To whom it may concern,

I have sent you numerous letters of the of the unprofessional conduct and MVPD
policy violations of your Deputy Police Commissioner, Joseph Spiezio.

You are aware of the of July 5, 2016, letter I sent to you in regards of your Deputy
Police Commissioner Spiezio posting personal medical information on social media
of Mount Vernon Detective M. Jones in retaliation against me. In response to your
Deputy Police Commissioners actions, Detective Jones has filed an EEOC
complaint and a notice of claim against you, Mayor Thomas and the city of Mt.
Vernon for allowing your Deputy Police Commissioner to violate departmental policy
(see attached) with no accountability.

Because of the actions of Deputy Police Commissioner Spiezio posting my families


address and personal information, an order was made for my address to be a
"Special Attention' to ensure my families safety.

On July 11, 2016, the city of Mt. Vernon created a Social Media Policy for all
employees that work for the city. (see attached)

Because of the city of Mt. Vernon failed attempt to hold your Deputy Police
Commissioner accountable of his actions, he has once again violated city and
departmental policy.

Deputy Police Commissioner Spiezio has stalked me personally on Facebook with


no regards to professionalism, his position as Deputy Police Commissioner, City or
MVPD Policy or the fact that my wife and I already have notice of claim against him,
the city and a federal complaint about the incidents as mentioned above.

Acting Commissioner Fatigate, the is letter is to put you on notice officially. If


anything happens to my family or me, I will hold you personally responsible because
you have failed to hold your Deputy Police Commissioner to any Code of Conduct,
city or departmental policy.

Your lack of responsibility for the actions of your staff has cultivated a culture of
pattern and practices of retaliation and harassment. Unfortunately, you cannot hold
any rank and file officer accountable to these same policies because you have failed
to hold your Deputy Police Commissioner to the same.

I will be forwarding this letter to the District Attorneys Office, NYS Attorney Generals
Office, the U.S. Attorney Office for the Southern District of New York and the EEOC
Investigator of Detective Jones case against the department.

Facebook post are attached with a hard copy of this letter, and one will be sent via
USPS.
