JOB DESCRIPTION ACCOUNTANT: TREASURY

PURPOSE OF THIS POSITION

Responsible for the Accounting and Administration of the treasury operations in respect of
Money Markets and Custodial Services.
Monitoring the tasks performed by the subordinates and people management.

KEY PERFORMANCE AREAS (KPAS)


1. LIQUID POSITION REPORTING
1.1 ADMINISTRATION
Compiling of the daily Liquid Position report
Ensure Liquid Position complies with minimum requirements at all times and that the report is
handed in timeously and correctly to all relevant parties involved
Follow-up on omissions and differences

2. TREASURY ACCOUNTING
2.1 DAILY

Check/Review accounting for transactions for the following treasury related products:
IRS, Treasury Bills, BAs, Debentures, Bills, Swaps Futures, Forward Rate Agreements
o And other client designed products
Review and clear the following accounts in collaboration with the recon officer:
o All relevant office accounts
o All relevant clearing accounts
Other treasury specific general ledger accounts
Balance SAP with various reports and Phoenix general ledger accounts
Ensure accuracy of Interbank movements and interest accruals

2.2 MONTHLY

Prepare reconciliation pack of total treasury accounts for internal control department
Review reconciliations treasury product accounts
Check/Review monthly income and expense items
Ensure completion of the maturity list of funding products
Prepare management pack including the following for superior:
o Income and expense items for treasury and funding branch
o Reconciliation of treasury products and other general ledger items
o Budget analysis (Compare Budgeted vs Actual figures) and inform manager of notable
discrepancies
o Ensure accurate monthly Interbank interest payments and receipts

2.3 AD HOC

Review, monitor and record IRS coupon payments


Review updates of Pledges on TBs and Bonds
Co-ordinate payment for treasury expenses with finance department
Review client balance confirmation for audit and tax purposes

3. ADMINISTRATIVE TASKS
3.1 DAILY TASKS

Process and monitor department error request of system application


Process and monitor change requests to change control
Assist with client queries
Authorise expenses and petty cash payments

3.2 BANK OF NAMIBIA


Complete BIR-520 return (quarterly)
Ensure correctness and compliance of relevant report
Reports are filed for enquiry purposes

4. PAYMENT AND SYSTEMS


4.1 NISS SYSTEM

Authorisation of NISS deals (all deals above N$5 million)


Correspondence regarding NISS with BON, branches and other commercial banks
Authorise/review collateral inputs
Daily management and review of the NISS settlement system as well as reconciling with the Phoenix
system

5. CUSTODIAN
Follow-up and escalate incomplete client instructions
Ensure that stock collateral reconcile with NISS and the Banks custodian
Secondary custodian of script on behalf of clients

6. PEOPLE MANGEMENT

Effective management of direct reports, internal controls and well-being


Evaluate and manage the performance of direct staff resources to achieve a high standard of
competence, motivation and service orientation

7. GENERAL

Ensure that proper record keeping procedures are in place and adhered to
Continuously scrutinise and improve existing procedures
Ensure proper knowledge of systems and procedure
Ensure timeously completion of all correspondence to clients
Responsible for Data Quality follow-up and maintenance
Any other reasonable and lawful instruction as given to the incumbent by his/her supervisor
Ensure that no losses occur as a result of omissions
Ensure completion of FIA checklist for new/existing clients
Scrutinise customer confirmations book
Ensure that BW Custodian (TBs & IRS) balance to BoN & Custody department.

8 Years Banking & accounting experience.
Knowledge of the system and processing activities
Professional image and grooming

Exposure to a supervisory role is essential

Good command of English as a business language
Ability to work with complex calculations
QUALIFICATION
Matric (Grade 12)
Diploma in Accounting and/or Treasury (IOB)
ACI Operations Certificate
