Dear Chairman Graham and Ranking Member Whitehouse:

I am writing to respectfully request that your Subcommittees inquiry into Russian


involvement in the 2016 election include a thorough review of key election system
components to determine whether there were attempted or successful attempts to
manipulate voting and tabulation-related processes.

Independent academic experts in voting system computer science and the election
integrity community agree that the 2016 systems were highly vulnerable to attack. There
appears to have been no organized effort to examine the components, system logs,
output data, and results to detect any significant irregularities. The declaration by DHS
in the January 6 DNI report that DHS assesses that the types of systems Russian
actors targeted or compromised were not involved in vote tallying. Experts question
whether DHS had the opportunity to conduct adequate analysis to reach this
conclusion.

The DNI also reports, Russian intelligence obtained and maintained access to
elements of multiple US state or local electoral boards. Thorough investigation should
be conducted into the nature and impact of those intrusions.

A nationally recognized group of voting systems experts and election integrity


advocates sent a letter to Senator Graham on January 13 stating the rationale for
including the election system in the scope of Senate Committee investigations of
Russian intrusion into the 2016 election. (Letter at https://goo.gl/NK4IRf .) Please
consider the experts views in determining the scope of your upcoming investigation.
As the Committee investigates this area of national security threat, experts are confident
that voting system vulnerabilities will be detected in a manner that can be used to
mitigate such risks to the 2018 and future elections.

As noted in the January 13 letter to Senator Graham, many of the signers are voting
systems experts and offer their expertise to assist the Committee in their inquiry.

national security concern.
