2. Martial Art Performance are not permitted as this have slow the parade and causing issue

with the parade progression and have received many complains from other participants

EQUESTRIAN UNIT, Number of Horses (S lng k m)-Maximum 20

1. Its mandatory that the Equestrian Unit have people to pick up horses waste immediately
mandatory as they was discharged. Horse wastes cannot be allowed to be tumble upon by
other parade participant and spread to surrounding areas. If the City or the Organizer have
to clean up the discharge, the Equestrian Unit will be charge a fine and the cost to clean up
the street.

1. Float must be adhere to the attached Guideline to Float and must passed the City Safety

inspections by 5pm Friday Feb 3rd. Failure to get the Safety Inspection Pass prior to that time
will not be allowed to enter the parade.

LITTLE SAIGON TET PARADE 2017 (LSTP-2017)


PARADE REGULATIONS FOR ALL ENTRIES
1.

LSTP-2017 reserves the right to reject any applicants that are associated with communist and/or considered to become a
public disturbance. THE ENTRY NUMBER IS SET BASED ON FIRST COME FIRST SERVED (POST MARKED
DATE) AND THE RESONABLE FLOW OF THE PARADE.

2.

All units must check- in between 7:00 AM and 8:00 AM at the corner of BOLSA Avenue and PURDY Sreet, on
Saturday- FEB 4TH, 2017. All units must be in their assigned lineup position before 8:30 AM. The number of participants
must match with the number submitted on the application. LSTP-2017 officials reserves the right to remove any
person if the participants reach the maximum allowable number.

The Parade units will start lining up in the Pre-Parade route on Bolsa near Purdy and will begin to march toward the starting
line at the Bolsa/Magnolia Intersection. The Parade route will be ending at Bolsa/Bushard Intersection, at which the parade
unit will turn right into Bushard street and disperses.

4.

THE PARADE STARTS PROMPTLY @ 9:00 AM. Late arrivals may be re-positioned at the end of the Parade. LSTP2017 requests that ALL participating units reflect the theme of New Year celebration and/or cultural theme. As a major
parade with media coverage, ALL units are reminded of the responsibility that goes along with this presentation. All
interpretations of this year's theme MUST be in a tasteful and acceptable manner.

5.

Parade height for floats shall be less than 25 feet according to City of Westminster regulations. You must also have a fire
retardant or non-combustible material for your entry. Please abide to all safety regulations. You must have a minimum of
one 2A10BC Extinguisher on the float, which is required by the City of Westminster Fire Department. Please note, the
Fire Marshall will be inspecting all rigs and entries. They can prevent you from participating if the regulations are not
followed. If your entry is pulled for Fire Department violation, Parade entry fees will not be refunded or returned.

6.

Police and Fire Department traffic lanes must be kept open at all times. The law forbids parking vehicles, decorating units,
practicing marching routines, and/or forming a waiting group in these lanes.

7.

LSTP-2017 reserves the right to remove any persons from any float or vehicular unit which it determines to be
overcrowded to such an extent that the unit may break down or cause injury to participants and/or slow down the parade.

8.

LSTP-2017 reserves the right to remove any person or unit from the pre-Parade assembly area or the Parade deemed to be
offensive and/or a hindrance to the progress of the Parade, or places other participants and/or spectators in physical danger,
or violates any of the regulations set forth in this application. (Including any Nudity and Intoxication)

9.

LIMITATION OF LIABILITY, INDEMNITY AND RELEASE.


a. Neither LSTP-2017 nor any of its officers, agents, volunteers, employees, independent contractors or other
representatives shall be held liable for, and they are expressly released from, liability for any damage, loss, harm or injury
to the person or property of exhibitor or any of its officers, agents, volunteers, employees, independent contractors or other
representatives, resulting from theft, fire, water, accident or any other cause.
b. Parade entries shall indemnify, defend and hold harmless LSTP-2017 and any of its officers, agents, volunteers,
employees, independent contractors or other representatives (i) from and against any and all claims arising from any acts,
failures to act, or negligence of parade applicant or any of its officers, agents, volunteers, employees, independent
contractors or other representatives, (ii) from and against any and all claims arising from the breach of, or default in the
performance of any obligation on exhibitors part to be performed under, these terms and conditions, and (iii) from and
against all costs, attorneys fees, expenses, and liabilities incurred in the defense of any such claim or any action.
c. All entries/participant displays, products, equipment, furniture and furnishings that are placed on the parade route are
at the sole risk of the participant, and LSTP-2017 will not assume any responsibility for the loss or damage to the
participants property.
d. Under no circumstances shall LSTP-2017 be liable for consequential, indirect, special or punitive damages of any
kind, whether foreseeable or unforeseeable, whether based upon lost goodwill, lost profits, loss of entrance in parade, or
otherwise, and whether arising out of breach of any express or implied warranty, breach of contract, negligence,
misrepresentation, strict liability, or otherwise.

10. LSTP-2017 presents the annual TET Celebration for the public as an educational and entertainment event and reserves all
rights as producers. Any reproduction, broadcast, or commercial use of any portion of the event, in whole or in part, in any
form without explicit prior written consent from LSTP-2017 Committee is strictly prohibited. LSTP-2017 may, at its
discretion, film, photocopy or tape any and all portions of the Parade for commercial use.

NAME: City of Westminster - Mayor Tri Ta

ENTRY#

Westminster Mayor Tri Ta joined the Westminster City Council in 2006, was reelected in
2010, 2014 and again in 2016.
in the Nation.

He is serving as the first Vietnamese American elected Mayor

Mayor Ta is committed to improving the quality of life for all Westminster

Residents. He believes honesty and sincerity are two qualities that are needed to be a good
public servant.

For that reason, he is frequently sought-after by universities as an

inspirational speaker whose ultimate message to students is follow your dream til the end.
He also serves on the Orange County Fire Authority Board, Public Cable Television Authority
and remains active in numerous nonprofit agencies.

Most importantly, he is a devoted husband

to his wife Anh Doan, and father of two lovely daughters, Trianh and Trimy.

NAME: City of Westminster - Mayor Pro Tem Tyler Diep

ENTRY#

MMayor Pro Tem Tyler Diep was elected to the Westminster City Council in 2008.
After a two-year hiatus, voters overwhelmingly returned him to office in the 2014 election.
Concurrently, he also serves as the President of the Midway City Sanitary
District, a special district charged with providing sewage treatment and trash collection for
Westminster and Midway City.

In his full time job, Mayor Pro Tem Diep works for the

California State Board of Equalization.

He works closely with State agencies to ensure that

small business owners have a basic understanding of tax laws.

In his spare time he also

works as a news anchor/reporter for a television station and two radio programs. As a
homeowner in Westminster, Mayor Pro Tem Diep recognizes the importance of keeping Westminster
neighborhoods safe and clean. He is a dedicated public servant and is devoted to serving the
residents of Westminster.

NAME: City of Westminster - Council Member Sergio Contreras

ENTRY#

Westminster Council Member Sergio Contreras holds a lifelong commitment to Westminster


which has been established over three decades of residency and local public service.
Council Member Contreras was raised, and educated in Westminster; he attended Webber
Elementary, Warner Middle School and graduated from Westminster High School.

He has

proven his leadership abilities by serving on the Westminster School Board of Trustees
from 2004 through 2012.

Council Member Contreras also serves as a Board Member on the

Orange County Vector Control as well as volunteering his time and energy to various
committees and charitable organizations.

Council Member Contreras is committed to

improving the quality of life for all Westminster residents.

Council Member Contreras,

his wife Adriana, daughter Chloe and son Sergio III wish you a happy and healthy
New Year and wish for freedom, human rights, and democracy for Vietnam.

Contreras is joined by members of his Junior Ambassadors Program, a government

NAME: City of Westminster - Council Member Margie L. Rice

ENTRY#

Westminster Council Member Margie L. Rice has served our community for more than sixty
years as a volunteer, appointee, and elected official.

She was first elected as a

Council member in 1994 and was successfully reelected as Mayor for twelve years and
now continues to serve as a Council Member.

In addition to the City Council, she has

served many years on the Westminster School District Board and on the Midway City
Sanitary District Board. She is well known throughout Orange County as a leading
citizen of Westminster.

Since achieving her long time goal of getting the Westminster

Rose Center and theater built, she continues to dedicate much of her time and energy
to supporting this thriving facility.

She would like to wish everyone a Happy New

Year!
