2.8 The additional tests reports and results as performed on the required transformer in
the manufacturer's laboratory. Refer specifically to clause 8.3 of this
specification.
2.9 A copy of the Quality Assurance Manual and the Quality Control System as per
Chapters 3 and 4 in this specification.
2.10 A copy of the following documents and drawings:
2.10.1 Drawings of construction, detailed dimensions and weights as per clause
7.2 of this specification, clearly stating. All dimensions shall be in Metric

2.11 Besides the Quality Assurance Certificate requested in 2.2, the tenderer shall
submit copies of:
2.11.1 Design of Control Procedures (as applicable).
2.11.2 List of qualified suppliers of the main parts, components and raw
materials (as applicable).
2.12 For polymeric material insulators the test certificate of the polymeric material in
use, generated by the polymeric material manufacturer, stating a precise
definition of the material ingredients and its qualities, performed according to
Standards: IEC 60216, IEC 60112, IEC 60250, IEC 61621, IEC 60273, ISO
527-2, ISO 178, ISO 179, ISP 604, ISO 11357, ASTM D33-08 and ASTM
D495-99.
2.13 The manufacturer statement that the required transformers comply with the
requirements of this specification and if there are deviations, the manufacturer
has to clearly state them for the Purchaser's knowledge.
2.14 In case of the breathing type CMT, conformity of compliance of the Silica Gel to
specification in Appendix "F".
2.15 In case of the oil immersed type CMT, description of oil and its Conformity to
Standard IEC 60296.

*: "Similar transformers" means that the transformers are manufactured according to
clauses 6.1.1 and 6.1.3 of the specification and have the same Highest System
Voltages parameter.
3. Quality Control
3.1 The Tenderer/Supplier shall submit with its proposal a preliminary Inspection and
Test Plan (I&T Plan) which is applied during the production of the equipment.
3.2 Inspection and Test certificates as required in the Specification and the applicable
standards shall be submitted immediately following their generation. The
certificates shall be original, signed by the Manufacturer and contain actual
measured values. The generation of certificates, including those generated by
subcontractors and sub-suppliers, shall bear no extra cost to purchaser.
3.3 An Inspection and Test Plan including witnesses and hold points shall be mutually
agreed between the Purchaser and the Manufacturer. Any subsequent alteration to
this program shall require the Purchaser agreement prior to start of any work
affected by these alterations.
3.4 The Tenderer/Supplier shall prepare and submit a schedule for the Routine tests,
according to the requirements of this specification before the testing.
3.5 Any equipment non-conforming with drawings specifications or any other
purchase order requirements, which are considered by the Contractor as
acceptable as is or "for repair, shall be submitted to the Purchaser for
approval, with their recommended disposition. All such non-conformances shall
be approved by the Purchaser (IECo) in writing, and a copy of the approval shall
accompany each shipment.
3.6 All Materials used in the manufacturing of the equipment shall conform to the
Specification, approved drawings and accepted Standards.
3.7 The Tenderer/Supplier shall submit 1 (one) copy of:
3.7.1 Manufacturing Quality Plan.
3.7.2 Procedures' Quality Control.
3.7.3 The Following documentation as applicable:
- Special process procedures.
- Non Conformances and Deviation Control Procedures.
- Electrical testing Procedures as per applicable Standards.
- Certificates of Mechanical and Electrical Tests, complying with this
specification.
- Inspection and Test Reports.
- Description of the manufacturing procedure of the polymeric
material assuring homogenous composition
3.8 Any change in the materials used in the manufacturing of the equipment and/or by
subcontractors and/or technology shall be reported in written to the Purchaser.
The purchaser reserves the right to accept or reject the change.

4 Quality Assurance
4.1 In addition to the provisions of Articles 2 and 3 of the General Conditions at
Annexure A - CONTRACTORS DRAWINGS and QUALITY
ASSURANCE INSPECTION AND TESTING, the Manufacturers Quality
Assurance Program shall meet the requirements described in the Quality
Assurance System.
4.2 The Purchaser shall have the right to audit and comment on Manufacturers
Quality Assurance System regardless of whether it was previously audited by a
certifying agency or any other body.
4.3 The Tenderer/Supplier shall be responsible for assuring that his Quality
Assurance/Quality
Control program and his subcontractors as well, including their organizations,
procedures, personal qualifications, etc. indeed meets IECos quality
requirements.
6. General
6.1 Scope
6.1.1 This specification applies to one of the types of the three-phase combined
measuring transformer (before and hereinafter called CMT) for medium voltage
system up to 36 kV 50 Hz:
a. Oil-immersed combined measuring transformer hermetically sealed.
b. Oil-immersed combined measuring transformer with expansion tank
(Breathing type).

6.1.2 The CMT shall supply Electricity Meters. CMT should be consists of a threephase voltage transformer system with three current transformers mounted in the
same structure and complying with the requirements of this specification.
6.1.3 The CMT shall be suitable for outdoor installation in environmental conditions
as described in clause 6.4 of this specification. The CMT is intended to be
mounted on electrical pole and connected to a measurement cabinet.
6.1.4 Each unit shall be supplied complete with appurtenances and accessories as
specified herein, to form a complete unit which will achieve and assure safe
and reliable operation with best overall performance.
6.2 Standards and Codes
6.2.1 Standards and codes referenced in this Specification, and in supplements to this
Specification, form an integral part of this Specification unless otherwise
indicated. All such standards and codes referred to the most current issue,
including all amendments, supplements etc., as of the date of the Contract,
unless otherwise indicated.
6.2.2 The Equipment that is provided under this specification including all
appurtenances and accessories, shall be designed, fabricated, inspected, tested
and preserved to the extent indicated and to the standards and codes as
specified herein. All component parts not so specified shall be designed,
fabricated, inspected, tested and preserved, as applicable, to currently
recognized Industrial and/or Suppliers Standards, so as to insure their fitness
for use and for the purpose they are designed.
6.2.3 Tenderer/Supplier may propose Standards and codes as alternates for, or
additions to those specified herein. A copy of each proposed standard and
code, if any, shall be included with the proposal. In the case of IECo.'s
acceptance of such alternates or additions to standards and codes,
manufacturer/tenderer remains responsible for assuring that the design, and the
equipment supplies by others, which conform to IEC Standards and DIN
Standards are completely compatible.

7.2.2 The tank for oil-immersed CMT shall be sealed and protected against oil
leakage. All sealing gaskets are to be oil, thermal and UV resistant for at least
10 years.
7.2.3
Cooling Method: The CMTs cooling method shall be ONAN.
7.2.4
For breathing type of CMT, the expansion tank shall be equipped with a
spherical drain tap and a closeable opening for oil filling. The expansion
tank shall be detachable from the CMT by the use of tools only (including
the oil tube connection).
7.2.5
Oil level indicator shall indicate the oil level corresponding to its temperature
0C, 20C, 40C. The oil level shall be clearly seen from the ground when
the CMT is pole mounted.
7.2.6
The breathing type of CMT should be equipped with Dehydrating Breather.
The breather shall comply with Standard DIN 42567 for breathers with
upper part type 2. The breather shall be fastened to the transformer structure
so that the breather and its fasteners do not loosen even during
transportation.
7.2.7
Air Outlet Device. Openings shall be provided at suitable places for the
escape of air while oil is added.
7.2.8
Drainage of the CMT tank: A spherical tap for removing oil shall be located
at the bottom of the tank. The bottom of the container and the oil drain tap
shall be designed so that the drainage of the container will be complete,
without leaving any residues.
7.2.9
Overpressure Relief Device of the CMT shall be equipped with an
overpressure relief device, covered with a suitable cover to protect
persons in the vicinity of the CMT against the spurting of hot oil in the
event of an internal fault. The overpressure device and its cover should be
of an approved type by IECo.
7.2.10 Tie-Downs. The four top corners of the CMT shall be fitted with steel tiedowns for threading cable (the tie-down cables) during transportation.
7.2.11 Lifting Lugs. Two suitable lifting lugs, having hole diameter of at least 50
mm, will be placed on top of the CMT cover, so that tie down cables will not
cause any harm to the M.V. insulators or other parts of CMT.
7.2.12
CMT Base. The CMT base shall be suitable for pole mounting and fork lifting. The
fixing points shall be as per attached drawings in Appendix D.

The terminals of the current and voltage transformer parts of CMT shall be
marked as per IEC Standard 60044-3 clause 10.
Each phase terminal shall be marked as follows:
Primary input connections: AP1; BP1; CP1
Primary output connections: AP2; BP2; CP2
Secondary current connections: a1; a2; b1, b2; c1, c2
Secondary voltage connections: a, b, c, n.
7.3.2
Rating plate markings:
The rating plate shall carry the markings according to IEC Standard 60044-3,
clause 14 and the weight of the CMT.
In addition: (a) on the opposite side of the tank where the rating plate is
mounted, shall be whole serial number of the CMT; (b) the current ratio shall
be painted with big numerals on the top of the connection box cover.
The rating plate itself shall be made of anodized sheet aluminum, or of
stainless steel.
7.3.3. Grounding marking:
Next to the grounding screw shall be the clear and resistant grounding marking
( ).
7.4
Painting:
The painting of the CMT tank, expansion tank and all other steel parts shall be
performed in accordance with Manufacturers Standard procedure as approved
by Purchaser.
The color of the topcoat shall be medium gray.
The minimum requirements for approval are the following:
a) Painting with one coat of anticorrosive primer, zinc-chromate alkyd based;
minimum dry film thickness shall be 30 micrometers.
b) Painting with one coat of intermediate paint, red iron oxide alkyd based;
minimum dry film thickness shall be 30 micrometers.
c) Painting with medium gray topcoat alkyd base, minimum dry film thickness
30 micrometers.
d) Minimum total dry film thickness, 90 micrometers.
Remarks:
- With respect to the lid, the first and the second coats shall be of double
thickness so that the minimum total dry film paint thickness shall be 150
micrometers.
7.5
Primary Connections:
Three high voltage bushings shall be installed on the high voltage side and
shall comply with DIN standards and data given in the table 1.
7.5.1 Bushing construction
The bushings should be made of porcelain or polymeric material with two
contacts per phase. Therefore, CMT should have only three bushings
(porcelain is preferred).
If the offered bushings are made of polymeric material, the technical offer
should include following details:

7.5.1.1 Proof that the polymeric material will withstand the service conditions
described in Paragraph 1.8 of this specification for prolonged time, without
any maintenance.
7.5.1.2 Reference list of customers with similar service conditions, which use
these bushings for at least 5 years. The list shall include phone number and/or
fax number and/or E-mail address of a contact person, which was/is
responsible for the project in his Co.
7.5.1.3 Maintenance instructions
7.5.1.4 Aging tests results
7.5.2 All exposed metal parts of bushings shall be electro-tinned.
7.5.3 The creep distance of the bushings shall not be less than the given in the

Secondary connections:
7.6.1 The voltage and current secondary connections shall be separated and
mounted in the same terminal box.
7.6.2 The terminal box cover shall be hinged with fixing bolts, which shall
enable sealing, in order to prevent unauthorized use.
7.6.3 On the inner part of the cover the connection diagram shall be printed on
a plate.
7.6.4 The thread of the screws of the box cover shall not be painted.
7.6.5 The terminal box shall be of protection class IP65.
7.6.6 The electric connections shall be M8x25 for two outgoing cables. One
cable with 4 cores for voltage connection and one cable with 6 cores for
current connection. Each M8 screw shall have provided with 3 nuts two
washers and one spring washer.
7.6.7 The outgoing cables shall be connected via cable lugs fastened by nuts.
7.6.8 On the bottom of the box shall be a pre-drilled gland plate with 2 holes
40 mm diameter, closed by stoppers.
7.6.9 A steel rail shall be horizontally installed 20 cm underneath the bottom
of the box, for fixing the cables
7.6.10 The connection box shall be provided with an outside grounding screw
with 2 washers, clearly marked and not painted.
7.7
Barcode:
The barcode (code 128C) should be in a location accessible for scanning. The
barcode should include the following information about the transformer:
Serial Number; IECo catalog number; order number; Year of manufacture.

8 Tests.
8.1 Type Test:
Type tests on each type of CMT should be performed in an accredited
laboratory.
The tests should be performed according to IEC Standard 60044-3 and the
additional requirements for measuring transformers according to IEC
Standards IEC 60044-1 clause 11 and IEC 60044-2 clause 12 are
applicable for the relevant tests.
8.1.1 Short-time current test on current transformers according to
clause 6.2- a.
8.1.2 Temperature rise test according to clause 6.2- b.
8.1.3 Lightning impulse voltage test on primary according to clause 6.2-c.
8.1.4 Switching impulse test according to clause 6.2-d

The company will attach to this questionnaire hard copies of annual reports in English
(including notes) duly signed and certified by it's independent Auditors and it's authorized

statement, (attached in annex 4).
