Affidavit in Support of Probable Cause November 1, 2016 Juvenile: Andrew T Balcer 10 Pine Knoll Road Winthrop Me 1. OnMonday October 31st, 2016, at approximately 1:42 AM the Winthrop Police Department received a 911 call from ANDREW T. BALCER 2. During this 911 call, ANDREW T. BALCER stated that he had killed his mom, dad, and his dog. ANDREW provided his address as 10 Pine Knoll Rd., Winthrop. ANDREW detailed that he had stabbed his mother, his father, and the family dog. ANDREW’S parents are ANTONIO BALCER and ALICE BALCER. When asked, ANDREW indicated that there was a lot of blood. ANDREW mentioned that they (his parents)were beyond help and definitely dead. 4, At 1:54AM, Winthrop Officer Tyler NADEAU and Monmouth Officer Dana WESSLING arrived at the residence. ANDREW BALCER exited the residence and was taken into custody without incident. While lying on the ground, ANDREW requested that they (the police) make sure his brother is “ok.” ANDREW uttered that his “brother is going to need counseling after this.” ANDREW BALCER also commented that “he is going to need financial assistance” because they were his only means of financial support. as Officer NADEAU observed some wet red/ brown stains on ANDREW BALCER’S clothing. Officer NADEAU noted that ANDREW BALCER was wearing a white t-shirt with a saying on the front, grey athletic pants (sweatpants), and grey Sketcher loafers. 6. Winthrop Police Chief Ryan FROST arrived at the residence. Chief FROST knelt down to ask ANDREW BALCER if he was injured or if he had an accident. Officer WESSLING indicated that he assisted Officer NADEAU to take a young male into custody. Officer WESSLING noted that the male was compliant. Officer WESSLING observed the male to be covered in red/ brown stains. Officer WESSLING informed Det. CRAWFORD that he had conducted a protective sweep of the residence with Winthrop Chief FROST. During the sweep, Officer WESSLING observed a deceased male subject lying on his back im the kitchen of the residence. The male was lying in a large pool of blood. Officer WESSLING noted that it appeared the male had been stabbed. Officer WESSLING also observed a K-Bar style knife stuck in the floor in close proximity of the male. Officer WESSLING also explained that he observed a deceased female body in a rear bedroom of the residence. This body was face down and had hair covering its face, Officer WESSLING observed a slit in the back of the shirt and what appeared to be a stab wound on the back. Officer WESSLING indicated that he observed a handgun on the kitchen counter. The handgun appeared to have red/ brown stains on it. : Officer WESSLING added that he had overheard the male subject utter to Chief FROST something about his brother. The male subject stated something like “I let him go or live.” Detective Jon Heimbach advised that he spoke to Deputy Medical Examiner Clare Bryce on November 1, 2016. Dr. Bryce advised Detective Heimbach that the deceased male, ANTONIO BALCER, had 13 stab wounds to the chest and torso based on the preliminary medical examination at the Office of the Chief Medical Examiner. As of this writing, the post-mortem examination of ALICE BALCER has not begun.
