APRIL 5, 2016
The County Board of Jackson County, Minnesota met in regular session, in the Jackson County
Courthouse Board Room, 405 Fourth Street, City of Jackson, Minnesota, on April 5, 2016. The
following County Board members were present: Rosemary Schultz, William Tusa, David Henkels,
Kim Hummel and Don Wachal, Commissioners. County Coordinator Steven Duncan and Trish
Schulz, Human Resources Technician, were also in attendance.
CALL TO ORDER
Chairperson Schultz called the meeting to order at approximately 9:00 a.m. and led the Pledge of
Allegiance.
Motion was made by Commissioner Hummel and seconded by Commissioner Tusa to adopt
the agenda with the following change: remove item 6.1: Resolution Support for Land Transfer of
Kilen Woods. The motion carried unanimously.
OLD BUSINESS
Motion was made by Commissioner Henkels and seconded by Commissioner Hummel to
approve Board Action 16-048 authorizing the purchase and replacement of three copier machines
from A & B Business for a purchase price of $16,900.00 and entering into an associated
maintenance agreement. Motion carried unanimously.
Motion was made by Commissioner Tusa and seconded by Commissioner Wachal to direct
staff to send the Countys purchasing policy to the Policy Committee for review and comment.
Motion carried unanimously.
CONSENT AGENDA
Motion was made by Commissioner Tusa and seconded by Commissioner Wachal to approve
the Consent Agenda with item 2.8: Approve/Deny Request for Abatement of Residential Recycling
for Parcel 13.034.1100 pulled from the consent agenda for separate consideration and added as item
9.2 under Land Management. The motion carried unanimously.
Board Action 16-049: Approve the March 15, 2016 Board of Commissioner meeting minutes.
Board Action 16-050: Approve all Commissioners disbursements in accordance with Minnesota
Statutes 130.01, subd. 4(b), recorded on warrants numbered 77800 through 77945 in the amount of
$485,154.70 - for Revenue Fund, $392,749.30; Road and Bridge, $55,496.35; Ditch Fund 41,
$18,988.06; Fleet, $352.30; Health Insurance, $1,590.00; Septic, $6,695.00; Revolving Loan Fund,
$26.00; Tax/Penalty, $306.00; and Library, $8,951.69. A detailed list of claims paid is available at
the Auditor/Treasurers Office upon request.
Board Action 16-051: Approve granting Carolyn Jacobson a one-step increase and setting her salary
at $17.91 an hour effective February 28, 2016 for successful completion of her evaluation period.
Board Action 16-052: Approve request to advertise and create an eligibility list for the position of
Deputy Sheriff to be effective for one year.
Board Action 16-053: Set Public Hearing for Judicial Ditch on Tuesday, May 17, 2016 at 10:30 a.m.
in the County Commissioners Board Room, regarding a petition to outlet into Judicial Ditch No. 2.
Board Action 16-054: Approving request for a six-month 3.2% Malt Liquor On-Off Sale license
for Eastside Acres Campground effective April 5, 2016 through September 30, 2016.
Board Action 16-055: Accepting a donation of $500 from Disabled American Veterans Chapter 32,
to be dedicated to the purchase of the next Veteran Services van.
Board Action 16-056: Approve the following utility permits:
Federated Rural Electric - boring electrical service - CSAH 6 - Middletown Township
Federated Rural Electric - boring electrical service - CSAH 20 - West Heron Lake Township
Darwin Soleta - catch basin in ditch - CSAH 7 - Alba Township
Iowa Lakes Regional Water - bore water line - CR 73 - Minneota Township
Board Action 16-057: Authorize declaring as surplus property a 2012 Chevrolet Impala and 2006 F250 from the Sheriffs Department (to be traded in).
FAMILY SERVICES NETWORK
Motion was made by Commissioner Henkels and seconded by Commissioner Tusa to adopt
Resolution 16-044: Proclaiming April as Child Abuse Prevention Month in Jackson County. Motion
carried unanimously.
RESOLUTION 16-044
CHILD ABUSE PREVENTION MONTH PROCLAMATION
WHEREAS, child abuse is a community problem and finding solutions depends on involvement
among people throughout the community; and
WHEREAS, statistics of children who are abused and neglected increase each year; and
WHEREAS, the effects of child abuse are felt by whole communities, and need to be addressed by
the entire community; and
WHEREAS, effective child abuse prevention programs succeed because of partnerships created
among social service agencies, schools, religious organizations, law enforcement agencies, and the
business community; and
WHEREAS, youth-serving prevention programs offer positive alternatives for young people and
encourage youth to develop strong ties to their community; and
WHEREAS, all citizens should become more aware of child abuse and its prevention within the
community, and become involved in supporting parents to raise their children in a safe, nurturing
environment.
