The Lancaster Bar Association released evaluations on five potential candidates for county judge
Wednesday with the expectation that a position could open for the 2017 election.
There has been no official announcement that a seat is available or will be vacated, but the panel
typically doesnt release ratings unless it expects at least one of the countys 15 judges will be
departing.
Of the five candidates reviewed, only one was worthy of the panels highest rating Michael
Winters.
The Associations 17-person Judiciary Committee found Winters to be highly recommended.
Attorneys Christopher M. Patterson and JoAnne Murphy were both rated as recommended by the
committee. While attorneys Jeffrey A. Conrad and Shawn P. McLaughlin received ratings of not
recommended.
It is my understanding that a number of judges currently serving the Common Pleas bench are
coming up for retention and, in the event they choose not to seek retention, an election will be
held to fill the open position, Winters said.
Highly recommended
This rating is especially humbling to me since it was based on the opinions of our fellow bar
members ... who are in a position to observe and readily assess whether any given candidate
possesses the qualities and attributes that would make him or her a good judge, Winters said in
an email.
Winters, 52, of Manheim Township, is a partner at McMahon and Winters where he has focused on
criminal defense, including juvenile and animal law.
He previously served as the long-range planning chairman on the associations board of directors.
He also was appointed to the investigative division of the Pennsylvania Bar Association Judicial
Evaluation Commission.
Recommended
Murphy, 55, of East Donegal Township, is experienced in family law, having served as divorce
master and guardian ad litem for the courts for many years, she said.
I am just honored that my peers recommended me for a judicial position, should there happen to
be one, Murphy said.
Patterson, an attorney with Pyfer, Reese, Straub, Gray & Farhat PC, received a recommended
rating in 2010.
He has more than 38 years of experience with the criminal justice system, according to his firms
website. He did not respond for a request for comment Wednesday.
Not recommended
McLaughlin said he respects the panel, but stands by his more than 25 years of experience in
personal injury, Social Security disability, employment law and civil litigation as a barometer for
his potential abilities as a judge.
Conrad, 50, a shareholder with Clymer Conrad PC, is a criminal defense attorney who previously
worked as a prosecutor. The former U.S. Marine Corps officer was also a county commissioner in
Perry County.
Im certainly shocked and bit disappointed, Conrad said. Im looking forward to reaching out to
all of my friends and colleagues on the Republican committee here in Lancaster County and
seeking their endorsement. ... Im thinking my conservative values will play well with (them).
About the process
A Republican straw poll is scheduled for January with Republican endorsement scheduled for
February, Conrad said.
All five candidates are Republican.
They completed questionnaires and were surveyed among the more than 700 members of the
Lancaster Bar Association.
They were then interviewed by the panel to see if they possessed the special qualities of
character, temperament, professional aptitude and experience needed for judicial office.
The ratings are intended to be a public service and do not reflect their abilities as a practicing
attorneys, the Lancaster Bar Association said in a news release.
The Court of Common Pleas houses 15 judges who are elected to 10-year terms. At least seven
judges are up for retention in the 2017 election.
If a judge is elected, he or she would be seated in January 2018.
The average salary of a Common Pleas judge is $178,868.
