
same are in working order as per the instructions issued by CLW/RDSO.
Working of all Safety equipment should be ensured before dispatching the
locos for traffic service.

(xv)

Effective night inspections at every level should be ensured with


immediate effect.

(xvi)

LPs/ALPs should be trained through properly tailored initial, refresher and


reorientation training regimen so that they are well equipped to cope with
modem technological initiatives.

A report should be submitted to the Board within a month's time showing the action
taken on the above aspects.

directorate, in his final report into the side collision between train no. 18006 Dn KRPU-HWH Express
and Goods train E/BRN/TATA at km. 513/15 of JSG Station yard on JSG-ROU Section of CKP Division of
SERiy at about 0200 hrs of 23.11.2011.

During 'Road learning' of crew, special emphasis must be given for accfimatization with
signals located in 'Right Hand Side'. Railways must also issue the fist of signals located in.
'Right Hand Side'~ section wise, for ready and regular reference by the crew.
Zonal Railways are advised to take necessary action accordingly.

Sub: Counselling of running staff to avoid online failures on account of SIV.

Line failures on account of 180 KVA SIV are still taking place wherein crew fails to
troubleshoot or takes excessive time. It is also observed that even Ll's & TLC's fail to correctly guide
the crew in case of line failures. ln this regard following instructions issued by RDSO time to time are
reiterated for strict compliance by all Rlys.

1. Re-setting of SIV (Ref: RDSO letter no

Ell 1.2.9.1/Main dated 08.06.12)

(a) Loco pilots put HBA 'OFF' position and then in 'ON' position for resetting of SJV in case of
intermittent tripping and after putting HBA OFF/ON, some time fault gets eliminated and SIV
is re-energized. This generally takes 05-15 minutes because by keeping HBA 'OFF' position,
not only lowers the pantograph but it also de-energies !P magnet valve provided iii brake
panel for DBR/ VCD thereby resulting in application of emergency brakes through E-3
emergency valve and loss of BP & MR pressure.
(b) For resetting of SIV, a separate push button type SIV reset switch has already been provided
on the SIV panel by all the manufacturers as per RDSO's standardization scheme in all the
units (except older version TCD, Kit-2 & Kit-3, which are less than 10% of total population).
It is advised that all crew should be counseled to first press SIV reset switch provided on the
panel for resetting of SIV instead of HBA "OFF/ON'. If fault does not get cleared by pressing SJV reset
switch then only HBA 'OFF/ON' should be resorted to after closing isolating cock of IP magnet valve
provided on brake panel to prevent BP & MR air pressure loss and position of cock should be
normalized after putting HBA 'ON'.

2. Segregation of fault (Internal & External fault}


(a} In case of any fault (either internal or external fault), the SIV makes 3-4 restart attempts
within 01 minute depending upon nature of fault before finally energizing QSIT relay and
tripping the circuit (lreaker. If tripping of DJ takes place through QSIT, LSSIT and LSCHBA
lamp will glow on driver desk. QSIT relay energisation can be due to either internal or
external fault.
(b) Nature of fault whether internal or external can only be ascertained by Loco Pilots by
observing indication on the display panel of S!V. When fault occurs inside the S!V, internal
fault lamp glows and when fault occurs on the input /load side i.e. auxiliary motor &
associated circuits) including faults such as Earth Fault, Output single phasing, Over load, etc
the external fault lamp glows.

Instructions for the driving crew


This indicates that fault is inside the SIV. Normally such faults cannot be tackled on
line, unless the fault is transient. Driver should press SIV reset button provided on
panel and energizethe locomotive and if successful, work the train.

!f (S!V trips} unsuccessful, turn OFF & ON the battery for few seconds (after closing
isolating cock of !P magnet valve) and energize the locomotive and if successful, work

the train.

If fan fault is displayed, the driver should reset MCB (provided

on SIV panel) and try.

If over temperature fault is displayed, driver should reset SIV once, then close DJ after
10 minutes. If SIV picks up normally, driver can work further and clear the block
section after reporting to TLC.
Action should be taken in the following seq'uence:
1. Isolate the cab he~ter and cab fans. Restart the SIV. lf successful, work the train.
2. If oot successful, switch OFF BLCP and BLVMT. Restart the SIV. if SIV trips isolate the
faulty motor from MVSis, MVSls and MPH. Follow existing troubleshooting directory
and work the train.
3.
If (SIV trips) unsuccessful, switch ON BLVMT. Restart the SIV. If SlV trips, isolate the
faulty MVMT or MVRH. Follow existing troubleshooting directory and work the train.
4.
If (SfV trips} unsuccessful, switch ON BLCP. Restart the SIV. If SIV trips, isolate the
faulty MCP. Follow existing troubleshooting directory and work the train.
5. If not successful in identifying the fault, isolate all loads connected at the output of S!V.
6. Advise TLC accordingly and work the train or ask for assistance except in case of earth
fault.

If SIV trips through earth fault, the fault is inside the SlV or in the cables. Activate
Earth fault by pass mode, ensure that, the bypass mode lamp is glowing and work up
to a max of 45 minutes to clear section to avoid mid-section failure.

Earth fault bypass mode:

(a) RDSO has finalized a scheme to take care of earth fault reported in the cab heater, TFVT or
in the auxiliary circuit external to the SIV (such as MCP, MVMT, MVRH, MVSI, MVSL or MPH)
vide Modification Sheet no. RDS0/2008/MS/0353 (Rev i) of July 2008.
(b) ff it is not possible to identify & isolate the faulty circuit, LP shall be instructed to resort to
Earth fault bypass mode to work the train upto next section, after which he shall consult the
TLC for further guidance.
(c) Process for activation of Earth fault bypass mode is as under:

Reset SIV by SIV reset button or battery OFF/ON.


Put HSIV to '0' position ( It will introduce 1500 ohms resistance to restrict the earth fault
current)

Press earth fault bypass button on the panel of SIV ( It will set 45 minutes counter & glow
red indication lamp for earth fault bypass mode)
The position of the HSIV switch shall be restored to '1', after rectification of the fault and entry
must be made in the logbook by driver and/or maintenance staff.
It is advised to counsel concerned running staff including Ll's, TLC's & Instructors by issuing
suitable simplified instructions in local/vernacular language.

otherwise. As and when any decisiou other than referred to above is taken~

SUB: Formation of JPO for Freight train operation on stalling prone sectionsModifications to WTI
Instructions have been issued to Zonal Railways for preparation of Joint Procedure Orders (JPO)
on working of freight trains in stalling prone areas and subsequently its incorporation in Working Time
Tables {WTT), it is observed from the latest WTTs of the most of the Railways are not addressing to all
aspects of right powering and stalling.
After examination of WTT issued by different Railways following aspects are identified which
should ideally be mentioned in it.

(i)

Identification of stalling prone critical locations I sections on both UP and ..DN directions;
including yards entry/exit. special types of crossovers etc. if any.

(ii)

Sections permitted for running of trains of enhanced loading like CC+6+2, CC+8+2 etc. and
permissible speed.

(iii) All type of loads to be coverd with maximum permissible number of wagons.

I stationing of bankers onJdentified locations.

(iv)

Provision

(v)

Separate working procedure for fair and rainy weather conditions.

(vi)

Conditions for imposing of speed restrictions on stalling prone areas.

(vii) load table for all goods Electric locos (WAGS, WAG7, WAG9, WAG9H, AC/DC locos) in Single
and Multiple Unit formations on all available gradients of the set ions.
{viii) Maximum current to be fed to traction motors.
{ix)

Attacking speed at the foot of gradient to negotiate gradient.

(x)

Aspect of signals to be kept at critical locations for these trains.

(xi}

Locations in divisions where good quality dry sand shall be made available in-rainy weather.

Zonal Railways are advised first to formulate JPO covering all the above aspects alongwith the
local requirement of the sections, if any and subsequently incorporate the same in WTT.

Sub : Movement of defective locomotives over Zonal Railways


. Ref : This office letter of even no. dated 16.08.07
Board, vide letter under reference, had issued guidelines for attention of
defective locos at nearest shed to reduce dead movement of the electric locomotives to
improve productivity and availability of locomotives. However, it has been observed
that movement of dead locomotives is still not being monitored closely In accoraance
with the above instruction of Railway Board's letter.
In order to streamline the procedure for further reduction in dead loco
movement, following revised guidelines in supersession to earlier instructions are issued
for compliance with immediate effect:
(i)

In conventional locos, change of major equipment such as transformer,


smoothening reactor; tap changer and traction motor requiring major
facilities will continue to be done by owning shed. Sim11arly in 3-:phase locos
replacement of major equipment such as transformer} power/auxiliary
converter and. traction motor shall be carried out by home shed, all other
defects should be got attended by .nearest shed where facilities exist for
maintenance of 3 phase locos.

(ii)

In addition to above it Is further clarified that replacem~nt of all auxiliaries


including ARNO and attention to SIV & MPCS (except their replacement} in
conventional locos should be done by nearest shed.

(iii)

Defects such as wheel flats, axle box/suspension bearing failures} spring


breakage, bogie cracks and broken gear items requiring locomotive to be
moved at restricted speeds due to problem in under gears should be got
attended at the nearest convenient shed.

Failure of cables shall also be got attended at the nearest shed.

Sub : Web based facility for Unusual Occurrence Report (UOR) of Electric

locomotives on Railnet
Railway Board has developed a data driven web facility on Railnet for recording of
Unusual Occurrence Report (UOR) of Electric locomotives with password protection
(same passwords a.s being used in 'eLocoS' website). The UOR website is available on
Railnet address htt[2:[L10.1.10.21/elocouor/login.htm and can also be accessed through
'eLocoS' website under the maintenance head.
It is advised that all electrified Railways should immediately start entering
Unusual Occurrence data related to electric locomotives on real time basis (as far as
possible} preferably at division level. The data shall also be monitored at Railway Board
level for judging the performance of electric locos.
UOR web site has facility for inserting data of Unusual Occurrence on electric loco

by the Railways and subsequently all Railways can view such data in the categprized form
of Ownership and IR territory basis. 'Export to Excel' facility has also been incorporated
in the site for downloading data in excel format for further analysis and necessary report
generation. This website would help Railways to reduce burden of manual registration of
UOR and telephonic conversation in this regard.
Zonal Railways are advised to take advantage of this website by using features
available on UOR website and send suggestions to make this website more useful.

SUB : Proper functioning of Vigilance Control Device (VCD} on electric locos

On 10.12.2012, freight train no. N/BRS hauled by MU electric loco 23910 + 23133
(BZA/SCR) passed Home signal of Bhanwar Tonk (BHTK) station of BSP - PND section
(BSP division of SECR) at "ON" position at 04.21 hrs and stopped in front of station
building after bursting point no. 16. Primary investigation revealed that VCD of the
leading locomotive was in isolated condition at that time. It is primarily understood that
it may be a case of lack in alertness of crew in 'Vee' hrs and this incidence of SPAD could
have been avoided if VCD was in working condition. Moreover, reports of recent safety
drive, received from Zonal Railways, indicates that large no. of locos are running with
VCD in isolated con-dition.
Since, isolation of VCD is a serious lapse in safety and hazardous for train
operation, this is to be viewed seriously & corrected on first opportunity.
In view ofthe above, Zonal Railways are advised the following:
(i)

All electric locos fitted with VCD to be turned out from homing shed with
VCO in working condition. Efforts are to be made for attending VCDs in
isolated condition for minor defects even at trip sheds.

(ii}

Whenever loco fitted with VCD touches shed its event data to be
downloaded to check periods of its isolation for few latest trips & report
to be sent to concerned Sr.DEE(TRO)s for identification of isolation cases
of VCD on freight as well as passenger locos by running staff.

(iii)

Running staff to be counseled not to isolate VCD without any valid reason
and reason should be recorded in log book properly.

(iv)

Genuine cases of VCD isolation to be investigated in details with


submission of monthly failure report to RDSO for identification &
rectification of design defects, if any.

Zonal Railways are advised to take necessary action accordingly.

At present, the provision of Machinery & Plants(M&P), Tools & Plants(T&P) and
other maintenru1.ce infrastructure required for main.tenruace of eonventional electric
locomotives is governed by RDSO's Technical Circular (TC) No.32 (Rev. 01) which is
valid for sheds havmg a holding of 120 locomotives ..Existing shed layout issued
vide RDSO's dra;,v:ing No. SKEL-1720 also gives the plan for 120 cop.ventional
electric locos. Similarly, the scale of requirement for Machinery and Plants, Tools &
Plants for holding & maintain:ing 50 nos. 3--phase electric locomotives in a shed is
governed by Railwa;y Board's letter No.2003/E1ect/Devj440f18/13 dated
6.12.2005.

A computerized networked database system of maintenance of locomotive and
equipment and failure analysis sho'\,:fld be used. I:ri this regard, a minimum basic
infrastructure needed in a shed is enclosed

types of cards/electronic components ru1.d equipments being maintained in sheds.

Specifications of major M&P /T&P items like EOT crar1e, Pit Wheel Lathe etc. as
prepared by COFMOW should be used while procuring the same. For small
M&P fT&P items, standard specifications being used in the market may be used
while procuring tb.e items. As far as the specification of Automated and Remote
Dignostic Equipments are concerned, they shall be used based on the available
technical literature on the subject.

This Technical Circular supercedes the provisions contained u1. RDSO's Technical
Circular no. 32 (Rev 0 1) issued for conventional electric locomotives arid guidelines
contained in Railway Board's letter no. 2003/Elect./Dev/440/18/ 13 dt
06.05.2012 for homing 50 3-phase electric locomotives.

B. Real-time preventive maintenance support system for Electric rolling
stock:
1. Introduction

With hundreds of components on board, it is not possible to know the extent of


utilization of each component witl1in a rolling stock by any off line methods or
analysis. However, by providing suit~ble onboard monitoring systems, the
utilization of many vital components can. be precisely monitored and reported
to base station on a real time basis. At the base station, a large repository of
such data for all the assets can be created, which will provide timely alerts
when an asset is due for a preventive check. Such a repository can be
connected to all the custodians of assets simultaneously using internet
technology. Using this method, centralized expert advice can also be sought.
Upon receiving such alerts of an exp~cted failure or component replacement
request from the system, the depot can .mobilize a quick response team to the
site with necessary materials whiCh would avoid a line failure and major
catastrophe. This is the trend now in developed Railway Systems and comes
under the umbrella of Remote Diagnostics & Remote Monitoring.
2. Infrastructure Requirement
2.1 Onboard Hardware

To start with, this system can be targeted in 3-phase locomotives, tap-changer


locomotives, EMUs and MEMU~L Three phase locomotive has already
microprocessor based system and hence the status of almost all items are
available in realtime on board. This only has to be suitably brought to a base

station repository. In tap~changer locomotives provided with microprocessor


based systems, some level of augmentation can provide additional hardware
and sensors to capture the required details, so also the case with EMUs &
MEMUs. Additional investment will go in for such hardware onboard the rolling
stock.
2.2 Base Station

The base station will contain one or more large data servers, loaded with
various application programs to analyse the raw data received from various
rolling all over India. It will have access to registered users. The system itself
will make alerts to the custodians about the failure trend, expected time for
preventive check, replacement of a components etc.
2.3 Data Network

The most important aspect for success of this scheme is to have a seamless
coverage of a wireless data network in the entire Indian Railways electrified
section. Even though private operators like Reliance & Airtel as well as state
owned BSNL provide wireless coverage in many parts of the country, these are
mainly for voice applications and for public use. These networks will not
provide facility for huge data transfer, and even if it is available in future with
3G spectrum, such operators would not be able to guarantee uninterrupted
data transfer and foot print across the electrified track. Hence, as part of this
project, it would be needed to set up a pan India (covering electrified tracks to
begin with) broad band wireless network like WiMax. Alternatively, some
network operators who would be getting the 3G spectrum and WiMax in future
can be asked to provide this facility with an exclusive arrangement.

work, officers should strictly specify the locations/specific item, where they have
conducted 20% test check of the items including hidden work such as cable laying,
concealed wiring etc.

{ii) Material register containing detail of material against contract received from and
issued to the contractor, materials released while executing the work etc. should
be properly maintained.
It is advised that implementation of the above be ensured in your Railway.

Instances of accidents have come to light that have been caused because of
. Loco pilot/Assistant Loco PilotfMotorma:h/Guard using mobile phones during trains
run. Board has considered the issue of use of CUG/Persona! mobile phones by Loco
Pilots/Asst. Loco Pilot/Motorman/Guards during train nm and a revised guidelines
in the form of JPO has been approved by Board (CRB, ML, MM & MT).

This IPO supersedes all previous instructions issued in this regard.

Sub: Use of CUG/Personal Mobile Telephones by Loco


Pilots/Assistant Loco pilots/Motormen and Guards.
Ref: Board's letter No. 2006/safety(A&R)/19/8 dated 11.5.2007.

Despite instruction issued vide Board's letter. referred above,


mJ.ID.ber of instances have come to light in which Loco Pilot/Assistant
Loco Pilot/Motorman/Guard were found to be using Mobile phones during
train run. In a few cases, this has even led to fatal accidents.
It has now been decided that the following revised.guidelines shall
be adopted. by the Loco Pilot/Assistant Loco Pilots/Motormen and Guards
for use of mobile phones while on duty:- .

Loco Pilot/Assistant Loco Pilot!lYfotorn.ien while . ~'Signing ON''

will give a declaration in the CMS about the personal mobile


telephone (Nurnber&Operator) available with him. Railway
administration. will initiate steps to e-monitor and track the calls
originating/received from the CUG and personal mobile phones
during the period of nm. In case, it is found either from the Call
D~tail Re~ords(CDR) or during random surprise checks tha:t the
CUG/personal mobile phone has been used ti.nauthorizedly, the
Loco PilotlAssistant Loco Pilot/ Motormen will be liable to be
taken up under DAR
2.

While the train is on run, the Loco Pilot/Motormen will keep thelr
mobile phones (CUG & personal) in switched offcondition in their

bag/box.

3.

The Gtl.ards may use thei.T CUG mobile phones during train run in
exigencies only.

4.

Loco Pilots may use their CUG mobile phones during tram run only
in exigendes such as to call for assisttmce in the event of an
accident or failure. Howev~r, the reason necessitating use of mobile
phone during journey may be recorded at the end of their journey in
the register kept in the Loco Pilot lobby. Personal mobiles phones
shall not be used tmder any circumstances during the en~~\oumey

The Loco Pilots and Guards will invariably use walkie~tallde!VHF


sets for communicating with each other and with the Station Master
and vice-versa.

6.

In case, the Loco pilot is required to be contacted for emergent


purposes, the concerned officer/controller may contact the Guard or
the Station master over CUG mobile phone and the Guard/Station
Master may in tum convey the message to Loco pilot on walkie~
talkie set.

7. In case of suburban (E.MU) trains, when Motorman is reqUired to be


contacted for emergent purposes by the concerned
officer/controller~ the same shall be done through Guard using
walkie~talkie/VHF sets.

8.

In case, the Assistant Loco Pilot has been provided with CUG
mobile phone or is carrying personal mobile phone,. the above
instructions shall also be applicable for Assistant Loco Pilots.

9.

The inspectingoffioialrrwhile onfootplate sh6uld keep their mobile


phones in "Silent mode" and should desist from using the mobile
phones except in emergc;~ncies, so that Loco Pilot is not disttacted.
