NOTE ON RULES AND REGULATIONS OF AUTOMATIC


ADVANCEMENT SCHEME
The automatic advancement scheme was first introduced vide G.O.Ms. No
117 Finance and Planning (F.w PRC1) Dept dated 25-5-1981. The brief rules
and regulations of this Scheme are as follows: The main concept of
Automatic advancement scheme is to ensure that even when there are no
regular promotions, the employee continues to be benefitted on grant of
higher scales and thereby relieved from stagnation in a particular scale. The
rule mentioned below gives an idea of the Automatic Advancement Scheme.
SPECIAL GRADE POST
1) On completion of 10 years of service in the particular post
the
employee is placed in the next scale which is called the Special Grade
Post.
2) The employee should have drawn 10 increments in the scale in which
he is working to be qualified to be placed in the next scale.
3) The Extra ordinary leave if any should be deducted for this purpose.
Only the EOL granted for medical grounds/study purpose and which
qualifies for increments (based on an order issued /ratified by the
HOD) are not deducted while arriving at the date of completion of 10
years of service.
4) If there is any major punishment of stoppage of
increment with
cumulative effect the employee takes longer period for completion of
10 years as increments are not released permanently during the
punishment. But in cases of minor punishment of stoppage of
increment without cumulative effect the completion of 10 years of
service does not get effected as the employee gets the increment
notionally.
5) In Irrigation Dept in case of Assistant Engineers and Assistant
Executive Engineers the service in both the categories is combined for
the purpose of determining 10 years of service in terms of
GO.Ms.No:53, I& CAD(Ser-I) Dept.,dt.25-02-1987.This is done as

there is no change in the duties and responsibilities of Assistant


Engineer and Assistant Executive Engineer .For this reason, when an
Assistant Engineer is appointed by transfer as Assistant executive
Engineer his pay is fixed as per FR 22 (a) (ii) only.
6) The first automatic advancement scheme has come into force w.e.f.
1.4.1981.
7) The pay fixation under this scheme is done as per FR 22 (a) (i) read
with FR 31 (2).
SPECIAL PROMOTION POST
1) On completion of 15 years in a particular post the employee is placed
in the promotion scale of the post which is called the SPP I post. For
example in this department Assistant Engineers and Assistant
Executive Engineers are promoted as Deputy Executive Engineers,
though they hold different scales on completion of 10 years of service
and are placed in the SGP scale.
2) While placing the employee in the SPP1 scale it is mandatory that he
is fully qualified to hold the promotion post. If not for e.g. the
employee has pending charges against him or if article of charges
are issued as on the date of completion of 15 years of service he
should not be immediately placed in the scale and this order should be
deferred until finalization of the charges or otherwise. All rules for
promotion should be observed while placing an employee in the
Special Promotion Post 1.
3) Further for those categories of posts where there is no promotion
opportunities the employee on completion of 15 years of service has
to be placed in the SAPP scale. The special Ad hoc Promotion Scale of
pay is the immediate scale after the SGP scale in which the employee
is working at present. For e.g. Non Technical Personal Assistants do
not have any further promotion opportunities. On completion of 15
years of service in the category of NTPA they are placed in the next
higher scale to their present scale of NTPA SGP and this is known as
NTPA SAPP1. Similarly Special Category Stenos, PS to ENC are some
where there are no promotion opportunities.

4) The paragraphs mentioned above from 2 to 7 for SGP are applicable


for the SPP1and SAPP1 also. The appointing authorities for the post
concerned shall be the same for placement of SGP, SPP1 and SAPP1
also.

In continuation of the above automatic advancement scheme the
government in G.O.(p) No. 2 Finance and Planning (FW.PRC I) Department
dt. 4-1-88 introduced SPP II and SAPP II Scale w.e.f. 1-7-86 .On completion
of 22 years of service an employee shall be eligible to be placed in the scale
applicable to the next promotion scale over the First level promotion post
held by him under the relevant rules. For e.g. an assistant Engineer and
Assistant executive Engineer on completion of 22 years of service shall be
placed in the scale of the post of Executive Engineer which happens to be
the promotion post after Deputy Executive Engineer.
2)
The pay fixation on appointment to this post shall be as per F.R
22(a)(1) only. However the government in G.O.(P) No 241 Finance (PC-II)
dept dt. 28-9-05 ordered that on appointment to the post of SPPII the
fixation shall be under FR 22 (a) (i) read with FR 31 (2).Therefore this
change is effective only from 1-7-03.
GENERAL
The fixation of pay of an employee holding SGP or SPPI scale when
regularly promoted shall be under FR 22(B) but an employee holding SPPII
post on regular promotion to first level promotion post shall get his pay fixed
under FR22(a)(i) only. However he shall continue to draw pay in the SPPII
scale while holding First Level Promotion Post.

CHANGES IN THE SCHEME AFTER 1-7-1992


The government issued G.O.(p) No 290 Finance and planning (FW.PCII) dept
dt. 22-7-93 read with G.O.(P) No 362 Fin & Plg (FWPCII) dept dt. 28-101994 introduced certain changes W.E.F. 1-7-1992 which is as follows:

1) On completion of 8 years of service in a particular scale an employee


was eligible to be placed in the SGP scale. (Earlier it was 10 years of
service).
2) On completion of 16 years of service an employee was eligible to be
placed in the promotion scale which was known was SPPI scale(earlier
it was 15 years)
3) On completion of 24 years of service an employee was eligible to be
sanctioned one increment in the existing SPPI scale. The scale of SPPII
is not assigned. The power to sanction this increment rests with the
Drawing and Disbursing officer Concerned. As per Para 4 (Xi) of
G.O.(P) 290 dated. 22-07-1993, the existing orders governing
appointment to SPP II /SAPPII have been withdrawn and therefore,
the SPPII scale earlier assigned on completion of 22 years of service
also stands withdrawn.
On completion of 24 years of service the
employee is sanctioned one increment in addition to his normal
increment and the next increment shall however accrue only on
completion of one year of service after sanction of the 24 year
increment as per Para 4 (ix) of G.O.(P).No. 290 dated.22-7-1993.
4) Fixation of Pay on appointment to SGP, SPPI,& SPPII shall be under FR
22(a)(i) read with FR 31(2)
5) On regular promotion to the post the pay of the employee shall be
fixed under FR 22(a)(i) read with FR 31(2). This rule has been
amended from 1-7-1992. However if the employee has not been
sanctioned the benefit of automatic advancement scheme his pay on
promotion to the regular post shall continue to be fixed under FR 22
(B).
The automatic advancement scheme which had under gone changes
with effect from 1-7-1992 was continued in the same manner in PRC
1999 scales also vide G.O.(P).No.150 Finance & planning (FW:PCII)Department Dt: 1-9-1999.

The Government issued orders in G.O.(P).No.241 Finance & planning


(FW: PC-II) Department Dt: 28-9-2005. Incorporating certain changes
in the Automatic Advancement Scheme w-e-f 1-7-2003. The brief
details of the scheme and the changes are noted below
1. The SGP scale on completion of 8 years of service, and SPP 1 on
completion of 16 years of service did not undergo any change w-e-f
1-7-2003.
2. However on completion of 24 years of service the employee was
made eligible for Special promotion post scale II, as compared to
the existing scheme whereas, w-e-f 1-7-1992 to 30-6-2003 the
employee was made eligible for only an additional increment in the
SPP 1 scale itself and was not assigned the scale on completion of
24 years of service. The pay fixation on assigning SGP, SPP1, &
SPP II shall be under FR 22(a)(i) read with FR 31(2).
3. The other major change effected from 1-7-2003 is that on regular
promotion the employee was made eligible for pay fixation as per
FR 22(B) even after drawing pay in SGP & SPP 1 scale. However,
on completion of 24 years of service in a particular scale, when the
employee is promoted to the first level promotion post in the
regular line his pay fixation shall be under FR 22(a)(i) read with FR
31(2).
4. The employee on regular promotion to the first level promotion post
after getting the benefit of SPPII scale is not entitled for any further
benefit of automatic advancement scheme in the first level
promotion post. For e.g. an Assistant Engineer/ Assistant Executive
Engineer when assigned the scale of Executive Engineer on
completion of 24 year of service, and is promoted as Deputy
Executive Engineer is not entitled for any benefit of further
automatic advancement scheme in the cadre of Deputy Executive
Engineer on completion of 8 years of service in the cadre of Deputy
Executive Engineer in terms of Para 4(V) of G.O.P.No.241
Dated.28-9-2005.
5. The Government in circular memo no. 216-A/2/A2/PC-II/2007-1 of
finance (PC-II) Dept., dated 23-3-2007 has given certain
clarifications in the matter relating to promotions and its related

automatic advancement. The Government have clarified that when


an employee is promoted to the higher post on regular line and
relinquishes his promotion under general rules 45 of AP State and
subordinate service rules at his own request such employee on
completion of the required service under automatic advancement
scheme is denied the benefit of automatic advancement scheme,
since he has refused promotion. The main aim of the automatic
advancement scheme is to relieve the stagnation and therefore
when he refuses promotion the automatic advancement scheme is
also denied to him.
6. Similarly when an employee has refused his promotion after taking
the benefits of automatic advancement scheme, the benefits of
automatic advancement scheme are not cancelled but if the future
benefits arise it is denied to him.

CHANGES IN THE AUTOMATIC ADVANCEMENT SCHEME W-E-F 17-2008 IN PRC 2010

The government issued G.O.Ms. No 96 Finance and planning (FW.PCII) dept


dt. 20-05-2011 has introduced certain changes W.E.F. 1-7-2008 which is as
follows:
1) On completion of 6 years of service in a particular scale an employee is
eligible to be placed in the SGP scale. (Earlier it was 8 years of
service).
2) On completion of 12 years of service an employee is eligible to be
placed in the promotion scale which is known as SPPI-A/SAPP I-A
(earlier it was 15 years)
3) On completion of 18 years of service an employee is eligible for one
increment in the existing scale which is known as SPPI-B/SAPP I-B.
This increment is in addition to his normal increment and the date of
the next increment is not disturbed after sanction of 18 years
increment.

4) The existing scheme of placing the employee in SPPII/SAPPII on


completion of 24 years of service remains on changed.
5) Fixation of Pay on appointment to SGP, SPPIA, and SPPIB & SPPII shall
be under FR 22(a)(i) read with FR 31(2).
6) On regular promotion from SGP, SPPIA, & SPPIB the pay of the
employee is fixed as per FR 22 (B) & on promotion from SPPII scale
the pay is fixed as per FR 22(a)(i) read with FR 31(2).
7) This new scheme has come into force only from 1-2-2010 and on
completion of 6 years, 12 years & 18 years the pay fixation should be
done only from 1-2-2010. No notional benefit of the fixation is
applicable from 1-7-2008 as the monetary benefit is given only from
1-2-2010. Various clarifications on the scheme has been given by the
government in Cir.Memo.No.020091/125/PCII/2011 of Finance (PCII)
Dept., Dated.17-08-2011on the applicability of the new scheme which
has come into force in PRC 2010.

NOTE ON PAY FIXATION ON PROMOTION AND AUTOMATIC


ADVANCEMENT SCHEME
The pay fixation procedures and applicability are laid down in Fundamental rules
(FR). The FR mainly deals with monetary aspects of an employee i.e., pay fixation,
sanction of increments, additional pay under FR 49, emoluments payable to an
employee while on leave, subsistence allowance payable during suspension, leave
salary and pension contribution (LS&PC) while on foreign service etc.
Now, the rules relating to pay fixation on promotion as per FR 22(a)(i), FR
22(B), FR 22(a)(ii), FR 31(2) etc. will be dealt in following chapters
1. Pay Fixation on Promotion
An employee when promoted is eligible for pay fixation as per FR 22(a)(i)
and FR 22(B).

The promoted employee has to exercise his option for pay

fixation as per FR 22(a)(i) and FR 22(B).

This option must be exercised

within one month of taking charge on promotion.


Operation of FR 22(a) (i) with an example
An employee has been promoted from the category of Assistant Executive
Engineer to that of Deputy Executive Engineer. He has exercised his option
for pay fixation as per FR 22(a)(i) immediately and FR 22(B) to his increment
date. His pay fixation in the PRC 2005 scales will be as follows.
He has taken charge as Deputy Executive Engineer on 14-5-2008.
His pay fixation as per FR 22(a)(i) will be as follows

This method of pay fixation is also valid when an employees pay is fixed as
per FR 22(a)(i) read with FR 31(2) while giving benefit under automatic
advancement scheme i.e., 8/16/24 or 6/12/18/24.
Given below is a case wherein pay fixation has been done as per FR 22(a)(i)
and FR 22(B) in the PRC 1986 scales
His pay fixation as per FR 22(a)(i) will be as follows

2. Pay fixed in the category of Deputy Executive Engineer 2060
in the scale of pay of Rs. 1980 80 2780 90 3500.
(1980+80) as per FR 22(a)(i) as on 13-5-1990.

His pay fixation as per FR 22(B) will be as follows. His increment date in the
lower cadre of AEE is on 1-8-1990.
Rs.
1. Pay after sanction of notional increment in the category 2120
of Assistant Executive Engineer w.e.f., 1-8-1990 in the
scale of pay of AEE (ordy.) 1380 60 1980 70
2750.
2. Pay after Notional increment in the lower cadre of AEE 2190
in scale of pay 1380 60 1980 70
2750.(2120+70=2190) as per FR 22(B)
3. Pay fixed in the category of Deputy Executive Engineer 2220
in the scale of pay of Rs. 1980 80 2780 90 3500.
As per FR 22(B) wef 1-8-1990. (2140+80=2220).

The pay fixation of an employee giving benefit of AAS on completion of


8/16/24 will be as follows.
As already stated above, the method of pay fixation adapted for fixation as
per FR 22(a)(i) holds good, but when the pay is regulated to the increment date as
per FR 31(2) the following method may be used. A clear reading of FR 31(2) is
shown below On an enhancement in the Substantive pay, as a result of increment
or otherwise, the pay of such Government Servant shall be refixed under sub-rule
(1) from the date of such enhancement as if he was appointed to officiate in that
post on that date where such refixation is to his advantage.
In the above example the employee was drawing a pay of Rs.2190 in the
scale of pay of Rs.1380 2750 in the PRC scales of 1986 as on 1-8-1990. Now he
has completed 8 years of service as on 24-8-1990 and has been placed in the
AEE SGP scale of pay of Rs.1550 70 2250 80 3050.

Consequent on being awarded AEE SGP scale w.e.f., 24-8-1990 his pay in
the AEE SGP scale will be fixed at Rs.2250 in the scale of pay of Rs. 1550 70
2250 80 3050.
As his next increment date is 1-8-1991 his pay should be regulated to the
increment date as per FR 31(2) as follows.
Rs.
1. Pay after sanction of increment on 1-8-1991 in the scale 2260
of pay of Assistant Executive Engineer (Ordy.) in the
scale of pay of rupees 1380 60 1980 70 2750.
2. He is already drawing a pay of Rs.2250 in the scale of pay 2250
1550 70 2250 80 3050.
w.e.f., 24-8-1990 consequent on fixing his pay in the SGP
scale.

As seen from the above, after sanction of normal increment on 1-8-1991


he will draw Rs.2260 where as he is drawing a lesser pay after sanction
of SGP. Therefore, FR 31(2) will be operated now and his pay will be
regulated at Rs.2330 w.e.f., 1-8-1991.
PAY FIXATION PRINCPLES AS PER FR 22(a)(ii)
A simple reading of FR 22(B) is as follows Notwithstanding anything
contained in these Rules, where a Government servant holding a post in a
substantive, officiating or temporary capacity is promoted or appointed in a
substantive, officiating or temporary capacity to another post carrying duties and
responsibilities of greater importance than those attaching to the post held by him,
his initial pay in the time-scale of the higher post shall be fixed at the stage next
above the pay notionally arrived at, by increasing his pay in respect of the lower post
by one increment at the stage at which such pay has accrued.
The above rule FR 22(B) applies when pay has to be fixed to an employee
who

is

promoted

to

higher

post

with

higher

responsibilities.

In

this

Department it is noticed that when an Assistant Engineer is appointed by transfer


as Assistant Executive Engineer FR 22(a)(ii) only applies. It may be noted that
neither FR 22(a)(i) nor FR 22(B) is applicable in these cases. The principles

FR 22(a)(ii) are as follows.

An employee was appointed as transfer from the

category of AE to that of AEE and took charge on 14-5-1990. His pay fixation as
per FR 22(a)(ii) will be as follows:

Rs.
1. Pay drawn by the Assistant Engineer on 13-5-1990 in 1930
the category of AE (Ordy.) in the scale of pay of rupees
1330 60 1930 70 2630.
2. Pay fixed in the category of Assistant Executive Engineer 1920+10PP
in the scale of pay of Rs. 1380 60 1980 70 2750.
w.e.f., 14-5-1990 as per FR 22(a)(ii)
(1920+10PP=1930)
It is noticed that the pay of the above AEE on appointment by transfer has
been fixed at Rs.1920-10PP. This Rs.10PP will be adjusted in his next increment
date.

In this case the PP of Rs.10 will be adjusted when the AEEs increment is

released w.e.f., 1-8-1990(the increment date will not change when the AE is
appointed by transfer as AEE.
It may be noted that in Irrigation Dept in case of Assistant Engineers

and Assistant Executive Engineers the service in both the categories is


combined for the purpose of determining 10 years of service in terms of
GO.Ms.No:53, I& CAD(Ser-I) Dept.,dt.25-02-1987.This is done as there is
no change in the duties and responsibilities of Assistant Engineer and
Assistant Executive Engineer .For this reason, when an Assistant Engineer is
appointed by transfer as Assistant executive Engineer his pay is fixed as per
FR 22 (a) (ii) only.
Note For the convenience of the field staff an effort has been
made to consolidate all the relevant subject wise Government
Orders at a single place. An attempt has been made to present
it briefly. These rules mentioned are for guidance only and
