What is the Family Basic Literacy Program (FBLP)?
This is a literacy service intervention utilizing literate members to help non-literate
members upgrade their literacy skills and improve the educational opportunities of their families.
Why is there a need for FBLP?
FBLP is necessary in order to deliver basic literacy to the smallest unit of the society
which is the family. With FBLP, illiterate family members acquire literacy skills form members
of their family without leaving their home.
What is the goal of FBLP?
FBLP aims to provide basic literacy learning intervention to the poorest of the poor
nationwide by raising the literacy level of all members of the family.
Who are the target beneficiaries?
FBLP targets the poor family with at last one literate member who is capable of and
willing to teach his/her family by serving as a literacy facilitator.
How does FBLP work?
These are the procedures in FBLP

Household mapping in the community is done by the literacy facilitator.

Barangay officials assist in mobilizing families.

Identification and training of the most literate member of the families as literacy
facilitator is conducted by the ALS implementers.

Learning resources and technical assistance are provided to the literacy facilitator.

A literacy facilitator is a literate member in the family who has undergone training as
such.

ALS A&E OBJECTIVES:


To provide a system for assessing levels of literacy and other nonformal
learning achievement

To offer an alternative pathway of learning

ALS Accreditation and Equivalency


formerly known as the NFE A&E Test
Offers the test takers a certification of learning achievements at two
learning levels
Comprise standardized paper and pencil-based tests and use multiplechoice test and composition writing
Items are based on the learning competencies of the five learning strands
of ALS Curriculum
Largely based on prior learning

Who are the target clienteles of the ALS A&E Test?


An elementary level drop out at least 11 years old
A high school dropout at least 15 years old
Non-passers of previous ALS A&E Tests
Youth and adults although in-school but overaged for Grade 6 (more than 11 years) or
for 4th year (more than 15 years

Who else are the target clienteles of the ALS A&E Test?

Unemployed / underemployed OSYs and adults


Elementary and secondary school dropouts / leavers

Industry-based workers, housewives, maids, factory workers, drivers


Members of cultural minorities/indigenous people
Persons with disabilities / physically challenged
Inmates, rebels / soldier integrees

What does a prospective test taker do to prepare himself / herself for the test?
May be a learner / attendee or completer of the ALS A&E Learning
Support Delivery System
Takers are encouraged to attend the learning interventions to upgrade
his/her knowledge and skills acquired from experiences.

What does one benefit after passing the ALS A&E Test?
Enroll in post secondary courses of the CHED
Access to MFI and TESDA skills training programs
A chance to acquire eligibility for government employment positions
An elementary level test passer is qualified to enroll as freshman in sec.
level educn

How does one register for the A&E Test?

Accomplish the registration form


Provide any of the following as proof of identity:

- copy of birth certificate


- copy of marriage contract
- form 137
- voters ID
- postal ID
- TIN card
- drivers license
- passport

Provide all required data and affix signature on the space provided;
Provide two copies of latest 1x1 photo
Submit accomplished registration form to test registration officer
Get the lower portion of the registration form for presentation to the
Examiner on the day of the test.

BASIC LITERACY PROGRAM (BLP)


Basic Literacy Program (BLP) is an intensive community-based training
for illiterate out-of-school youth and adults, who are willing to learn basic
literacy skills

What are the three basic literacy skills?

These skills are:

ability to read with comprehension

ability to compute simple problems

creative thinking and problem solving

Who are the target learners?

The TARGET LEARNERS are the illiterate out-of-school children,


youth and adults.

How do learners access BLP?


Step 1: Recruitment

the Service Provider, Literacy Facilitator and Mobile Teacher, District


ALS Coordinators will go to the target community (house-to-house) to
recruit learners

Step 2: Screening and Placement

the recruited learners will undergo screening and placement test


using the Functional Literacy Test (FLT)
Non-literate

semi-/neo-literate
Post-literate

Step 3: Enrolment
learners who are qualified will be enrolled to BLP
learners will prepare their Individual Learning Agreement (ILA)

What is ALS A&E LSDS

using the Unified Guidelines for the ALS Contracting Scheme


with Service Providers (NGOs, LGUs, SUCs, other GOs and other
private organizations) to provide learners a range of flexible learning
support services in order that they may continue their learning
outside of the formal school system and upgrade their skills and
competencies in preparation for taking the ALS A&E tests.

AGAP SAGIP

No Drop-out Strategy
It is the strategy to catch up early potential drop-outs in the
formal school both elementary and secondary levels and place/transfer
them under the mentorship/stewardship of the Alternative Learning
System.

It is a project that provides an equal and wider range of


opportunities for the drop-outs to develop their full potentials, be
empowered and be functionally literate under the ward of non-formal
education

OBJECTIVES of AGAP-SAGIP Project


This projects aims to help decrease, if not totally eradicate the dropouts in both elementary and secondary levels and to increase the
retention rate in the formal education system. Furthermore, it will
cater to the basic literacy needs of children, youth and adults who have
dropped out from the school due to poverty. Specifically, this project
shall:
serve as catch-up program for students who dropped out from
the formal school system;
provide appropriate interventions tailored to the needs of the dropouts,and;
provide an alternative route for school drop-outs to finish /complete
their elementary/secondary schooling.

POTENTIAL DROP OUTS:


pupils, students who incurred 20% absences during the first semester
(June to October) of the school year without valid reasons.
multiplied by 20%:say,109 X 0.20 = 32 days.
pupils and students who committed habitual tardiness despite the
conduct of dialogues with parents/guardians and home visitations of

teachers and guidance counselors.

What are the strategies/interventions of AGAP-SAGIP?


A. For potential Drop-outs

Identification and referral of potential drop outs in both public


elementary and secondary schools.

Counseling of potential drop-outs by the guidance counselors and


or principals.

Dialogue with parents regarding the academic status of their


children.

Orientation on ALS Programs.

B. For Drop-outs

Principal/School Head reports and indorses the drop-outs to the


ALS Coordinator approved by the Schools Division Superintendent.

ALS coordinator meets with the parents/guardians of the dropouts and explain the program.

Enrolment to Basic Literacy Program(BLP)/A&E Program for


both elementary and secondary schools.

Monitoring of drop-out learners of the Agap-Sagip by the School


Advisers and District ALS Coordinators.


Administration of the Accreditation and Equivalency A&E
Test.(Learners who are 11 years old and abovein the elementary level
and 15 years old and above in the secondary level.

Monitoring and evaluation of the progress of students during and


after the program

How to mainstreamed ALS learners in the formal system?


If the learner chooses to be mainstreamed to the formal school, he/she needs
to take the existing PEPT for an assessment of their specific grade/year levels for
placement purposes.(2000 NFE A&E Manual Operation)

Family Basic Literacy Project

This is a literacy service learning intervention utilizing literate family


members to help non- literate members upgrade their literacy skills and
improve the educational opportunities of poor families in the depressed ,
deprived and underserved (DDU) areas.

Adolescent Friendly Literacy Enhancement Project ( AFLEP )

This is a project which targets out-of-school adolescents ages 10 24


years old. It provides them with basic literacy about early marriage and
parenting , family planning , drug prevention education, livelihood projects,
health education and environmental education.

Balik Paaralan sa Out of School Adults

The Balik Paaralan sa Out of School Adults


o ( BP-OSA)is a certificate Program offered to those who wish to
earn an equivalent high school diploma.
o The ALS Accreditation and Equivalency program is being utilized
in the program.

ALS Mobile Library Project

This is a collection of print and non- print materials like books, pamplets,
recordings and films placed in a receptacle and circulated in target areas to
serve the literacy needs of prospective learners .

Arabic Language & Islamic Values Education (ALIVE) Project

The overall goal of this program is to be able to positively contribute to


peace efforts of our government in order to improve the quality of life of
muslim OSY and adults through the ALS
In addition it is expected that livelihood and entrepreneurship training
model and support network will be evolved for this education program.

Indigenous Peoples Education Project


Provide an IP education service acceptable to IPs in general and to
specific communities in particular

ALS for Differently Able Persons


This special project is envisioned to regard the out-of school youth and
adults who are differently able as unique persons , who despite their
limitations can become more productive members of the society.
The main thrust of this project is the provision for the development of the
basic skills in reading , writing & numeracy

Community Learning Center

The project aims to establish and strengthen community learning centers


in every barangay in collaboration with the local government units.
It is a repository of all reading materials & other relevant documents to be

used by the community for literacy & continuing education.


It is a physical space to house learning resources and facilities & a venue
for face - to face learning activities.
A collection of print and non-print materials, such as books , pamphlets,
recordings and films placed in a receptacle to be circulated in target areas to
serve the literacy and continuing learning needs of prospective learners.

Radio Based Instruction Program


is an alternative delivery mode of A & E Program through radio
broadcast.
