Re: Danny Alfonsos Letter Sent Two Days Before Christmas To Deflect Mismanagement

Dear Commissioners and Danny Alfonso:


In typical fashion, the City Manager has impulsively sent out a memorandum in an attempt to deflect his poor mismanagement of our
City employees as stipulated in my last letter. I guarantee you that this isnt his last reckless action and he is looking to fire more
employees to attempt to change his pattern. As the most powerful administrator in the City of Miami by airing out the Citys dirty
laundry (with poor one sided summaries) just further damages the image of our community. What a slap in the face to every police
officer and to our elected officials when he ends his letter stating: More than a third of the dismissals for cause are from employees
who have been sworn to protect and serve our taxpayers. What he doesnt mention is that besides only one termination for cause that
the FOP has represented, all the other police officers were given their jobs back.
So in typical Danny Alfonso fashion to come across bold and powerful, he terminated three Miami Police Officers two days before
Christmas.Dont be fooled by anyone. This was his decision. These three police officers were involved in an incident last July (yes,
SIX months ago) involving a text message string that we are not proud of. But, none the less it didnt warrant termination. The
messages were in poor taste, but werent in anyway racial. As a matter of fact, one of the three officers (who is African American)
gets to tell his small children that he is fired and has no money to support his family. I was told he was a casualty of war in order for
Danny to seem unbiased. Wait until the media sees why he was fired. Why would the City Manager fire three police officers who
were working the streets two days before Christmas you ask? Simple. They were going to be taken off probation on December 27th
and Danny knew that there wasnt enough to terminate them. If it was so egregious, why werent they terminated without cause six
months ago? Why would the City keep them on the streets with our firearms for six months if they were such a liability? The answer
again is simple. They werent important until Danny began putting his holiday spreadsheet together to justify the unjust firings of
many employees like Larry Hagan (African American) who was just defending himself in a Civil Service hearing. Or, Jean Phillipe (a
Black Haitian) who the City Manager also overturned the Civil Service discipline. The only two cases he has overturned are
African Americans. Im sure he will now overturn another ethnicity to try to deflect or change his pattern to some poor police
officer. Its what he does and its so unfair.
By the way for the record, the FOP on December 9th requested an outside agency to take over the investigation before retired Major
Chavez and an unauthorized individual took boxes (marked City of Miami Property) late on a Saturday night. Mr. Alfonso, in the
future I would appreciate that you copy me on emails when you are involving the Fraternal Order of Police or myself to the
commission. I dont beat around the bush. Actually, I make sure you are the first one to receive our correspondence so you have the
opportunity to defend yourself. Its called courtesy.

APPENDIX A

Larry Hagan- Fired two years after serving a 40 hour suspension because the most powerful administrator in the
City of Miami took what he said personal, even though the employee never even spoke to him.
Jeanpaul Guillot- Fired by you and he got his job back, and he got promoted to Lieutenant.
Giraldo Linares- Fired by you and he got his job back, and retired.
Justin Garcia- Fired by you for reasons with no basis and he got his job back.
Johnny Brutus- Fired by you and he got his job back.
Adam Gurlacz- Fired allegedly for speeding, case was full of holes and the officer was going to lose his house and
settled. Got his job back promoted to Sergeant.
Alfredo Matias- Fired by you and he got his job back.
Adrian Rodridguez- Fired because the City couldn't prove anything. They wanted a voluntary statement and I'm
sure the commissioners that are attorneys would say you dont give a voluntary statement when being
questioned for a crime. It's called civil rights. Danny doesn't believe in civil rights and fired him. The FOP is
representing him and we will win his case no doubt.
Alexis Stevens- She got fired and the FOP is representing her. You did such a poor job in terminating her that the
City is looking to settle.

Sabine Raymonvil-Th FOP didn't represent him because we were not in support of her actions.
Christopher Vital- The FOP didn't represent him because we were not in support of his actions.
Jose Maldonado- The FOP didn't represent him because we were not in support of his actions.
Luis Valdes- Terminated and lost at arbitration, pending review of arbitrator.
