MANAGEMENTOFCONTRACTORS

EastMidlandsAirport(EMA)hasasysteminplaceforcontractormanagementtoensureall
workscarriedoutby contractorsiscompletedefficiently,safely,inaccordancewithsound
environmentalpracticeandincompliancewithallstatutorylegislationandcodesofpractice.

In order to bring Contractors to work in any area managed by East Midlands Airport,
including but not limited to the baggage dock, maintenance areas, stands, equipment
parkingareas,apronsorroads,eitherthetenantorthecontractorneedstoberegisteredas
an approved contractor. The system neither supersedes nor negates the requirements of
anylegislation.
Theaimsofthesystemistoensure:
a. That a safe working environment is maintained at all times for the Contractor, staff,
passengers,tenantsandconcessionaires.
b. Thatallrelevantmanagersareawareofworksbeingundertaken.
c. Thatoperationaldisruptionisminimised.
d. ThatthereisafullandaccuraterecordofworksundertakenatEMA.

AnyworktobecarriedoutthatcouldaffecttheoperationofEastMidlandsAirportneedsto
have a job registration and permits to work, where applicable. Failure to produce any of
thesedocumentsonrequestwillresultintheworkbeingstopped.

Introduction
Condition3oftheaerodromelicencestatesthatanychangestothephysicalcharacteristics
of the aerodrome, including the erection of new buildings and alterations to existing
buildingsortovisualaids,shallnotbemadewithoutpriorapprovaloftheCAA.
The CAA Civil Aviation Publication (CAP) 791 Procedures for changes to aerodrome
infrastructure provides guidance on the procedures to be used to notify the CAA of
developments on aerodrome and other changes to the physical characteristics of the
aerodrome.
The aim of this procedure is to ensure that at all times the requirements, procedures and
safetycasesfollowCAP791requirements.

AirsideDevelopmentClassification
Airside developments can be categorised as either Major or Minor projects and are
classifieddependentonthescaleofand/orthetypeofworkinvolved,therequirementfor
CAAapproval(preworks)andtheresultsofanyoperationalimpactassessment.
Major projects will include large, high value civil engineering, building, mechanical or
electrical projects, for example, the construction of a new apron, terminal building,
installation of a new ILS, or a system upgrade to CAT I, II or III or runway
resurfacing/maintenanceworks.
Aminorprojectmayinvolvesmallscalecivilengineering,building,decorative,mechanicalor
electrical works primarily associated with maintenance tasks and minor alterations /
additions. Examples of such are a small scale pavement repair, small airside building
construction/installations,orotherworkswhichrequiresclosureorrestrictioninuseofany
airsidefacilitysuchasastand,passengerwalkwayoranapronroadway.

Airsidedevelopmentproceduresshouldbebasedontheprojectmanagementconcept.
Aspercondition3oftheAerodromelicence,CAAAerodromeStandardsDepartment(ASD)/
DevelopmentOfficershouldbecontactedattheinitialplanningstage(phase1)andforeach
majordevelopmentaprojectmanagershouldbeappointedfromtheaerodrome.
When an application is made to obtain approval from the CAA of a major development
projectanappropriatecharge(inaccordancewithCAAOfficialRecordSeries5Aerodrome
Licensing and Aerodrome Air Traffic Services Regulations) will be made following an
evaluationbytheCAAassessmentteam.
Major projects (as described in 3.2) will be managed and procured through either MAG
Assets, Capital Programmes or EMA Capital Programme Manager. A project team will be
formedwhichwillincluderepresentationfromAirfieldOperations,AirTrafficControl,RFFS
and Engineering. Minor works and maintenance schemes may be managed internally
through the EMA Head of Engineering (or designated deputy) but are subject to the same
consultationprocessesoutlinedinOperationalplanningsection5.
All airside development works must be coordinated through Manchester Airports Group
(MAG)processes.Anyexternalorganisation,(tenant,servicepartner,contractoretc)orEast
MidlandsAirport(EMA)/MAGinternaldepartmentwishingtocarryoutanyworksonthe
aprons or airfield areas must inform the airport company in the first instance so that the

projectmaybeproperlycoordinated.AllproposalstoEMAshouldbesubmitted,asdetailed
inOperationalplanninginatimelyfashion.

All airside development and maintenance work requires prior consultation so that the
aerodromesafetyandregulatoryrequirementscanbeassessedandmanaged.Thescopeof
the consultation and planning will be commensurate with the nature and scale of the
project. The period of notice required will similarly be dependent upon the scope and
impactoftheworks,andtheavailabilityofOperationsPlanningresourcestoundertakethe
necessarywork.
Airside development works will be managed through the procedures defined within the
following project phases and additionally detailed in Annex A flow chart Airside Works,

Priortothecommencementofaproject,sufficientdetailsshouldbeprovidedtoASD,which
demonstrate full compliance with the Licensing requirements (see Project Submission
Processphase1and2).Largerprojectsmayrequireadegreeofflexibilitywhereaphased
approachmaybemoreappropriate,thisapproachshouldbeagreedinadvancewithASD.

Hazard analysis and risk assessment will identify potential hazards and associated risks
surrounding the proposed change. EMA processes contained within The management of
change will ensure the change is assessed through safety assurance documentation (see
AerodromeManualPartB)andisfullyintegratedintotheEMAsafetymanagementsystem.

5.3

Thelevelofdetailrequiredwillbecommensuratewiththesizeandcomplexityoftheproject
aswellastothehazardsandchangepresented.

6.1

Compliance(Part1)
a. Eachdevelopmentproposalshallbeaccompaniedbydocumentationthatprovidesclear
evidencethatitconformstoCAP168(andotherapplicableCAP)requirementsandwill

b. FormSRG2006NotificationofChangestoAerodromeInfrastructureshouldbeusedfor

c. CAAwillconfirmwhetherornotcompliancehasbeenachieved.Shouldanychangesto
the proposed design or build be made the modified information should be notified to
theCAA.
6.2

Control(Part2)
a. Following completion and acceptance of the development design, safety assurance
documentationwillbedevelopedtodemonstratethesafemanagementoftheproject.
This document will contain details on how construction works and operational
procedureswillbemanagedinordertomaintainsafeaerodromeoperationsduringthe
projectandshouldinclude:

Works should only commence upon the satisfactory approval from the CAA Aerodrome
Development Team in respect of the submitted Operational Requirement and Safety
StatementandWorkinProgressbasedHazardAppraisalandRiskAssessment.

Completion(Part3)
Priortoimplementation,theCAAADTshouldbeadvisedthattheprojectmeetstheagreed
designcriteriaandisfitforpurpose.Riskassessmentmethodologyasdetailedinsection2
and3ofthisdocumentshouldbecarriedoutonalloperationsinvolvingthefinishedworks.
Thecompletedriskassessmentshouldprovideresultingactionsforthesafemanagementof
operationsassociatedwiththefinishedworks.Anexampleofthismaybetheproductionof
aturnaroundplanforanewaprondevelopment.

MaintenanceProjects

8.1 Short term, minor maintenance works such as painting, planned periodic replacements
(lighting), refinements or small repairs to the aerodrome infrastructure which can be
completedinashorttimescaleandwithlimiteddisruptionneednotbenotifiedtotheCAA.

8.2 Major,longertermprojects(weeks/months)whichmayinvolvemanykeystakeholdersand
whichmaydisruptorhavesignificantimpactsonoperations(runwayrehabilitation,taxiway
reconstructionorreplacementofaeronauticalgroundlightingshouldbenotifieddirectlyto
the Aerodrome Inspector who will advise on the approval required and will maintain
regulatoryoversightofeachproject.

8.3
In certain circumstances the Inspector may conclude that the project qualifies for the
submissionprocess,insuchcasesproceduresasdetailedpreviouslyinthischaptershouldbe
followed.
