following with the support of Common Council President McLaughlin:

RESOLUTION OF THE COMMON COUNCIL HONORING CHIEF
BRENDAN COX UPON THE OCCASION OF HIS RETIREMENT FROM THE
ALBANY POLICE DEPARTMENT
WHEREAS, the City of Albany Common Council takes great pride in
acknowledging the significant milestones in the distinguished careers of its esteemed
public servants; and
WHEREAS, Chief Brendan Cox will be retiring from the City of Albany in
January after nearly 23 years of service; and
WHEREAS, under Chief Coxs leadership the City of Albany Police Department
has been a national model for community policing and community engagement building
public trust in our law enforcement agency. In May 2016, the Albany Police Department
was chosen by the US Department of Justices Community Oriented Policing Office to
participate as one of 15 departments nationwide in the Advancing 21st Century Policing
Initiative; and
WHEREAS, in 2015 Albany became the 3rd law enforcement agency in the
nation to implement Law Enforcement Assisted Diversion (LEAD) that includes training
officers and educating the community about this initiative that is designed to divert
arrests by using officer discretion to get some non-violent offenders the help they need
through referrals to community service partners; and
WHEREAS, Chief Cox grew up on Wood Terrace in the City of Albany and
attended Christian Brothers Academy. He started his career with the Albany Police
Department in 1994 after graduating from the University of Dayton in 1992. In 1998, he
earned a Masters Degree from Marist College; and
HEREAS, Brendan Cox was initially assigned to the Patrol Division and in

April 1998 he was promoted to Sergeant until May of 2002 when he was promoted to
Detective Sergeant in the Children and Family Services Unit; and
WHEREAS, in March of 2004 he was promoted to Lieutenant, the commanding
officer of the Special Operations Unit. In October of that year he became Detective
Lieutenant, the commanding officer of the Children and Family Services Unit where he
served until November 2006; and
WHEREAS, in November 2006 he was promoted to Commander where he was

responsible for oversight of the departments Detective Division before being promoted
to Assistant Chief in June of 2008 where he served as Chief Operations Officer for the
department until November 2013. In November of 2013 he was promoted to Deputy
Chief in charge of daily operations of the police department; and
WHEREAS, in March of 2015 he was named Acting Chief by Mayor Sheehan
before being chosen by the Mayor and confirmed by the Common Council to head the
department in July of 2015; and
WHEREAS, as Assistant Chief, Deputy Chief and as Chief, Brendan Cox
worked with community members from throughout the city, and the men and women of
the Albany Police Department to change the direction of the department, build
community trust and implement a community policing philosophy in the city of Albany
beginning in 2010; and
WHEREAS, Chief Coxs leadership approach continued and expanded the path
set in 2010 by partnering with community groups to offer implicit bias and procedural
justice training to officers and community members, piloting a body-warn camera
program and continuing to work hand-in-hand with the Albany Community Policing
Advisory Committee, a committee led by neighbors from all corners of the City; and
WHEREAS, words cannot express the heartfelt appreciation of this body for the
contributions, leadership and service of Chief Cox to the City of Albany and its residents;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council wishes
to thank Brendan Cox for nearly twenty-three years of service and commitment to the
Albany Police Department and extends its best wishes to him in all his future endeavors.
BE IT FURTHER RESOLVED, that the Common Council does pause in its
deliberations to honor Chief Cox for his years of dedication and service to the safety and
welfare of those who live and work in the City of Albany.

To recognize the contributions made
by Chief Brendan Cox to the Albany Police Department and honor him upon his
retirement.
NECESSITY FOR LEGISLATION AND ANY CHANGE TO EXISTING LAW: It
is important to acknowledge the contributions made by Albanys public servants.
FISCAL IMPACT: None.
