Introduction

Every. two years since 19E8, tbe Public Polic5, f,ssssrch InstiErie (PPRI), in ponjunction with the Te>;as Conlnission on
Alcolol and Drug Abuse (TCADA), has implenrnted a stalewide survey of drug and dlcohol use among Texas secondary
studerfs. Surveys for individual elementar5'and secondary scirool districts luve also ben condu@d in each oftJre pasr
nine. years,

ppRI u'ill administer the Texas School Surve5, of Drug and Alcohol Use in 2000 with few alterations to the rnociel lhat has
ovolved through the course of this on-going project. SpocificallS', the institute will:

Winter and Spring of 2000. This new statewide survey will gonorate data oompatible to the TC,ADA tirne series begun in
1988, ,and provide current, comparative data forthe participating independent sdrool districts.

Instrument Development
The survey instrument used will be in a fomrat designed for an optical scan. There will betwo versions, cne for elomentarl,
studelr6 ingrades four drrough six, .and one for secoudaq, sfirdents in grades seve'n through twelve. All changes will be
made so as io ensure the tirne-series record of tle project tlrus far. In addition, TCADA will have 6nal appror.ai of any and
all modifications to fle inscrumeni

In accordance with the timeline, further adjustmarts tothe instrurnent can feasibly be made.as late as Ostober 1999. Once
tJre changes haye been finalizd, a vendor will be selected and the new suwe)rs will be printed for delivery no latertlan
December l, 1999.

Sample Design

A relatively iarge sample creates a somewhat lower standard error on substances for which there is greater variation in use
,cross d.istrictslsuch as marijuana). However, tlre main advantage of such a large sample size is the greater abilitl,le 6er1
wjth srnaller subgroups ofthe studentpopulations, including some regional analyses. The basic sampling mdrtrodology vvill
involve a multistage cluster approach similar to that used in the 1998 slatervide surve)'.

ppRI will sample approximately 75 districts in 2000 to be included in the statewide assessm€nt. it is.esrimated that data for
the statewide analyses will be collected fiom about 231.000 elementary and secondary students, This will make the sarnp'le
iimilar to that collected by PPRI in t 998.

In addition, PPzu will recruit the partioipation of districts located in flre 28-county Special Study fuea along the Texas-
Mexico border, These distriots will be enoouraged to survey all eligible shrdents in grades four through trrelve. It is
estimated that data for tlre Speoial Sh:dy Area analyses u'ill be collected from about 71,000 elementary and secondary ,
sludents.

Finally, it is also presr:rned that there will be some overlap betrveen these two data sefs. It is eslimated thf data from this
overlap group will be collected from about 38,000 elementaryand secondarystudents.

Use of Incentives

Obtaining cooperation from those districts that are randomly selected for the state sample is sometimes a problem. Yef it is
critically imporfant to get data from.as.nuny oftlie originally selected districls as possible as each-tiglp 4 replacement
districf is selected, the randomness ofthe sample is somerphat cornpromised. Beginning in 1998, fhe survey was offered
free of charge to those districts that made up the statewide sample.

A similar offer willbe made to those distrigts randomly selected for the statewide sample as part of the 2000 survey: a basic
local suwe5, package in exchange for being a par[ ofthe statewide sample. Such a basic suwey paokage will include an
assessmmt desiged to fit the needs of the participating disbict, a local report of tle results, and a statswido reporl of data
comparable to that collected at the local level. An executive summar)l including graphics, will be made available to tlrese
participants for $i00. Optional servjces and additional copies will be available at costs delineated in the brochure.

Virrually tle same offer will be made to those disrids recruited for the Specral Study Area along the border.

Survey Impiernentation
Districts seiected to be a part of the statewide sample, and ttrose located in the 28-county Special Study Area, wili be
recmited beginning in late September. Each district will be notified by way of a targot-audience broohure (i.e., stale sample
or Special Study Area) senrt through the mail. Tliis initial mailing will be followed by a phone cali to clarify the study
objectives and to discuss in detail how the survey should be administered, Making contact with the districts early on will
allow'fortle resolution of scheduling conflicts and other potential difficulties.

All districts participating in the statewide sample orthe Special Study Area will receive tleir survey rnaterials beginning in
rnid-December. Suwey administration will take place during January and February 2000.

Data Scanning and Prpcessing


PPRI, upon receipt ofthe completd surveys from the individual sohool districg, will process the datz in tlre same careful
and efhcient manner tlat has evolved over tle oourse of the project. These relumed materials are codod by distriot and
campus, cut to a form conducive to the optical scan process, and scanned. Careful record-keeping and randorn checks
ensure that all materials are properl5'handled and processed.

It is envisjoned that PPRI willpurchase a more high-perficnnance scanner in the Fall with a capacity that should equal, if
not exceed, thetwo slower nurning machines presenfly in use. Programming for a scanner of a differing levol of
performance is not expected to be compatible, thus it is envisioned that the new model will be used for all scanning and the
older models held in reserve for emergency backup. Before the scanning process for the 2000 suwey begins exte;r:rsive
testing will be undertaken to ensurethat the new optical scanner is firnctioning properly.

District data will be tabulated and processed based upon the date PPN receives the material (trnless special circumsianoes
are being accommodated). However, districts that are part ofthe statewide sample will be given priority, followed by those
districts that are a part ofthe Special Study Area, so these inportant data sets can be aggregated, checked, and submitted
for TCADA approval atthe earliest possible time.
