The average officer killed in 2016 was 41 years old with 13.3 years of service. ‘The average number of children left behind by an officer was two. These have been difficult times for law enforcement throughout the entre nation in addition to here in Chicago, all the more reason we continue to stand together to, Honor Our Fallen. BRIEF BACKGROUND In 1962, President Kennedy proctaimed May 1th as Netional Peace Officers Memorial Day and the calendar week in which ‘May 15th falls, as National Police Week. Over the many years, members of the Chicago Police Department have made the jourrey annually to Washington DC in May, sharing in the observance to honor our fallen. In 2002, following the 911 ‘tragedy, the Chicago Police Department had an unrivaled turnout at the National Memorial. Our attendance of over 500 members equaled or exceeded that of the New York Police Department, who, along with the NY Port Authority, lost a total of 72 law enforcement members on 911. Since then, the Chicago Police Department has upheld their reputation as one of the largest voluntary law enforcement agencies in attendance for over a decade. This recognition is due to the numerous ‘individual’ CPD members who sactificed their own time and funds over thase many years to be part of this honorable tradition, truly, GETTING THERE Ifusing ar travel, the most direct and recommended sirport is Reagan National (DCA), with numerous fight times out of O'Hare (ORD) and Midway (MDW) Airports. Flying into Dulles Airport would require unnecessary additional modes of transportation to access hicago’s Finest!” downtown DC. Reagan National has a convenient Metro rail stop just outside the airport that will take you directly downtown to most locations and surrounding areas, including Arlington VA. (See ‘AIRPORTS' in this guide for more info) You may also consider driving or better yet, car pooling. The average drive time ((rom Chicago) is app. 10-12 hrs, with various factors affecting travel. When choosing a hotel, inquire into any additional parking fees not included in their daily room rates. You can take the Express 5A Metro bus which makes 4-5 stops from the airport to downtown including the Rosslyn station in Affington and the L'Enfant Plaza station. Both stations can access the ORANGE and BLUE lines with L’Enfant Plaza stop also accessing YELLOW and GREEN Lines. Another bus option is using the Washington Fiyer Coach Service which takes you directly to the closest (West Falls Church) Metro station on the ORANGE line. These buses ore air conditioned with reciining seats, ‘ample luggage space and handicapped accessible. They depart app. every 30 minutes and boarding announcements are made inside the airport. DC's hotel occupancy's reach their ‘peak’ in March through July and October. Average daily rates reach their ‘highest’ levels during Apri, MAY and October. In addition, hotels are made aware of recurting conventions, meetings and events during specific time periods and adjust their rates upwards accordingly during these time frames, based upon market evaluation. The graduation from Georgetown University which coincides with our stay has taken up a volume of rooms and driven up the rates. The uppermost room rates during our travel period are at the downtown chain hotels due to better rating, location near most of the museums, monuments and government buildings, coupled with the increased location access to their Metro rail stations, the main course and recommended transportation throughout downtown DC. Staying outside of ‘downtown’ DC, hotel rates tend to drop off depending on location, distance out, hotel quality, access to Metro and amenities .Arington VA, for example, is merely just across the river from DC and one extra Metro stop away from downtown, Based upon individual preference, members may seek accommodations ‘on their own through the typical methods, (|. travel agents, friends or Intemet hotel comparison of rates and availabilty.) One way to search the majority of the hotel site to go to Trivago.com or Kayak.com which has an option to search multiple sites for comparison. Once there, click on the "Search All" option which will allow you access to Hotels.com, Hotwire.com, Priceline.com, Expedia.com and Booking.com simultaneously. Detectve Sharon Colby, (Area Central) has researched and bargained for a discounted rate for a limited ‘number of rooms returning again to the Marriott Metro Center, 776 12th Street NW, Washington DC, for 2017. The discounted rate for these’ limited reserved! rooms is $199.00 + tax a night. Note that many hotels listed or on this hotel website, may offer @ low rate, some even lower than pre-bargained group rates, but have some fine print stiouations (e. total pre-payment, no cancelation policy, limited amenities etc:) Read all the tems and conditions at these hotels prior to confirming if using ths sit. f booking outside the downtown area, check to see the proximity from your hotel to the closest Metro line. Some hotels, while indicating they are close to downtown attractions, may be in less desirable neighborhoods. Check carefully where the hotel is located along with all terms and conditions prior to confirming. The bargained group rates above listed as 1, 2 & 3 have been used in past years with good reviews. Many hotels allow up to 4 occupants per room. Some hotels may charge an extra fee if informed that there will be 3 or more occupants, Finally, room rate alone should not be the deciding factor. Consider that some hotels that offer a great location and amenities with higher rates can merely be off-set by spliting the cost between the occupants sharing the room. It must be stressed however, that you need to book your hotel reservations ASAP as the available rooms are at a premium, even at this early booking stage. Airfare also fluctuates so the same rules apply. The longer you wait, the higher the rates and lesser the availabilty even at the less desirable hotels, Plainly stated .. BOOK NOW! GETTING ACCLIMATED Directions: Downtown Washington DC is divided into 4 quadrants. You'll need to know what quadrant an address is in before you altempt to locate that address, All quadrant locations follow the address, ie. NW, NE, SW and SE. To get your bearings while downtown, simply locate and faoe the Capitol Building from the ‘mall" side. The malls the grassy area withthe Capitol Bulding on one end and the Lincoln Memorial on the other, and the Washington Monument the tallest structure in DC) in the middle, As you face the Capitol you will now be facing EAST. Therefore, SOUTH isto your right and NORTH to your let, with WEST directly behind you. Now, imagine the Capitol Building itself asthe midpoint, or axis. The center of the building would be like our State and Madison, All adresses go out from this central location in their respective directions. Streets are identified by alphe-etters as they go out NORTH and SOUTH (let or right) as you face the Capitol from the mall as A,B,C.0, Streets etc. in that particular quadrant. Streets are identified numerically as they go out EAST and WEST (front or rear) from the same Capitol center point as ‘st, 2, 31,4" etc. all the way tothe other end of the mall wth the Lincoln, Viet Nam and Korean War Memorials at app. 23° Street. It sounds more confusing than it s but once you locate the Capitol Building for reference and remember which “quadrant you need to locate an address in, just count cut in appropriate letter and number directions to find that address. Maps are available {or printing online for reference. Any street that runs diagonal in the quadrants are named after states for distinction. Once you lok at @ map it should make sense. (Picture = 1,000 words) Transportation: 1) WALK! Most points of interest in the downtown area are within reasonable walking distance, depending on condition, age and sobriety. 2) Metrorail (Metro): Their subway system is remarkably safe, efficient and exceptionally clean and close to most points of interest. NOTE: During “Poice Week’ all Law Enforcement Officers ride for free, after showing some id's. At times, there were some ‘varying interpretations by afew of the Metro employees who would ony let those in uniform ride for free. Again, this appeared to be isolated incidents and since then it appears that they have reinstated or clarified this perk and there has been minimal reported rmisunderstandings of this ‘privilege’ during "Police Week." Again, as a ‘privilege’ this may also be subject to change. if necessary, you can buy and cary a Transit Pass with you to play it safe. The procedure is simple, Every Metro, or subway station 2s we know it, has a fare transit card dispensing machine. All one needs to do s insert cash (they may also accept credit cards) into the machine in the desired amount of credit. You will receive a Metro Transit Card for use on their system. (The subway stations are identified at street level by a sign containing the leter'M in boldface indicating Metro) All one needs to dois insert the transit card into the ‘entry tum style where it willbe retumed to you after electronically recording starting point and providing you access through. When you arrive at your final destination (you may have to switch lines at a transfer point on occasion) you simply insert your card into the “exit” tum style and the amount will automaticaly be deducted from your card, according to distance traveled, Your card wil print out a running total of deductions indicating the emount you have left on your card for future use. Twenty bucks should get you through the three days based upon past experience. When showing your police ID tothe agent and they wave you through the unlocked gate, consider it bonus and always say, "Thanks!" 3) Tour mobile or Trolley: Tour mobiles and trolley tours are available to almost al of the points of interest fora fee that covers the whole day and allows one to get on/off and spend as much time at a particular site, as necessary, before re-boarding to continue the tour or return to the point of origin. The service makes continual loops to most ofthe important attractions in the DC area. This appears to be the “typical tourist’ mode of transportation. There is also a “night tour” where one can experience the sights in a completely diferent evening atmosphere. 4) Taxicab/Uber: Unless you're taking the Metfo to a specific area for cost and convenience, youll find DC area taxi transportation rot al that expensive with the average fares around town about $20.00-$25.00. Ifyou spit the cost between occupants or take tums paying the fare youll find that i's not all that expensive forthe door-to-door convenience. During late night excursions, especially after drinking, taxi or Uber transportation is highly advised. “WITHIN” the designated ‘downtown DC’ area, all cabs work on ‘zone to zone! rates or fares. Predetermined rates apply ftom one zone to another as opposed to a metered rate that registers the distance traveled. Some applicable charges may apply, i. additional passenger fees, amipm rush hour rates ( 0700-0930 & 1600-1830) and radio dispatch fee extra. “OUTSIDE” of the ‘downtown DC’ area, the cabs are * metered.’ It works out about the same with a ‘zone! rate to Georgetown for example within a few dolars of a ‘metered’ return ride back. For the most par, our experience indicates that taxi service in DC are fairly reliable. Uber is also available in DC if you are registered and have the appropriate app on your phone. Friday, 12 MAY 2017, United States Marine Corps Silent Drill Platoon Exhibition and Presidents Own Marching Band Friday evenings May-Aug., the United States Marine Corps Silent Drill Team performs along with the President's Own Marching Band at the Marine Barracks, 8° and I, in Washington DC. This exclusive ticketed event takes place in the evening on Friday, 12 May, 2017 for those members arriving early on Friday, 12 May 2017. Free tickets for the Evening Parade and Exhibition (8:45-10:00 pm) are available by 1 March 2017, on a first-come, first-serve basis. Seating for the evening parade and exhibition generally requires a reservation and can be requested by accessing the below information once the dates are made available. They also have a general admissions line at each Friday evening parade that they use to fill any unclaimed seats. Seats are released at 8:00 pm each Friday evening and are filled on a first come first served basis. Normally while all are admitted, reservations are highly recommended. You will be directed or sometimes even escorted to the seating area by a “Few Good Men,” the United States Marine Corps. The United States Marine Corps Silent Drill Platoon represents the epitome of Marine Corps discipline, dedication, & skill. 13 MAY 2017, CANDLELIGHT VIGIL, SATURDAY, 8 P.M. ‘The 29 Annual National Law Enforcement Officers Memorial (NLEOM) Candlelight Vigil wil take place on the National Mall between 46 and 7® Sts, NW on Saturday, 13 May 2017, at 8 pm. Historically the Candlelight Vigil took place at the National Law Enforcement Officers Memorial in Judiciary Square, E Street and Sth Sts., NW. In 2046 and again this year in 2017, the vigil has temporarily been relocated to the National Mall as construction fora National Law Enforcement Officers ‘Museum’ is currently under construction ‘adjacent to the memorial site. Due to the expanse of the museum and space limitations in the area, the museum site is being constructed underground below street level, across the street from the National Law Enforcement Officers Memorial. Presently, a large ‘excavation for the museum now exists across from the memorial which would not allow forthe immense overflow of crowds into this area that accompany this event, numbering over 20,000 paticipants. A reading of al the newly engraved names for this year consisting ofthe 2016 line of duty deaths along with those historical names of past members recently recognized and approved for addition to the memorial immediately folows the ceremony. This event usually is an extensive program that includes speeches and musical tributes in large open area so keep in mind your personal needs when attending this ‘event such as attire, water, bathroom locations etc. The dress is casual according o the weather, Uniforms are not required but may be \wom if desired. Normally Honor Guard unis from ther particular department appear in uniform to represent their particular agencies. Parking is nearly non-existent close to this event due to the crowds in attendance along with many law enforcement vehicles and motorcycles parked inthe area, Metro use is HIGHLY advised to this event. Take the ORANGE or BLUE line Metro to the “SMITHSONIAN station to access the Candlelight Vigil onthe National Mall. Arrive extra early to find locaton that best fits your viewing and personal needs. Note that the Candlelight Vigil has been relocated tothe National Mall again this year however the National Law Enforcement Officers Memorial (NLEOM) is always open and accessible for viewing 24 hours a day. Designed by architect Davis Buckley, the Memorial sits on three acres of federal parkland in an area of Washington, DC called Judiciary Square, the historic seat of our nation's judicial branch of government. The Memorial grounds boast plush carpets of grass, neatly 60,000 plants and 128 trees. Each Apri, more than 10,000 daffodis bloom at the site, providing burst of color for visitors. The Memorials central plaza features an intricate paving pattem and a bronze medallion with the Memorial Fund logo: a blue shield with a red rose draped ‘across it. Bordering the Memorial's beautifully landscaped park are the two tree-lined "pathways of remembrance” where the names of the fallen officers are engraved. Each of the pathway entrances is adomed with a powerful statuary grouping cof an adult lion protecting its cubs. Sculpted by Raymond Kaskey, the bronze statues symbolize the protective role of law enforcement officers and convey the strength, courage and valor that are hallmarks of those who serve and protect. Itis important NOT to neglect viewing the National Law Enforcement Ofcers Memorial tha pays tribute fo over 20,000 members in law enforcement who gave thir ives inthe tine of duty. ‘Allow ample time to take in al of the thousands of pictures, cards, notes and large and small mementos left atthe two circular 300 foot ‘memorial walls. While it tends to be a bit more crowded during the daytime hours, the area is lit and accessible for late night viewing. Parking i ited in the area with Metro use highly convenient and recommended during avaliable hours. Access the RED Line Metro and get off at the JUDICIARY SQUARE Metro station F Street exit and the NLEOM is right above at street level. Note ‘that the Judiciary ‘Square Metto station closes during late evening and some weekend hours. Check the Metro schedule to avail yourself of his convenient transportation method to the National Law Enforcement Officers Memorial. The NLEOM is located on Eat 5" Sts,, NW ‘The Memorial Visitors Center & Store is located just a few blocks from the Memorial, at 400 7th Street, NW (7th and D Streets, NW). NATIONAL HONOR GUARD / PIPE BAND COMPETITIONS SUNDAY, 14 MAY 2017 The Steve Young National Honor Guard Competition and Demonstration provides an opportunity for law enforcement organizations to perform ceremonious and patriotic tributes for public viewing. These teams are a highly dedicated group of law enforcement officers that represent organizations from all across this great nation and Canada. They converge on the Nation's Capital every year for National Police Week, where peace officers are honored for their dedicated service to the protection of our communities. The 16th annual Steve ‘Young National Honor Guard Competition and Pipe Band Competition are hosted by the Fraternal Order of Police and takes place at the Grant Statue (west front of the United States Capitol.) During the day you will see honor guard teams and pipe bands all performing for the public as they pay their heartfelt tributes to law enforcement and the nation's surviving families. Starting time is app. 8:00 a.m. to approximately 4:00 p.m. The Honor Guard competition consists of three phases. First is an intense uniform inspection for exacting detail Where anything from a piece of lint, a blur in the polish of the badge or a loose thread on a patch looses points. Next is the posting of the Colors by the entire Honor Guard Unit, followed by the Honor Guard group presentation or performance. All of the judges are from the elite U.S. Army Drill Team or U.S. Military Honor Guards assigned to the White House or Arlington Tomb Guards. Our Chicago Police Honor Guard participates in this event annually to honor our fallen, however at the time of the early release of this 2017 Information Guide, the exact scheduled time for their particular exhibition has yet to be determined and released. In addition, at this early stage it is also uncertain if our area Pipes and Drums of the Chicago Police Department and/or Pipes and Drums of the Emerald Society will compete again in 2017 as in the past. SUNDAY, 14 MAY 17, LAW ENFORCEMENTICPD) GROUP GATHERING As in the past, in addition to the Honor Guard and Pipe Band competitions on 14 May, members of the Chicago Police Department have planned a group gathering where members in attendance that particular year can meet on this date for an organized, group social gathering, meet and greet. Prior events consisted of Potomac River cruises, sporting events and restaurant food and drink venues. In 2017, our dedicated coordinator arraigned for a Washington Nationals vs. Philadelphia Phillies baseball game at Nationals Park, 1500 South Capitol Street SE, Washington, DC 20003. The Nationals Park is located close to the 2017, National Law Enforcement Officers Memorial, FOP sponsored ‘Tent City’ location. (See Tent City particulars elsewhere in this guide for specific details) Discounted, reserved group seating tickets have been obtained by Detective Sharon Colby for this event on a first-come, first-served basis. It must be noted that there are a limited amount of these discounted law enforcement group tickets and seating available so it is important to contact Sharon ASAP to reserve the select seating area to accommodate our preferred group. MAIN MEMORIAL EVENT, MONDAY, 15 MAY, 2017 This is the 36th Annual National Peace Officers Memorial Day Services and the main event of the entire trip. This program takes place on the west end (Mall side) of the United States Capitol Building. The assembly location is on the grassy area in front of the Capitol. When using taxi/Uber service to get to the Capitol, request that you be dropped off on the northwest side of the Capitol Bldg. (indicate Union Station side) You'll be closest to the assembly point of the CPD/lllinois contingents. If using the Metro rail, take either the BLUE or ORANGE line and get off at the "Capitol South" station. Once you exit the Metro rail at the Capitol South stop, there will be many other law enforcement agencies in uniform exiting as well. Follow them for the 4-5 block walk to the Capitol Building special entrance area. Note if you are carrying your weapon, you normally have to go through a Secret Service checkpoint. You will need your active police ID, and/or your IROCC concealed carry | D. (retired) if not in uniform in addition to your badge to be allowed access into the Capitol area. This is an annual ‘required’ stipulation by the U.S. Secret Service. Be prepared for this requirement please. The surviving Gold Star family members are transported to the Capitol event on buses lead by an impressive escort of police motorcycles from all over the country. Upon arrival, they then are escorted down the pathway by their respective police agency representatives to the base of the steps of the Capitol for the memorial ceremony. Law enforcement officers in dress uniforms from throughout the U.S. and as far away as Mexico, Puerto Rico and England assembles around the Capitol steps as a sign of honor and respect. All the police agencies group together by state in a designated area. I's normally easy to locate the CPDilinois group due to the impressively large amount of members in uniform. ALL ILLINOIS police agencies are equally welcome to unite with the CPD contingent on behatf of our state. (i. Illinois State Police, railroad special agents, suburbs etc.) Proceed all the way up front and the farthest to the left along the pathway as you face the Capitol Building. At this exclusive location, Chicago/lliinois traditionally are the first organized police agencies the Gold Star families witness on their way in to the event. At the conclusion of the program, CPDillinois are joined by the LAPD/California contingents in a recent, time honored tradition. Dress of the day for active Chicago members in uniform are "Class A" uniforms, consisting in part of the CPD blouse, tie and uniform crown cap. NO variations of the ‘Class A’ uniforms please. White gloves and batons are not required. Retired members in civilian dress are encouraged to wear respectable casual attire, according to the weather, with a suggested insignia, emblem (i.e baseball cap, shirt etc. with a CPD or CPD Memorial Foundation logo) to show support and group affiliation. All particulars relative to our role here will be explained to you when you arrive at the appropriate time. Just look for our Ilinois sisters and brothers and join the assemblage. The keynote speaker at this event is The President of the United States. You can bring your camera and take pictures of the entire event. You will be able to meet police officers from all over the nation here as once the families are seated and the program begins, there will be time to casually intermingle and converse with the many law enforcement members in attendance. Later in the program, when the names from our state are being read, we will again fall in as a group and hold a salute while the names from Ilinois are read as a sign of solidarity. Since this is the main event and the culmination of Police Week, we ask for your compassion, especially at this ceremony. While Chicago always has an impressive tum out at this observance, the true test of our dedication and commitment is how many of us, remain to the end. When the ceremony has concluded, the Gold Star family members are again escorted out down the same pathway that we lined upon their arrival. At this point the CPDilinois contingent is joined by LAPD/California in our exclusive respective positions as they exit for their closing tribute. This final act of compassion and brotherhood by our respective agencies confirms our devotion to those Gold Star family members that "We Will Never Let Them Walk Alone!" The entire program lasts for app. 2 hours, a small sacrifice on behalf of those that gave their all, "The Ultimate Sacrifice.” Depending on the weather, you will possibly be out in the open with little or no shade, so prepare yourself for your own personal needs as necessary, such as water, sun block, rain gear, etc. Once concluded, the Chicagolllinois members have traditionally taken a group photo right on the steps of the U.S. Capitol. Bring your ‘camera and volunteers will take a group photo with you using your camera. Many officers extend their stay and leave the following day to give themselves time for a final dinner or sightseeing that afternoon or perhaps the following morning if they book a late flight out. It is suggested that if you drive to DC that you seriously consider leaving on the following day (16th) especially if you are the lone driver as the ceremony on the 18th is physically and emotionally demanding. Its in your best interest to hit the road for the drive back ... fully rested. At app. 2:30 the flowered wreath completed at the Capito! with individual flowers placed by each of the family members that lost loved ones that year is then transported and placed at the main memorial wall in a short ceremony sponsored by the FOP, for those wishing to witness this event. NOTE: Please arrive a MINIMUM of 1 hour (0930-1000) earlier to assure CPD our annual prime location up front and allow our members to ‘be in place’ well before the arrival of the Gold Star surviving family members and their department escort representatives. Note that during any movement of POTUS into the Capitol building proper, the Secret Service shuts down all activities around the Capitol including our law enforcement check-in, another reason to arrive extra early to avoid beina held back durina this crucial time period. TENT CITY When: Open daily 13-15 May, 11 a.m., until 0200 hrs. Beer sales start at 12:00 noon. Where: It appears that the same DC FOP Lodge 1 site will be used again for Tent City in 2017 during these three days of Police Week. It is located just a few blocks from the Washington Nationals Stadium at the corners of 1st and 2nd streets SW and S and T streets SW. (The exact address for your GPS is 1880 2nd Street SW Washington DC) The closest Metro stop appears to be Navy Yard but from there it's a fairly long, somewhat complicated and not an advisable direct walk to the tent city location from the Metro stop. FOP DC Lodge 1 has complimentary shuttle service to and from the tent city site with stops at their Lodge, (FOP DC Lodge 1 location is 711 4th Street, NW, Washington, DC 20001, Phone:202 408-7767) the Memorial, Navy Yard Metro and other stops along the route. The van drivers are all FOP volunteers and are working their day off so ‘take care of them’ accordingly. Taxi service or Uber is also the highly recommended means of access to this area, especially if planning on consuming alcohol. What: The ‘tent city’ location is a fairly remote fenced in area, app.2-3 square blocks, set up with tenis in which various vendors sell unique police related items and other souvenirs for all three days. The FOP DC Lodge 1 will also have a beer tent and food service set up along with music and entertainment with an occasional police pipe band also making an impromptu visit. This is an outdoor event and dress is non-uniform casual. It has a tendency to be the most crowded after the Candlelight Vigil on the 13". There are normally many unique items for sale there. You can visit ‘tent city’ to check out the vendors if you want police items/wares or a ‘Police Week 2017' souvenir. You may also visit the Official NLEOMF Visitors Center and Store located at 400 7th Street, NW (7th and D Streets, NW) Washington, DC 20004-2025. Phone: 202.737-3213. The ‘Memorial Visitors Center & Store’ features information and exhibits on the Memorial and the officers it honors, and it also offers a unique range of law enforcement merchandise. An interactive video system provides visitors with interesting facts and figures about the Memorial, the heroes who are commemorated on its walls and other Memorial Fund programs. Many of the items there are emblazoned with the Memorial's distinctive Rose & Shield logo. Proceeds from all sales in the ‘Official Visitors Center & Store’ support the Memorial Fund and ‘tent city’ sales locations are normally provided by independent vendors. The FOP DC Lodge 1 hosts the beer tent and food service. While the hours of ‘tent city’ vendors are usually, 11:00 a.m. to closing (0200 hours) the Memorial Visitors Center and Gift Shop hours for 2017 are May 13", 9am-4pm then 9pm-12 mid., 14th, 9am-Spm, 15", 9am-Spm, 16", 9am-Spm. (Call to verify hrs. 202-737-3213 ) If you're looking for ‘police week’ souvenir t-shirts, sweats, memorabilia etc.,” tent city’ prices are sometimes near 50% less than the National Store. While some of the Official Gift Shop items tend to be a bit pricier, only they have the authorized ‘National Memorial logo items and the profits go to support the Memorial. The National Memorial also discounts various items so shop around at both locations. Who: The area is intended for law enforcement members, visitors and guests attending the National Law Enforcement Officers Memorial ‘Police Week’ activities. This is not the place for young children at night, especially on 13 May after the ‘Candlelight Vigil’ when it is the most crowded. It is recommended that if you want to bring your younger children into ‘tent city’ to check out the many unique law enforcement related items and souvenirs for sale, you should do so during the daytime hours, preferably before noon when beer is served. The National Visitors and Gift Center store location is geared more to a family store type atmosphere. EPILOGUE A\s proven over the years, the Chicago Police Department has maintained the time honored distinction of having one of the largest volunteer attendance records in DC for over the past decade. Again, this is a tribute to the many individuals who sacrificed their own time and funds over these many years to participate in this worthwhile tradition ... Honoring Our Fallen. To those that will join us in 2017, may you experience the sense of pride and solidarity of our profession in this truly humbling experience.
