Communication Systems for RAZ-Phase 1 Package P (Power Plant) and Package D

(Desalination Plant)
The scope shall include all the works associated with the provision of the following systems:
Telephone system
Portable radio system
Public address system
Clock system
Office LAN/WAN system
The Bidder shall be responsible for all engineering, design, manufacture, programming,
configuration, documentation, materials, supplies, factory and field testing, delivery, installation,
start-up, tuning and initial operation through completion of the work specified.
Equipment and Services to be provided by Supplier
1.2.1.1 Telephone system
The complete system, as specified including, but not limited to the following:
IP-PABX (Private Automatic Branch Exchange) with exchange lines to the public
telephone system and spare capacity for additional users (at least 1500)

647 telephone sets (includes Desk Telephone 471 nos. Wall Telephone
145 nos. and Executive Telephone 21 nos.) shall be provided by bidder. Please refer
Annexure- 5.12 for detailed Bill of Quantity for Package P. For Package D 250
telephone sets shall be provided.

4 nos. WT Explosion proof and 6 nos. WT weather proof shall be provided by


bidder for specified locations in the Bill of quantity. (7 nos. WT weather proof shall be
provided for package D)

250 DECT components (mobile phones) (plus 100 mobile phones for
package D)

21 nos. telephone booths for specified locations and 3 nos. for Package D.

24 nos. Cordless telephone System

21 nos. Alarm Bell

07 nos. Polycom phone sets for conference phone meetings. (3 nos. shall be
provided for package D)

One (1) telephone operator's console.

Call monitoring and diagnostic software.

One (1) system printer.

one (1) set of uninterruptable power supply equipment including charger and
battery

Tele-picture transmitter (telefax) (Total 10 nos. shall be provided by bidder

The Quantity of telephone sets mentioned above are tentative only and the same is calculated
considering the following.

One telephone set for each of the operator desks in the CCR

Two telephone sets for the supervisor in the CCR.


One telephone set for each of any local control room, local operator board,
local GT cabinet.
Two telephone sets in each of the offices.

Executive sets for the station manager, senior discipline engineers and
shift supervisor's offices.

Four (4) telephone sets for e.g. the superintendent, for the lead electrical
engineer and two spare for direct LDC communication

One telephone set in each of the electric and electronic equipment rooms
unit-wise.

One telephone set in each of the occupied (manned) rooms, like workshops,
etc.

One telephone set in each of the common rooms (meeting rooms, canteen,
training room, archive, etc.)

One telephone set for each major process, seawater, desalination plant, etc.,
system indoor and outdoor.
1.2.1.2 Portable radio system
The complete system, as specified including, but not limited to the following:
Base station tower.
Two hundred (200) sets of portable UHF transceivers (intrinsically safe radios) and
rechargeable batteries as well additional spare batteries with charger units.
Twenty (20) shall be provided for hazardous areas.
Thirty five (35) fixed radio stations shall be provided for mounting in cars
Five (5) desk radio stations with rechargeable batteries as well additional spare batteries
with charger units.
Two hundred (200) carrying case with shoulder strap.
Repeater stations, as required.
1.2.1.3 Public address system
This includes all the specified public address system within the central control room (CCR), local electronic
rooms (LER), and local control rooms (LCR), the relay rooms and associated field mounted equipment, which
fulfils the specified public address system tasks.

The complete system, as specified including, but not limited to the following:

Sufficient number of central amplifier for all indoor and outdoor loudspeakers
lines. The central amplifier shall be modularly expandable & shall be able to
accommodate the future expansion of no. of Loud speakers. The expandability
shall be at least by 100%. The no. of amplifiers required shall be decided by the
bidder as per the attached Bill of quantity (annexure-5.12, (B)).
One (1) master call station located in CCR for Package- P & one (1) for Package-D
67 numbers of indoor call stations and 111 numbers outdoor call station to cover
all the work space of the premises for power plant package P & Sufficient
numbers of indoor call station and outdoor call station to cover all the work space
of the premises for desalination package D.
129 numbers of indoor announcing stations (loudspeakers) 153 numbers of
outdoor announcing stations (loudspeakers) and to cover all the work space of
the premises for power plant package P & at least 40 numbers for package D has
to be considered Specified interfaces to the telephone system.
Necessary Cables, Junction boxes and other equipment required for completing
the system in all respect.
One (1) set of uninterruptable power supply equipment including charger and
battery.

1.2.1.4 Clock system


The scope of the process related Clock system shall include, but not be limited to, the following:
At least fifty (50) nos. of digital slave clocks for package P and twenty (20) nos. for
Package D.
Minimum of two (2) wall clocks for Central Control Room with mounting accessories

Network Time Protocol (NTP) to be followed to ensure that all components are
synchronized accurately to the same time. All slave clocks to be synchronized via LAN
using NTP
All equipment shall be of high sophisticated technology supplied by bidder. GPS based master
clock will be provided by others. Bidder has to supply only 70 nos. slave clocks and two nos.
wall clocks.
Therefore high end hardware and software designed for use in power plants at this specific
project circumstances shall be supplied.
1.2.1.5 Office LAN/WAN system
The scope of the Office LAN-WAN system shall include, but not be limited to, the following:
As a minimum a Local Area Network (LAN) between all offices and secretary offices,
conference rooms, training rooms, computer rooms, storekeeper offices, workshops and
other locations with comparable functions shall be provided for the in the Power Plant
(Package P and D). 968 nos. of LAN Port for office LAN / WAN system for package P
and 200 nos. of LAN Port for office LAN / WAN system for package D shall be provided
by bidder.
The scope contains the complete cable, distribution/ marshaling and connectors only
without computer equipment like servers, workstations and PCs for the complete Office
LAN itself.
All components necessary for the network operation itself, like repeaters, switches, etc.,
shall be provided together with the system.

All field junction box, cable trays, conduits, erection/ mounting materials and other
related accessories on as required basis.
One (1) set of uninterruptable power supply equipment including charger and
battery.

Bidder to provide unit price for each item of communication system covered under his scope.
For addition and deletion of any items during project execution, Unit price for all items remains
same till the completion of project. The successful bidder should submit the sample of telephone
system to ASC for approval before installation. Also, Bidder should supply essential quick-wear
part of telephone system for normal operation during installation period.
