For appointment to this grade, an officer must:(i)

Have served in the grade of Principal Probation Officer, Job Group N


or a comparable and relevant position in the Public Service for a
minimum period of three (3) years;
Have a Bachelors Degree in Social Sciences in any of the following
disciplines:- Social Work, Sociology, Criminology, Guidance and
Counseling, Social Psychology or equivalent qualification from a
recognized university;
Have a Masters Degree in any of the following disciplines:- Sociology,
Criminology, Guidance and Counseling, Social Psychology or equivalent
qualification from a recognized University;
Possess a Certificate Course in any of the following fields:- Counseling,
Forensic Studies, HIV/AIDS Management, Substance Abuse, Population
Studies, Conflict Resolution, Paralegal Studies, Juvenile Justice,
Correctional Programmes, Mental Health, Data Management or any other
relevant certificate course from a recognized institution;
Have been conversant with High Court etiquettes and procedures in
criminal matters;
Have good understanding of rehabilitation programmes of complex and
serious offenders;

(vii) Have attended a Senior Management Course lasting not less than four
(4) weeks from a recognized institution;
(viii) Have demonstrated administrative and managerial capabilities including
financial, human resource management and supervisory abilities; and
(ix) Have shown merit and ability as reflected in work performance and
results.
Duties and Responsibilities
An officer at this level will be in charge of the High Court in the field stations or
deputize a Senior Assistant Director at Probation Department Headquarters. Duties
and responsibilities will entail either of the following:At the Departmental Headquarters, an officer will be responsible for:(i)

Coordinating, supervising, monitoring and evaluating the Departmental


programmes in the field;
Planning offenders rehabilitation programs for field stations;
Receiving, analyzing and disseminating statistics; and
Coordinating research activities and liaising with penal institutions and
other stakeholders on research findings.

At the field offices, an officer will be:(i)

In charge of the High Court and its jurisdiction on all aspects of


probation work;
Attending cases originating from the High Court and Court of Appeal;
Conducting social inquiry on all referred cases from the High Court and
Court of Appeal;
Taking charge of offenders placed by the High Court/Court of Appeal
under mandatory community based supervision, rehabilitation and
resettlement;
Liaising with all other agents of criminal justice administration for
efficient and effective criminal justice delivery;
Preparing crime prevention programmes;
Facilitating and promoting reconciliation of offenders in the community;
Supervising, rehabilitating and reintegrating offenders to the community;
Preparing case work returns;
Coordinating and approving periodical review committee reports;
Planning and supervising community based programmes;
Coordinating and liaising with other departments or agencies in
promoting the activities within the area of jurisdiction;
Identifying suitable workplaces and community service supervisors;

(xiv) Coordinating the activities of the review committees and the courts in
relation to community service order; and
(xv) Serving as secretary to the Divisional Review committee.

Duties and Responsibilities


An officer at this level may be deployed as a Sub-County Probation Officer or as a
Manager In-charge of a Probation Hostel or as a Principal in a Training Institute.
Specific duties will include:At the Sub-County Probation Office, specific duties will include:(i)

Administrating the Sub-County or other areas of jurisdiction in regard


to finances, staff training and development;
Preparing estimates of expenditure;
Investigating referrals and preparation of social enquiry reports to the
courts in the Sub-County or area of jurisdiction;
Identifying suitable workplaces and community service supervisors;
Coordinating the activities of the courts in relation to Probation and
Community Service Orders;
Working with other organizations and committees on crime
prevention programmes;
Coordinating research activities and data management in relation to
probation work;
Preparing publications;
Managing reports and keeping an up-to-date inventory of all work
places in the Sub-County; and
Providing professional guidance to individual officers, committees,
clients and local communities.
OR

At the Probation hostels, specific duties will include:(i)

Ensuring smooth and efficient management of the hostels;


Initiating, supervising and coordinating rehabilitation programmes for
the Hostel Probationers;
Overseeing vocational/ industrial training, adult literacy classes,
formal education and guidance and counseling;
Ensuring safe return and reintegration of offenders back to the
community;
Liaising with other departments and relevant NGOs to promote the
socio-economic welfare of the probationers; and
Procuring and distributing recreational and educational materials and
equipment in the hostel.

At the Probation Training Institute, specific duties will include:(i)

Ensuring efficient management of the training centre;


Coordinating the training activities in the centre;
Maintaining, managing and reviewing the probation training
curriculum and syllabus; and
Managing the centres inventory and stores.

Work, Sociology, Psychology, Anthropology, Mental Health,
Counseling or equivalent qualification from a recognized institution;
and

(iii)

Shown merit and ability as reflected in work performance and results.

N/B
Possession of a Diploma Certificate in Psychological Counseling or related field
lasting not less than one (1) year from a recognized institution will be treated as an
added advantage.

Duties and Responsibilities


An officer at this level will assist in taking charge of social welfare duties in
a Borstal Institution, a Youth Corrective Training Centre or a Small Prison.
Specific duties will entail:(i)

Counseling, attending discharge boards, hobbies and handicraft


scheme; and

(ii)

Acting as a link between the inmates and their relatives or handling


social problems in Penal Institution.
